Five states, new york, new jersey, connecticut and california all ordering nonessential workers to stay home. Thats about one quarter of all americans. As a number of known cases in the u. S. Surges above 27,000 including more than 300 deaths. Vice president pence and his wife karen have both tested negative for coronavirus. In a moment we will speak with the treasury secretary about where we are going with a financial package but first lets bring in Mark Meredith reporting with the latest on the administrations actions. The government is rushing to get more medical supplies to americas hospitals while at the same time, the president is trying to reassure workers that are losing their job that health is on the way. Stay at home and save lives. Congress is rushing to provide Financial Relief for those hardest hit by the outbreak. This is not a political opportunity. This is National Emergency. We are making very good progress. Hotels and restaurants are among the industries now struggling to survive. Sources say an estimated 1. 8 trillion aid package meant to help both businesses and individuals could Pass Congress by monday. We are all negotiating and everyones working hard and they want to get to a solution. Loans to help Certain Industries prevent layoffs and add more resources for Health Care Workers treating patience. Exact details of what the legislation will and wont include are expected to be released soon. Meantime, governors and a handful of states are ordering nonessential workers to stay home even as federal Officials Say they have no plans to issue similar orders nationwide. We have no plans for a National Lockdown or national quarantine. But the government is enacting tougher restrictions on americas southern and northern borders. At the president has ordered both closed except for essential travel and trade. Last night, the white house announced that the Vice President and his wife tested negative for the virus. They took the test after a staffer tested positive. We are told that staffer is expected to recover. Is this going to get done and if so, when will they get done . Thank you for having me here and i do think it will get done. Weve been working around the clock with republicans and the democrats. Ive been speaking to mitch mcconnell, chuck schume chuck schumer, we have a fundamental understanding and we look forward to wrapping it up today. Let me just walk you through the highlights of the package because the president is very determined to protect american workers, a major part of our economy to shut down on the president wants to protect them. So the first parts are what i call Small Business retention loans to it if you are a Small Business, you will get two weeks of cash flow to pay your workers, you need to retain them. You will also get some overhead and if you do that, those loans will be forgiven, thats half of our workforce, that will allow Small Businesses to keep people and make sure when we open the economy, they are up and running. The second part is direct deposits, the average direct faf four will be approximately 3,000, you can think of this as a bridge to get through this quickly. The third component is enhanced Unemployment Insurance for people that are laid off during the coronavirus on the fourth component is a significant package working with the federal reserve, up to 4 trillion of liquidity that we can use to support the economy. We can leverage our equity working with the federal reserve. On top of that, the president is determined hospitals need money, a very significant amount of money for hospitals and medical professionals. John for the hospitals, 110 billion, is that what youre looking at still . Approximately, we want to make sure the hospitals have money, the best way to get through this is for us to win this war with this virus. John liquidity is key here and what weve heard so far with this bill and may be exchanged in the last 24 hours was that liquidity assistance really was sectoral. Going to the airlines and cruise industry, now the Auto Industry has got its hand out as well. There needs to be broadbased across the entire economy. Where are you on that front . When they started, this was unique to the Airlines Industry since we had shut down most of Airline Travel but now we shut down major parts of the economy, but its a broadbased liquidity facility working with the fed. So there is a small component for airlines, National Security companies but theres a very broadbased, we can lever up to 4 trillion to help everything from Small Businesses to big businesses get through the next 90 to 120 days as we win this war. John let me ask you about this direct deposit. In 3,000 for a family of four, about 1,000 per adult, that was one of the formulas that was floating around last week. Senator Bernie Sanders of vermont also continues to be a president ial candidate saying thats nowhere near enough. Listen to how he put it. What in gods name does a 600 check or 200,000 check need one time when you were unemployed . Yes, it may get you through three weeks and stretch it and you through a month but that is nowhere near where the working people of this country need. John you have suggested in the past and other white house officials have as well this idea of a direct payment may come into different tranches. One on april the sixth and another one on may 18th, are you still looking at that or is this a onetime only thing . For now and this legislation, it is one payment but let me say these three pieces all tied together. Workers will get money through the Small Business program through retention, they will get money through unemployment and they will get effectively this bridge check payment which is a direct deposit so these three programs all look very quickly and if, for whatever reason, ten weeks from now this virus, we will go back to congress again but i think we are injecting a lot of liquidity into the system and hardworking americans know that the president wants to protect them and we are doing everything to support them. John i was going to ask you that question, what is the time frame in which the stimulus package is designed to work . Six weeks, eight weeks . You mention just a second ago ten weeks . First of all, i hope this need the money now. I would say we are looking at this from anywhere to attend a 12 week scenario. But again, the situation is moving quickly. We need to get the money into the economy now. It we do that, we think we can stabilize the economy and put money into the hospitals in the president has every expectation this is going to look a lot better. John if this does go beyond ten weeks, weve seen what the infection curve is like in south korea and china, we dont know what its like here in the United States particularly in new york city. Its after ten weeks businesses still have to remain closed and no one is flying on the airlines, can you keep going back to the well . With Interest Rates the way they are, borrowing is basically a Bottomless Pit but how much debt can you take on to address this . The good news is the u. S. Economy is strong or do we have stopped major parts of this but when we get through this virus as i said, youre going to see the u. S. Economy come back to the strike, we have great companies, great workers and what we need to do is have a bridge to get through this and this isnt the financial crisis thats going to go on for years. So ive been listening to the medical professionals. I think theres a lot of advances being made, different types of treatments. We are going to do whatever we need to do to win this war and this bill gives us a lot of money to create a lot of liquidity in the system and protect americans. 50 of the economy is Small Businesses, providing liquidity for those Small Businesses, they have zero revenues to get their money to pay their workers, to pay their rent, to pay their electricity. John is not going to cover everybody . That will cover roughly half of the private workforce and in most cases, it is companies 500 or less but thats going to cover roughly half the workforce and as i said, for bigger companies, we have liquidity facilities, just for the coronavirus but we want to make sure workers are paid. John are we currently in a recession . I dont think its terribly relevant. Are we going to have reduced Economic Activity this quarter . Absolutely. When people focus on recessions, its because of prolonged economic environment. This is a very unique situation weve never had before. This is the government has selfimposed shutting down large parts of the economy and as soon as we can get the medical situation under control, we are going to reopen it to the extent we have kept all these Small Businesses in business, we have kept workers with them. When we reopen the economy, the economy is going to bounce back significantly. John the Washington Post reported yesterday that the Intelligence Community was given to the white house warnings back in january and early february that the coming out of china was very serious and would likely end up in a pandemic. Were you over at the Treasury Department ever warned that Something Like this was coming down the pike . The initial white house reaction appeared to be dont worry, its over there in china, why do we need to respond robustly . Only 16 cases here. Were you ever warned early on by the Intelligence Committee that this was coming . I want to be careful talking about specific intelligence for let me be clear and this is not just in the u. S. , this is around the world, no one expected this to take off at the rate it did. And even as you know, ive now been on the task force listening to the medical professionals for a long period of time. In i said a few weeks ago i felt comfortable traveling on commercial air fare. I did. The situation has changed very quickly and the president has responded to that. As we saw the spread here, we have shut down Airline Travel abroad with europe, that was a very important move and as weve seen states, working with the states in recommending this. I dont think anyone should secondguess the government actions, moving very quickly and we responded appropriately. John the president basically activated it but hasnt yet put it into practice but we have states like michigan and so many others, going to talk coming up a little bit later who are in desperate need of medical supplies. General motors is volunteering to make that but does the president need to pull the trigger on the defense production act and say get out there and make this equipment because we are running behind, this is only going to get worse before it gets better and we need you to step up to the plate now . I know the task force is very focused on supply chains, quite frankly i am fulltime focused right now on the economic side of this. We have other people working on the supply chains but i have every confidence that the president has these powers, he is working with private industry and we are expediting this as quickly as possible. John our next guest says it is time to adapt to a new normal has the country confronts the realities of coronavirus and says there is a long road ahead. Joining us now is the former director of the centers for Disease Control dr. Tom frieden. Will come back to Fox News Sunday and on a personal level, good to see you. Both of us were there, good to see you. So let me ask you first of all ready you think we are heading with this with a number of infections arising, where on the infection curve are we . Are we expecting tens of thousands of cases in the next few days and weeks are we expecting hundreds of thousands of cases . First off, we are in different places in different parts of the u. S. And different parts of the world and thats why its so important that state and local Health Departments and governments have a key role here in tracking whats happening locally not only with a virus but with the Health Care System and advising people on what to do. Here in new york city, we are telling everyone stay home. And in new york city where the hospitals are getting overwhelmed, saying if you have mild illness, dont get tested. Is not going to change anything. You go out there to get tested, you may use up testing supplies, protective equipment, effort of the Health Care Workers and if you are not infected, you might get infected. So mild illness, they stay home. We were going first off really important to get one key concept. Takes on average five or six days from the time someone gets infected to when they get sick in about another week before they get very sick with a severe cases we are seeing today are people who were infected ten to 14 days ago. That means for the next ten to 14 days, we are likely to continue to see a big increase in cases in places like new york city. Thats why were worried about health care being overwhelmed and keeping their Health Care Workers as safe as possible. John says that lockdowns are not enough. In reading the quote for him, says what we really need to focus on his finding those who are sick, those who have the virus and isolate them, find their contacts and isolate them but i was talking to somebody at the cdc just on friday who told me that the cdc is not doing a whole lot of contact racing anymore because now the disease is so widespread. It depends on where you are. In a place like new york city where we have tens of thousands of infections, may be hundreds of thousands already, finding the sources of cases and the context isnt going to work but what you want to do is drive down new infections, stay home, wash your hands, dont shake hands, stay 6 feet away from everyone and then over the next two to three weeks, we might expect to see after that starts with a lack of a couple of weeks for the previously infected people drive down of cases and thats when you start with the aggressive testing, contact racing, isolation and tamp down cases anywhere in the country and in the world where people are coming in, anyone who is sick, isolate, isolated as they become sick. John we know you have personal experience with that as well in the ebola crisis a number of years ago as well, in terms of a vaccine, we know we are still a year away but there is some promising therapies that seem to be on the horizon, one of them is an old friend who was used as an antimalarial agent went to vietnam during the vietnam war, hydroxychloroquine, some evidence that in combination with a very common antibiotic azithromycin can shorten the course of disease but it seems to be some debate over whether or not that should be deployed. President trump very bullish on it, dr. Anthony fauci a little more suspect. We are trying to strike a balance between making something with the potential of an active and effect to the American People. I am more of a fan of that than any body else. Ive seen things that are impressive. We are going to know soon including safety. John the president has said what do you have to lose . Weve got this drug thats out there, weve known it for almost 70 years now, do you think it should be tried, should it be deployed . We all hope it will be good treatment because that would make a big difference. Recently just last week, two of the best antiviral drugs have been in combination and didnt show any impact. So absolutely i think we should urgently figure out whether hydroxychloroquine and azithromycin have an impact on the outcomes of disease. We have three goals here. Reduce the number of infections, improve the outcomes and people who have an infection and reduce the societal and economic harms of this pandemic. John you said there is too big stories coming in the next week, what do you see coming down the tracks . Sadly in places like new york city, im afraid we will see an increase in number of Health Care Workers infected, some of whom make it severely ill and the potential that we will overwhelm some of our intensive care capacity. Thats what im most concerned about for the coming week. The models that weve seen in the trends were seeing are extremely concerning. I said its about seven or ten or 14 days from the time of infection to severe illness. That means a severe illness we are seeing now was a result of infections that happened almost two weeks ago and in those last two weeks, theres been an escalating number of cases so the possibility of having tremendous stress on our Health Care System, nurses and doctors, transports, everyone in the Health Care System than with that more risks of patients dying. Thats very concerning and my new york city and elsewhere people are scrambling to scale up the capacity to care for patients safely but thats not easy to do, this is very involved intensive care. John we saw you there in africa and all of your protective equipment as you are looking at what was going on with the ebola crisis first hand. Are you concerned that the centers for Disease Control has been sidelined somewhat in the public aspect of this . We havent seen dr. Redfield for days now. At the table, they are the leading Health Protection agency. One of the centers within the cdc is the National Center for immunization and respiratory disease, they have more than 700 medical professionals who are experts in understanding control of infectious diseases. And in order to do more and protect people more, we need their full involvement. In central to the responses never been done before and it is Like Fighting with one hand tied behind your back. John the president is getting high marks from people like Governor Cuomo of new york and Governor Newsom for working with the states im trying to combat this virus. Youve been watching there from here perch in new york city with this white house has been doing, how would you grade the president s response . He has been criticized by people as well. This is not a time for grading. This is a time for all of us to Work Together for every part of the federal government, individuals, people to pull together against a common enemy. A dangerous microbe. There is something everyone can do, stay home, wash your hands, dont go out of your sick, something our Health Care System needs to do, prepare for patients and also key people who need their medications for hypertension or diabetes or other illnesses, keep them safe and on medications through telemedicine my refill prescriptions, all of us can play a role in one thing we have to do more is to understand this virus and how it is spreading and how to control it better. The better we understand it, the better we can protect people. John if i can come back to where we started, do you believe we will see tens of thousands of cases for hundreds of thousands of cases here in the United States . I think we already have many times more cases than have been detected. In places like new york city, we already have tens or hundreds of thousands of infections. There is no doubt from the information we are seeing. The challenge is what can we do today that can slow down this exponential phase of the increase, this accelerating pandemic and that is possible by people staying home, avoiding social contact. We are all in this together and what each one of us does can protect all of us. John one real quick question, any idea how long this is going to last . Very hard to predict whats going to happen, this is unprecedented it never happened before but we do have by working together the ability to change the trajectory of this pandemic. John the latest count in the state of michigan just shy of 800 cases though i imagine the next count will be over that, some eight deaths in your state as well. How are you faring at this point . We have the same challenge that the states across the country are having. We need more test kits. Is hard to make an educated decision and to know what you are really confronting without data and that all is reliant on test kits. We have too few test kits from the getgo and that is really important. Weve got to prioritize those who have the most medically vulnerable for testing and it doesnt really give you enough data to feel like you are making decisions that are based on facts and science. So we are moving forward trying to be aggressive as many other states have with closing schools very early, yesterday close nail salons and tattoo parlors as well as last week closing other businesses in michigan because it is really important that we are taking this seriously and mitigating the spread of. We will overwhelm our Health Care System and more people will lose their lives and our economy will suffer even longer. We have to be aggressive now. John the point that we keep hearing from the white house is only the sickest people are people tested. Do you think it should be brought endowed the people who are a symptom addict might be c . We should be testing everyone who comes in so we should understand if they are clusters, geographic areas that we need to make priorities. Lessons to be learned. How many people are being hospitalized of those that has positive . We know that our young people are suffering a severe lung damage. They are so much that we need to learn in such a short period of component of that. John a 1monthold who has tested positive for coronavirus which would seem t to go againsa lot of what weve been hearing that there seems to be some sort of natural resistance among the youngest people out there. I am told that you were hoping for south korea here, not italy when it comes to the spread of this disease. In terms of limiting the spread, how are you doing . We have taken some aggressive actions. We have been on the front edge of that and continually checking with my fellow governors. Larry hogan from maryland, just to the south of ohio as well as my fellow midwesterners. Its important we are learning from one another that we are sharing information on the phone most of the morning yesterday with experts from around the country. We have got to be aggressive on the front end or we are going to get overwhelmed in our Health Care System. And everything is going to be overwhelmed but its important that we are aggressive, listening to scientists and doctors in making decisions based on the best facts available always in the interest of the Public Health. John where are you on this idea of a stayathome order like the state of california or new york state, others considering it as well . Things are moving fast, we are getting information hourly. Will continue to climb so we are always evaluating with an ongoing debate about what the next step is and i would anticipate additional steps being taken because we have to be serious about this. John one thing that kind of puzzles me is you have limited groups of people to 50 or fewer yet there is an exemption for places of worship. Why would a place of worship be any less likely to transmit disease in a larger gathering than another place would . Its not and we are discouraging people from gathering at all. John why this exemption . The separation of church and state on the Republican Legislature asked me to clarify that. Its an area that we dont have the ability to directly enforce and control. We are encouraging people do not congregate. Do not go to church on sunday and sit next to people that could be spreading the covid19. You yourself could be carrying it and not even know it. The worst thing in the world is to go to church to worship and sit next to someone and infect them and have them suffer lifethreatening consequences because of this decision. John of the state of michigan obviously the home of the Auto Industry like the airlines, like the cruise lines, like the hotel industry, do you believe the Auto Industry is going to need some sort of Financial Assistance here to get through the next however many weeks that we are dealing with this . The Auto Industry has been the backbone of our economy in this nation and certainly thats the truth here in michigan, the whole supply chain employs a lot of people in the state. So when it shuts down, it is not an easy decision to make. I applaud the big three working with the government for making that decision but at the end of the day, weve got to make sure we can still be competitive and still be on the cuttingedge of mobility and solving the problems we are confronting some of the Auto Industry has to be right up there with any other industry that is able to access loans and to get some assistance during these times. John General Motors has offered to retool which would help increase the supply. Are you experiencing shortages in your state . We are. We anticipate an incredible need for ventilators just as every other state is anticipating, we are actively trying to find ventilators or bring them back online that perhaps were retired so the fact that gm is really serious about moving into that space right now, this is a global crisis. This is an automaker that helps with the arsenal of democracy when we were in the war. This is something that we have a battle on her hands and it has to be all hands on deck so we are grateful for their leadership. John both sides here were calling for a politics to be left out of this but the president was very critical to weeding failing michigan governor must work harder and must be much more proactive. We are pushing her to get the job done. I stand with michigan. What arent you doing that you could be doing more of . I know that republicans in your state have said may be extend Unemployment Insurance to people working parttime, Unemployment Insurance or contract workers, allow canadian doctors to practice, allow online work by students to count so that more people would get up doors, allow bars and restaurants to sell takeout liquor, is there more that you could be doing . What are you considering . I think the irony of the attack on twitter is that we have actually been a lot more aggressive taking this very seriously. He is responding to my criticism that they didnt do the preparation that they needed to do on the front end. Thats why we have a shortage of tests, thats why we have people who dont take this seriously because we have for a long time we were told it wasnt to be taken seriously. This is what we are up against. We have to have truth and communication. We have to be making decisions based on science and effects. We cant have halftruths or hyperbole, convince people this isnt to be taken seriously. You are not serious, you are woefully uneducated about what we are confronting as a nation and thats why im trying to import everyone to take this seriously. Do your part. Everyone of us whether you are asymptomatic and healthy today or someone who is medically vulnerable has to do your part. Washing your hands, social distancing, all of the practices from the cdc. Everyone needs to really listen to him. John that said, other other steps you could be taking that you are not taking right now . We have been aggressive. I was one of the first governors to call off school for a period of time. One of the first two. John what about these other items like extending Unemployment Insurance benefits, bringing in canadian doctors, suspension fees . I extended them from 20 weeks to 26 so we could help people who are unemployed. I called on the white house to make sure we had an extension on the travel ban between the United States and canada. John im sorry, but what about Going Forward . What else are you thinking abo about . We are obviously sharing as much information so that we are making smart decisions moving forward. There are additional steps we will continue to take and we will be rolling those out today throughout the week has we ascertain precisely where we can make a difference in how we can take additional steps to flatten the curve. We have been aggressive and we will continue to be.
