Emergency action by the fed to lower Interest Rates and buy treasuries and mortgagebacked securities was not enough to stop the slide. Tonight Governor Newsom went on facebook to announce a number of new measures to help people in california get through this crisis including people who are anxious about going to the dmv. We are waiving effective last night at least for 60 days i imagine we can extend that but at least for 60 days no enforcement of expired licenses and expired registration. Other executive orders are aimed to putting a halt on evictions and foreclosures and keeping utilities on for people who are in financial difficulty. Also tonight the state legislature suspended their session due to the coronavirus outbreak. Today Santa Clara County reported 24 more cases and two more deaths from covid19. The two people who died were both men, one in his 80s, the other in his 50s. The county has 138 cases. Thats the highest number in the bay area. Contra costa reported five new cases for a total of 34. Alameda county added three new cases today for a total of 18 there, as does solano county, eight new cases there. All of that is prompting officials in six bay area counties along with Santa Cruz County to issue a shelter in place order beginning at midnight. The order will impact roughly 6. 7 Million People in marin, San Francisco, san mateo, alameda, contra costa, santa clara and santa cruz counties. The reality of that shelter in place order and the domino effect on businesses is a serious blow for countless people. Essential Services Including trash and recycling collection, banks, pharmacies, supermarkets and restaurants for takeout and delivery will be allowed to remain open. With this order in place you will still be able to get food, care for relatives, run necessary errands and conduct the essential parts of your lives. Now this order by law is enforcible as a misdemeanor for failure to comply with it, but that is an absolute last resort. President trump issued new National Guidelines today but nowhere near the level of the bay area shelter in place order. Timing online is the only system edd uses. The mass shutdown of so many businesses and services all at once is putting a huge dent in californias workforce. How big of dent wont be clear until next month, but it appears significant. This is really unprecedented. Reporter Michael Burdick is the former director of the california edd and is currently an employment attorney. He said the edd Computer System should be able to handle the surge in applicants. In terms of the number of claims, again i know edd already is moving quickly to handle increased claims in terms of additional staff and i know that theyre very aware of this uptick in terms of very likely uptick in terms of Unemployment Insurance claims. Reporter he says the state has the money to pay Unemployment Benefits which range from 40 to 450 a week, but some workers will be excluded from benefits. Youre eligible for unemployment if youre laid off through no fault of your own and if youre an employee. If youre an independent contractor at present, youre not eligible for Unemployment Insurance. Reporter typically those unemployed can collect benefits for 26 weeks, but in emergencies including the last recession claims were honored up to 52 weeks and because of the governors executive order, the oneweek waiting period is waived. People can collect for all days theyre out of work. Those caring for an ill or quarantined relative can file a paid family leave claim, but perhaps the biggest question and one with no clear answer is how long will this emergency last . The longer it goes, the harder it will be for the california economy to ramp back up when the crisis passes. Just within the span of a week how much of our california economy has shut down, you know . I think all we can hope is that we can get this back up and going quickly. Congress is working on the Families First Coronavirus Response act. Its a multibillion dollar deal that the house passed early saturday, but some senators are unhappy with the bill because of last minute changes. The house bills most basic flaw is it doesnt go far enough. The senate should take up this bill and pass it immediately by consent. There are also already calls to pass additional Economic Relief bills for americans stuck at home and for the many businesses that are closed across the country. Senator Dianne Feinstein is 86 years old and says she plans to be in washington this week to vote on that relief bill. Still ahead tonight people over the age of 65 urged to work from home. The European Union announced plans today to close its borders to all nonessential travel. The ban will be in effect for at least 30 days and will exclude the United Kingdom which left the eu in january. The move comes hours after italy, which has more than 24,000 cases, closed its borders. Germany also shut its border into france, switzerland, austria, luxembourg and denmark and today france and spain went into lockdown banning people from leaving their homes for nonessential reasons. Canadian Prime Minister Justin Trudeau said he is closing his countrys border to noncitizens amid the pandemic. However, americans will be exempted from the ban. Trudeau said his government will restrict flights to canada to airports in four major cities. The Prime Minister also asked all canadians to stay home as much as possible during the pandemic. Officials in arizona, illinois and florida say they all plan to hold their president ial primaries tomorrow despite warnings from the cdc not to host large gatherings, but in ohio the state health chief has ordered the polls closed tomorrow citing the threat of the virus. The order comes after a judge blocked ohios governor from moving the states primary to june. The republican governor said voters, particularly the elderly or pregnant women, should not be forced to make a difficult choice. The choice between their health and their Constitutional Rights and their duties as american citizens. The campaigns of joe biden and Bernie Sanders both urged voters to be safe and vote by mail or drop off their ballots curbside, if they can. Meantime today joe biden was officially named the winner of the Washington State primary. That means he won five out of six states that voted last tuesday. Well, we are certainly having a chilly night out there. You can see all the blue on the map indicating weve got low 40s in places like livermore now which are seeing temperatures about 42 degrees. Were not much warmer than that up in the north bay, about 43 in santa rosa and novato, but in oakland about 51. It will be a chilly night yet again courtesy of this low pressure system hanging out off the coast. I say hanging out because it hasnt moved very far very quickly. It is eventually going to track south and east, but because its such a slow moving system it means a chance of isolated showers remain possible tuesday and even into wednesday. I do think weve gotten the bulk of it over with, but ill show you what i mean we could get a little bit more in our futurecast. About 6 30 we had a storm roll through healdsburg and windsor with some lightning and small hail. Thats cleared out now. We also had heavier showers in the south bay and towards morgan hill and notice over mt. Hamilton you see snow. They got 10 inches much earlier today. Im certain they added to that.
