I am confident by counting and continuing to take these tough measures, we will significantly reduce the threat to our citizens and we will ultimately and expeditiously defeat this virus. From the beginning of time, nations and people have faced unforeseen challenges including large scale and very Dangerous Health threats. This is the way it always was and always will be. It only matters how you respond and we are responding with great speed and professionalism. Our team is the best anywhere in the world. At the very start of the outbreak, we instituted sweeping travel restrictions on china and put in place the first federally mandated quarantine in over 50 years. We declared a Public Health emergency and issued the highest level of travel warning on other countries as the virus spread its horrible infection. Taking early intense action, we have seen dramatically fewer cases of the virus in the United States than in our present in europe the European Union failed to take the same precautions and restrict travel from china and other hot spots. As a result a large number of new clusters in the United States were seated by travelers from europe. After consulting with our governments top Health Officials, i have decided to take several strong, but necessary actions to protect the health and well being of all americans, to keep new cases from entering our shores, we will be suspending all travel from europe to the United States for the next 30 days. The new rules will go into effect friday at midnight. These restrictions will be adjusted subjects to conditions under ground. There will be exemptions for americans who have undergone appropriate screenings, and these prohibitions will not only apply to the tremendous amount of trade and cargo, but various other things as we get approval. Anything coming from europe to the United States is what we are discussing. These restrictions will also not apply to the united kingdom. At the same time we are monitoring the situation in china and south korea. As their situation improves, we will reevaluate the restrictions and warnings that are currently in place for a possible early opening. Earlier this week i met with the leaders of Health Insurance industry, who have agreed to wave all copayments for coronavirus treatments, extend Insurance Coverage to these treatments and to prevent surprised medical billing. We are cutting massive amounts of red tape to make antiviral therapies available in record time. These treatments will cig enough cantily reduce the impact and reach of the virus. Additionally last week i signed into law an 8. 3 billion funding bill to help cdc and other Government Agencies fight the virus and support vaccines, distributions of medical supplies. Testing and testing capabilities are expanding rapidly, day by day. We are moving very quickly. The vast majority of americans, the risk is very, very low. Young and Healthy People can expect to recover fully and quickly if they should get the virus. The highest risk is for Elderly Population with Underlying Health conditions. The Elderly Population must be very, very careful. In particular we are struggling, advising Nursing Homes for the elderly suspend all medically unnecessary visits. In general Older Americans should also avoid nonessential travel in crowded areas. My administration is coordinating directly with communities, with largest outbreaks. However to provide extra support for american workers, families, and businesses, tonight i am announcing the following additional actions. I am instructing the Small Business administration to exercise available authority to provide capital and liquidity to firms affected by the coronavirus Effective Immediately the spa will begin providing economic loans in effective states and territories. These low interest loans will help Small Businesses overcome temporary economic disruptions caused by the virus. To this end i am asking congress to increase funding for this program by an additional 50 billion using emergency authority, i will be instructing the Treasury Department to defer tax payments without interest or penalties for certain individuals and businesses negatively impacted. This action will provide more than 200 billion of additional liquidity to the economy. Finally i am calling on congress to provide americans with immediate payroll tax relief. Hopefully they will consider this very strongly. We are at a critical time in the fight against the virus. We made a life saving move with early action on china. Now we must take the same action with europe. We will not delay. I will never hesitate to take any necessary steps to protect the lives, health, and safety of the american people. I will always put the well being of america first. If we are vigilant and we can reduce the chance of infection, which we will, we will significantly impede the transmission of the virus. He also talked to some of the leaders in the insurance industry, talking about waiving copayments surrounding coronavirus testing, developing an antiviral therapy that would be available in record time. Reporter San Franciscos mayor signed an order wednesday, barring groups of more than 1,000 to gather at a time. Every opportunity we have to make changes that are going to protect Public Health including this moratorium, we will do exactly that and the recommendation is we do that at this time. The director of the Public Health saying the move is aimed to protecting those in the city and aimed to slow the spread of covid19. Events such as sporting events, concerts, other non essential events, they will have a Public Health impact in terms of these sorts of diseases. Reporter the order has been signed, but not delivered to the 80 or so venues that could host a crowd of a thousand or more at the theater that will cancel hamilton on wednesdays matinee. Fans here say they were happy they made it just in time. And i would have been so sad. I feel like if you are so scared to be sick, then just dont go. Reporter fans of harry potter packed the current theater for the cursed child. The theater announcing they plan on limiting seating to 1,000 patrons for the duration of the order. Reporter San FranciscoSchool Leaders also announced the citys Public Schools will remain open for now even those with more than 1,000 students. The city says they serve a critical function. The schools will remain open. The board of education unanimously and i agree with the benefits of keeping our schools open at this time outweigh the benefits of the city wide closure. And this is a fluid situation and they will consider closing schools on the individual system wide basis if needed. Participants who want to keep their kids home can do so and should notify the schools of their plans. One final note, also saying they will try to make sure they are protecting anybody associated with schools or one of those vulnerable populations we have been hearing about so much recently. The city and the warriors made a decision to play games without fans. This includes tomorrow nights game against the brooklyn nets. Ticket holders will receive refunds. The warriors will be the first team to play a game without fans. Warriors general manager says the team is somber about the decision, but they know health is the most important issue. Theyre professionals and human beings, we will be okay. We feel for the workers mostly, low income wage earners that will count on working our games. If you have empathy, have it for them, not for us. We will play basketball, its a big business, but we are just playing basketball, its an important thing thats going on out there. They are in effect for two weeks, so today they canceled their games against the as, set to take place on march 24. And also today the earthquakes announced theyre postponing their match against kansas city to comply with their orders on banning large gatherings. Their next three games at the center will be closed to the public. And today they announced it is march madness basketball tournament that will be played without fans, due to the coronavirus concerns. The restriction will also apply to mens and Womens Basketball and other sports championships. Only limited family will be allowed to attend those games. The ncaa says their decision is in the best interest of Public Health. Officials say more than 1,000 crew members will remain on board. At least 19 crew members previously tested positive for covid19. Some cruise passengers are showing symptoms being sent to the hotel. State Officials Say each person going to the hotel has been screened. Since they dont require hospitalizations, they cannot stay at Travis Air Force base. None of the passengers are known to have covid19, still they will be tested and monitored by thefelt herbals. The unnamed Hotel Currently has no guests and could house up to 120 people. State Health Officials will not have any interaction with the outside public. Bart says its ridership was down compared to the average day. It is assessing the Financial Impact now as they step up cleaning efforts. They will put hand sanitizers in each station, also advising passengers to maintain an arms length distance. Some restaurants now have shut their doors to save money and hope on open after the threat has passed.
