The supervisor, hillary ronan, says accepting a gift from a staff member is troubling. And i think she should resign. What i am sick of in the city, there is a culture of corruption. Accepting a gift from your subordinate near 6000 is illegal. She is calling one of her staff to go fix and pick up her car and get her a rental car. Reporter Mohammed Nuru was arrested for lying to investigators and corruption. The mayor says she has done nothing wrong. I am not concerned. I have not done anything. He has not asked me to do anything. Nor have i asked him to do anything. Reporter federal investigators have not contacted the mayor. She says she has not spoken with Mohammed Nuru since his arrest. Also, other supervisors are wanting the mayor to step back. There is potentially more fallout to come. A Major Development in the case of jose Inez Garcia Zarate, he was acquitted of the shooting of kate steinle. A mental evaluation has determined that he is incompetent to stand trial on gun possession charges due to untreated mental illness. Kate steinle was killed at pier 14 back in 2015. Jose Inez Garcia Zarate claimed he found the gun, it went off after he dropped it. A jury found jose Inez Garcia Zarate, not guilty of murder and involuntary manslaughter. Another hearing in the case is set for next wednesday to discuss the next steps. We go to union city and the arrest and shooting deaths of two boys last year. A month long investigation involving several agencies led to two suspects involved in a known street gang. Henry lee joins us live from dublin where one suspect was in Court Earlier today. Reporter the adult suspect was in court, but did not enter a plea in the double homicide, which stunned the city because of how young the victims were, and the types of guns involved. Jason of castro valley, and a hayward boy were arrested and charged with murdering two boys in the parking lot of a union city school. All murders are tragic. When children are gunned down, in this senseless way, it is particularly shocking. Reporter it happened before dawn in november. Surveillance video caught the muzzle flashes as a shooters open fire on a minivan with a nine millimeter handgun and an ak47. The suspects have ties to the gang. Can have Kevin Hernandez was 9 years old, the other victim was 14. These children were out late at night in the parking lot. Reporter the suspects were identified by their post on social media, talking about the double homicide. Police say a rap song posted online glorified their involvement in the homicide. Our response was steadfast and immediate. Reporter the police would not say the victims were linked to gangs. They did urge the parents to watch their kids closely. Make sure your kids are in, and not out and about. Reporter as part of the investigation, the Police Seized 40 pounds of marijuana, eight pounds of methamphetamine, 10,000 in cash and two handguns. And there were three assault weapons and several high capacity magazines. Reporter the police chief says he hopes these arrest bring comfort to the boys families. It can provide them some solace knowing they are in custody and justice is being brought for the loss of their loved ones. You can bring a sense of direction and purpose, that we have to find some conclusion and resolution to these kinds of sexless senseless acts of violence. The adult was also charged with leading police on a high speed chase, two weeks after the double homicide. The adult suspect is also charged with a special circumstance of multiple murders. It is troubling when you see the number of guns at the officials said they recovered and the pictures of the shot of van that were released. Really shows that the suspects unleashed a barrage of bullets on these two boys. The cops and found 36 shell casings from the ak47. There were six shell casings for the nine millimeter. There were many shots fired. A Quiet Community was shaken by the discovery of two bodies this morning. The Sheriffs Office says a man and woman were found in the driveway in a Sleepy Hollow neighborhood between the lucas valley area. The deputies were called to west oak knoll drive. Authority say one victim was found inside a car and the other was lying outside. There was a dog in that car, alive and unharmed. The neighbor said the property was sold a year and a half ago and was currently vacant. That is frightening. I live around the corner. This has been a very peaceful area. I have never felt threatened here. This is scary. Hazmat team was called into the scene to assist in the investigation. The deputies would not say why. What is interesting, because homelessness is one of the dominant issues for San Francisco, oakland, and the entire bay. San diego is the only major county in california where homelessness has gone down in the last year. Why is that . One thing they have done that has not been done in Los Angeles County is they have outlawed tents on the street. They said, you are not allowed to sleep on the street in a tent. He says that is working. These are real people. To condone somebody living on the street, it is to condone them to die the street. Will talk to people on the street who say they do not want to go into shelters. What you say to that person . Stick that is an issue that we are grappling with, not just in san diego, but every city in california. We have to move to a system that says, if we are going to provide the shelter bed, you have to use it. That is common sense. Also, we are changing some of the laws that are misguided, particularly around Substance Abuse in prop 47, leading to a methamphetamine epidemic. We have to change that. We have to ensure that we have laws that compel people to get treatment, not a jail bed, but to make that change. That is something i will be aggressive on in the coming year. This is a different approach than the stuff you normally hear from oakland. What Kevin Faulkner plans to do over the next year is come up with a valid proposition for november, to try to roll back some of the decriminalization that we have seen when it comes to drug use, mental health, and other aspects of that. That could be a big storyline in the coming months. The entire 30 minutes is dedicated to this huge issue of homelessness, speaking with all sides, and looking at potential solutions. And i had a chance to sit down with the man that invited everyone for this forum, thats warmer governor Arnold Schwarzenegger. Obviously, the homelessness issue, it has become more profound across our state. What is his take on how things have changed . What other Solutions Moving forward . He is frustrated, like so many others are frustrated. Just the staff, we have 150,000 californians that are homeless. Thats up 17 in the last year and a half. You know the United Nations described the San Francisco tent cities, and compared them to new delhi and mexico city, and some of the worst slums in the world. He is angry that the politicians have not been able to come together. They act like this is a new problem. One thing that came out of this is this is a festering problem that has built. One of the conflicts that we see right now is between the federal government and the state of california. Governor newsom says we need more housing vouchers from ben carson. I asked him about that. He said look, californias not doing a good enough job. We will not give the state more money. If you want to demonstrate youre doing better and we will give you more money. Heart disease is the leading cause of death of men and women, killing 630,000 americans each year. Yes, thank you for setting a spotlight on this important topic. I specialize in children with congenital Heart Disease. Is her structural heart problems the children are born with. The population of children is growing up. We have more adults with structural heart problems compared to children. It really is important to highlight what is happening with babies, and realize that this is the most common birth defect. thats right, it is 12 percent that have heart problems like with valve problems, and holes in the heart. This can affect them in adulthood. Are they more likely to develop Heart Disease later on. Yes, they are. The new Research Going on right now is stanford and other places, we are finding that we have been treating these structural heart problems with surgery and other comprehensive care, including help with Kids Development and physical therapy, nutrition, and other things. We find when they get older, they are at risk for having the adult types of heart problems at higher rates than other adults. How do we lower the risk . That is one of the things that stanford has been looking into. One of the important things we do is transition the kids into special programs where we have specialists that look at children with these kinds of problems. They do research into early prevention, to help some of the problems from developing. Talk about the new technology that is being used when it comes to addressing the issue. Yes, in the pediatric world, we have new and exciting things on the horizon that have just come out in the last 10 years. We are doing a lot of things, instead of by surgery, we do them by catheterization. We are miniaturizing the devices. This device can be used in premature infants to solve problems. We are doing valve replacements instead of surgery in certain patients. There is a lot of Exciting Technology that is being developed. Theres a new technology for heart rhythm problems that previously was not available to kids. It has been made available the last couple of years. What type of results are using from that . Children are now living, it is lifechanging, what we can accomplish compared to 610 years ago. We can push the envelope. Were trying to get the kids being able to meet their full potential and not having a chronic disease. It has been exciting to work in this field. We are on the cutting edge. Facebook is canceling its Global Marketing summit, set to take place in San Francisco next month, due to coronavirus concerns. They made the decision out of an abundance of caution, due to evolving Public Health risk related to coronavirus. This will mean a big financial hit to the citys tourism industry. The conference normally has 5000 attendees. It typically brings about 11 million in spending to the city. A Top White House official says that china has rejected offers from the u. S. Centers of Disease Control to send experts to help with that coronavirus response. The white house said, they are disappointed by chinas lack of transparency. A reporter says the World Health Organization is also calling on nations not to politicize this outbreak. Reporter World Health Officials are scrambling to contain the deadly coronavirus outbreak. This is a tomato growing war of words between china and United States. More than 60,000 people have been infected. The vast majority are in china. Straight containment protocols are now in place. Some United States officials are accusing the Chinese Government of a lack of transparency. They are suggesting that beijing is not cooperating enough with the international community. The World Health Organization is pushing back on those claims. The major Scientific Organization is called the china cdc. I went to where they got the idea . Science is collaborative. They got on with it. Reporter the who says there is no indication that the virus is spreading rapidly outside of china. There have been more than a dozen confirmed cases in the United States, prompting the cdc to step up their testing and vaccine research. Hundreds of americans, evacuated from china remain under federal quarantine. They are saying, they understand the need for containment. We are doing the best we can, we want to make sure we are okay and not caring a virus out. Reporter the cdc acknowledged that the virus has a foothold in the united dates. They expect to see more cases before the outbreak is contained. Most Health Officials insist there is little threat to the general public. In the United States, weve done a good job working with Public Health departments and the cdc to contain a virus. Victims rights advocates are outraged over a plan to allow death row inmates at San Quentin State Prison to move to other facilities with rehab and Work Programs. The transfers are the result of a 2016 referendum that was intended to beat up executions. Joining me now is the attorney and criminal Justice Reform advocate, thank you for being here. We have seen a Swift Response to this plan. Explain to people why this move is allowed under that referendum. The proposition was intended to speed up executions. Part of it was also, voters wanted people that we have condemned to death to start working, partly to make amends to their victims and the victims families, because a lot of their earnings will be sent to the victims. at san quentin, they cannot participate in those programs . Reporter right. How does this work . There are 700 inmates that this would apply to. They can choose to go to another location and then what would be offered to them at the other facilities . I am not exactly sure on how they will roll this out. Think they would put their names into ask for a transfer. I would not call it a Rehabilitation Program that would be offered. It would be mostly Work Programs and group programming. I would like to say thats the case. Even in louisiana, which many consider the most backward, and the most harsh of all criminal Justice Systems in the country, 2 years ago, was allowing their death row inmates to do Work Programs and group work with other prisoners. Can you understand the criticism from the victims and victims advocates . We have the San Bernardino District Attorney, saying that families suffer every day. He says, now to say that there is a murderer will be allowed to go to a Rehabilitation Program and be treated like any other lowgrade inmate is a slap to the face . First of all, i would say, victims and victims families are not all alike. We cannot generalize about their experiences. Some may want these people to make amends, or really do a lot of deep searching about their guilt, and develop remorse. I would say, making too many generalizations about the victims families is not fair. Second of all, i would say, they will not be treated like other, lowgrade prisoners. There are thousands and thousands of other people that we have in prison that are serving life without the possibility of parole. They are there forever. And probably committed very similar crimes to those on death row, and they would now be in line with whatever program they are receiving in the various presence. How does this fall in line with what the governor has said with his moratorium on know executions while he is in office . This is probably a direct result of that. If we are not having executions, why house them in san quentin . It is a very costly facility to taxpayers to maintain death row. That might be one reason. One more criticism of this, all of us are familiar with [ indiscernible ]s killing. His daughters killer is still on death row. He says this is a move to the crime victims. It seems like you and others dont see it that way . I am sorry for his loss. Obviously, he feels hurt by this. Like i said, i dont think all victims or victims families share his sentiment. A lot of people are moving toward alternatives to really harsh, traditional punishment with revenge. The criminal Justice System is moving into more, essence of humanity, and a sense of fairness for everyone involved. Thank you for coming in. We did a survey and found that gamers are using games as a social platform, and as a way to meet people. They are breaking the stereotypes of the loaner gamer. It has changed quite a bit. I played video games, it was a solitary experience in many cases. Now, this is a way to socialize with people around the world. What kind of stories have you heard . What are you hearing from gamers about who they met online . What type of longterm relationships or marriages are happening as a result of these connections . Everyone has a story. We spoke to a woman who relocated to finland to live with a significant other she met online. It started as a casual game conversation. As humans do, we are striving for social connections. She had an engagement around, tell me about your life, next thing she knows, they had a conversation and it turned into something more. It was not one story. We have seen across the people we surveyed, it is like 40 of people have established long term friendships, Something Like 8 of people found their longterm significant other or spouse through a game platform. It is not that surprising. Gaming is something that is taking more and more peoples time across a wide range of demographics. Is not just teenage boys which were the stereotypes from 20 years ago. As this takes up hours of their time, people look for human connection. We are seeing this through many examples. Do the respondents feel that they are more comfortable, sparking up the conversation, trying to make a connection in an online setting, as opposed to in person . That is a good question. There is that striving for human connection. Some people are more comfortable doing that online. We did fine, 60 of people still found the in person experience, it was more pleasurable, and more rewarding than meeting someone online. That does not preclude the fact the people spent a lot of time playing games. Our mission is to try to make that 50 go down. We want to create an online experience that is better than the real world. Sitting across the table from somebody or at a bar, or restaurant, this is a more engaging way to establish a relationship. The other side was, this is interesting, 55 of people made a big decision about whether or not to play a game based on whether it had chat functions.
