Reporter the issue started at 6 pm yesterday. Police arrived to serve a search warrant on andrew white. Neighbors say things quickly escalated when white barricaded himself inside the home. He was surrounded and they told him to come up with his hands unarmed. And he wasnt coming out. I know that an ambulance did leave with supposedly the suspect inside. Reporter investigator spent most of friday collecting evidence with the San Jose Police bomb squad close by. Neighbors say police were called to the house in question before for fireworks violations. Loud bangs throughout the summer. Sometimes sparklers and sometimes it is a boom. It is always coming from that direction. Reporter overnight Oak Grove High School became a shelter. There were families that were unable to access their home because of the shelter in place. We opened our gymnasium for those that were evacuated from the area. Reporter this Morning School Officials Say school was in session but with lower attendance than normal. It added more stress and anxiousness to students. That is why we are seeing not a lot of volume today. Reporter just to be clear, andrew white is being held in connection with a felony warrant that police were trying to serve during the Early Morning hours , not in connection with the bomb that was found at the high school near here. Those devices they found were connected to the high school. It is yet to be determined if white is connected to the devices which would connect him to the high school. That hasnt done yet. He is just being held in connection with the felony warrant and the search inside his home is connected to the device found at the high school. Five people were killed at a Halloween Party at an airbnb rental. The District Attorney said they filed charges against martinez for being a felon in possession of a handgun. They say he was arrested yesterday. The name of the other person arrested has not been released. Martinez is not one of the five people arrested in connection with the shooting last week. Be. A trial date has been set for january for the man charged in the deadly stabbing of mia wilson at the Macarthur Bart station last year. John cowell entered a plea by reason of insanity not guilty. He is charged with stabbing wilson to death and attempted murder for injuring her sister. His trial will begin on january 6. She watched a deadly attack on a part strain train and try to save him from attack. The student tried to comfort him during his final moments. Henry lee talked to that woman today. An incredible story. Reporter it is a story. Mia humphrey said she is heartbroken that the man she tried to save died here at the south hayward station. She is grateful he didnt die alone. I do want to be a nurse, that is the dream reporter 22yearold sophia job. Humphrey got a taste of what it would be like to be a nurse when she rushed to help the Good Samaritan who was stabbed on a bart train in hayward. It gave me confidence that i can think straight in the middle of an emergency situation. Reporter she saw this man, jermaine stealing a shoe from a homeless man on the train. Oliver williams told him to stop and the two men began the two then fought in the suspect tried to pull off williams shoes because his own shoes were likely confiscated from a fight he walked away from that day. He wanted and needed shoes and he was going to get them. Reproter the Good Samaritan pulled out a knife but the suspect ended up with it. He managed to get a hold of the knife. Reporter the suspect stabbed the victim repeatedly in the neck before fleeing the train. Humphrey who is legally deaf and uses a wheelchair said she acted instinctively. I jumped down from the chair and came around to a position where i had good leverage to be able to put pressure on his wounds. I was asking him do you like the raiders . Several parents and protesters are filing claims against the Oakland Unified School district after violent clashes with police. Parents were protesting plant closures and mergers of several schools in the district and many had rallied at a School Board Meeting on october 23. The district said a barricade was set up for safety because similar protests at previous meetings show protesters clashing with officers when they breached barricades. My doctor tells me that the police tore my acl and damaged my meniscus and bone in my knee. I will have to have surgery and a ninemonth recovery. The board needs to listen to people. It needs to listen to people and treat them with respect hopefully to take action if needed and when they fail to do so, they are going to face extensive and it will be embarrassing litigation. Protesters plan to sue the district for false arrest and excessive force. The School District and District Police chief said last week they plan to review the officers actions and bring in an outside auditor to review practices. Small businesses and local governments are starting to tally the cost of losing power multiple times in the last two months. Greg lee looks into the impact of the financial loss and how bay area counties have to spend their money. Reporter when the power goes out it can be inconvenient. It is also expensive on multiple levels. Food goes bad, businesses lose money and local governments ramble to ensure their communities are safe. It has been a significant challenge. I have been in the Emergency Management field for 25 years. This has been a challenge because it really impacts the community. Reporter Christopher Godley is the director of Emergency Management for Sonoma County. They spent the most money during last months blackout. Pg e sparked unprecedented power shut off impacting 2 Million People in the state. The hope, cutting power during wendy and dry conditions would limit the fire risk. Pg e employed the Public Safety power shut off five times since october 5. So, how much did this cost . Some economists estimate the fur shut off in october cost residential, small commercial and industrial customers up to 2. 5 billion. But what about local governments . You may not be happy with the policies that create pg es power shut off events but we have a responsibility to address the Public Safety issues that arise as a result of the shut off events. Reporter we reached out to each of the affected bay area counties to tally costs and find out how managers decided to divert staff and resources to deal with outages. Heres the breakdown. Sonoma county spent the most, an average of 220,000 per day. Santa clara county did not provide numbers but the city of san jose did. 88,000 per day. Lorain county 48,000, napa county, 40,000, solano county, 14,000 per day in San Mateo County with 7500 per day. Alameda and contra costa counties did not provide numbers. Sonoma county and san jose have the most people left in the dark. San jose director of Emergency Management said they used resources to keep officers on the clock, check generators and the cost to keep libraries open which served as a resource center. Our Library Staff was the most in contact with the community. The people come to them about what their needs are and what they are looking for. They have the communication for that. Reporter in san jose employees logged a code on timecards when doing work tied to the psps. Time that is normally spent on what they are hired to do. It takes step away from primary duties. A sobering new study takes a look at the similarities between mass shooters going back 50 years. The study found those committing these acts all have several things in common. Reporter it is the biggest and most expensive study ever sponsored by the us government. The Justice Department teaming up with a violence project, a think tank to examine mass shooters since 1966 and they found a pattern. The study shows everyone who committed a mass shooting has four things in common. Some form of Early Childhood trauma an identifiable grievance or crisis point , validation for their beliefs and access to a firearm. Something happens and the people around them noticed a marked change in their behavior. Reporter the study showing most Mass Shootings are a workplace or grievance often debated by racism or religious hate. All though the study is not political the findings that most shooters used legally purchased firearms could lead to calls for more gun control legislation. About 9 of mass shooters using illegal firearms. For School Shooters actually those under 18, 80 of them use guns that they take from family members. Reporter researchers say they are hoping findings will usher in a more evidencebased approach to the crisis which could see the focus turned toward preventing Mass Shootings instead of simply reacting to them. We tend to focus on things like security and stronger doors and drills that help us minimize casualties. But our hope is can we prevent people from getting to this point. Paul chambers spoke with chris ellis shortly after the man who killed his son, devon, was sentenced to life behind bars. Reporter it has been nearly 5 years since chris ellis was shot and killed in oakland. When my son was first murdered i took six months reporter and Oakland Tech High School student was walking in east oakland when they encountered ronald higgins. They were walking to the store on brookdale. A guy pulled up and asked if they knew someone named tim. They said no and he shot them. Reporter that night changed alices life. Nearly 5 years later the man who killed his son had his day in court and heard his fate after taking a plea deal back in july. This case not have been solved without the detectives doing their Due Diligence and getting all the video footage and talking to the witnesses and getting everything in order , he has been sentenced to three life sentences. We have some closure. Reporter but no forgiveness. Had his son lived he would have been 19 years old. Ellis said there is not a day that goes by that he doesnt think or talk with his son. There was a rally outside googles San Francisco offices to protest the companies disciplinary action against employees who fight organizing workers. The employees were placed on administrative leave. The protesters claim it was in retaliation for the workers being involved in employee protests. The two workers are also at the rally demanding google to reinstate them. We are here because we demand they are instated back at work. We are workers deserve a say in what the company is doing and we deserve to know whatever work is being used for. According to google the workers are accused of sharing confidential documents and tracking company calendars. It says they are on administrative leave while the company investigates the alleged policy violations. A Self Storage Company has been ordered to pay 140,000 in penalties for price gouging during the 2017 north bay wildfires. The complaint claims that after those fires, Public Storage charged customers in excess of 10 of the price they charge before the disaster. The company of chicago agreed to the judgment and they issued full refunds to all renters. Today kicked off the beginning of the busy Holiday Travel season. Bay area airports are busier than usual. San Francisco International airport Officials Say today is expected to be the busiest travel day of the year. In addition to Holiday Travelers, 170,000 people were expected to head home after attending the 2019 dream force convention at San Franciscos mosque on the center. Not long after the art went up at lowell Elementary School in downtown san jose, vandals defaced it just as the school year began. Unfortunately in the world of street art this happens. Two educators say the crime cost students and the community. It is a piece of heaven in the middle of downtown and everyone is scared of crime. It was nice to have that mural there. It was a visual for all of the kids. Every day that mural reminded the community how beautiful we are and how we have contributed. Reporter friday morning california assemblyman joined the san jose Unified School District announcing Fundraising Efforts to have the mural repainted. We know the principles of the mural are unshakable and cannot be destroyed. A link is active allowing donors to contribute to the cause. The goal is to raise 7500 so that the mural can be repainted. I think i will present another option of cesar chavez. To be a different position. Even if they go with the original mural i plan to extend the mural around the sides of the container here. I dont want the negativity to win. I want to do even better the second time. It passed the bill would make way for state legislatures to write their own laws regarding the law. Senate Judiciary Committee chairman, senator Lindsey Graham said he would not support the bill but believes the support on the senate floor exists. A recent Research Center study found two thirds of americans support legalizing pot. It is a way to start over. The special Training Program that one group completed that leads to jobs and a way out of homelessness. The fire is out but the crowds have not returned. The message grateful sonoma businesses sent to First Responders and public during our trip to the north bay. It is Graduation Day for a special group of people. They are construction workers who are hoping to not only build the bay area skyline to build a future for themselves and families. Rob roth spoke with graduates about their new lives. Eileen is taking a big step. From homelessness to a career in construction. She is one of eight people who fell on hard times and are getting back up. They all graduated friday from the construction leadership Training Program run by the Oakland Salvation Army free of charge to the students. She left a bad marriage last year and ended up living in a homeless shelter with her children. Then she found construction training. As a mom i can teach children that it is possible to stand up for ourselves. Reporter students spend weeks learning framing, hammering, drilling, and cutting. I like the attrition part. Reporter the training is done by general contractors. They get the basics of carpentry and electrical. They get an Electrical Training card which allows them to lock onto just about any construction sight and go to work. Reporter students will walk into a construction field sorely in need of workers. The associated builders and contractors estimates a shortage of workers statewide. The challenge is to find skilled help. It is not out there like it used to be. It is a part in building up the workforce. That is good news for this man. He served a year in jail for grand theft auto and now like his fellow graduates once a fresh start. It really is a new life. Today ktvu went on a special trip to Sonoma County to see how the community is still open for business following the destruction from the kincaid fire. We spoke with several volunteer firefighters in the community of geyserville who battled the fire including one who lost his own home to the flames. John is an army veteran who said his training kicked in that night. I was so numb to everything that i think staying on the job was the best thing for me to do at the time. And from my experience in the army as a combat medic, the Mission Always comes first regardless of what happens. We had to continue doing what we were doing and there was no way we could stop. He is currently in the fire academy and he is working towards a fulltime position. Good luck to him. Ahead of todays trip we spoke to a number of Business Owners about how the fire affected them. Im so glad ktvu was out there today. We spoke with the owner of robert young winery who thinks firefighters for saving his business. Fred young will never forget that fateful night. You could see the glow at the top of the hill and pretty soon you started seeing the flames. Reporter is a fifth generation owner of the robert young estate winery. 448 acres strong and his vineyard was right in the crosshairs of the kincaid fire. The wind was 60 or 70 miles per hour. And it came to the top of that hill down to right at the bottom of the vineyard which is a good mile or mile and a half. And it was on top of us. Reporter young and his son fought the flames for 24 straight hours. And miraculously saved the vineyard, the winemaking facility, their homes and their multimilliondollar tasting room which is now surrounded by charred ground. Exhausted those firefighters took a well deserved nap on the family lawn. Photos that went viral on social media. It makes me feel very grateful for the firefighters and the First Responders for cupping out. If it wasnt for them, it would look a lot different than it does. Reporter 8 of the grapes still hang on the line lost to smoke damage. The entire operation is still in tact. And they are grateful for folks like sean of florida who wrung in their 10th anniversary despite the recent fires. It is amazing. We have been here before but there is no signs, we havent seen anything that stood out to us and everyone has been super welcoming. I guess you wont forget this finish, 2019. No, we want. Bill the kincaid fire never jumped highway 101 into the Dry Creek Valley in healdsburg. That doesnt mean the wineries werent affected. That includes over 71 like Lambert Ridge. While fire was and their primary issue, evacuations and Power Outages were. After the tubbs fire, Lambert Ridge bought a generator and was able to ride out the two week blackout. This community is so strong. Two the general manager is quick to think First Responders but he believes not only the wineries but Sonoma County authorities are better prepared this time around. They saved this place by getting everybody out of the way, acting the way they did and letting firefighters do their thing which is to fight fire and that is what saved windsor and healdsburg and geyserville. Reporter while the wind is blowing at lambert bridge, so is the gratitude because this tightknit valley just got a little bit tighter. It makes me emotional thinking about it. Reliving the horror and explaining how she try to help. An aspiring nurse is telling her story about what happened on board that bar train this week when a Good Samaritan was stabbed to death. Oliver williams told him to stop and the two men began arguing. The two fought and the suspect tried to pull off williams shoes because they were likely confiscated.
