All of them will be available for your questions and answers after we are done. Right now, i would like to announce the leader of our public Health Department, our Public Health officer, and the director of Public Health, that has been spearheading the response in this county, and done a fabulous job. This is dr. Sarah cody. Thank you. , and thank you for joining us this afternoon. Today, we are recording a new case of the Novel Coronavirus in Santa Clara County. This is the third case to be identified in our county. It is different from the other two cases in and a port away. Like the california case recorded two days ago, and our third case did not recently travel overseas, or have any known contact with a recent traveler or infected person. The individual is an adult woman with Chronic Health conditions, he was hospitalized for difficulty breathing. Her physician called us on wednesday night to discuss the case and requested testing for the Novel Coronavirus. Our county of santa clara Public Health received the specimens the next morning and performed the testing. Since receiving the results last night, we have been working to identify the womans contact and understand who she may have exposed while contagious. Before i go on, i want to be candid and let you know, this investigation is just beginning. I will not be able to share a lot more details other than the ones i just have. This case does signal to us that it is time to shift how we respond to the Novel Coronavirus. The Public Health measures that we have taken so far, isolation, quarantine, Contact Tracing and travel restrictions have helped to slow the spread of disease. We will continue to implement them. We will continue to trace close contacts of cases to limit the spread of the virus. Now, we do need to add other Public Health tools to the mix. Now that we have a case that did not recently travel, or come in contact with anyone known to be ill, what does this mean . What we now know is that the virus is here, present, at some level. We dont know to what degree. An important priority for us is to conduct Public Health surveillance to determine the extent of what is happening. Now that the county Public Health laboratory has the ability to run the test, we can evaluate what is happening in our community. Needless to say, we cannot do this work alone. This morning, we did ask our colleagues from the California Public of health, and the cdc for assistance. Their teams have already arrived to the Operation Center. They are here with us today. I cannot thank them enough. I know the last press conference, nancy other cases, i did express the importance of having so many partners and so much support. It is impossible to do this without this kind of broad support. It is necessary. We habits, and we are so grateful. We will continue to work with them and our other partners to respond to cases to trace contacts and understand what is happening in our community. I want you to know that the Operation Center has been activated for five weeks. It will continue to be. As colleagues from across county government are involved, many of them are here today. We do need to begin implementing additional measures to prevent the spread of Novel Coronavirus, or slow it down as much as possible. These are the measures that we are recommending for individuals and communities. For individuals, the recommendations are relatively straightforward, and effective, and important. First, keep your hands clean. This is one of the most important steps you can take to avoid getting sick and spreading germs to others. Always cover your cough and stay how many were sick. Today, start working on not touching your face. One main way that viruses spread is when you touch your own mouth, nose, or eyes. Finally, start thinking about family preparedness, and what you might need to do if you need to stay home for a week or two. For the communities, you need to prepare for the possibility of further spread of the virus. Here are some examples of measures that can limit the spread by reducing exposure in the community settings. Schools should plan for absenteeism, and explore options for learning at home and enhance cleaning of surfaces. Businesses, wherever possible, can replace in person meetings with video or telephone conferences, and increase satellite options and increase absentee policy and increase cleaning of surfaces. I do understand, this entire situation may feel overwhelming. It is difficult to think about the possible disruption to our everyday lives, especially when we are still uncertain about what this may look like. We do need everyone to start thinking about what actions they can take now, so we can be prepared for the possibility of further spread of the virus in our communities. Thank you very much for coming today. We will certainly share more about this situation as it evolves. Thank you. My name is marianna, i work with the santa clara public Health Department. We will take questions. In the interest of time, we do ask that you keep the questions to this case. We will open up for questions. You are listening, live, to public Health Officials in Santa Clara County, talking about a new case of coronavirus of unknown source. It is causing concern. This is a woman who had not traveled overseas. At the same time, the woman had not had contact with anyone who is known to have the coronavirus. Just like the other cases we are seeing out to the north, in which a woman was also infected, she never traveled to any infected areas, and did not have contact with anyone that was sick. There same precautions being taken here. They want to know who this woman has been in contact with, how she couldve been exposed to the virus, and if anyone else out there might have it. One thing to note, they do say this woman, who is now hospitalized with coronavirus, has Chronic Health problems. She came in with difficulty breathing. They did conduct the test and got the results last night. It did confirm that she has the coronavirus. As the Health Officials were stating, the virus is here and present at some level. This comes one day after we learned information about a similar patient in Solano County. A woman was believed to be the first case of this Community Transmission right here in the united states. She had not traveled overseas or had any known contact with anyone who had coronavirus. There are concerns here this afternoon. From our reaction to the latest case, we are joined by an Infectious Disease expert at uc berkeley. You did hear the update from Santa Clara County. There is a lot of concern. We have two cases of unknown origin in different parts of the bay area. What does this suggest to you about how the coronavirus has taken hold in the community . First, let me congratulate the people to get the diagnosis. Secondly, i think people in santa clara and california can be reassured that santa clara has a superb Health Department. They clearly have the support of the state and the cdc. They are as capable as anyone of dealing with this. Fundamentally, as an epidemiologist, what this tells you is that the virus is here. It is here in the community. We hope it is still at a low level. What it does mean, this was referred to, we need to Start Testing a lot more people, particularly those that come in with respiratory infections. They do have the capability of doing that with the test being available in california. We did here today, they mentioned all of the precautions that have been taken thus far. There isolated people, quarantining people, but she also said that while that has helped to slow the spread of the virus, now might be the time to do things a bit differently. People at home might be wondering, we are quarantining people an isolated people, the people are contracting the virus. The problem is, we do know the only possible source of an infection are people coming from a particular country, you could build a strategy based on that. Once the virus is here, and i think that is certainly the case, that fundamentally, the virus came into the country and many other countries before the world new very much or could respond appropriately. It has probably been circulating for a while. We had not been testing very many people. I think the virus has been here for at least a month or two. That is why we need to ramp up testing. Once the virus is in the community, just like influenza or other viruses, we have to do more work than simply isolating people with the infection, or quarantining people who might be intimating it. There are other steps we need to take. We did hear from an official in Santa Clara County, they are talking about moving on to do what they describe as Public Health surveillance. You try to get a sense of how much of a foothold the virus has in the community. With that being said, lets talk about how the testing will look. We did hear about the case in Solano County, there were delays for that woman on the part of the cdc, and having her tested for the coronavirus. How will the criteria change moving forward in terms of who will get tested for the virus . I am not sure exactly what the California Department of Public Health are recommending in that regard. I think the first thing to say, the Healthcare Providers will have a heightened sense of concern and consider this diagnosis in people with an appropriate clinical syndrome. They will order the test. Hopefully it can be done locally, and quickly, versus sending the specimens to atlanta. That will help with the patients in whom they suspect the virus. There is a plan to routinely test specimens from patients suspected of having influenza. That way samples are submitted, but are not to be negative for influenza. That is a form of surveillance, if you will. It is nothing that the doctor or the nurse ordered. We will begin testing, routinely, and people that are being tested for the flu. They will do that in a variety of places, as a form of surveillance to detect infected individuals. The more complicated question is, can we do anything to detect people that are asymptomatic . That is a very complicated question. Would have to leave the conversation there. We do appreciate you coming in to offer insight. He is a specialist from uc berkeley, school of Public Health. We appreciate your time. All of the fear surrounding the coronavirus is taking a toll on wall street. This is how the stock market closed out today. Closing out, its worst week in 12 years, the dow fell 350 points today. Lost 3600 for the week. The nasdaq ended today flat. The s p dropped 24 points. All three inducted indices are down 10 from recent high. Aside from the democratic primary, proposition 13 is one of the hot button issues on this years california ballot. Toms plan also makes health care a right, by adding a public option to obamacare. Protects union negotiated plans. And ensures californians can make their own health care choices. And decreased infantmortality rates to historic lows. As president , hell build on obamacare, cap medical costs, and will always protect a womans right to choose. Mike bloomberg a record on Health Care Nobody can argue about. Mike im Mike Bloomberg and i approve this message. Tomorrow, voters in South Carolina will make their choice in the democratic president ial i mary as Lauren Blanchard tells us, joe biden is taking on a win to give him momentum going into super tuesday. Reporter former Vice President joe biden is hoping voters in South Carolina will hand him a doubledigit victory, boost his chances on super tuesday. The fact that im not screaming like Bernie Sanders and waving my arms, or like elizabeth, is not a lack of fire. Reporter Bernie Sanders continues to chip away at his reports. In the newest, national, fox news polls, Bernie Sanders has the overwhelming lead. Selfdeclared democratic socialist is saying he will win the democratic nomination. Some of the establishment are getting a bit nervous about that reality. We will win. I would tell you why, we will win because we do politics a bit differently than has been done in the past. Reporter even though the candidates are taking shots at each other, a big talking point on the campaign trail is President Trumps handling of the coronavirus outbreak. Reporter saturday could breathe new life into joe bidens campaign, or leave him limping into super tuesday. Next week, one third of the delegates will be awarded, and then the field. In washington, Lauren Blanchard, fox news. Voters across california are heading to the polls next tuesday to decide the fate of proposition 13. This is a 15 billion bond for public schools. Joining me now to explain more about this date wide proposition coming up on the ballot is juliet at the Public Policy institute of california. This is a nonpartisan, nonprofit organization. Thank you for being here. Reporter to clear up any confusion about this proposition 13. This is nothing to do with the one on the ballot back in the 1970s. Not at all. It is an ironic accident. Every 10 years we do recycle ballot numbers. 2018 was the last time we did that. We had 12 initiatives on the ballot in 2018. Come to 2020 and the school bonds of the first thing on the ballot, and this ended up with the number 13. However lucky or unlucky that may be. Reporter let the interviewers, what is at stake if they do pass this ballot. First of all, why is coming up now . Reporter it is coming up now because there is an acknowledgment calmest ashley among the local School Districts that there are unmet needs in terms of health and safety of school buildings. This is an effort to provide additional funding to help the districts address these needs. 15 billion, explain how the money would work, and what schools it could go to. The 15 billion will be split into three parts, 9 billion goes to the local k12 School Districts. 4 billion goes to the University Systems and 2 billion goes to the community colleges. Of the 9 billion, most will go toward renovating and modernizing additional schools, as opposed to constructing new ones. What are the arguments for this proposition . There are two main things. The argument in favor is that we have a lot of these needs that have not been addressed. The last bond we did pass was in 2016. Most of the money has been spent or allocated. There are Additional Needs that need to be met. Many of the critical, health and safety needs are things like lead, or espressos, or seismic retrofits a mold, and things of that nature. The money is meant to address these needs. Lets talk about the oppositions or arguments against it. Main one comes down to cost. It is 15 billion. This is money the state will borrow. Over 35 years, it will cost 26 billion, making 740 million per year. The second thing that comes up, and this is more subtle, it will allow local districts to raise their debt levels. That means that local School Districts will be able to raise more money and take on more debt. What that means for the local property taxes, the district will play more lace more addition it is on the ballot they can raise property tackett taxes. That is what i have heard for those against it is theyre putting out there that the property taxes could go up. That would only be the case of your local district put an initiative on the ballot that was then passed by the majority of voters. For the fate of proposition 13, how much does the need to pass . The making it 55, excuse me, 50 pass. I think 51 are in favor. 42 are listed as opposed. This is the only proposition on the ballot. Does this help or hurt . I think in some ways, it might help. It does remain to be seen. This is an unprecedented election. There is a lot of interest in the president ial primary. It is unclear which way that will help it. We will find out next week. Thank you for explaining it to our audience. We do appreciate it. We have more information on proposition 13 on our website, www. Ktvu. Com. San franciscos new District Attorney continues to make waves. A new policy change announced just today to combat Racial Disparity and and mass incarceration. Bloomberg redlining if you remember was the term and dont go into those areas and then congress got involved and local elections were as well and Congress Said it was not fair, people should be allowed to get credit. Tom will use his experience starting a Nonprofit Bank for underserved communities and fighting for clean air and water in black and brown communities across the country to put social, economic, and Climate Justice at the heart of his presidency. Thats how we make real change. Steyer im tom steyer and i approve this message. San franciscos progressive District Attorney showed sweeping policy changes. He said his office will no longer use the states three strikes law. That will add prison time for past convictions or alleged gang affiliations. You said he will stop charging cases where contraband was obtained through Certain Police stops. He says these pretextual stops disproportionately involve people of color. We urge the police to get weapons off the street. We urge the police to continue to enforce traffic laws. But to do so in a way that is not racially motivated. He says the changes are based on reforms suggested in a 2016 Justice Department report. He also says that racial bias in the criminal Justice System needs to be addressed to restore trust and confidence in the system. Are more on this shift, im joined by marco cardoza, our legal expert. Thanks for being here. Can you tell us what a pretextual stop is . Tell us the scenario. You are driving around in the city and your tail light is out. The Police Officer sees it and stops you. He then searches your car. It is tantamount to stop and frisk. Stop and frisk is when they walk down the street. The officer stops them for no reason. He stops to talk to see if they commit a crime. It has been shown that disproportionally, people of color fall into those categories. And officer is more likely to stop a car with a person of color in the car, then they would a caucasian. Those numbers happen to be accurate. They stopped the car and subsequently search it, find a gun or drugs, he says he will not prosecute those charges. However, he says that the gun or the drugs are in plainview, he will prosecute. Here is what will happen, i remember when i started as a District Attorney, a court case came down, and said, you cannot stop people because you see them throw something in the garbage, like aluminum foil. The police new aluminum foil often has drugs in it. They said, you cannot do that anymore. If you see that, it is not probable cause. Monday morning when i went to work, the Police Reports came in, and they were not people throwing things away, they gave Different Reasons for the stop. Police, if they are of the mind, they will stay with every stop, if it is a stop for a broken tail light, they stop, they walk up, they search the car, truck, or under the hood, suddenly, you will get some officers that will read reports thing, it was in plainview, was right on the consul when i walked up, i arrested them. These are the things they are trying to stop. Lets talk about another policy change, the three strikes law. Explain what would happen in any other county, and what will happen in severances go. If you had two prior felonies, violent felonies, and you picked up a third, they file three strikes. That means if you get convicted, you go away for the rest of your life. He is saying, we are not doing that game anymore. What we will do, will take each individual arrest and look at it individually. Let me say this, some of these ideas are not bad ideas. People of the city and county of San Francisco did elect him, this is a democracy. Let him work this out. He is sort of heading in the right direction. Im sure there will be bumps in the road. Bottom line, what people will look at, will crime go down in the city if they stop making those type of stops . Will the crime go down, or will it increase . If it increases, i tell you, hold onto your coat, they will come after the leader, in the next election, or by impeachment. Of crime goes up, god forbid, this isnt working, he will get it. Some people are willing to give him a chance to see about the policy changes. Thank you very much. A startup that scours the internet for photos to use with its facial Recognition Software has been hit by hackers. Fairview ai raised eyebrows last month after it was revealed that Law Enforcement agencies were using their technology to identify potential terminals. The company says they have lost their entire client list to those hackers. For more on this story, we are joined by tech expert, ryan eldridge. Clearview ai says they lost their client list. The hackers were not able to access their servers. This seems pretty troubling, this type of breach, given the nature of their work. Yes. Clearview ai, for those that dont know, ultimately has [ indiscernible ]. They scrape videos and photos and any images they find a people. They put in a giant database. There is an issue at this. They are scraping facebook, youtube, and places where people are sharing photos with friends and family. They are not expected to be added to a facial recognition database. Facebook, google, and many others have given ceaseand desist orders saying, this is not cool. You cannot do this. One of the biggest problem is, if you make your account private where you delete a photo, it will be in the database. There is no way to get away from it. Once it is online, it does live there forever. When it comes to this data breach, so clearview ai, they lost their entire database. This is 2900 Law Enforcement agencies. It did unveil a pretty surprising fact, when busby got a hold of the list. Is a Law Enforcement agencies, some of them are paying for the service. Some of them are on a trial basis. Some of them, Police Officers, Law Enforcement officials, are using the database without their supervisors knowing theyre using it. With that being said, do you think the clients, especially the lawenforcement agencies are going to be apprehensive about working with clearview moving forward . Heres the interesting thing, even though clearview is doing something that i would consider a breach of my privacy, they are doing some good. Here is an example, clearview says the database is used for Law Enforcement. Is not like the general public and get a hold of it. The Royal Canadian mounted police said they have used in 15 different cases, leading to the successful rescue of two different children. The software has been used for identifying shoplifters, and solving crimes. It is a great piece of software. The problem is, it can be easily used for abuse. There is no oversight whatsoever. Should its a company nobody can see who is using a. If you are an fbi agent and your supervisor does not know you are using this software, that is a huge problem. To magazines like a company should have more layers of protection to prevent a breach like this one. We do have to leave it there. Ryan eldridge, from nerds on call, always a pleasure. Outside of our doors this afternoon, changes are underway. We are giving you a live look at what is going on across the band into San Francisco. The clouds are in place. We are looking at a cooler, breezy weekend. Unfortunately, we will not see any rain. We are giving you a look at the cloudy guys. In addition to these highlevel clouds, we do have low clouds, missed, and drizzle on the coastline. We have big changes coming through the second part of the day. The first part looks very similar to yesterday. By the second half, things were changing up. It does have to do with this system that will move to the Pacific Northwest and drop on the backside of california. How many times have we said that in the last few weeks . It will bring us a cooler and breezy weather. It will not bring us any rain. We are looking at in the sierra. If you are traveling to the sierra, be prepared. It will impact the passes. Snow levels will fall down to 1500 feet by sunday. So far, today, the clouds are in place. We are cooler out there, especially along the coastline.
