reentry, but must self-monitor for symptoms. foreigners coming from anywhere in china in the last 14 days will not be admitted. while it was true that the use of face masks is up a bit here, the truth is it's only up very, very slightly. that gives the sense that there's no real panic here about the coronavirus. all of this has increasingly incensed the chinese government as more government move to spokesman william g sent out a statement saying quote we want to make sure that we're sending the correct message in that the epicenter is in china, and not chinese events, especially in areas where 2 news. a 2020 election season kicks into another year tonight with the iowa caucuses underway. right now people are meeting across iowa. >> later tonight, we'll know which candidates won delegates, but it's likely to be a split decision. >> reporter: there are 11 candidates running for the democratic nomination. that could certainly change after tonight. in iowa it's all about momentum. a good showing could mean a major step towards the nomination. an indicater of the importance, and unpredictability of tonight. democrats are expecting a record turnout. all eyes on iowa. a crowded field of democrats seeking the presidential nomination in the nation's first contest of the 2020 election cycle. >> we're going to see where democrats' heads are. are they going to go with their head, or their heart? >> reporter: there are 41 delegates up for grabs in the hawkeye state. a tiny number compared to the 400 plus in california, but the nation often goes as the caucuses go. the last four together. >> the decision is going to begin right here in iowa. >> he has struggled to get voters of color to support him. if he doesn't do well in the largely white states like iowa and new hampshire, he doesn't have a lot of help coming in south carolina and nevada. >> reporter: we should also note the republican party in iowa is holding caucuses tonight as well. early numbers show nearly 98% going to president trump. the associated press already naming him the winner. but nothing final from the iowa gop. we will keep an eye on those numbers as well. greg lee, ktvu, fox 2 news. now to santa clara county, where the sheriff's department is releasing new images, and details after a deputy was shot on friday night. they also say this may have been a hate crime. the sheriff is calling it a sneak attack. that deputy was on patrol near nuevas reservoir. the latest on a search for suspects. >> reporter: this frantic radio call came in late friday night, as he struggled for his life. investigators say the four year veteran was on routine patrol, when bullets started whizzing at him. >> our deputy was outside of his vehicle. not on a stop. not contacting any subjects, and basically it was out of the blue. >> reporter: lieutenant brendan amare says a suspect in an approaching car fired at least four shots. three hit gil's department issued vehicle. the fourth hit him in his body- worn camera. right in the middle of his chest. he returned fire as he ran for cover and radioed for help. >> copy, you were hit. >> there were multiple shots. with the one striking him, he was very lucky, but anyone of those rounds could have hit him anywhere. he was very lucky. he was very brave. under fire. >> reporter: officials say gil is a practicing sikh who wars a turban, which was visible. investigators are looking at this as a possible hate crime, or a crime of opportunity against the lone deputy who was in the dark and was saved by his body camera. >> we do know the bullet was stopped by a combination. body cam and the protective body armor. >> reporter: gil was not seriously injured in the attack, and officials say is anxious to return to work. the major crimes unit is searching for suspects in the case, said to be driving a silver colored sedan. possibly a 2000 honda. >> we do want to capture this individual, and hold them accountable for this unprovoked attack. >> reporter: the damaged body camera is evidence, and proof that every piece of equipment is potentially life saving equipment. still to come here, a deputy shooting on a greyhound bus headed for san francisco. also ahead, some state lawmakers lobby to turn pg and e into a public company. it's a cold one tonight. a freeze warning for part of the bay area. a disappointing end for a spectacular super bowl. we're going to tell you the television ratings from the game last night, and also the moment when viewer suspect spiked. also, taking a live look right now at the monday evening commute. you can see traffic is heavy on highway 24, moving through lafayette slowly at this hour. ktvu, fox 2 news at 6:00 will be right back. a man opened fire on a grapevine bus. reporter hal isner tells us, the chp ended up finding the gunman on the side of the road, and took him into custody. >> reporter: that's the bus. the greyhound was stopped in between. it made an unscheduled stop because of gunfire. passengers saying things like -- >> there was a suspect on the bus that had a gun and had shot several of the passengers. >> reporter: a 51-year-old woman, a colombian national was killed. one of those had to be airlifted to a local hospital. what sparked the shooting was unclear. what's known is the shooter had a 9-millimeter semi automatic handgun, with several magazines of ammunition. the chp says despite that, there were some heroes among the mass injuries. >> they were able to overcome this subject, and disarm him. they were able to escort him off of the bus without further incident. the suspect was left on the right shoulder, northbound, interstate 5. the driver drove the bus to the very next exit, which is here at grapevine. >> reporter: authorities say they don't believe the shooter knew anyone on the bus. they don't believe this was a terror incident. moments later, the suspect was arrested and taken into custody. at a nearby denny's, grief counselors helped the passengers, including two girls ages 6 and 8. what was the motive? why was he armed? how did the scuffle inside the bus go down? all questions we've asked the chp, and for which, we've received no answers. >> some passengers that say various things, sir, and right now i can't comment on what his intentions were, or what the actions were. >> reporter:other questions we wanted to know, were there video cameras on the bus? were they working? the only thing we got back was this statement. our thoughts and prayers went out to the customers, driver and their friends and family. the investigation continues. in la beck, i'm hal eisner, ktvu news. two women are dead today after a shooting at texas a&m's commerce campus. the names of the victims have not been released. >> officers responded, and found two deceased adult females in a room. a third person, a small child, approximately 2 years old is in stable condition, was also in the room. >> all classes were canceled for the rest of the day following the shooting. texas a&m's commerce campus is located about 60 miles north of dallas. the national weather service has issued a freeze watch for parts of the bay area. >> bill, chilly and that wind has finally started to die down. >> that freeze watch will turn into a freeze warning. the freeze warning is in effect for the north bay counties. most of us are not under a freeze warning, 0 or won't be under a freeze warning, but we will experience temperatures below, or at freezing. so many of us, especially in places like livermore, and concord, and parts by evergreen, out by morgan hill. the winds have died down. last night, we had winds at this time blowing about 50 miles an hour. we've got high pressure building in nicely. that high pressure is going to be with us as well. that means no rain. you can see the signature of the high, which is not a lot of cloud cover. when you don't have a lot of cloud cover, you get a lot of cool air settling into the valleys. that is how this goes down tonight, and tomorrow morning. also, as we head into wednesday morning. tonight, we have that freeze warning. it will go into effect for the santa rosa area. it's going to get a heck of a lot colder tonight. we'll show you exactly where the freeze warning is, and we'll take a look at the five day forecast. shares in pg and e surged today on word that pg and e is moving closer to resolving their bankruptcy case. shares were up more than 13% to 17.27 a share today on wall street. in a statement, pg and e says they plan to emerge from chapter 11 as a reimagined utility. pg and e says they will refresh their board of directors. they will create an independent safety oversite committee and report a chief safety committee who will report directly to the ceo. pg and e says the bankruptcy filing puts them on track to emerge from bankruptcy on june 30th. the state legislature is set to consider a bill that will turn pg and e into a public utility. the measure is introduced today by state senator scott wiener. why some union employees are against the idea. >> reporter: san francisco state senator scott wiener says pacific gas and electric has had its chance to run. the utility has put profit over people. >> pg and e focuses so extensively on pleasing wall street, and creating returns for shareholders it has allowed its infrastructure to disintegrate. >> reporter: it would transition to the northern california utility district. but even before details on that plan rolled out, workers in the international brotherhood of electrical workers, 1245, were on hand. saying the plan will take away from their pensions. >> his plan does not protect our pension. if the state takes over, the workers are not guaranteed our pensions. our pensions are not guaranteed to cross over. >> there's specific statements in this bill that all of their benefits, and retirement will transition over to the new company. >> reporter: workers say the state would be over its head. >> a lot of things it doesn't run well. so you want to entrust them to take over a company? this company? i don't think it's going to work out. >> we have large successful public utilities in california that provide cheaper electricity than pg and e, and they don't burn things down, and they don't have mass blackouts. >> reporter: they need to see the six of them in california. new screening procedures went into effect at sfo, which has been expanded to include anyone who has been to mainland china in the last two weeks. new information tonight about a santa clara county sheriff's deputy who was shot at on friday. it happened near euvas reservoir. a car drove up, and someone inside started shooting at him. the deputy was wearing body armor, and has been released now from the hospital. detectives are looking for a silver sedan, possibly a honda. you're watching ktvu fox 2 news at 6:30. police in antioch are looking for the person who shot and killed a 16-year-old boy who was outside of a high school basketball game. we're told there was a fight, that it led to gunfire in the parking lot of deer valley, high school. >> henry lee tells us, a steady stream of well wishers and mourners were paying their respects today. >> reporter: a growing memorial at deer valley high school in antioch, honoring 16-year-old jonathan parker. on friday night, he went to the basketball game between deer valley, and antioch high school. >> he fell to the floor, they started jumping on him. >> reporter: after the game, he was surrounded and attacked and shots rang out. >> he didn't make it home to my officer. >> reporter: antioch police say jonathan was shot three times. he died a day later. >> this is not in any way fair. everyone could judge and say what they want to say, but he was a kid going to a game. >> reporter: as police search for the shooter, friends and relatives are trying to process their loss. in many ways, jonathan was a kid who liked riding his bike and playing video games, but in many ways he was maturing. he was 6'4" and wore a size 13 shoes. >> he didn't deserve this. jonathan was an amazing person. if you knew him, he was extraordinary. >> reporter: friends called him john john. his brothers called him mufasa after the lion king, because of his long hair. >> the jolly green giant. his smile alone would light up the whole room. he was the type of boy who wanted to see everybody else happy, even if he wasn't. >> reporter: on campus, there was heartache and tears. in a statement, the antioch unified school district must be taught that solving violence is not the answer. friends, family, and classmates absolutely devastated by this loss. anyone with information is asked to call the antioch police department. in antioch, henry lee, ktvu, fox 2 news. police in san francisco are investigating the death of a 4- year-old girl who was found unresponsive at her home in the bay view district over the weekends. officers found the little girl while conducting a welfare check about 10:00 yesterday morning at a home on thomas avenue near haas street. the girl was taken to the hospital, where she was pronounced dead. she's been identified as genesis torres. police are investigating her death as suspicion. no arrests have been made. the third suspect in the case of a robbery victim who was killed while chasing after thieves who stole his laptop is scheduled to appear in court tomorrow. 18-year-old kujuan wiggins was supposed to be charged with first degree murder today. police said the victim died new year's eve after chasing wiggins and another man, who stole his laptop at this starbucks in the montclair district of oakland. he was hit by the getaway car and was dragged. two other men are also charged in the case. ktvu's rob ross spoke with a woman who says the program kept her from having to move out of her apartment. >> ines says she was almost evicted last year, and at 77, she wasn't sure where she was going to go. >> reporter: she says her building was sold. she was facing a rent increase, and eventually received an eviction notice. >> i never prayed so hard in my life. >> reporter: catholic charities stepped in to help. it gave her emergency rent money, and assigned her a case manager to keep her stabilized, and in her apartment. >> this is not uncommon, we have numerous people that walk through our door, and the story's the same. >> reporter: washington is one of approximately 4,000 people who were at risk of imminent homelessness, who managed to keep a roof over their heads thanks to keep oakland housed. the city works with three nonprofits, including catholic charities to help people before they become homeless. the program will offer one time emergency financial assistance to help with back rent, to fight evictions, and assigns case managers to keep people stabilized. >> we want to keep oakland oakland, and that starts with keeping oaklanders in oakland. >> reporter: oakland says it's the first program of its kind in california. it's also expanded to help those sleeps in cars, or on couches. >> you do not want them to become the habitually the chronic homeless. that's when you have a lot more issues to deal with. it is much cheaper, and economically feasible to keep someone from becoming homeless. >> reporter: this pilot program is scheduled to last another 18 months, but city officials hope by then, many of the provisions will become state policy. coming up, democratic presidential candidate, michael bloomberg skipping the iowa campaigning. it's unusual, but not unprecedented for a candidate to skip iowa. bloomberg's strategy is to skip the four early voting states and focus instead on the delegate rich super tuesday states, including california, who will be voting on march 3rd. >> this really is one of the most important elections of our lifetime. we have somebody in the white house who shot not be there, and i am limbaugh has advanced lung cancer. the 69-year-old made that announced to his listeners this morning. he said he will miss some radio shows for further medical tests and to determine treatment. he area on wednesday morning. so the sky tomorrow looks like this. plenty of sunshine, all day, and really right through the bay area week, this five day forecast i'm about to show you is dry, dry, dry, dry, dry. it's going to be dry. no rain coming our way. no snow in the mountains either. just a dry pattern. not what you want to see, but it's what we've got. we've got some cold to talk about. warmsup for the bay area weekend. workers today are taking down a temporary memorial honoring nba legend, kobe bryant outside staples center in los angeles. fans have been leaving balloons, flowers, stuffed toys outside the arena, after word spread that bryant, his daughter, and seven other people were killed in that helicopter crash a week ago. since then, thousands of people have stopped by to pay their respects and add to that growing memorial. workers removed at least 1300 basketballs today from the site as fans continued to visit. a few getting visibly emotional as they said goodbye to the basketball star. >> kobe bryant, he will not be forgotten, but he's in our heart. >> it was like a major event going on every day. >> reporter: the staples center says items such as jerseys, artwork, basketballs, and cards will all go to the bryant family. flowers and biodegradable items will reportedly be turned into compost, and then spread around the arena. the 49ers flew back to the
