The president the said he had just received a briefing on coronavirus this afternoon, he said the u. S. Is fully prepared if a larger outbreak does happen here, and as we mentioned, he just named Vice President mike pence to head up a Coronavirus Task force that has been meeting to respond to the potential threat. Weve stopped nonu. S. Citizens from coming into america from china. That was done very early on. Were screening people, and we have been at a very high level. Screening people coming into the country from infected areas. We have quarantined those infected, and those at risk. We have a lot of great quarantine facilities. Were rapidly developing a vaccine. President trump said that he would spend what is appropriate on the virus. Senate democrats are asking for 8. 5 billion to prepare. Thats more than triple the amount that has been requested so far by the white house. There are at least 60 coronavirus cases confirmed here in the u. S. But there are concerns that the virus will continue to spread. One of the main areas of worry is public transportation. Were joined now by tom vacar. Theyre aware of this, and theyve already had the protocols in place for quite some time. Now if the spread of worldwide coronavirus can be characterized, think about it as acting as a volcano that is at the edge of blowing its top. Reporter many experts, most notably, the u. S. Centers for Disease Control say the spread of coronavirus in the u. S. Is inevitable, given the enormous amount of people going to, and from infected countries. Those showing signs can be quarantined to lesson the spread. Planes, trains, buses, and cars, distributes those coming into the nation everywhere. Some of those people will become sick. But not until theyre already back at home, or back in the country, or whatever it is. Some of them will never become sick. And the real question is, to what extent can either of those two groups transmit the virus to others in the absence of any symptoms. Reporter for many people, of major concern is the transportation, especially in local areas, can rapidly spread the disease. B. A. R. T. , and every other major transportation system, have a series of programs and protocols that deal with everything from terrorist biological attacks, all the way through to communicable diseases. People can also transmit in many, many other public settings. If youre going to say we should can close down Public Transit because of this problem, it seems to me, there are many, many other types of interpersonal contacts, amend Public Events and things. Now to some developing news were following in wisconsin, where police are investigating a mass shooting at the miller brewery company. An employee who had just been fired went on a rampage this morning. Seven people were killed, including the gunman. Police say there is no longer an active threat, but the brewery was on lockdown as the situation unfolded. At least 600 people known at the complex known as miller valley. Were monitoring the latest developments and will have an update for you on ktvu news at 5 00. The district says so far preliminary test results show no signs of tce, a known carcinogen in the Drinking Water, or in the air on campus. More testing was done today, and will also be done tomorrow. The final results are expected some time next week. If 0 of tce is found in the air, students could return to that campus in the next two weeks. While their campus is closed, two dozen mcclymonds got a look at east bay water. They also wanted to let them know that its safe to drink. We just want them to walk away feeling confident, and also knowing how and why Water Treatment is so critical for Public Safety and health. East bay supplies the Drinking Water to mcclymond high school. Tonight there will be a special environmental town hall to talk about concerns following the closure of mcclymonds high school. As weve been reporting, Anne Kirkpatrick believes her refusal to give special treatment to a member of the citys Police Commission played a role in her dismissal. Ktvu has made multiple requests to talk with Janelle Harrison, but shes refused. Reporter questions have been swirling over numerous disputes involving the fired chief and this commissioner. That commissioner declined to speak with us again today, but we did sit down with her attorney. Theres been no love lost between Anne Kirkpatrick and the oakland Police Commission, which fired here last week, but Janelle Harris has had a fractured relationship with the now ex top cop. Is there a connection . Harriss Attorney Says any link is overblown. That personality dispute is a really minor part of the situation that led to kirkpatricks firing. I think its a mistake to make too big of a deal about it. Reporter harris got into a dust up with the police chief. Harris accused Police Deputy virginia gleason of avoiding her questions and lying during a presentation about diversity. What youre doing right now is disgraceful. Is shameful, and you should be ashamed of yourself. Reporter chief kirkpatrick literally jumped to her employees defense. Im not going to have you speak in that manner. She doesnt get to speak to he me like that. Im the vice chair of this commission. I think she does deserve an apology from those who called her out. She will not get one from me, and neither will you. Reporter siegel says harris was rough, but fair, and that kirkpatrick was too sensitive. I think you the right to be if necessary critical of city staff. Reporter at that same meeting, harris expressed frustration over the citys towing. I myself have been a victim of towing. I asked the tow lady. I asked the records lady, what is your policy on towing, and she did not know. Reporter after her firing, harris asked in 2018 to have her tow tickets he reimbursed, but she wouldnt do it. This week, harris sent a receipt, as proof she paid the ticket. She told me she did not. I believe her, and i dont think anyone claims the opposite. Reporter in a third incident, harris was confronted by San Francisco police after she showed up at her sons school and got into an argument with staff after trying to pick him up early. That becomes another issue for the chief, and it gets blown way out of proportion. Reporter kirkpatrick said she is considering her legal options. Harriss Attorney Says he doesnt believe the former legal chief has any ground to stand on, but if she does sue, he will be ready. All right, henry, thank you very much. Police in fremont are continuing to search for the people behind a shooting that injured a woman and her 2week old baby. This happened at a home on vallejo way near mission boulevard. The womans husband tells us, he was the intented target, and knows the suspect. His wife was grazed by a bullet in the leg, and dropped the baby she was holding at the time. Both of them are expected to be okay. The husband says he exchanged gunfire with the shooters, using a handgun that he legally owns. They were trying to enter my house, but i kept saying no. I kept stalling, and eventually, a guy just started shooting at the me. Fremont police say they are still trying to gather more information about exactly what happened, and whos responsible. Anyone who saw what happened, or has security video in that area is asked to come forward to police. A man has been arrested for the beating death of another man at a homeless camp in oakland. It happened yesterday afternoon on embarcadero near the oakland estuary. Police say they were flagged down about a person who needed medical attention. That person was taken to the hospital where he died. A suspect was arrested a short time later. Anyone with any Additional Information is asked to give police a call. So i think for bernie, he can walk away from that thinking, we did fine, well take our momentum into super tuesday. A lot of people talking about how well they think joe biden did last night, standing before what seemed like a very friendly audience, and he also picked up a big endorsement today. How does that help him . House Majority Whip Jim Clyburn has been known as the king maker. A lot of those black voters in South Carolina are going to follow. And will that translate to a lot of states on super tuesday . Maybe. Joe biden said im going to win the African American vote in South Carolina. The bottom line is he has to. Does he have to win South Carolina by, you know by a certain percentage do you think to really consider his campaign viable moving forward . I think no matter what the Biden Campaign tells you, he has to do very well. In the fall, he had a 28 point lead there. And its down to within the margin of error. Regardless, he has to win, and win outright, and take that momentum into super tuesday. In california, hes not polling great, because Bernie Sanders continues to pull away. I thought Amy Klobuchar with had an okay debate, but even she got involved in some of the hits last night against Bernie Sanders and others, but if she runs out of money, which is the big thing. If she doesnt do well in South Carolina and build some donations and people to help her out, i think shes going to run out of time, and shes going to run out of money, frankly. What did you make . Everyone today talking about the chaotic feel of last nights debate . Is that just because you have a lot of desperate candidates up on that stage . All of them trying to make a name for themselves and stay in this race . Were sitting there watch, and i yelled several times stop yelling, or stop talking over each other. It was a very bad look for the democratic party, because they feeded a strong debate leading into super tuesday, with so many states at stake. But really, if im donald trump, and im in his campaign watching at home, im thinking, oh, man keep yelling at each other. This is tearing each other apart in the party. We heard some democrats say please knock it off. What happened last night was shameful. I think the problem was, during these debates, especially this far in the primary, youre hoping candidates really differentiate themselves on the issues. You dont get a strong sense. Elizabeth warren did a little bit of that, she went after Bernie Sanders by drawing comparisons. Thats what you have to do. He worked there until his death last year at the age of 59. A new Court Ruling Says the Trump Administration is allowed to withhold federal funding to socalled sanctuary cities and states. The administration withheld Law Enforcement grants from cities and states that refused to give federal immigration authorities access to jails, and advanced notice before the release of undocumented immigrants. New york city and seven other states then sued the department of justice. However the Second Circuit court of appeals said the federal government can impose conditions on those funds. This certainly seems like a pretty significant victory, legal victory for the Trump Administration. I would call it a small victory. Because on the same issues, three other apellet courts and District Courts had all found against the administration. What will really matter is if and when the Supreme Court takes it up, whether the Supreme Court backs the administration. The other reason, is the amount of money at stake is not that great. Were talking about grants that cities or states can could choose to take or not. New york citys budget is way bigger than 4 million. What do you think the practical effect is . I think the money is such a small amount that even if this is upheld, probably these places, like new york, will just say all right, well forego that money, because its small potatoes. But this is part of a larger battle that the Trump Administration has been waging to try to put the screws to these places to make sure that they will complay as much as possible. So we havent had this, but in new york state, theres a battle that said new yorkers cabinets join the global entry program. Theyre looking for all sorts of ways to try to put pressure on states with localities. Weve certainly seen that with california. Does a ruling like this, even though its all the way across the country right now in the Second Circuit, does it have any affect whatsoever on the state of california, and cities here . We know a lot of cities that have sanctuary policies. The reason why is three prior federal appellant courts said it was unconstitutional. Until those rulings are changed or reversed by the Supreme Court, that will remain the law here. So no change in San Francisco, no change in california. What is the next step here in this Legal Process . Do you imagine that these states and the city of of new york, do you imagine that they appeal this up to the Supreme Court . How do we think the justices might land on this popular issue . The plaintiff today could ask the entire Second Circuit to rehear the case. We just had three judges decide it today. I would think its pretty clear that one of these four cases will ultimately get to the u. S. Supreme court. Then the issue will be, its all about statutory and interpretation. Its all about whether the attorney general has power from congress to make these demands or not, and well see how the construction has handled this. There is a good reading that it is beyond their power, and there is a good reading that it is not. I beat you it will be 54 no matter what. Thats why we need the best legal minds in the world to weigh in. Is speaking of the Supreme Court, i want to get your thoughts on something President Trump said yesterday. He said, and essentially he asked for two of the liberal justices on the court, Ruth Bader Ginsburg, and Sonia Sotomayor to recuse themselves from all upcoming cases that pertain to the president. What do you think about this play from President Trump and is there any likelihood at all that these justices step aside . Sure. Whats coming up is that at the end of the month, were going to hear an oral argument on three cases involving mr. Trumps documents that are being held by Deutsche Bank and by his accountants and whether those documents have to be turned over. As we all know, he does not want anybody to see those tax returns, so hes kind of working the refs by doing this. What Justice Sotomayor said in the dissent, President Trump has nothing to do with those cases, and theres certainly no evidence of bias. And Ruth Bader Ginsburg made a comment when he was elected, but shes apologized for it. You could make similar arguments for three of the conservative justices. Justice thomass wife is working to ferret out people who are not loyal to the president. You could make arguments on either side. A look at cal fires all new hightech helicopter fleet. Reporter a fresh fleet of eyes from the sky to help cal fire get a handle on dangerous blazes plaguing our state each year, with 12 brand new f70 hawks. Pilots will be able to drop water over fires at night for the first time. What it boiled down to was safety. This aircraft on it has two engines. It has a secondary fail safe to it. Thats why its safer to fly at night, but again, still a dangerous operation. Reporter its why pilot brent star is training other pilots on how to fly the aircraft with night vision goggles. Making flying extremely difficult. Take a toilet paper tube, or paper towel tube and use that, put it over your head, and this is what youre going to see to fly. Reporter it will take months of practice, that he says will be well worth it. Pointing out that dropping temperatures and rising humidity at night can often help firefighters gain more ground. The new helicopters also come up with more space for crews, a hoisting system, and a larger tank for water storage. This is a thousand gallons, compared to just over 300. They were presented with a new wrapped van after their old one was stolen last month. The bay area bmxers program is a nonprofit that gives children access to bikes and reinforces the importance of exercise. This new van will be used to haul bikes and safety gear. There is a new kind of pest in northern californias almond fields. Ktvus Debora Villalon reports the sheriff is even being called to kick people trespassing in blooming orchards.
