Were following a developing story out of Solano County where two people are dead and another injured after a fight at a home in vallejo. Good morning. I talked to a handful of neighbors out here and no one actually heard the gunshots ring out but they did wake up to this scene. The scene is starting to break down just a bit but there is still a heavy Law Enforcement presence out here. Investigators have been out on hargus avenue for the last nine hours. A car was towed from the scene at 7 30 this morning. Sheriffs deputies on scene wouldnt confirm how the car is connected to the double homicide. This all happened in unincorporated vallejo just after midnight. The Solano County Sheriffs Office says someone inside a home on hargus avenue called 911 about a, quote, heated altercation in their house. When officers got here, an injured woman was waiting for them. Officers found two men outside the home in different spots. A sheriffs spokesperson says they got in a fight and both died from gunshot wounds. Investigators are looking through three different areas here on hargus avenue where the three people were found. Were told they all likely knew each other. Theyre the only people involved so this isnt a situation with an outstanding suspect but investigators still trying to figure out the details. They did find a gun they believe was used in the shooting. One neighbor said she doesnt know who lives on the street but has seen a lot of people in and out renting the home. I feel so bad for the people. Its such a sad time of the year for that to happen but we pray for them and thats what we could do. As for the woman who was injured in this whole situation, the spokesperson with the Sheriffs Office says she was alert and she was talking to investigators so the hope is shes able to give them a little more clarity on exactly what happened here early this morning. Happening today, the San Francisco Police Department will hold a Community Meeting focused on a recent officer involved shooting. 10 days ago officers responded to reports of a man trying to break into a home near 23rd and mission. When officers arrived, police say the man attacked them and broke a bottle over one of the officers head. The suspect was shot several times. He is expected to survive. The meeting tonight will discuss what happened. That meeting will start at 6 00 at Ceasar Chavez Elementary School in the mission district. A san jose man accused of stabbing his exgirlfriend and kidnapping their 2yearold daughter is in custody this morning thanks to people who recognized him from an amber alert. Victor was captured in San Luis Obispo county. This is cell phone video that shows a group of men surrounding and detaining him at a gas station after they realized he was a wanted man. My boss walked around behind him and put him in a chokehold and held him until the police came. Hes a strong man and he got him. Investigators say mangana will be transferred to the san jose Police Department. Hes facing multiple charges including attempted murder and kidnapping. The mother is in Critical Condition with stab wounds. Pg e has eliminated a requirement that Governor Newsom signed off on his settlement deal with wildfire victims. The governor rejected pg es initial plan on friday and the utility was given until today to submit an amended plan to the governor. Instead pg e reached an agreement with attorneys for the wildfire victims to remove the requirement that the governor had to approve the plan. Today a bankruptcy judge will take a look at the settlement. A small group of protesters locked themselves together yesterday, blocking the street outside of pg e headquarters in San Francisco. They said they wanted to call attention to the nearly 200,000 medical customers who suffered disproportionately when the power shutoffs happen. Theyre calling on pg e to make safety and reliability its top priorities. Things have to stop. The things have to change. That 100 people have died because of pg es actions, because of fires and Power Outages that have cut people off from equipment that they depend on to live. Organizers say the demonstrators are a group and pg e says it is committed to making safety changes and emerging from bankruptcy protection. New this morning, were learning the executive director of the gilroy garlic festival is stepping down. The move comes about five months after the mass shooting where three people were killed and a dozen others were wounded. The Gilroy Garlic Festival Association announced that brian bow is resigning after 14 years in the position. Bowie says, quote, i truly believe the festival will benefit from a fresh perspective in the executive director position. Hes expected to stay on the job while organizers look for a replacement. We know it could be at least another two weeks before the Sonoma County Sheriffs Department releases body worn video of a violent encounter that happened before a man died while in custody. 52yearold david ward was driving a honda civic he reported stolen three days earlier. Police say he refused to get out of the car and there was a struggle when deputies used a stun gun and chokehold to knock him unconscious. The Sheriffs Office says releasing the video now could interfere with the internal investigation of the deputys actions as well as the independent criminal investigation. New this morning, the chp is investigating a car crash that killed two people and involved a wrongway driver. Investigators say shortly before midnight, a wrongway driver crashed into another car on eastbound interstate 80. Both people died at the scene. Were hearing reports the wrongway driver survived the crash and could face homicide charges. Drivers who travel through prune dale area in Monterey County are becoming more and more concerned as a number of attacks from cars continues to increase. Its a little bit scary because we cant figure out who it is and how you catch someone like that. The chp says there have been 62 cases where something has hit a car, truck, or bus window on highway 101 or highway 156. Five people have been hurt. Investigators say they now have a vital clue that can help confirm the identity of whoever is doing this once they have a suspect. We know its not a traditional firearm. We havent recovered any bullets. We have recovered evidence on scene and we have recovered projectiles. The chp says the person behind the attacks must be highly motivated to continue with the incidents after all the publicity about them. Theres a 14,000 reward for information leading to the arrest of a suspect and the chp says it has increased the number of officers in the area throughout the entire Holiday Season. Right now in washington, d. C. The House Rules Committee is meeting to set the terms of the Impeachment Vote in the house of representatives. A jersey city detective killed in a shooting last week is being laid to rest today. A Funeral Service is underway right now for the detective gunned down at a cemetery before a shooting rampage by two people at a kosher market. That left three other people dead. Police are calling it an antisemitic police attack. If antisemitism and hate and racism can exist in a community so familiarity with diversity, the takeaway is it can really exist anywhere. The suspected attackers were killed in a lengthy shootout with police. A third person was arrested over the weekend after investigators say they found his information in the pocket of one of the shooters. Happening today, San Francisco city leaders will give a tour of the citys newest homeless Navigation Center. Its a project thats been at the center of controversy about where to build homeless shelters in San Francisco. Ktvus allie rasmus is live in the city with a look at the brand new center. This is it right here behind us. This is the citys newest homeless Navigation Center. This is near beale and bryant streets. Theyre going to be opening it at 11 00 for a tour for city leaders and the media and you can see some of the workers here adding some of the finishing touches and doing some final preparation for it here. Its in a very visible spot. This homeless Navigation Center takes up a part of the San Francisco parking lot next to the embarcadero, where people driving by and walking by can see it. Once its open it will house about 200 beds. The goal behind the shelter, according to the mayor, is to try to alleviate the problem of homelessness in this neighborhood. The project has been controversial from the start. Mayor faced stiff opposition from neighbors living nearby who expressed concerns about crime and other problems. The group safe embarcadero for all spent nearly a quarter of a Million Dollars trying to stop the construction of the center in court. Neighborhood concerns were heightened after this video was released and widely shared, showing a man attacking a woman who loves nearby. That man accused in the attack was homeless though he wasnt directly connected to this Navigation Center. However, that high profile attack led to increased opposition from residents with the idea of having a shelter near their home. Others who live and work nearby say they neighborhood really does need a shelter. I always see Homeless People in this area walking to work. Today im sure ill see people along the embarcadero and i hope that theyll reach out to those people and theyll have some place to live. Its hard mow matter where youre going to put it. Theres a lot of residential areas and its going to be an issue no matter what. So i dont know. Kind of is what it is. In order to address some of the neighborhood concerns about crime and safety, fran police are going to have Additional Police presence in this neighborhood. Theyll have dedicated Police Officers on patrol within a twoblock radius of this Navigation Center. The first people are expected to start moving into the building by the end of the month. People living in the San Francisco neighborhood are worried about what happens when a temporary solution to dealing with the homeless encampment runs out. The city passed the resolution to set up metal barricades off Willow Street and van ness. The goal was to block Homeless People from living in tents in this area. For years neighbors complained about unsafe conditions such as drug dealing and trash littering the streets. People who live and work there say they notice a difference when the barricades went up several weeks ago. They say the streets were cleaner and they conducted outreach efforts. They will not be once a week. Anybody out here coming to ask if anybody needs anything. That leaves us having to fend for ourselves and manage the situation. Willow street is on a list of 39 campsites that were cleared by the city and are supposed to be monitored regularly by various departments including police and public works. From there we got to think maybe theres a social media component where people can ask for help. You found out there is something. A few weeks after that moment, we had the carr fire, 230,000 acres. A deadly fire. And you guys jumped in to help. Neighbors needed help. Yeah. Our main goal is just a farmers and ranchers based group of neighbors helping neighbors. We have specific skills and equipment that we can help from small problems to big natural disasters and evacuating livestock and its just turned into an incredible community. What was your role in this . Was it trying to partner someone who wanted to offer help . I help a lot with the dispatch. We saw people putting out posts coming to help me. I help put people together who were wanting to help. One thing with our group is we saw the serious need because people were willing to die if their animals couldnt get out. They would stay there with a hose to fight a fire that was going to overtake them and they were willing to lay their lives on the line. I noticed in the campfire you saved 4,000, 5,000 animals. There was a time for 24, 36 hours where i think Law Enforcement officials, they didnt want you doing what you were doing. It was a big risk they had to take on us. They took a chance. They took a huge chance on us. Us being a Facebook Group of people helping people, we were unknown. Unproven. Unproven community of people willing to step up and help. It turned out that incident was so massive that they needed help and thankfully they gave us an opportunity to come in and help. It turned into we understood we couldnt save every animal that was out there but they gave us the opportunity to try. That helped us. It helped the community knowing people were out there trying to help. Now here you are with the Facebook Group. Its a National Nonprofit that continues to grow. How did it get from there to there . Across our state, some 4,000 psychologists, psychiatric nurses, therapists, and Addiction Specialists were on the picket lines yesterday. Theyve been protesting Staffing Levels and patient care. They say patientvise to wait for weeks, even months to get an appointment, services, and treatment. Workers say they have mixed feelings about the strike but say they hope kaiser officials are listening. I really wish theyd understand and we could address a model of care that we could build out and work collaboratively and im also happy to advocate for the patients that i serve because they want us out here and they want us to fight for them. Kaiser says its already in the process of hiring hundreds of healthcare workers and said it spent 700 million on new Mental Health facilities in recent years. The National Union of healthcare workers has been without a contract now for more than a year. Happening now, a husband and wife accused of killing the womans father and dismembering his body are back in court this morning. Stephanie ching and Douglas Lomas are charged with murdering 73yearold Benedict Ching at his home in may. Inspectors say after the killing, the couple fled to china with their two young children. They were arrested in beijing and extradited back to San Francisco and have pleaded not guilty. In developing news, the trad is pushing back as more states are allowing undocumented immigrants to apply for drivers licenses. Thats the case here in california. Reporter undocumented immigrants forming long lines in new york on monday after a new law went into effect, allowing them to apply for drivers licenses. Lawmakers in new jersey approved a similar law on monday night after long debates in the state senate. They join a growing number of states allowing illegal or undocumented immigrants to obtain a state issued i. D. , and the Trump Administration isnt happy about it. China and russia are proposing to ease u. N. Sanctions against north korea. Foreign policy experts say this move signals a likely end to unified efforts to encourage north korea to reduce its nuclear arsenal. Despite the new pressures, the Trump Administration says it will not accept a deadline set by kim jong un to make concessions in stalled negotiations. We may be going back to a crisis if the North Koreans go back to long range nuclear testing. That will put us back in crisis mode. Happening today, a group of local mothers battling homelessness plans to step up the fight. Theyve recently held demonstrations trying to claim vacant homes so homeless women can love in them. The group wants to take back vacant investor owned properties in neighborhoods where the mothers grew up but can no longer afford to live. The group will hold a Community Meeting tonight at Taylor Memorial church on 12th street in oakland. Homeless activists are praising the Supreme Court after justices refused to hear a case that could have barred Homeless People from sleeping out in the public. The case came from idaho and challenged the ruling by the ninth District Appeals Court in San Francisco that allowed Homeless People to sleep on sidewalks and in parks if there arent enough shelters. The high courts decision not to hear this case means the Lower Court Ruling stands. Opponents say this prevents cities from regulating homeless encampments on sidewalks. Boeing has announced its temporarily stopping production of its 737 max jets starting next month. Boeing executives say they do not expect any layoffs or furloughs but analysts say it will still cost boeing 1 billion a month in labor and production costs. The planes have been grounded since march after planes crashed in indonesia and ethiopia. On the other hand, producing these planes and not holding, youre going to have a lot of planes sitting on the ground depreciating, needing to be paid for. Boeing has been struggling to get approval from federal regulators who last week told the company it had unrealistic expectation dates for getting the planes back into service. The weather was kind of bad last night in the opener but looking good today. Reporter fishermen tell us the crab looks pretty high quality and this could be a good season. Were all hopeful and indications are looking good. Reporter crab season comes late this year. California fish and game delayed the opening a month to protect migrating whales from getting entangled in fishing nets. That delay meant no local crab for thanksgiving and commercial fishermen took a financial hit. We didnt want to catch a whale. We didnt want to tangle the whale. Thats the last thing we want to do. There were a lot out here. So we delayed for that reason and now were good to go. That could be a good sign for the commercial season. Weve been very, very happy. Weve been getting 15 to 25 crabs per pot and thats exceptional. Reporter some people came to buy crabs directly off the pushing boats but the boats that were selling sold out this morning. Every year i always come over here. Reporter the fishermen are getting 3 a pound right now. We checked some local markets and crab is selling between 7 and 9 a pound, about the same as last year. Rob roth, ktvu fox 2 news. The clock is ticking down to christmas. One week and one day in case youre counting. Those of you who still need gifts, you cannot go wrong with chocolate. This morning were joined by the ceo of ocho candy. An organic alternative to typical candy bars. I think the trends are clear people are buying organic because they want to make sure theyre putting good stuff inside their body. I think its made cleaner and more sustainable. Theoretically id say some of the most popular ones are the dark caramel. Thats the purple one here. Its a nice combination of dark chocolate and creamy caramel. Also coconut is our top seller. Coconut is very popular. Dark chocolate with a beautiful coconut center. I notice you have bars and also you have the little ones. Is there a difference . The minis are more for snacking on the go. A little portion control, put in your kids lunch. You need something at 2 00 in the afternoon. Bars are more when maybe you got done skiing, maybe youre out working out or youre at the end of a long day and need a little something. In either case, we try to keep the portions smaller and the quality higher so you dont have to overindulge. One thing people might not know is its really challenging to get your products in stores because theres so many products and so many different people trying to get their products in the stores. Theyre up about a quarter of a percent for the dow jones industrial. Some of the stocks i watch, we watch amazon and apple and netflix. All those stocks are up this morning. Visa is warning people about using their credit cards at gas stations. The company says hackers have been able to exploit weaknesses in gas stations Payment Systems to steal personal data. Visa says the attacks have only involved credit card magnetic strip readers and not cards with chips and pin numbers. Amazon says its no longer allowing its Third Party Sellers to use fedexs Ground Delivery Service to ship prime packages, citing a decline in performance. A spokesman for amazon says the change is to ensure customers get their packages on time. Amazon says the ban is temporary. The ban will reportedly take effect this week and last until fedexs delivery performance improves. San francisco is allowing escooter companies to put more scooters on city streets. The city is allowing 3200 scooters on the streets. Thats an increase of 750 in the second phase of a pilot program. It says all the escooter companies have so far complied with requirements aimed at making sure the scooters are available to everyone and that they dont block the sidewalks. The next scheduled fleet size increase is set to happen february 15th. The owner of a temporary ice rink in the east bay says know later today if he can open for business or if his Holiday Season is over. Vandals damaged ice making equipment at brentwood on ice over the weekend. When tom gregory showed up to open the business saturday morning, he said the outdoor rink looked more like a lake. He said whoever did this hurt a lot of people adding he had to cancel several birthday parties for children. I think it was a crime of opportunity. I dont think they realized how much damage they would do by opening those lines. These poor kids that are born in the winter, theres very few things for them to go out and do. The barbecue and swim parties out, we provide something for those kids as well. That was really disappointing. Gregory has installed new equipment and the ice is beginning to freeze again. He says the condition of the ice today will be the deciding factor for a possible reopening. He said he believes whoever damaged the equipment was someone who tried to steal a pair of skates. Police are asking anyone with information about the vandalism to give them a call. Reebok announced its making a new kind of running shoe thats environmentally friendly. The major components are all made from plants instead of Petroleum Products that are more commonly used. The upper part of the shoe is made from eucalyptus. The sock liner was used from algae. Natural rubber is used for the outsole. Other companies produce plantbased shoes but reebok is the Largest Company to come up with one. It will be available this fall. Reebok has not said how much the shoes will cost. A Sonoma County familys home has been rebuilt after being destroyed in the tubbs fire and everything has come full circle after they also lost a historic tree. Everyone would drive by and they knew our house from the tree. It was just one of those symbolic trees. It was beautiful. It was unique. The sherwoods lost their home in the wildfire. The 115yearold walnut tree was Still Standing but they were told it would not survive the damage. When the neighborhood landmark came down, they turned a local artisan into what was part of their new home. For this particular project, theyre fire victims. Staying on the same topic, if you watched it on disney plus, you know there are few things cuter than baby yoda. Its been a hit on the internet. Parents at a hospital in pittsburgh, pennsylvania found a way to top it by bringing home their new babies in adorable knit baby yoda ears and santa hats.
