starting to feel that you certainly want to make sure that you appease your base and it looks like he has because we have seen the partyline votes 53-47 two each and every one of these amendments. he wanted to make sure he did not take a loss early on from his party. >> senator mcconnell has made it clear that he wants the trial to be over as fast as possible. how will these changes implement a today affect the timeline? >> when you compare things to the clinton trial, there was the 24 hour limit for opening arguments but there was no further agreement about how long or how many days they could take. rushing those two days of 12 hour marathon days for we are going to see that expanded to three days and likely will see the resolution passed. it still could only last about 10 days when you consider everything involved, that was to put us before president trump's state of the union on february 4th, which mcconnell had hinted that he would like to see. that is if they do not vote to was doing in the 24 hours leading up to being shot, because they say this type of crime is unusual for that area. >> palo alto is considered a very safe city and this particular area is just a mix of businesses, you can see the san antonio road is a very well traveled road, but we do not see crime like this. >> police are looking at surveillance video, and dark- colored bmw, possibly connected to the crime was towed away. a $20,000 award is being offered for information leading to an arrest. a man died in a house fire last night in sunnyvale, it happened in the el dorado mobile home park on east one drive just before 10:00 last night. when firefighters arrived, they found smoke and flames coming from the house, a 67-year-old woman was rescued and is listed in critical condition. a 71-year-old man was found that. neighbors say the fire caught them by surprise. >> eight shook me. it shook me, because i was only outside for maybe a half an hour and then the entire place was gone on the inside. the cause of the fire is still under investigation. the board of directors is a expected to approve a plan to build canopies and security gates at all four downtown san francisco bart miles, you have almost an inch of rain. is and that crazy? basically from san francisco in the short distance you're talking about three quarters of an inch and almost an inch of rain difference, it is massive. there's a big difference between the south tower of the golden gate bridge and the north tower. he put a rain gauge on the south tower or the north tower you would have a big disparity there as well. okay, so scattered showers, let's take a close up on the radar and see what the rain is and where it is not, it is just all over the map, not heavy raindrops, just real heavy drizzle, in santa clara, a retiree has been forced from his townhome because of a problem six feet underneath. and water well from the 1930s is flooding the crawlspace in the family room. now the problem has led to legal action with the owner and homeowners association at odds over who is responsible. south bay reporter jesse gary untangled the details. retiree doug ridley spence is working to pay off his three bedroom two bathroom townhome in santa clara. the plan, he and his wife would rent the unit using the income to supplement their golden years. >> we would say it is a comfortable retirement and we are currently enjoying it. >> the problem is directly below their family room. a six foot deep hole with which the couple's attorney says is a water well which has created a single. >> if it grows, it will go under foundation and will crack foundation and create all kinds of problems. >> renters made the discovery in 2018 with a spotted water beneath the laundry room and attracted to the growing sinkhole. the homeowners association was a reluctant to see it the same way. in an email last week, attorney john hill says we don't know if it is an uncapped well, and maybe a hand dug well, and may be an old system. whatever it is, the wrigley say the association did nothing for at least eight months allaying the problem of the couple's feet. >> extremely disappointed to find out the homeowners association, which is supposed to defend us and help us, has been and chosen obstruction and confrontation rex last week, the association did install a sub pump in an attempt to drain the source. more than 17,000 gallons of water sucked out each day for the last eight days, but still, no acceptance of responsibility. that has led the release to sue for repairs and damages. unearthed city plans from the 1930s show the existence of a well on the current complex site, not far from a still standing water tower. >> the while that is directly beneath our clients houses in the common area crawlspace, the chief of police says the news is good. >> we are pleased with the way our statistics trended in 2019, particularly with violent crime. the department says violent crime is down, homicide down 11%. robberies and aggravated assaults, down as well. the same story with property crimes. burglaries down 14%, auto burglaries down 2%, out at seventh street market, many say they may hear that crime is down, but that doesn't match up with what they are seeing. >> what i do see is an absence of a police presence here on one of the more challenging corners of san francisco. and what i see is a plethora of drug use and drug dealing. that is just a fact. >> reporter: chief scott says he hears those concerns and is working to take the data learned over the last year and applied that going forward with a focus on some of the city's hotspots. >> we are going to increase our foot patrols and focus continually on the mid-market area. >> he says his officers will continue to work to make san francisco a safer place, and make it feel like it's a place to those who live and work here. >> we have a lot more work ahead, we know that. it has been said, the mayor said it, i said it, and you hear a say time and time again, one homicide is too many, one car breaking is too many. >> he also touched on working with a new district attorney, he says it is the department's job to provide the best evidence to the district attorney's office and allow the prosecutors to proceed. he also said there may be a learning curve ahead as the department has to adapt to what the city wants and needs of its police force. in san francisco. now, to oakland where police continue to search for a hit-and-run driver who killed a woman last week. 40 year old miesha singleton was a mother of seven and an anti-violence community near. she was active in a group called stop killing our kids. on friday afternoon, she was picking up some of her kids at elmhurst middle school, and that is when she was hit and killed in a crosswalk the driver just kept on going. officers later found the white nissan maxima that hit her in oakland, police are now encouraging the driver to quote do the right thing, and surrendered to police. an update now on the woman who was hit and killed on a berkeley sidewalk by a police -- by a car fleeing police. police say the victim was a 58- year-old homeless woman. her name was not released. she was hit and killed yesterday morning on a sidewalk on university avenue. uc berkeley police have tried to make contact with the driver after hearing a woman inside the car screaming. police say when the driver saw police, he sped away, that is when he hit and killed the 58- year-old woman while he was racing toward the interstate 80 onramp. the car is described as a gray four door nissan sedan. an update now on the group of oakland women who are living illegally in a house in west oakland. the mother say they were trying to raise awareness about the lack of affordable housing. they were evicted last week, but now there is new hope they will be able to move back into the house and lived there legally. they have joined forces with a nonprofit called the oakland community land trust. the property owner has agreed to negotiate with the nonprofit. earlier today, we spoke with the nonprofit program manager about the bigger picture of this pending deal. >> i am happy they are at the negotiating table, and that out of this, hoping something larger will confirm will emerge, and the city to do a lot more in terms of enacting policies. >> the price of the house is still being worked out but we are told it may be sold below market rate. work is getting underway at folsom dam to protect communities below from flooding. reporter vicki gonzales shows us how the addition of just a few feet to the walls of the dam will also add thousands of acre-feet to its water storage. folsom dam is embarking on the upgrades fit for modern flood risks. >> you know, we have two great rivers, a diverse and beautiful ecosystem that also causes many challenges. we all know that. it is probably one of the most critical challenges in this country. >> the current 1 million acre- feet of the reservoir storage will grow by roughly 4%. the additional 43,000 acre-feet of storage underway is made possible by raising the -- by 3 1/2 feet. at 64 years old, folsom dam has been tested from the beginning. even before it's completion. heavy rains, the winter of 1955 , filled the reservoir to its 1 million acre capacity. preventing catastrophic flood damage down screen. raising fulsome dams capacity is the latest in a legacy for democrat us congresswoman dolores lee, explaining on the one hand the project will further protect the 444,000 residents in tom, what is it? well, it looks like two minivans came together, but this could be a monumental change in transportation, especially in cities, simply because this is a driverless electric vehicle that gives all the pluses to the planet earth, and, like an uber, it would be much cheaper. it is honda, in general motors pulled this off this is literally the millions of these produced for about half the price of today's electric suvs. if they are able to pull that off and they can cut the cost of transportation, a lot of people will at least in the urban setting, decide you need the car at all? this is remarkable technology, to say the least. but, in order to get to prime time it is going to take some time. using what it calls cruise technology, general motors showed that the true cause of the future will be missing several critical components, like the steering wheel, a brake pedal, and an accelerator. and its true purpose is to be more of a lift or uber ask rideshare vehicle then personal transportation. ben is an automated vehicle researcher and expert at uc berkeley's advance transportation center. >> certainly automated vehicles have the potential and the safety realm, we are very excited about it, we think it is inevitable. >> experts say while intelligent vehicles will provide a lot of rear enters, t- bones and other common accidents, and lower your insurance rates, truly driverless cars are years into the future pick >> until there is a real, true connected and automated vehicle, we are not going to see the full potential. >> that is because in a truly autonomous environment, cars have to be able to communicate with not only pretty much every other vehicle out there, but with traffic monitors, implanted road sensors, roadside sensors, weather stations, traffic devices, and many other things not connected or developed. >> we have to be able to communicate with each other, and currently there is no standard way of doing that. >> and not having such niceties such as steering wheels and brakes makes that a whole lot riskier. so, how long until your car can drive itself anywhere and everywhere? >> i think we are 20 years off until we see that on a widespread manner. these vehicles would not take nearly that long in order to pull this off. they have already run these vehicles, which are actually little suvs, but have the same technology in san francisco where this clearly is going to take off for over 1 million miles, they know every inch of every road anywhere in san francisco, and if they can pull it off here, then these vehicles can learn all the other places very quickly, plus everything has been learned in san francisco about how people operate and how they get in the way and all that stuff. right at the moment, this is going to be these vehicles and all the other vehicles really talk to each other, then the days that -- may be over and the cost of insurance will have to plummet. reporting live, tom baker. tom, i thought in order to test these electric autonomous cars, that they had to have a steering wheel and a break and someone sitting behind them just in case. if, as you say in this vehicle here, they don't have steering wheel, or gas pedal or break, how could they test that in san francisco or any other city in the bay area? >> because all the technology they tested was in cars exactly like it, they were little chevy ev's that did all of these things. now, they will move to the permitting stage where this will be allowed, because if they prove the technology, then they are granted certain kinds of rights and experiences that will allow them to do this. so, there are two things that have to happen. they have to get the permits which i think will be forthcoming given the extraordinary technology here, how fast it works and every thing else, but the other thing that is so important is you have got to make enough of these to make it worthwhile. you have to have probably thousands of them running around san francisco in order to make a really significant difference. if they can do that, i guarantee you that is going to change urban transportation. if you change urban transportation, you change a lot of things about pollution and transportation and mobility for most of the people in this country, and eventually in big cities around the world. >> all right, tom bridge has a little bit of moderate. it is really not heavy rain, it is just well, i shouldn't say that. in the north bay it has been more raindrops. for most of us it has been a heavy mist. the north bay, most of the day it has been raining north of the golden gate bridge. they have gotten anywhere from a half inch to a couple of inches of rain in some of those coastal areas. traffic out on the clinton said their mother vermont senator was in congress for years but nobody likes him, nobody wants to work with him. he got nothing done. in an interview with the hollywood reporter today, clinton says that criticism still holds. she would say if she would endorse him or campaign for him if he wins the nomination but later she tweeted she would do whatever she can to support the nominee. there rules that will guide the impeachment trial of president trump. the issue here is what will and won't be allowed. greg lee tells us that it is shaping up to be a partisan process as the house managers
