And a picture of a man at the center of this Police Action in the oak grove section of the city. His name is andrew white and he has been taken into custody for an outstanding felony warrant. They are searching homes but not in connection with the explosive device found at Oak Grove High School earlier in the week. The search going on right now has area of residence wondering when will this all be over . Residence in the san jose neighborhood are frustrated. Friday evening isnt bringing end of week relaxation at home. A lack of information as to the nature of the security perimeter isnt helping matters. They are telling me i still cant go in. I still have my clothes on from yesterday. Reporter the issue started at 6 pm yesterday. Police arrived to serve a search warrant. Neighbors say things quickly escalated when an unidentified man barricaded himself inside the home. He was surrounded and they told him to come up with his hands on armed. And he wasnt coming out. I know that an ambulance did leave with supposedly the suspect inside. Reporter investigator spent most of friday collecting evidence with the San Jose Police bomb squad close by. Officials declined to say whether this scene is related to a bond that was found thursday two blocks away at Oak Grove High School. Neighbors say police were called to the house in question before for fireworks violations. Loud bangs throughout the summer. Sometimes sparklers and sometimes it is a boom. It is always coming from that direction. Reporter overnight Oak Grove High School became a shelter. There were families that were unable to access their home because of the shelter in place. We opened our gymnasium for those that were evacuated from the area. Reporter this Morning SchoolOfficials Say school was in session but with lower attendance than normal. It added more stress and anxiousness to students. That is why we are seeing not a lot of volume. Reporter just to be clear, andrew white is being held in connection with a felony warrant that police were trying to serve during the Early Morning hours, not in connection with the bomb that was found at the high school near here. Right now residence still being kept away from their homes. If you are inside your home you can go out but you cant come back in. You have to be escorted by police which is driving people a little batty. Some people have been in their homes all day during overnight and all day today because of police presence. A trial dates has been set for january for the man charged in the deadly stabbing of mia wilson at the Macarthur Bart station last year. John cowell entered a plea by reason of insanity not guilty. He is charged with stabbing wilson to death and attempted murder for injuring her sister. His trial will begin on january 6. Federal agents made to arrest in connection with the mass shooting in orinda. Five people were killed at a Halloween Party at an airbnb rental. Officials have not released the names of the suspects or how they were linked to the shooting. Atf said its database linked the gunthe shooting two other shootings in the bay area. Five people were arrested last week but four of them were released days later without being charged. Several parents and protesters are filing claims against the Oakland Unified School district after violent clashes with police. Parents were protesting plant closures and mergers of several schools in the district and many had rallied at a School Board Meeting on october 23. The district said a barricade was set up for safety because similar protests at previous meetings show protesters clashing with officers when they breached barricades. My doctor tells me that the police tore my acl and damaged my meniscus and bone in my knee. I will have to have surgery and a ninemonth recovery. The board needs to listen with people. It needs to listen to people and treat them with respect hopefully to take action if needed and when they fail to do so, they are going to face extensive and it will be embarrassing litigation. Protesters plan to sue the district for false arrest and excessive force. Week they plan to review the officers actions and bring in an outside auditor to review practices. And washington member the House Intelligence Committee are expected to spend the holiday week riding the reports based on the testimony in the impeachment inquiry. A Self Storage Company has been ordered to pay 140,000 in penalties for price gouging during the 2017 north bay wildfires. The complaint claims that after those fires, Public Storage charged customers in excess of 10 of the price they charge before the disaster. The company of chicago agreed to the judgment and the issue full refunds to all renters. Agreement bars that company from future price gouging violations. A Historic HouseCommittee Votes on marijuana. Doug mcelwee reports from washington dc on the pot legislation that faces herders. Reporter the House Judiciary Committee approving a proposal to decriminalize marijuana at the federal level. The legislation would allow states to set their own rules on pot supporters are calling it a historic moment for cannabis policy reform, the bills future is uncertain. It must pass in the full house and in Republicancontrolled Senate for becoming law. It is not clear if or when a vote would take place in the full house. A College Student who witnessed a deadly attack on a bart train said she tried to save the man who had been stabbed during a fight. That man ultimately died from his injuries. That passenger said she put pressure on the victims knife wound and tried to comfort the man during his final moments. Henry lee is joining us live after speaking with that woman today. An incredible story. Reporter Sophia Humphreys said she is heartbroken that the man to try to save died on a train at the south hayward bart station. She is grateful he didnt die alone. I do want to be a nurse, that is the dream job. Reporter 22yearold Sophia Humphrey got a taste of what it would be like to be a nurse when she rushed to help the Good Samaritan who was stabbed on a bart train in hayward. It gave me confidence that i can think straight in the middle of an emergency situation. Reporter she saw this man, jermaine stealing a shoe from li Oliver Williams told him to stop and the two men began arguing. The two fought in the suspect tried to pull off williams shoes because they were likely confiscated. He wanted and needed shoes and he was going to get them. Reporter the Good Samaritan pulled out a knife but the suspect ended up with it. He managed to get a hold of the knife. Reporter the suspect stabbed the victim repeatedly in the neck before fleeing the train. Humphrey who is legally deaf and uses a wheelchair said she acted instinctively. I jumped down from the chair and came around to a position where i had good leverage to be able to put pressure on his winds. I was asking him do you like the raiders . Because he had a raiders shirt and hat. Are you planning on going to any games . Who is the woman with the tattoo on your arms . Reporter williams died in the situation was chaotic but humphreys chose not to panic and kept her cool. If you have a choice you can choose that this sucks, but getting upset and freaking out will not accomplish anything. Reporter sophia said this experience confirmed for her that she indeed does want to pursue nursing as a career. The suspect in the case is in custody and has been charged with murder. Live in hayward, ktvu fox 2 news. Henry, does she believe that the victim here got medical attention fast enough after suffering those injuries on board the train . Did you have a sense of how long it took to get him help . Reporter she said she did use an app to alert bart police. Police were not at the station. She said the officers parachuted from a helicopter. She does believe had officers been here some aid could have gotten there quicker. Henry lee, thank you. New concerns this afternoon about inappropriate behavior on social apps including those intended to be used by children. The Washington Post took a look at user reviews in apples app store and found more than 1500 complaints of unsolicited sexual approaches received on social networking or random chat apps. Reed is a Technology Reporter with the Washington Post and the one who sifted through all of those reviews and made the troubling discovery. Thank you for being here. First off how did you identify these reports of unwanted sexual contact . We picked six apps that are popular with teenagers. They allow teenagers to connect with strangers online, sometimes through chat roulette apps where you are combined with someone randomly. We pulled all of the reviews from the app store and into a database. Then we used Machine Learning which is like Artificial Intelligence to sift through about 130,000 of them to find these reports of unwanted sexual approaches and then we manually verified them once we had come up with an we looked at each one to make sure the software had done its job. Little bit more about some of the complaints that you found. Some idtified themselves as minors, some dont. But they talk about logging onto the apps and then being confronted with sexual behavior, sometimes an adult man who decides to perform a sexual act in front of the person. Sometimes it is them trying to solicit nude photographs. It even gets worse from there to human trafficking. It is not an issue of the apps themselves but the users behavior once again on the app. Absolutely. The apps themselves are just opening up a line of key medication between two people. But what happens is the predators know that kids use these apps so they flock to these apps. Some of these companies that run them, sometimes you do not even know where they are located. They are set up through Shell Companies overseas. So they are not equipped with the resources to do the moderation to get this behavior off of the app. I know you did speak with some users. What did they tell you about their experience . I know you touched base on what your overall reviews found but what did individual people tell you about what they experience . Mother who discovered that her daughter was using one of these apps and she found hundreds of messages. Her daughter was underage about 14 years old at the time she used it. She was receiving all of these messages from adult men showing body parts to her and asking her to send nude photos. I talked to another young woman now 18 but had used this when she was very young and she said the sexual content was a near constant on this app. If you are on it you see it. The reviews we did find are probably just the tip of the iceberg. What is the there is a question here of whether or not apple which says in its marketing on its website that the app store is a safe place for kids and that it cleans the app store of content that is not appropriate for kids. Another safe way for me is if you are a parent and your kid is on a smart phone, it is very dangerous to not monitor that. I know there is a question of privacy here but there is a lot of trouble that kids get onto. Which you highlighted in this report. It is something that all parents out there should take a look at. We brought together a focus group of undecided voters to watch that debate with us here. One of the interesting things was mayor Pete Buttigieg. A lot of them thought he was one of the winners of the debate and he talked about his experience as a man and compared that to being an africanamerican in this country and here is how they reacted. I do have the experience of feeling like a stranger in my country. What you make of that as an africanamerican . I appreciated the way that he answered that question. When you compare black and , a lot of times that can go south. He could not have articulated better without disrespecting the struggles of africanamericans of color. What i heard from him is he is willing to learn and listen. Raise your hand if you think more of Pete Buttigieg after tonight . Everybody. He improved his position with everybody. Many of you said you liked cory booker tonight. He had a moment that im sure will be played over and over again. He said i dont think we should legalize marijuana. I thought you might have been high when you said it. Biden has not only lost a step, he is out of touch. The marijuana thing showed how issues. It is interesting that they said all of that about biden. Another thing they said is they thought he was the strongest democratic nominee because they felt a lot more and paying attention to the debates and they have the most name ideas associated with barack obama and he might do the best in the swing states. Their opinion of him has gone down every time they see him. You can see how much uncertainty there is on this democratic race. Maybe one of the reasons we see other people still jumping in. Michael bloomberg potentially jumping in. The former governor of massachusetts jumping and because there really isnt a clear frontrunner. Of course the wild card in all this being Hillary Clinton as well. As we look forward to the next debate what do you expect we see play out on the stage . California will be centerstage next time. The next debate is december 20 at Loyola Marymount university in southern california. They are going to be here on pbs. We expect hopefully that they will deal with some of the issues central to california. Issues like homelessness which so many people in the bay area have had to deal with. Those really have not been big issues that we see in the previous debates. We will see if that is a big issue in the next debate. One of the questions is who will qualify for that debate. Cory booker hasnt qualified for the debate. Hooley and castro hasnt qualified. Julian castro hasnt qualified. We may see more candidates drop out. Ends saturday a sobering new study takes a look at the similarities between mass shooters going back 50 years. The study found those committing these acts all have several things in common. Reporter it is the biggest sponsored. The Justice Department teaming up with a violence project, a think tank to examine mass shooters since 1966 and they found a pattern. The study shows everyone who committed a mass shooting has four things in common. Some form of Early Childhood trauma in a grievance or crisis point, validation for their beliefs and access to a firearm. Something happens and the people around them noticed a marked change in their behavior. The study showing most Mass Shootings are a workplace or grievance often debated by racism or religious hate. All the study is not political the findings that most shooters used legally purchased firearms could lead to calls for more gun control legislation. About 9 of mass shooters using illegal firearms. For School Shooters actually those under 18, 80 of them use guns that they take from family members. Reporter researchers say they are hoping findings will usher in a more evidencebased approach to the crisis which could see the focus turned toward preventing Mass Shootings instead of simply reacting to them. We tend to focus on things like security and stronger doors and drills that help us minimize casualties. But our hope is can we prevent people from getting to this point. Reporter the studys authors say 171 Mass Shootings have taken place since 1966 with more than half coming in the past 20 years. In washington, fox news. Dozens of demonstrators rallied outside of googles San Francisco offices in support of two employees who tried organizing workers. The two employees were placed on leave last month. The protesters claim that move was in retaliation for those workers being involved in employee protests and petition drives denouncing google policies. The two workers were also at the rally with their colleagues who are demanding google reinstate them. We demand that they are placed back to work and we at workers deserve a safe and what deserve to know what our work is being used for. According to google the workers are accused of sharing confidential documents and tracking company calendars. It says they are on administrative leave well the company investigates the alleged policy violations. The white house is reportedly close to announcing details of a major crackdown on homelessness here in california. President trump has been highly critical of the homeless crisis in cities like San Francisco and los angeles and has promised to take action. The president could be shown a ow to talk about by next week. What could be in the works as doctor margo, director of the ucf center for vulnerable populations. We appreciate you coming in today. What do you think the focus is going to be for the administration and what steps might be taken . What i think we all fear is that they are using the word crackdown to me not. To mean criminalization of homelessness and removing people from where they are and putting them out of the way so others can see them without a real solution. Do you think the focus will be on clearing encampments and potentially moving people into federally funded, federally operated facilities somewhere . Do you think that is a step in the right direction . I dont. I think the irony here is that the federal government could do so much to solve this crisis if they wanted to. We know that the cause of homelessness is the shortage of Affordable Housing and the federal government could solve that by providing increasing vouchers to homelessness and increasing support for building and creation and preservation of Affordable Housing. Moving people out of sight into large shelters is probably not effective. It is expensive and unlikely to be constitutional and it doesnt solve the problem. When you talk about real solutions, obviously you have a lot of agencies and entities on the ground level in places San Francisco and los angeles who are doing this work every day trying to address the homeless issue. Do you get the sense that the administration and the white house is coordinating with these local entities on a big plan like this . I dont think so. I havent heard that there was a lot of coordination. If there were thin plans would be different. We havent seen a plan. Maybe we will be surprised. I think we all know what it would take to solve this crisis. And clearing camps and moving people out of the way is not the solution. You believe the focus should be on finding Affordable Housing and places for people to live. What tools does the federal government have at its disposal to try to create more affordable permanent housing for People Living on the streets . In some ways the federal government are the ones with the tools. There are mechanisms through which the federal government can support the development and protection of Affordable Housing. They also can provide the vouchers that people need to support it. We know for instance that only one in four households across the country who meet the criteria for Housing Assistance for rental Housing Assistance receive it. If they were to change that we would have a very different conversation. The president has been highly critical of the situation that is unfolding here in california which i dont think anyone would argue it is acceptable right now. Some of the terms he has used in some of what he has said he called it disgusting and a disgrace to our country. I guess the question some people may have is do you think the president is serious about addressing the issue of homelessness here in california . Or is this a way to score political points . I would love him to be serious about solving the problem by doing the things in his power to create and expand Affordable Housing. I worry about the dehumanizing language and i know that homelessness is much worse in urban areas and areas of wide income equality. Those tend to be blue areas and it seems like perhaps this is being played as a partisan issue rather than as the crisis that it is. The plan with details could be released as early as next week. We appreciate you weighing in here on what could be coming as the administration works to address this issue that we all know is a big problem here in california. We appreciate your time. When the kincaid fire roared through Sonoma County, a lot of people stepped up to help. Up next how of firefighters made up ect that community. We went on a special trip today to Sonoma County to see how the community is still open for business following the destruction of the kincaid fire. We also spoke with some firefighters who were there on the front lines of that fire. Many of whom were volunteers who stepped up to defend their community. Reporter for the town of geyserville the kincaid fire was devastating. Is the fire progressed the winds pushed it into geyserville. I am a winemaker here in Sonoma County and look after wineries here. All of them have gone through hundreds of hours of training just as a privilege of working for free. And they still train every month. And when the kincaid fire hit they all answer the call. We do about 3000 miles a month. We were at 7000 miles. These volunteers with no pay, no electricity and without gas and warm showers. In recent years the department added a couple of fulltime paid positions. Paid or not they all have a history of volunteering. Even the chief who is parttime here and fulltime with cal fire. Roughly 18 years of volunteer time. I think i give most of my time at a discounted rate volunteer because i dont count the hours, i do it because it is passion. It is in his blood. Dad was a volunteer with geyserville. When he died he was still the fire chief in 2003. They are bound by a desire to serve. Reporter as they train for the next one because there will be a next one, they do it together.
