Good morning. Reporter county officials declared a local emergency after the person tested positive. Now all we know is that this patient is a woman from Solano County. We dont know what city she is from. But everyone who has been in contact with her is at risk. At this point, we dont know where the patient was exposed. Reporter at a press conference thursday, Health Official revealed the woman checked herself into north bay Vaca Valley Hospital on february 15th. She was moved to uc davis medical senter when the condition got worse. This person may have gotten the virus through community transmission. She had not traveled out of the country or knowingly been he can posed to someone who is sick. Because of her low risk background, this patient was not tested for coronavirus for days. State and federal officials agree, a wider criteria for testing is needed. But the symptoms are so common they are similar to a cold or flu and test kits are not being mass produced at this time. We know that the cat is out of the bag in terms of it having spread. What we are trying to do is slow the spread. We are going keep it over there to we have got to prepare for what we are going to do to protect ourselves when its here. Reporter schools in the vacaville and fairfield unified School Districts are taking extra measures to protect students and staff. Custodians are disinfecting wiping down door handles and desks and both School District sent out advisories to parents that the cdc told them to prepare for a possible outbreak. Declaring an emergency, the county hopes to prevent an outbreak in high risk settings with where people have close contact with one another. We have new information this morning about a coronavirus patient who is now being treated in san mateo county. The Health Department says that person returned to the u. S. From abroad. A woman from Solano County who has the coronavirus is in serious condition at Uc Medical Center this morning. Its a case where the experts are calling it a turning point in the coronavirus crisis. Doctors dont know how she was exposed to the virus. She had not recently traveled to any of the countries hit hard by the outbreak. And she didnt come in contact with anyone known to be infected. Health agencies have isolated many of those who have come in contact with her, and now they are testing them several times a day. Make sure their needs are met and make sure they are not develop signs or symptoms of the disease. Theres an ongoing active surveillance of that group of people. Now medical officials are not saying where in Solano County the woman lives. But they are stressing she has no connection to Travis Air Force base or the americans who recently were evacuated from china and were quarantined there. New developments prompted soup are advisors in Solano County to declare a local state of emergency. That will help the county get the resources needed to track down and test those who have come in contact with the woman who is being treated. The county also hopes to prevent outbreaks in schools and other high risk areas. First of all, the response to the coronavirus needs to be led not by pole text but science. Unfortunately listening to science is not the strong suit of this administration. But it will be in mine. We need president ial and federal leadership to make sure the private and Public Sector are coordinating on developing treatment. And to make sure that theres international coordination. This virus doesnt care what country it is in or respect orders and it is more important we build up the very International Relationships that this president has been destroying. We need to build up our capacitywithin the white house and federal government to deal with the issues. You know when the office was establish in the National Security council to coordinate for the kinds of scenarios, the Trump Administration dismantled it. Now they are scrambling to put somebody in charge. I think we have the third person identified as the lead on coronavirus when we need he to have a permanent capacity. I will reestablish and strengthen that office. Bottom line is we need to worki government with federal Leadership Support state and local Public Health authorities to make sure screening and treatment and eventually vaccine are available and available when we need them without costs to the patients. One of the biggest issues in california we are concerned about housing costs, particularly here in the bay area, and homelessness. Whats your plan to address those issues . My plan on housing will make sure 7 million more americans get support and lead to 2 million new Affordable Housing units being built. That requires everything from funding for more low Income Housing tax credit, and supporting cities with incluesary zoning so that more housing is built. And make sure we cut the backlog for housing choice vouchers to make it possible for families of children to be able to get the housing they need. We need to recognize this is partly a problem of income. Theres no county in the United States where somebody working fulltime at minimum wage can afford a two bedroom apartment to begin with w we have to change that. And that means raising wanings.
