We pulled over because we saw fire vehicles on the side of the road and this is why. Take a look at this structure that is still smoldering behind us. This is off of highway 128 in the healdsburg area. The wind really has not been as bad as was forecasted. The National Weather Service Canceled a high wind advisory because when below 2500 feet has died down. But we are still under a red flag warning. The wind is Strong Enough and humidity is low enough to create critical fire weather conditions. Cal fire says spot fires are still a possibility. The good news, Mother Nature will cooperate with firefighting efforts. Windspeed will drop significantly after today but that doesnt mean the area is safe. As we go one through the week, we will see that fire threat and the fire behavior slowly diminished as we start getting more favorable conditions, however, the deep seated heat and the big stone poles and the trees that have been weakened by fire as well as the wind still cause problems as those tend to roll out and roll downhill and start new fires for us. Reporter firefighters are attacking the flames from the ground and the sky. Since the start of the kincade fire, 27 helicopters have dropped 2. 1 million gallons of water. And air tanker fleet has dropped 1 million gallons of retardant. Cal fire hopes to have the fire fully contained by november 7. We saw smoky conditions and theres a lot of ash out here so air quality as to be expected is not great but it does seem that firefighters are able to get a handle on the kincade fire. Pg e announcing overnight they would no longer caught off power to alameda, contra costa, santa clara, santa cruz and San Mateo County because of improving weather conditions. Not very windy out here really at all. This does save about 30,000 customers from dealing with a no power situation but, still, more than half 1 million customers will have power cut off because of forecasted high wind in areas. Thats the latest round of outages that will hit parts of 22 counties and the shuttle started yesterday. Roughly 400,000 impacted customers are those who were originally hit by Public Safety power shutoff over the weekend. The latest round coming after the head of the Company Bill Johnson agreed to credit customers affected by the october credit customers affected by the october 9 shut off. As you can see october has not been a good month as far as dealing with these Power Outages. Governor Gavin Newsoms request, the company will now offer a one time bill credit to customers due to website glitches and callcenter problems surrounding the october 19 meant. They will begin process of crediting customers for this disruption. This is significant because utilities in the past have never credited customers for these disruptions. Investigators in Southern California say they now know what sparked the getty fire burning in west los angeles. They think it started when a Small Tree Branch fell onto power lines. Video from dashcam resident photos show the tree branch breaking off of a eucalyptus tree on monday near the 405 freeway. The power lines are operated by the Los Angeles Department of water and power. The getty fire has now grown to more than 650 acres and is only 15 contained. At least 12 homes have been destroyed. They were able to respond quickly and had a large presence out here. Right now there two fire engines, a ladder truck and a dozen firefighters from the Santa Rosa Fire Department cleaning up after a fire broke out on mission boulevard at this home behind us. This is in the Rincon Valley neighborhood. The fire broke out in the garage of this home around 3 20 am. Earlier, shortly after the fire broke out, there were as many as six fire engines and a ladder truck and 50 firefighters. That is a larger than normal response for a house fire but the battalion chief explained they have those extra engines, firefighters and resources ready because they had more stuff for tonight. They wanted to be prepared in case the kincade fire spread to the area and also be ready for the high risk fire danger overnight. Any small fire that gets going to turn into a confrontation if the wind were to pick up. We are still under those conditions so we want to make sure anything that starts up, that we knock it out quickly and effectively in the way to do that is by adding personnel which is engines and ladder trucks. Reporter a neighbor across the street who lost his home in the tubbs fire two years ago says everyone in this neighborhood is on alert. Many people are ready to evacuate within a moments notice. He described how he felt when he woke up in small flames at the house across the street. About five seconds of panic and then you realize youve been packed for almost a week. Everything is loaded up and everything is ready to roll out. So, we are good. Unfortunately we are all getting good at this so, from two years ago. Reporter again, no wildfire out here. This was a house fire that happened earlier this morning. You can see it is out. No one was home when the fire broke out according to firefighters so no people were hurt but firefighters said unfortunately they did find a dog that died in this fire. We are seeing more people on the road. I want to mention that 80 westbound through Solano County looks pretty good through vallejo and heading out to hercules. Driving on 680, the venetia bridge looks very good. Traffic is light heading into concord. It probably wont stay this way for long. There is some slowing on 37 as you head on the other side of the bridge heading over towards sonoma and marin county. No major problems as youre driving on 80 between the carquinez bridge and the macarthur maze. At the bay bridge we have a backup at the toll plaza. Evacuations for the kincade fire still in effect this morning for parts of sonoma and lake county. Take a look at this map of the affected areas. The red area you see is where the fire is still burning. The purple area shows where there are mandatory evacuation orders including healdsburg and windsor. The blue zone indicates places where people have been told they can go back home but they have also been told the evacuation warning is still in effect and they should stay ready to evacuate again and evacuate fast if its necessary. The Fire Evacuation warning from the kincade fire have expanded to parts of lake county. Tom vacar takes us to middletown, the scene of the devastating lake of fire in 2015. Reporter if the folks and Sonoma County are weary and nervous, of fall wildfires, the folks of lake countys middletown area are shellshocked. Five years in a row and it just doesnt want to stop. Reporter this time the kincade fire appears to put its sights on middletown. Very disheartening. Its like, when will it end . When will it stop . Reporter officials are so concerned because of the big guns. The 747 supertanker and the only slightly smaller dc10 tanker plus an array of other large jets and prop tankers as well as many helicopters that make run after run at the fire that makes its run on middletown. Ive been concerned with everything thats been burned so far. Ive been concerned for the past two years of that area catching on fire and coming this way because it did not burn over there. Now we have it. Its really stressful. You know, pts. Here we go again. Is starting to get to be a real pain. This will be, if i have to evacuate from this one it will be my fourth time. Reporter all the while windspeed has stepped up making the firefight harder. Youre just waiting for it to move one more ridge. My family is ready to evacuate. We have the car packed. The plan and whos going and what car with the dog. Im the last one to leave. Reporter during the last half decade, many have left permanently. Its almost like this place is designed for fire. Its almost like it was meant to burn. What pg e has done right now by doing this power thing, its almost like martial law where they control everything in your life. This morning smart train is offering free rides on a limited schedule between santa rosa and san rafael. Service was canceled this week because of the power shutoffs. The Transit Agency hopes the free service will help people needing a transit option. The free service is set to continue until november 6. Governor newsom will visit the north bay to see the areas affected by wildfires and the Public Safety power shut off. The governor will first visit a food bank and Resource Center in santa rosa at 10 30 am. This afternoon he will meet people and American Canyon who have been affected by pg es Public Safety power shut off. The governor was in Southern California yesterday meeting with firefighters and people affected by the getty fire. The power shutoffs are hurting all kinds of businesses, especially the food industry. And Half Moon Bay, businesses get most of their profits from tourists. At the new Leaf Community mourning comedy the refrigerators and freezers are bare and will probably stay that way for a few more days. The local bakery is using a generator for their power but Half Moon Bay Officials Say these power shutoffs are really taking a financial toll. As a tourist community, a lot of our local businesses rely on the income from our tourists and its just been really frustrating for them. Last night, San Mateo County got a break. The National Weather Service Canceled a wind advisory giving thousands of firefighters a chance to make progress against the fire that has already burned 119 square miles and destroyed 189 buildings including 86 homes. Its now 15 contained. Cal fire will give us an update after the sun comes up this morning and they can go out and see an overview of the fire zone. There are new questions about the death of Jeffrey Epstein. A forensic pathologist tells fox news the autopsy is more consistent with homicidal strangulation than suicide. The doctor is a former new york city medical examiner and was hired by epsteins brother. He observed the autopsy and said epstein had two fractures on the left and right sides of his leathernecks. He says those fractures are extremely unusual and suicidal hanging. Epstein was found dead in his jail cell august 10 and was awaiting trial in federal sex trafficking charges involving underage girls. Some bank of america customers are reporting a possible system outage. Yesterday some Bank Customer said they could not use the banks mobile app and also said some of the atm did not work. Weve also heard some of the customers path cards were being declined and they cannot pay their bills. So far there is no word about this from bank of america about these reported problems. Today a federal judge in San Francisco will hear arguments on the religious refusal rule. The rule announced by the trumpet ministration this year would allow businesses to refuse to provide care on religious or moral grounds. The state of california, San Francisco in Santa Clara County claim the rule would allow anyone connected to healthcare to refuse to help patients. That would include ambulance drivers and janitors. The rule would deny federal health, welfare and education funds to state and local governments that do not comply. The ncaa agreed to allow College Athletes to make money off their names, images and likeness. The ncaa board of governors voted to allow athletes in all three divisions of College Sports to start making money while keeping their amateur status. The ncaa wants each division to have the new rules in place almost immediately but no later than january 2021. Last month Governor Newsom signed a fair pay to play act. It takes effect in 2023 and allows california College Athletes to make money off their likeness. They will also be allowed to hire an agent to represent them in business deals. And Oakland School now has extra money in his budget thanks to the golden state warriors. Former warriors star, adonal foyle, made a surprise visit yesterday to the Monarch Academy on 101st street. He was carrying a check for 40,000 from the Warriors Community foundation. The grant money will go toward funding several projects to improve the overall classroom experience for students. Welcome back to mornings on 2. Chefs are helping First Responders and evacuees from the kincade fire. Dozens of shops and volunteers from restaurants around Sonoma County are fixing and serving meals at this county fairgrounds using Fresh Produce and meat from local family farmers. Many of the markets are closed because of the kincade fire which means the farmers cant sell their food and instead of letting it go to waste, its being donated. Its kind of a firm to emergency pipeline we are facilitating here. Its been quite a couple of days but our farmers have been incredibly generous and we have more arriving today. Some of the food being prepared is also being donated by the chefs themselves. Mehdi had to empty out there walkin freezers because of the Power Outages. First responders working tirelessly on the front lines of the kincade fire received a special treat from a popular indian Food Truck Company. The company, curry up now, set up outside the petaluma Fire Department just before noon yesterday and served up lunch. Firefighters, Police Officers, emergency workers, enjoyed indian style burritos and other Delicious Food from that food truck. Theres not much we can do to help fight these fires but weve got a moving kitchen so why not come in for those that are helping us in this county. The food truck worker says he appreciates the First Responders and understands what they are going through because several family members of his having forced to leave their homes because of the kincade fire. Evacuation orders still in effect this morning and more communities in the path of the kincade fire are ready to evacuate as firefighters do their best to control and contain those flames. This morning, cal fire crews battling the kincade fire say the wind was not a strongs first forecast so they have canceled a high wind advisory. Officials say that could lead to better than expected containment numbers this morning once they get a chance to really check things out and analyze the work graham crews did overnight. The last report shows the kincade fire had burned almost 119 square miles , more than twice the size of San Francisco. Its 15 contained. 189 buildings including 86 homes have been destroyed. It hasnt been as windy as expected but still windy. Take a look at this tree behind me that are smoldering. Every time we get a gust, those embers apply across the roadway on two other visitation. This area has already been burned through but a big concern is we are still under the red fly conditions. If these embers flight and hit any vegetation that is still dry that is not burnt, it could spark another spot fire. That is obviously something firefighters are well aware of and they are doing their best to keep everything under control
