They would send out a new ballot if your personal Party Information changes. But that convenience is also opening the door to potential voter fraud. Secretary of state has ignored calls to fix the reading of the county to Police Thousands of votes. Like many california voters renie one of the ease of voting from home. Alameda county Election Center not one but two both by mail ballot. The mac i was anticipating it but i do not test the state. In the voting practices. I was anticipating it and it happened. A new ballot triggered by the Voter Registration system all after she recently applied for a New California real id change the spelling of her name and changed her Political Party preference. There counting me as to people. They are supposed to stop this or flagged original ballot. This machine rejects duplicate or questionable signatures. There was at least one way about that. Allowing somebody to vote twice. One person is wrong. It should be one but one person. Its hard to catch because it gives them the choice to vote by mail or at the polls. And switch between the two. The assistant registrar says that flexibility can create an issue. The unintended consequence is that there are a lot of ballots floating around out there. Those extra ballots allow somebody to mail in one ballot in front of a blank ballot at the polls. Then to cast the second vote on election day. Pull workers can see who received a vote by mail ballot but have no idea if it has been counted or if a voter received more than one. However remote the possibility is, it is possible. And, because you know its possible, you have to check. In the 2016 election Contra Costa County here that is 13 cases of double voting. Santa clara county. Found 76. Marin county about 19. Other counties found similar problems long after election day was over. Is a vulnerability that could easily be closed. County Elections Officials push for that four years ago. Suggesting anyone who brings a mailin ballot to the polls voting provisionally. That means those also be set aside check eligibility verified and then counted after election day. But, secretary of state says that thats a good law and told us he stands behind the process. The is what they try to return another ballot by mail. Only the first. Its not entirely true. Some of them slip through. And, to verify if a vote by mail ballot has been received and counted. Its what you believe is making easier to vote. Kramer for three to occur. But for these voters, it just reaffirms her distrust in the election system and it makes her believe the loophole will be exploited even more in this primary election. We know its going on. And they let it happen. If theyre aware that its existing, they need to take care of it. And the vulnerabilities there are means now but 15 counties in california including three in the bay area are part of the new voters choice act which requires real time computer access and can determine who is all ready voted. They have the power to fire slowly on their decision. There are different models i do not think this is going to be an extremely Chilling Effect on who would want to come in and, its unfortunate because, this is a great city. Its a great Police Department. You feel like the culture has changed . I know it. The Police Department has been under federal oversight since the infamous case which both corruption and racial profiling by a group of officers. 17 years later, they are still not in full compliance with 52 required tasks. The mac we are out of compliance on that. Right now. And partially out of compliance. Just three weeks ago the federal monitor who is our overseer was in town and he said to me, as he left, these are his words, we are deep in the red zone. And, im a football fan. So what that means is, we were right up close to this goal line. He told me that he had seen progress i asked him if he would put in writing and he said, no promises. A lot of people say hes incentivized to keep finding issues because it has been 17 years. Is a milliondollar contract. Where is the incentive . We have been asking for the metrics. So that we know what we are moving towards. In some of these do not have metrics. And how do you hit the mark that you dont know what being measured . Im going to be asking the department of justice to open an inquiry. Into what . The federal oversight system including all of the parties involved. Im truly deeply concerned that we have been under 17 years of federal oversight. Something is wrong. When i was hired three years ago, was given a mandate to reduce crime first and foremost to stabilize this Police Department, to restore trust and healing you feel like youve done the things . Not only met them, i think they been exceeded. The last three years, of my tenure, where the three lowest consecutive years. At the lowest crime rate. In 20 years. Stomach the Mayors Office didnt address the allegations of retaliation but they that the Police Commission exercise its full power and broken between kirkpatrick sitting up at noon. She said she was shocked by what happened. Until very recently, saying glowing things about her. In just three weeks ago, they were in washington dc. In the mayor introduced her as a wonderful chief. So she comes back and shes terminated. Just taken off guard but she does say that she holds the mayor in high regard. Is it possible that the problems with the crime rate have gotten better. How are we going to find out they are at the beginning of this year. They save it had gone she feels now that they are going to take a step back and its going to get worse. They will get to hear some of the world that resistant at the hall. Im not surprised he was acquitted of that. However, i do feel thankful that he was charged and, was actually convicted of and Sexual Assault. It is disappointing to know that he was acquitted of the more serious charges because, it takes some of the responsibility off of him as a. A lot of women online some of his accusers are eking out and saying, this is a victory. How do you think it impacts that movement . I think it does validate that and affirm. That voices are actually being heard. And its always been kind of complemented. It has empowered folks to send to the conversation on Sexual Violence and abuse and, the challenge however is that there is an idea that maybe its just a friendly, a trend. A hashtag and this is gotten a lot of notoriety. They said, this is gone wild. And some people saying, i could be accused of anything. Im concerned, its not a new concern. This is been the concern that survivors have had forever. Which is why so many of them do not come forward which is why Sexual Violence continues be one of the most underreported crimes in the criminal justice system. Thats everything that they said it before that. After that. And, victim blaming their which is what we typically use in our world. It just has just gone rampant. And, they have seen more kinds of cases coming out in the National Landscape and the blame, but that the them experience has just become more rampant as well. Are you hearing from more women in those 24 hours the verdict came out . Yes. We will see typically. We see an impact on our crisis line. And that can happen because some folks are feeling empowered. They feel affirmed and validated. And often they feel extraordinarily triggered and activated by Something Like this on one end, it is a victory. And that is the acquittal of the more serious charges they came down to he said she said. They doing anything to document this sort of behavior when it happens . Or rebuff it more strongly . Are women being more proactive in that way . Mac i think its complicated. Now that this Younger Generation is being educated more actual violence. You are seeing a little bit more information identification, younger. I feel like and i generation we were learning about it in our 20s and later and coming back and doing an analysis like Something Like that was inappropriate. However, i think that folks are starting to use their voices a bit more and not just women but women identify trends and men are also speaking out about things that have open inappropriately are given voice to something that happened and it just didnt feel right. In minutes, hundreds of students here applying to the science of hockey. Working with Mike Bloomberg was one of the most empowering experiences that ive had. Its important to talk to the people who know him personally. I worked for him for 8 years in city hall. Ive been working for bloomberg for 27 years. 25 years. Almost 30 years. Theres nobody that i respect more, and felt more respected by. Mike believes excellence is not defined by gender. Mike builds a culture that advances women. They are doing so by seeing reallife applications in the sport of hockey. We are there lies at the sap center. Good morning. Reporter good morning to you. This is the first day here and hundred and 50 students from preschool will be here filing in to the arena. This is the lower bowl as we call it. They are going to have a panel this session 1st before they get to the fun stuff. Multiple stations are set up to teach how principles they learned in the classroom translate to hockey. We are joined now by the sharks coordinator. Stephanie, first told me how it all comes together click well, thanks to a partnership we can present this autumn day. They have completed our hockey scholar program. That is all year long. Been playing hockey since i was a kid. And i never really thought about science, math, and how do hockey and then intersect . Is a tenant intersection. Whether it be what angle you need to be to make a path of the board. Or the science that goes here every day to give our sharks the surface to play on. There are eight stations. We have four there, they are going to set up. And then, there on the concourse lets go outside and talk about the one that we have closest to us. This is the slapshot patient. Everyone is familiar about this. But it teaches accuracy and speed. We are talking about is accuracy. We also have a radar gun which will tell us their speed and the speed of the shop. We will see how hard they can shoot it. Then we can combine the two. Im going to say yes. Probably true.
