Californias now under a state of emergency because of the coronavirus. Now, there are 53 confirmeded cases in california. Santa clara county reported three more cases. So, now, they have 14. The emergency was declared after a man from Placer County died yesterday from the coronavirus. This marks a pro found moment in our state and most importantly a pro found moment for the family members that lost a loved one and, our hearts go out to that individual. Now, the Emergency Declaration means there will be money available, resources available, personnel and information will be shared. Also, california will get 37 million 37 million in federal grants. Its part of an 8 billion Emergency Funding measure. Meantime, a cruise ship is cutting its sailing short. Its trying to sail back now to San Francisco. You can see it offshore of san luis obisbo. The cdc wants to test those showing symptoms of covid19 coronavirus. Governor gavin newsom said 21 people on board are sick. Officials plan to fly testing kits out to the vessel. Until then, it is not allowed to dock. That ship, we requested to be delayed, the arrival to be delayed and the ship is currently off the coast. And, currently, that ship is now being delayed to provide ample opportunity for the cdc, partnership with coast guard, and with state Health Officials to conduct tests because we have a number of passengers and crew members that have developed symptoms. Governor gavin newsom said a man who died of the coronavirus was a passenger on this ship from february 11th through the 21st. For a cruise from San Francisco to mexico. The 71yearold man tested positive tuesday in Placer County. He was in isolation at kaiser in roseville. Officials say that man was likely exposed on the ship. In Sonoma County there is a confirmed case also linked to that ship. The cruise has shipped to hawaii and headed back to San Francisco. Its unclear when everyone on board will be quarantined and when its allowed to come back to the city. Also, new this morning, an Oakland Charter school has cancelled classes today and tomorrow. The aspire Monarch Academy reports a staff member may have been exposed to the coronavirus. Now, School Officials emphasize the worker was possibly exposed. Officials decided to taken preventive action to protect students and staff a private school in atherton will also be closed for the rest of the week. The menlo school says a staff member had contact with a relative who has tested positive for the coronavirus. But, there are no signs that that worker was actually infected. I didnt know it would get so close to us here in menlo park. I guess thats the case with coronavirus and how bad its getting. Menlo school is under going a deep cleaning and School Officials say they are working with the San Mateo County department of health and the cdc. 6 05. Private schools are preparing to teach students if theyre forced to close temporarily because of the coronavirus. Many are considering Online Learning so students can keep doing their school work while at home. The sacklin school in moraga considering its options and one thats popular with teachers is the San Francisco base Company Called outschool. It offers online classes or individual teachers can use its platform to run their own lessons and have students stay in touch with their regular teachers. Private schools can make their own decisions based on their own needs and their own finances. Kirkpatrick claims while the department was on the edge of meeting the goals, the monitor would add new reforms. She will be joined by former chief Howard Jordan who has said he shares her views. Theres also new reports showing the fran Police Department has completed less than half of the reforms ordered by the Justice Department. So far statewide proposition 13 is going down to defeat. Voters in Contra Costa County turned down measure j. A sales tax for transportation projects and voters in marin and Sonoma County are rejecting a sales tax measure for the smart train. Sales taxes are really tough because they are regressive and theres a natural constituency thats not going to vote for him. Theres also a natural constituency that wont vote for taxes baa they havent received benefits from them. A bond measure for schools in west Contra Costa County. Voters in berkley approved three school taxes and bonds. And Alameda County voters passed access for child care. And just look for that story on our front page. Tennessee was hit hard by tornados and neighbors are helping neighbors in central tennessee. Theyre assessing and trying to recover from at least two deadly tornados. Lets go back to the desk. Topping our news today, coronavirus testing kits are being air lifted to a cruise ship thats heading back to San Francisco. Now the grand princess was scheduled to dock last night, but was ordered to stay in International Waters and away from the california coast. Thats because a 71yearold Placer County man who was a passenger on board that grand princess last month died yesterday from the virus. Now, this is the first death in california blamed on the coronavirus. Governor new som declared a state health emergency. That declaration of emergency allows more access to money, resources, personnel, and funding. And, more coronavirus cases are surfacing in santa clara county. The Health Department announced three more cases raising the total number to 14. One patient is a man who is currently in the hospital. The source of his infection is not known. The other two new patients are men who are exposed to someone with the virus. They are now in isolation at home. And, News Conferences will be held today in oakland and San Francisco by groups of nurses worrying about contracting the coronavirus. The registered nurses are demanding more Disaster Preparedness training as well as safer working conditions. Los angeles county is the latest area in the state to claer a local health emergency. The county has seven coronavirus cases so far. Six of them in just the past two days. A medical contract worker at lax who was screening people at the airport is among the new infections. With 53 tested cases positive, this is no longer isolated. This is broadly shared as a burden and responsibility up and down the state. Governor newsom and state attorney general javier be cerra are taking action. Newsom says the state is also expanding capacity to test people for the virus and requiring government sponsored health plans to cover the expense. Time is 6 34. Happening today we expect to hear more from Anne Kirkpatrick oaklands former police chief. Its been two weeks since she was fired by the Oakland Police commission. Cristina rendon has more details on this. Good morning. Anne kirkpatrick is going to be joined by another former Oakland Police chief, Howard Jordan for a News Conference. Oakland city council noel guile will be there as well. Hes planning to head to washington this week to call for the Justice Department to end the federal Oversight Program that the Police Department has been under for 17 years now. Kirkpatrick and howard sharing their concerns on this federal Oversight Program and specifically about the federal monitors. When kirkpatrick sat down with me two weeks ago, we talked about that and she told me the department was very close to being in compliance with all the reforms, but then, the goal post would be moved and new reforms would be added. Its a Million Dollars contract. Where is the incentive to define compliance. We have been asking for the metrics so we know whether were moving towards it and some of these tasks do not have metrics. And, how do you hit a mark that you dont know what is being measured . Kirkpatrick has said she is weighing her Legal Options regarding her termination. She was fired without cause by the Police Commission. That was approved by mayor libby schaaf. Schaaf said it was personally hard for her to make that decision, but the trust had been broken between the chief and the commission. So again, kirkpatrick and former police chief Howard Jordan will be speaking later this morning in a News Conference and we understand this is all about the federal Oversight Program and calls for it to end. The shooter killed one man and injured five people including a 7yearold girl. Following the burial of a man who died in a car crash. Police suspect the shooting is gang related. Authorities are blaming a homeless camp for a fastmoving fire early this morning in santa rosa. On frazier avenue. Investigators say the fire broke out close to 1 30 this morning. Flames spread from the homeless camp outside the building to then inside the building. It took crews about 30 minutes to bring that fire under control. Damage is estimated at 450,000. Time now 6 37. Happening today in fran. Sanfrancisco, hundreds of students, teachers and parents will rally. In an effort to close a 26 million budget deficit. However, the parents, students and teachers say theyre still going to hold their rally to let the school board know they want to work with the school to find other ways to cut expenses. That rally is set for 4 30 this afternoon. The Oakland School board approveded 20 million in budget cuts and will send layoff notices to workers. Teachers, students, and parents attended that meeting and demanded that the schools find other ways to end the budget gaps. The board rejected the suggestion of shutting down the police union. Program. The involvement is not an option. Even though we did do our best to try to keep cuts as far away from students as possible, there will still be impacts to schools. Now, the staff cuts will include librarians and counselors. The board also approved using 1 million from the Emergency Fund to help close that budget gap. All right. Time is 6 38. Officials in italy have decided to close all schools and universities through the middle of this month because of the coronavirus outbreak. Italian officials also announced all sporting events will be played without fans until at least april 3rd. Italy is the epicenter of europes coronavirus outbreak. There are more than 3,000 confirmed cases and more than 100 people have died from the virus. At least 37 deaths reported in an effort to contain the spread, the country is banning all exports of face masks and increasing local production. The new regulations also include a purchase limit of two masks per week and a reward for anyone reporting illegal mask sales. A new twist in the legal battle over people who want asylum here in the u. S. The 9th Circuit Court of appeals said no to the policy that requires people who want asylum to wait in mexico while their cases move through u. S. Immigration courts. However, the new ruling only effects arizona and california. Not new mexico, not texas. Since the policy took effect last year. Almost 60,000 people have been waiting in mexico. Well, a Bipartisan Group of senators reached a deal to double the spending on a federal Conservation Program that could clear a growing maintenance backlog at national parks. The deal would spend about 2. 2 billion a year on conservation and Park Maintenance around the country. The money goes to the land and Water Conservation fund which uses federal royalties from oil and cass drilling to pay for several conservation efforts. Wells fargo is announcing new limited fee Bank Accounts and higher wages for its employees. Starting next year, the San Francisco based bank will begin offering two new pg Bank Accounts with limited overdraft charges that will cost 5 to 10 a month. It will increase the pay for more than 20,000 employees. The bottom range will range from 15 an hour to 20 an hour. Workers in San Francisco will get that 20 an hour rate. Ikea recalling more than 800,000 dressers over fears they could tip over. That involves the three drawer cullin dresser. Theres a picture of it. The latest round adds to the almost 700,000 vehicles we called in january for the same problem. The recall covers lexus and toyotas from 2013 through the 2019 model years. Car dealers will replace that fuel pump with a new one for free. Kia and hyundai will recall 7,000 vehicles. They found a rare and dangerous defect in 10 hyundai sonatas. Drivers should park the cars outside and away from other cars or buildings until that problem is fixed. Twitter is testing out something new. A feature that would allow tweets to disappear after 24 hours. The Company Calls them fleets. Fleets cant be retweeted and users cant like them or publicly respond.
