I want to thank the members of the community who are my public heros in doing everything they can. Thank you all for coming here today and supporting San Franciscos efforts to slow down the spread of the coronavirus and save lives. In concert with other barrier counties, we are continuing to move aggressively to slow the spread. It is true that every hour counts. We need everyone to take action to protect our community and particularly our most vulnerable populations. The regional order to shelter in place is brand new for our community and the bay area is the first place in the country to take such an aggressive approach. I know that San Francisco wants to do the right thing and were already seeing big differences in peoples behavior adagioing to the new rules and the adjusting to the new rules and new times. Were thankful for the care of one another. To review, all San Francisco residents must stay home as must as possible and only leave for essential activities like getting food and medicine. Even then, they and you, should stay at least six feet away from others. It is okay to go outside to walk your dog, go for a walk, run or hike, alone or with someone else from your household. You can also go outside with someone else as long as you stay six feet apart. We know that people need exercise and fresh air, and theres a way to do that within the confines of this order. But, for people who are over the age of 60 and those with Chronic Health conditions or especially those who are currently sick, please stay home all together. We know that staying at home is disruptive. It has to be, the virus thrives under normal conditions. We encourage people to learn more about the order by referring to the frequently asked questions as director carol mentioned at sf. Gov. Were preparing our Health System and city functions for potential system and coronavirus patients and we hope itll diminish by our aggressive efforts of the virus. Now we are decompressing the Healthcare System as much possible. I remind everyone, please do not go to the emergency room or an Urgent Care Center unless you have a true life threatening emergency. Contact your Healthcare Provider by phone, use tele medicine, get the information anywhere else you can. Please do not go to the healthcare emergency room or urgent care. Those places desperately need to be saved for the people who are truly ill and need it the most. The mayor has also used the power of the local Emergency Declaration she made on february 25 to order a streamlining of the hiring process for nurses in our public Health System. We are bringing on scores of new nurses in as soon as ten days, and i was just talking with our hr people and they told me this morning that we already have 70 new nurses hired and we expect scores more this weekend and in the near future. We areto hire nurses on the spot. Today, we have 70 confirmed cases of covid19 cases in San Francisco. That number is rising and will continue to rise. We know that the virus is here in our community and yet we still must fight aggressively to interrupt it by drastically reducing the chances it has to jump from a person. This remains a rapidly evolving situation and we have learned more and have followed data science and facts and interventions. I greatly appreciate the way that San Francisco is pulling together to follow the new rules and to help prepare and protect our Healthcare Workers in this system. Everyone can and must do their part. I wanted to take this opportunity to strews the director of the department of Human Resources who is working on the plan to support many of our vulnerable population live in congregate settings so were prepared to not only provide shelter in place access for those particular populations but an overall plan many people have asked about the challenges with our Homeless Population weve not forgotten that and we are inuin issue and i want trent to provide us with an update. Thank you, mayor. Im trent roar and the citys director of the citys human agency and were the agency tasked with providing care for the vulnerable population. Thanks to the leadership and leadership and guidance from dr. Colfax, we activated the command center last monday so 11 days ago, to prepare for this. Using the best data that the department of Public Health had at the time, we were charged with identifying 3500 hotel rooms to be able to use for isolation for individuals whos housing facility doesnt allow for quarantine on their own. This is the 19,000 or so individuals that live in a Single Room Occupancy Hotel room with Community Bathrooms and Community Kitchens and impossible for those persons to isolate alone. Then of course its our Homeless Population both who are residing in the hopeless shelters as well as homeless on the street. We quickly responded to that and have been working to secure those rooms. We did secure our first lease yesterday and moved the first people in this morning. Those first people were hopeless individuals who were tested in the hospital but are not showing signs that need them to be hospitalized and we moved them from the hospitals to that particular hotel. We dont want people who do not need to be hospitalized to be there simply because they cant isolate. This is why were bringing the hotel online and weve identified probably about 500, in the lower 500 that we hope to have secured through lease online and staffed with the appropriate personnel by the end of the week or weekend and we think that is enough to manage the current projected surge. Also thank you to the mayor for speaking with the Hotel Council membership yesterday morning. And because of her leadership as well as dr. Colfax and ucsf, myself, and the council, the Largest Hotels have been very responsive, we have among those hotels well over 2,000 rooms of hotels that have expressed interest, the next phase will be our health and Human Services teams assessing the ability of those hotels for the population that needs to be quarantined. The second group of individuals that we want to provide housing for hotel rooms are of course First Responders and we dont want our Healthcare Workers who are on the front lines to go home and potentially infect others and be infected in their communities and not able to work and setting up hotels for them as well and hotels from the council will be suitable for them as well. Those rooms would actually be in addition to the 3500 we have for those who need to be quarantined. Then the last housing shelter effort is of course the vulnerable population who are on our streets as well as populations in our existing shelter system. Per the cdc and state department of Health Guidance as well as our local department of Public Health, we need to create social distancing within our homeless shelters. We have about 2,000 single adults in our Shelter Systems and Navigation Center right now. Well be reducing capacity on existing systems and well be moving them to shelters that we pop up in locations throughout San Francisco. In addition well be dispatching or deploying our outreach teams on the street to identify vulnerable populations, whether its age or underlying Health Conditions or both to move into those congregate as well. Those shelters that pop up will be staffed by the appropriate personnel and able to quickly identify people showing symptoms, being able to remove them and move towards isolation. We are currently, i guess fortunately that were in the shelter place, stay at home mode, there are a lot of at large facilities available to us and we are assessing those sites now and figuring out how to lay them out standards and securing staffing as well as of course food provision and we envision standing up probably about 2500 rooms. This would be about excuse me, 2500 spaces and shelters and 1500 of them would be to people who are currently in shelter and will be moved and another thousand for the vulnerable populations we identify on the street. Our system that we developed will be able to expand should that need arise. My direction to them has been find as many large spaces as possible and do not limit yourself to capacity to 2500 cause we may need more. Ill be happy to address questions at the end of this. Thanks. The board of supervisors has been really an incredible partner in this effort and in particular there are members of the board of supervisors that are here with us today and including supervisors and at this time i wanted to ask supervisor pescan to say a few words. As the mayor just said, we are here on a fulltime presence with the board of supervisors and were all united and we are very disciplined and extremely focused and working very well together and the employees of the city and county of San Francisco and together were going to flatten this curve. Just wanted to also ask police chief bill scott to provide an update for what happened yesterday and we put this order in place and the folks on the front line in eromosele its of helping to implement the shelter in place order has been the San Francisco Police Department. I wanted chief scott to provide an update. Thank you, mayor. As of yesterday, the San Francisco Police Department continued our efforts to help prevent the spread of covid19 virus. As weve stated before, our primary mission is to have compassion, common sense, and voluntary complains and if all else fails an order we can enforce. We have not had to enforce and i know that sporadic sitings that i wanted to get clear that were doing everything we can to message to people, to educate people we come in contact with to practice social distancing as laid out in the health order. This is a tremendous disruption to everybodys lives and we understand that and so the education is key. We started doing bar checks the minute the order went into effect and that was midnight on the 17th of march and Tuesday Morning our officers were assigned to patrol and deputies tasked with going to the bars and restaurants in their respective directs to ensure that we had compliance with this order. We were very pleased that even prior to midnight, most of the restaurants and bars had already began to shut down so we did not have to enforce. Weve seen an overall diminished respond from the people in San Francisco, and we appreciate that. As far as our work force as was stated, our first respon office started early on because of the leadership of our mayor and our Public Health director. We tried to get out in front of this starting in january. We started aggressive messaging on the basics of washing hands and making sure our officers did everything not to spread the virus and we believe that was key. Key and not impacting our work force and no major impacts on the work force and tele commuting if at all possible and canceled all training and our officers assigned to Administrative Functions and university and most of those officers are working to supplement patrol and Academy Staff and in the downtown area walking foot beat. We want the public to not have to worry about public safety. Theres nothing to worry about crime and were not saying that crime will not exist, but were going to do everything we can to not make that be the worry. Our officers will be out there in numbers and many have seen the police cars with the lights on and officers working foot beats and that will continue. We dont know how long this will last and we want to do our part and make sure were doing everything we can to prevent the spread of the virus. I cant emphasize enough how important the leadership standing behind me starting with the mayor was on allowing us to get in front of this and thats been key and getting the compliance weve gotten this far. Before i open it up to questions, i just want to take this opportunity because i really thought we were already passed the cynophobia that existed since learning of the coronavirus and its origin and its very unfortunate that this counties to be an issue and it is offensive not only to our Chinese Community here in San Francisco and offensive to our city as a whole where we pride ourselves on our diversity. We know that this disease is not discriminating on someone based on race. People being diagnosissed are of all races and backgrounds and the longer we perpetuate this deviciveness and racism and the words that allow for the focus to be on the particular that particular issue, the less we are able to deal with this together. This is a time not to divisiveness and a time for us to come together and to support the residents of our city and not make people feel excluded. So sadly this continues to be a problem where the president continues to standby his messaging around his labeling of the coronavirus and we want to make it clear that that is not something thats acceptable or tolerated here in San Francisco. I want to thank you you all again for being here today and we know that as the situation continues to evolve, we will do everything we can to update you and provide you with the most Accurate Information and again, making a decision to shelter in place is not one that was taken lightly. It was taken at the direction of some of the most incredible Public Health experts anywhere in the world. We will get through this if we come ply, if we in some cases sacrifice clearly to get, you know, to a better place. None of us wants to be in this situation right now, but we will get over it if we continue to Work Together and come ply with the order and do our part. So thank you so all the folks in our city who are done a tremendous job in helping us to keep the streets clear and do what you can to support your households and your neighbors, thank you to the leadership of this city and the dedicated City Employees that show up not only here at the Emergency Operation center but the people who are showing up to our police stations, fire stations, our hospitals, the dedicated folks who will help get us through this crisis so with that, im happy to open it up to any questions. The other thing we need to care or look at is the seriousness of the cases and the acuity of the illness, thats why as i talked about preparing for the surge that we think is coming relatively soon, but the number of cases is also about bending the curve and itll increase and we want to increase that rate as low as possible to give us as much time as possible to better prepare for the most sick who are the most inneed of medical treatment. Id go back to reinforcing that 80 from the data we have now, 80 of people who get coronavirus have mild to moderate symptoms and do not need hospitalizations and do not need intensive care and all this work and focused necessarily on preparing especially for those vulnerable populations and Healthcare Work force to stay as healthy as possible to protect them and our First Responders so we can optimize our response when if and when the surge does happen. We have put in a request and the San Francisco Police Department to have our Disaster Service workers assist with that messaging and that education piece so as of today, my understanding is that has happened to assist the San Francisco Police Officers with that. A couple things, if you see that and we have reserved it, our officers observed that type of behavior and one of the struggles initially was in the area. There were Service Providers that were doing good things and giving out food but it caused minds and social distancing problems and our officers called immediately to thin people out. We have to balance common sense, Civil Liberties with the necessity to stop the spread of the virus and therell be a lot of education if in the event that we keep having to go back to the same group of people or same people, we work with the same attorney on a tight protocol on when to enforce and it can be a citation, arrest, and a continuing offense and if theyre arrested over and over again, which i dont anticipate. By in large, people have been very, very supportive and compliant. If that happens, that person can be taken to jail. This has impacted the entire criminal Justice System and its important that everybody understands that and its unprecedented to slow down. Our county sheriff has estimated and make adjustments and the Police Department and part of the larger criminal Justice System that weve had all to adjust and i want to ensure everybody that we are still enforcing the law. This is not a free for all for people to come in their city and do whatever they please. The law will be enforced and well have discretion on who we actually put handcuffs on and take to jail because we dont want to spread the virus in that manner so well be smart about it and instructed our supervisors on what to do and what to look for and well be smart about it. The major and city county Public Health director saying we need to be prepared for when the surge of coronavirus occurs in the city, hes asking people to delay whatever medical treatment may not be absolutely necessary and the city is hiring more nurses all in an effort to be prepared for when the surge hits. Theyve hired 270 nurses on the spot. Also, do not go to the emergency room unless you are deathly ill.
