This morning, oakland firefighters put out an Early Morning fire on foothill boulevard. We showed you this earlier today. It started at an empty house at 3 30 this morning. Crews heard an explosion and had to stay outside the home while fighting the fire. Six people from two neighboring homes had to evacuate as that fire started to spread. I jumped up and as soon as i jumped up i seen the whole flames on the side of my house. All these flames coming out. And then all my windows started popping out and my grandson was coming up the stairs and almost got caught by the blast. We just panicked and ran outside. Crews say they had that fire out in just about 40 minutes. There were no reports of injuries and the cause is still under investigation. Also, this morning, a fire at a home in daily city, that fire started around midnight. At one point, the flames spread to the second floor and the garage in the home. The flames and smoke filled the air there. It is unclear how that fire started or if anyone was hurt. The bay area now has more than 400 confirmed coronavirus cases. Take a look at a map of the nine bay area counties showing you how many coronavirus cain E Santa Clara county has 175 cases. At least six people have died. San mateo county report its 80 cases and one person has died. There are 51 cases so far reported in San Francisco. Napa countys still the only bay area county with no confirmed cases. More counties in Northern California are telling people to stay home. Solano county issued a shelter inplace order last night. It runs until april 8th. Lake and mendocino counties also issued order. Napa countys order begins tonight at midnight. Ktvus allie rasmus joins us now from American Canyon with when that begins. Reporter yes, napa county is the last county to issue a shelterinplace. Were seeing and hearing something thats now a bit unusual in most parts of the bay area. Traffic, busy streets and intersections. This busy scene will likely change dramatically in the next 24 hours once this order to stay home county wide goes into effect at midnight tonight. Only essential businesses are allowed to stay open during these stayathome orders. Including Grocery Stores, restaurants only for take out and delivery. Hardware stores, gas stations and banks will remain open and only people who work in what are considered essential businesses to leave home and go to work. Police and firefighters, delivery drivers, journalists, taxi, uber, and lyft drivers and also food service and. Cery workers as well as elsewhere in the bay area, counties have shut down bars, gyms, and other public spaces as all the other counties have put these shelterinplace or inhome orders in effect. Places like downtown San Francisco and san jose look like ghost towns. All in an effort to maintain social distancing and slow down the spread of covid19. Why is napa county the last bay area county to do this . Well napa county is the only county with no cases of covid 19. Covid19. This is already a painful situation for many families and businesses and make no mistake about it its going to get worse before it gets better. Reporter here in napa county, tasting rooms must close at those wineries. But the vineyards can still operate. And people can work in the fields as long as they maintain a safe distance. Time is now 605. Governor newsom says a rush in filings for Unemployment Compensation this week will have a big impact on the state. The governor says more than 80,000 californians applied just on tuesday alone. Thats up from 2,000 on an average day. The latest figures should you unemployment in california was at a record low, 3. 9 . Its shaping up to be one of the most turbulent weeks on wall street in wall street history. So far, this morning, futures have been down. Just wanted to get the latest look at them right now. It does look like the markets are going to open down about 1 to 2 . The New York Stock Exchange announced its taking all its workers off the trading floor. No one will be on the floor. Thats after two people at the exchange tested positive for the krierts. President trump has already signed the Families First bill to give Financial Relief from the coronavirus pandemic. 100 billion will be set aside to guarantee sick leave for workers to pay for tests for the virus and also provide food to people who need it. Congress and the white house have competing plans as the number of coronavirus cases keep growing. Now, the president and congress are working on even more relief bills that they say could give workers and businesses large and small a possible lifeline. A u. C. Berkeley labor Economist Says it will help but its not enough. Its hard to overstate how big of a shock this is going to be. The u. S. Economy is about 1. 75 trillion a month. San jose leaders are worried more Homeless People may die from the coronavirus. The virus may have already made its way into homeless encampment its. Santa clara county confirmed a homeless person who died on monday was the first in the state known to have the covid 19 virus. Now the county says its actively working sure theyre protecting the health of the homeless. San jose mayor sam liccardo is announcing to move some of the homeless into vacant hotels. What worries us most, of course, is all the congregate settings in homeless encampments and the shelters. Mayor liccardo says another idea speeding up the building of tiny homes in san jose. The governor announced 150 million in emergency funding to move the homeless indoors to reduce the risk of exposure. Without this emergency action, the virus will spread at an alarming rate. Youre looking at 60 plus thousand individuals that may have covid19. That creates a deep point of anxiety for the existing population, but more over for our Health Care Delivery systems. Now, part of the money will go to leasing hotels and some housing programs. Some funds were already spent on 1,300 trailers which will be distributed throughout the state in the next few days. Californians can now go to a new website designed by the state to address coronavirus issues. There is basic Health Information there. Financial health, including assistance or applying for paid family leave or unemployment and disability benefits. Click on ktvu. Coms web link section to find that site. Despite warnings to practice social distancing in florida to help stop the spread of covid19, a lot of people are still heading to beaches. Some beaches are closed because of the virus, but others are still open and theyre still crowded. Look at this. A number of beach goers really high because its spring break. Earlier this week Governor Ron Desantis said he would not close beaches. The new tactic of social distancing like you and i are doing it will dramatically slow down the spread of the coronavirus, but many people are ignoring it and ignoring the shelterinplace order. We talked to people around the bay area who say its been hard to practice social distancing. The cdc recommends staying 6 from another person because thats how far the virus can spread through respiratory droplets from an infected person. Doctors also say those who have the l infect someone else. When you practice social distancing, what that ensures is that no one is coming into contact with anyone else. And if if you are apart of the same household, you are able to go out for work walks and not have to have that 6 between you. Health experts says critical to practice that social distancing. More people who follow the guidelines in the beginning of the pandemic, fewer people will be infected overall. Today, the Oakland School district will provide meals to students who otherwise will go hungry because their schools closed due to the coronavirus. This map shows the screen, each site there. More than 4,000 students took part on the first day. These grabandgo meals are available to any students through the age of 18. Many teachers and administrators didnt have time to put together a learnathome plan for their students. The San Francisco unified School District is developing plans for more than 50,000 students. Its complicated because the School District says not all families have access to a computer or the internet. We want to make sure whatever plan we roll out is really thinking about how do we hold assets at the center and continue to disenfranchise or not meet the needs of others. Right now, the School District has Educational Resources for parents available on the School District website. The work is not mandatory, but its being offered to parents as a way to teach the kids at home. Thats nice. I know a lot of School Districts we got an email from ours too saying to reach out because theyre giving laptops to the kids who are now studying from home. Part of the reason why we dont have a lot of traffic. Thats right. We dont have a lot of traffic. You know, i think although of a lot of people would certainly trade traffic for what were doing now. Remember, bart has reduced service to some degree on the antioch to San Francisco line. The trains are running slightly less frequently. But, people have been not using it. And transit agencies continue to reduce Services Following a dip in demand during the pandemic. Bart will run fewer trains on the antioch line after reporting an 87 drop in ridership. Bart is removing extra trains usually used during heavy commute times. Bart expects the trains to still be empty enough to practice that social distancing. Being out of school and living under the threat of the coronavirus can be a lot for children to handle. Ktvu spoke with a Mental Health expert about the possible psychological effects. Dr. Darrell brown says the effects could differ depending on the age of the child but he expects many could have one issue in common and thats anxiety. The major thing were going to see in children is anxiety which is a natural thing. They will be physically less active. Theyll have probably longer screen time which is already an issue. Theyll have irregular sleep patterns. Theyll have less favorable diet diets. Dr. Brown says there are several things parents can do to help their children. Remaining calm is key. Parents should limit what they say about the coronavirus especially around young children, but always be honest. Nienlly, a daily routine can help families get through the day. The California State University system will not hold graduation ceremonies this spring at all of its 23 campuses. The University Says the decision is following guidelines from state Health Officials about no mass gatherings. Campuses hope to reschedule the ceremonies for later this year. The csu system has already cancelled all inperson classes and moved them online for the remainder of the semester. Doctors, nurses, and others at medical e contact with people who are showing symptoms and for some who have tested positive for the virus. Were seeing more and more of the low and moderately sick patients. Were not seeing an alarming surge at this point, but thats what were preparing for. We have to avoid the huge spike of hundreds of potentially critically ill people coming in all in a very short period of time. The doctor says medical workers who are on the front lines in the fight against the coronavirus need personal protective equipment including eye protection, hospital gowns, and especially those n905 masks. He also says that will help the medical workers stay healthy so theyre able to work. And, he says, the general population does not need that equipment if if they are following the shepdz and social distancing guidelines. Several bay area workers are speaking out. Nurses from National Nurses united and the California Nurses Association gathered outside cpnc davis campus to draw attention to the problem. They say they already have a report of a nurse who did not have a mask treating a possible covid19 patient. We need help from employers and public agencies to provide the necessary protection so that none of us fall ill and potentially spread the virus to our families, to our neighbors, to other patients and to our communities. The Nurses Union Wants hospitals to provide more n95 masks and hoods and they also want possible covid19 patients to be placed in negative pressure rooms. Even though it is light people unfortunately get into crashes. I want to tell you in san jose, northbound 101 an overturned car and its not causing a delay. We also see the east bay commute is okay. Now at the bay bridge, weve seen that traffic has been doing okay getting into San Francisco. Although, there are people out there, certainly no crowds. 6 31. Lets go back to the desk. In fremont, a box truck burst into flames. No injuries reported. Authorities told a firefighter they couldnt find the driver of the truck at first we dont know at this point if theyre actively searching for the area but traffic in the area is not affected. There are 409 coronavirus confirmed cases here in the bay area. Santa clara county has 175 infections including six deaths. Also new, the olympic club in San Francisco reports tested positive for the virus. The new in new york, washington and california, we have the most cases across the country. The number of cases in new york jumped dramatically in the last 24 hours with more than 3,000 cases confirmed. Thousands of employees in fremont at the tesla plant theyre still showing up for work as usual. Even though they work close together. Ktvus jesse gary is in fremont and some of the workers are telling you theyre confused by all of this. Reporter dave, good morning. While many businesses around the bay area are closing their in s, reducing our hours and fremont seems unchanged at least so far. In the predawn darkness, a sea of tesla employees arriving for work thursday at the companys fremont plant. The ebb and flow following the same routine as days past despite some workers telling us theyre getting conflicting guidance and that there are no changes in their normal assignment. To be completely honest, this entire time weve been in limbo. We dont know what to do. We thought that they would shut down if the county shut down and they didnt. Reporter others say theyre now being given masks and that washing stations are supposed to installed sometime thursday but social distancing and the production slowdown is just talk, not a reality. Adding theyre left standing side by side with very few places to wash their hands. Those conditions worry some workers as the fear of the threat of coronavirus transmissions is heightened. I have coworkers that are over 65. Theyre fearful. They dont know what to do anymore. Why are we still open exposing theme people potentially to the coronavirus. It doesnt make sense to me at all. Reporter teslas ceo e lan musk sent an email saying in part. Do not feel on obligated to come to work. The harm from the coronavirus far exceeds that of the virus itself. The tesla plant is not considered an essential business and is such under the same shelter restrictions as many bay area counties and santa cruz county. They can operate at minimal levels to do and process employee benefits. They obviously have a tremendous amount of equipment there. That equipment needs to be maintained and monitored. They would be allowed to do that. They will have to do that while maintaining the social distancing guidelines. Reporter tesla says its going to reduce its work force from 10,000 employees down to 2,500. But some of the workers we spoke to say they havent heard about any reductions. Gary young died on tuesday after going to the emergency room on march 3rd for a migraine and a cough. But he was sent home. Two days later, his doctors sent him back to the emergency room and, within a week, he was admitted to a hospital in gilroy, put on a ventilator and, then, days later, he died. His daughter believe its medical professionals could have done more to help her father and shes warning everybody to take this virus seriously. I will say this, i wish they did more. I wish he wouldnt have been sent home because two days could have meant my dad still being here. You sit at home, you watch the news and it feels so far away until it reaches so close to home. Stacy silva says shes not sure how her father contracted coronavirus and hed been isolated since earlier this month. Her father was 66 years old. Stacy silva and her family are under a 14day home quarantine. It is 6 37 in martinez. Another Company Joining convicts restaurant. Convicts gave out free Grilled Cheese sandwiches and fries yesterday. Convicts says the sandwiches will again be available today from 10 00 a. M. To 11 00 a. M. Also, another restaurant in martinez slice of italy pizza is helping out. Theyll be offering free cheese pizza slices to children that are school age today and tomorrow from 11 30 to 12 30 p. M. And, in the east bay, a market has teamed up with a nonprofit to bring groceries to senior citizens. Diablo food in lafayette a great place to shop to deliver the essentials to seniors who are home bound. Social medias helped them attract more volunteers to request deliveries increasing every day. Today alone, weve probably received 50 calls and weve been telling everybody about the phone number to call and give them your name and a volunteer will call you. Grocery Grocery Stores are trying to keep their shelves stocked. Its getting the products to their stores. Do people see the clark family often in that store . Once in awhile. Keep your distance i guess if you do have to run out and get some groceries. Lets check in with Sal Castaneda. I cant believe the roads are fairly empty and yet there are some crashes. Yeah, people do get into crashes and sometimes when the roads are empty, the crashes are more serious. People are going faster. Right here at the bay bridge, we dont see any problems as you drive into San Francisco. And on 880 through oakland, it looks good. And an injury crash. The Fire Department is there. Watch if youre going through there. Southbound 101 a stalled car at the 85 offramp and there have been some crashes out there. If youre driving in san jose, 630 commute looks okay. A little bit of snow up in the sierra. Snow showers. They picked up some very good snow. Theres a low around mano lake. Kirkwood to diamond peak to tahoe. Taking us into sunday. So very little. S. , there are now 9,300 cases and 150 people have died. 151 countries around the world have confirmed cases of the coronavirus. Belgium is now the latest country to order people to stay home. There has been panic shopping in many britain as weve seen here and Prime Minister Boris Johnson has closed all of the schools.
