Mark, we did have some winds overnight, but it doesnt seem like they materialized the same way that we thought they would. Those winds, we were thinking potentially approaching 60 miles per hour. Instead, theyre around 40 to 50 miles an hour. So there was a bit of a pulse in the winds last night, but not extreme. Heres our live camera looking out towards San Francisco bay. A bit of some haze. This is a Nice Development to report. About one minute ago, the red flag warning expired. So this has been the third red flag warning in a week. This last one just expired within the past couple of minutes. That is a Nice Development. Take a look at some of the peak wind gusts. Mount diablo 51 miles per hour. Mount st. Helena, 45 miles an hour. And oakland hills, have you winds gusting to right around 37 miles an hour. Right around the fire zone itself, you can see the conditions. A few weather stations surrounding this fire, and also in the higher terrain, showing you a little bit of a stronger wind there. Out of the south, 17 miles an hour. Notice whats happening. We have been tracking more of a northeasterly wind. But now we have those winds coming out of the the south. With that, a change in the wind direction. Current numbers as far as the current wind gusts, you can see heelsberg hills, right around 16 miles an hour. Closer to the surface, toward windsor, 11 miles per hour. Theres still a bit of a breeze. Were starting to see a change in the wind direction. Here is the wind forecast. Remember, we had all of those bright colors on this, especially on this map last weekend. Look what happened. These winds will continue to back off, and this is 11 00 tonight, and well take this into thursday morning 8 00, and into the afternoon hours at 12 00. So a nice change here. Were not completely out of the woods, because we didnt have any rainfall in the short term forecast. It is still relatively dry. Still in the peak of fire season. You and i were in there together smghts it was the greatest fire ever in the history of our town. Thanks to the valiant heroic efforts of 200 firefighters, going house to house, every single home in windsor was saved. Reporter thanks to countless aerial drops of retardant, and water, the area lost only two winieries. Christopher creek winery is just one of hundreds of small family owned wineries in alexander, and dry creek valleys. Almost all of them are totally dependent on tasting room visitors to sell their wines. The mayors family owns the tiny, near half century old winery. With the power hit off. Almost all, if not all of the wineries lost this years projection. Were looking at probably half a vintage being ruined, being spoiled. Which is hard when youre a small family winery. Reporter so hoping, if not praying that during the best and most important part of the wine season with the best weather, the bay area will come up to taste and buy wine. The utility says the all clear was given to all counties, kept kern county for crews to begin inspecting power lines. Pg and e says it could still take days to get the power on for nearly all of half million customers who had their power cut. But they dont anticipate another weather event for at least another week. The lights are slowly coming back on now for marin county, and for one Senior Living facility, it couldnt come soon enough. Less than an hour ago, this section of town, the lights were restored in this area, making dozens of Senior Citizens very happy, because they were without power for five days. A lot of them were really upset about it, but i will tell you, after a story last night, had many people from the Community Helping out. Its been five long days without power for People Living in this apartment complex in fairfax. Mercy housing has not done what they should. The power was off. Thats one thing. But absolutely no lights anywhere in the hall. Just black. Reporter tuesday night, ktvu brought you the story of residents living in mercy housing. Long, dark hallways. The only light coming from people wearing head lamps. You guys ran a story at 11 00 last night, and weve been inundated with people all day, just because they care. Neighbors have been coming out of the wood work. Police came over here. People bringing food, blankets, soup. What can they do . Health services are here. I mean, its amazing. Reporter marin health and Human Services brought in 50 fresh meals, lanterns, and flashlights to help those living in the complex. One daughter made sandwiches to make sure people here had a meal. Its kind of sad, kind of depressing, and we wanted to help them. We just wanted them to have food. Just in case. I was telling marina, sometimes people see the stories, and think someone else is going to go down. Reporter she says although the management helped out the first day, theres been little follow up, until now. Were going to have short term emergency generation, and in the long term, when we finish the renovation, there will be a new backup generator for the building. Took a 98yearold wonderful woman, one voice, one strength. Look whats happened. Reporter mercy Housing Management wanted to remind people it is a regular apartment complex. It is not a nursing home. Still, they do as much as they can for seniors living there. They just got a generator put in, and theyre expecting an even bigger generator tomorrow, just in case Power Outages happen again. Governor newsom spent the morning in the north bay today, getting a firsthand look at the areas affected by wildfires, and those pg and e power shutoffs. The governor was at a food bank and Resource Center in santa rosa this morning. Thats where he met with evacuees picking up food, and checking to see if they qualify for benefits. Newsom met with people who have been affected by the ongoing Power Outages. Governor newsom continued to show his frustration with pg and e, telling reporters, and members of the senior community, theres a lot of work to do. This amid suggestions to reorganize, and even take over the embattled utility. Talking with one bay area lawmaker who wants the state to do more. Some lawmakers have come forward in the wake of these blackouts. One of them is coming from congressman ro khanna, who wants the state to take ownership of the utility. Theyre looking at all of their options trying to determine what is bet e. Best for Public Safety and values. Mother nature, im more interested in collaborating with right now than pg and e. She has a better track record. Reporter while thousands of pg and e customers remain in the dark in the latest round of blackouts, Governor Newsom continues to rail against the utility, while visiting a community where the lights came on last night for the first time in four days, he again demanded accountability. One lawmaker says the governor is not going far enough. Instead of going, trying to get private investors, we have a Budget Surplus in the state. You should make the call that the state is going to take pg and e over. Reporter he says cities should administer the power to the state for those that cant. For us to take over all the assets, means taking over all the liabilities, and the cost, but the answer to your question is, yes, we are gaming out every scenario. Reporter the congressman said he will continue to push the legislature to push toward public ownership, calling the outages incompetent, and unacceptable. Then they would be making those kinds of investments, and prioritizing Public Safety and california residents well being, opposed to worrying about their shareholders. Reporter pg and e ceo said bill johnson, that wont fix the problem. Eventual ownership, structure or those things, these challenges dont go away. The risk doesnt go away, it doesnt get any smaller. However this turns out. Reporter Governor Newsom was asked what could be better if they did take over pg and e. For right now, they need to partner with the utility. Healthcare advocates calling attention to one of the largest issues facing the city of San Francisco. Mental health. At 4 00, their calls to overhaul the system. Plus concerns for abused, and neglected children. Up next, the calls to shutter a center that Officials Say is putting kids at risk. Mental health advocateses took their message inside city hall, pushing for city leaders to back Mental Health sf. Its a plan to overhaul the citys Mental Health services. Dozens of Mental Health advocates gathered urging city leaders to adopt the plan. Supervisor Hillary Ronan says meetings are underway. We dont know what will happen. Well see. Talks are going well, but we are insistent that we need a universal Mental Health program. And thats what, where the divide is. Reporter either of the measures can be removed from the ballot before november 27th, otherwise, voters will have to decide whether to approve one or the other, or remove both. Two supervisors are calling for a moratorium on placing children at the countys intake center. Thats where at risk kids would go after being removed from an abusive home. The supervisors say this facility just isnt doing enough to keep those kids safe. Thats right, the supervisors say now is the time for drastic action. They think the kids simply arent receiving the care and supervision they need. Abused and neglected children. Theyve already been failed by their families. Now, theyre being failed by the county. Thats according to two Santa Clara County supervisors who say the system is putting them at risk. Our highest obligation is every child, and every person who works for us are living in the safest conditions possible. Reporter at issue, the counties receiving assessment, and intake center, refer today as the rake. Before being placed into a foster home or some other situation. Theyre supposed to be there less than 24 hours. Its sort of devolved into another childrens shelter. People are there longer than theyre supposed to be. Kids are commingled that probably shouldnt be commingled. Reporter calling for a moratorium. While we stand here today, having this discussion, some child may be hurt, or put in a very vulnerable position. Reporter in a statement, the director of the countys social Services Agency responded saying theyre quote dedicated to the health and wellbeing of children in our care. Were committed to placing them in a family setting as quickly as possible. The supervisors say theyll ask for both short term and long term fixes to the problems there. All of it needs to happen quickly. I think were now going to just do immediate placement. We cant even trust you to do any kind of housing, or sort of detention, because thats getting out of control. Fire crews in Southern California are battling a wildfire that started today, close to the Reagan National library in ventura county. The easy fire exploded just after 6 00 this morning, in simi valley amid an extreme red flag warning with dangerous santa ana winds. At last check this fire had burned 1300 acres, and is just 5 contained. The fire did come very close to the reagan library, where the former president is buried. But Officials Say the building was protected by a buffer zone of vegetation management. The closest this library has ever come to this kind of a a danger, so this is really serious stuff. We were prepared. We had significantly augmented resources. We had incredible, robust, Quick Response from our neighbors in l. A. County. Beyond the reagan library, the easy fire is still threatening roughly 7,000 homes in that area prompting evacuation orders for thousands of people. We want to take you outside now for a live look overhead of the kincaid fire. Sky fox above. We want to bring in mark, that red flag warning expiring at the top of the hour. Expiring with those winds kind of backing off over the last 12 hours. The most extreme one, that was over the weekend. Then we had the winds pick up last night into this morning. It is still so dry, it will still be a challenge for the fire crews to try to battle the kincaid fire. As far as the smoke plume, the satellite showing you that plume drifting off to sea. Another spare the air alert issued for tomorrow. Most areas in that yellow range, that moderate range, but still unhealthy for sincetive groups up in portions of the north bay. Showing you this on satellite. This is a guy that helped usher in those strong winds. The stronger winds last night into this morning. Right now, the bay area in the clear. The temperatures, first, well show you the route of humidity, is very dry. That agrees with the numbers. Napa relative humidity around 10 . Sfo18 . As you look at these numbers, this could be up above 80, or 90 . It is still very dry. Thats really not going to change very much over the next two days. Current numbers, santa rosa right now, 73. Oakland, 68. San jose checking in at 70 degrees. With the winds backing off, it will cool off rapidly overnight across the entire bay area. As you can see, we do have a freeze warning posted for the north bay valleys tomorrow morning. We can have temperatures back down to the mid20s, to lower 30s, with patchy frost around portions of the bay area, especially up in the north bay, so there will be mornings have been cold over the past few days. Tomorrow morning, even colder. Subfreezing for santa rosa. 27. Oakland 45. 30s out toward concord, antioch, and livermore. Why is it so cold . This system is moving off to the east. We have the northerly flow moving in. Bringing in cold temperatures for the overnight hours. As far as rain, no rain chance at all, the stormtrack is still up north of the bay area. Some of the forecast models hinting maybe a week from this weekend, a week from saturday, we could be watching a chance of rain move in from the north. A lot could change between now and then. At least were not tracking any extreme winds. You can see the forecast model throughout the day tomorrow into thursday. Then once again, into friday. Not too bad.
