Today cal fire says the kincade fire has burned more than 76,000 acres, thats about 118 square miles, or more than twice the size of San Francisco. Containment on the fire remains at 15 . 189 buildings have been destroyed including 86 home. 90,000 other buildings are still trained by the fire, and more than 4800 firefighters are now out on the fire lines battling the fire. We have Team Coverage tonight, who talked to residents on edge. And bill martin will show us just how strong those winds are. We begin with deborah v along. Right now, quiet and i just got word from a leader up here in the hills, he is finding it quite, the winds we have not felt, and thats all very good. As you said, it is a local landmark up here in the hills, medics are standing by, and weve been watching fire trucks coming in and out of this parking lot as they patrol the hills, ready to rush in any direction that the fire flares up. The gritty work of the firefight working in rough terrain, to avoid embers that are still flying. The real test will be on a lot of the other lines, how does it do and 60 mile an hour winds heyday. In six days 1 million gallons a retardant dropped into million gallons of water. To the east, conditions seem to keep the fire at bay, but looking west at the 101 corridor, the erratic winds can still rip the fire out. We can see spots all over the place. And didnt patrol and Many Properties are already triaged for how savable they are. A search through the drainage could be devastating for communities below, then lark field, newly inhabited our first in line. The captain leads one of the task forces protecting the hills. We take a look now at this live picks her, this is from our camera on sutro tower in San Francisco, pointed past the north tower of the golden gate bridge. From this far of the distance you can see the glow of the kincade fire. Lets go down to bill martin, who is tracking the windy weather, that the firefighters are working in today. But when you look at that picture its impressive. I was doing the calculus on that, and its up there, that is amazing that you can see that, thats how big that fire is. How many square miles . About twice the size of San Francisco. You are seeing it from San Francisco, up on the hill they are. That is stunning, that really says it all. I think thats a bridge between those two bursts. But heres the thing, as you look at those live cameras. The winds are not as strong as forecasted for this hour, so thats kind of good news for the firefighters. Its blowing up there, weve got gusts at 35 to 40 miles an hour at times. On top of Mount Saint Helena i do have a 54 miles an hour gust. I was with the forecast, watch with the winds do, they peek at about midnight. And then they back off quickly. So like jonathan said, we can get through the next four or five hours, firefighters will have a much better environment as the winds back off rapidly. But thats it stunning view. In the up shots for all of this, the winds are they are, but they are not as widespread, not as strong as they were a couple of nights ago. And even less than what the models have suggested thus far. So hopefully they will turn the corner, as jonathan said. This second bout of strong winds has tens of thousands of people on edge, many who return home to hear that they may have to evacuate again as the fire flares up. Reporter we are right in downtown on main street, and everything is dark, you can see right here, they put up this sandwich board with a sign that really shows it is a tough night for people without power, it is also very cold. In Sonoma County the stress of the kincade fire is taking its toll. Wind gusts are bringing new fire danger. I probably wont get much sleep again, because thats what happens, justin drove from a santa rosa where the downtown area is like a ghost town. Only a few residents trickling back in. He wanted to check on his friend who had just returned home with her partner, her son, and her elderly mother who has alzheimers. They went to a shelter, but couldnt stay. They were really nice, but there was not help for my mom. Because she is disabled, has dementia, it was a big room, way too loud. Clara says her mother became agitated by the noise and someone told them to leave. She says they slept one night in a hotel but then the hotel lost power. Coming home tuesday they found that they have no power, no food and no heat. There is really just nowhere to go. I can check my mom into the hospital, i guess. The Sonoma County sheriff says more than 260 lawenforcement officers from across the region will be pulling in the county, and they say evacuation and warning zones, people need to be alert. We need people to be vigilant, they should be conscious of the wind event, and they are out and about navigating the roads. In the darkness, a few businesses kept going with generators. We just got some gas. The lights at annies market are a blessing for many that are returning home. But many of the workers are also evacuees, or worried for their own homes and loved ones. You try to put on a brave face and a smile for the customers, that is what they need the most they need to see some kind of normality. And thats what we try to provide. Tonight since weve been out here, weve seen police, Sheriff Deputies and firefighters out here. I did talk to the red cross and they say they have plenty of room in their shelters if people need to get out. Hundreds of thousands of people in the bay area are expected to lose power again tonight as pg e implements yet another round of planned Power Outages. Customers will be affected in portions of alameda, contra costa, san mateo and santa clara counties. People living in the affected areas may have already lost power or they will lose it before 11 00 tonight. Parts of sonoma, marin, napa and solano counties already lost their power this morning. These large scale shutoffs are not the way we want to serve customers. We want the shutoffs to end as badly as anybody. But when a choice comes down to safety or something else, we will choose safety. Pg e says more than 400,000 customers are still without power from the shut off on sunday. Thats about 1. 1 million people. For those in need of visor blankets you can pick them up at most pg e resource centers. Thousands of lowincome seniors who live in marin county have been without electricity since saturday. Amber lee is in fairfax where she saw firsthand the safety risk. Reporter mark is among the younger tenants at the bennett house, and the 68year old is checking on disabled neighbors trapped on the third floor, no power, no elevator, since saturday. Ive been oxygen dependent, so ive had to rely on the tanks being delivered with the power shut off, and its very frightening and scary. Down the hallway, another tenant is also struggling. I have two candles left, what do i do after that . I got two texts over the last two days saying they would restore the power. Nothing has happened. There are no safety or exit lights anywhere. On the ground floor, 75year old wearing a headlamp helps guide us through the building, and hallways that would otherwise be pitch black. Its dangerous, for one thing. Not all the people here even have flashlights. They contacted ktvu to shine a light on the impact of the outages on her and those in the building. I just broke down yesterday, i couldnt stop crying. The residents tell me there is no manager or worker that lives on site. They say they asked management for a generator but have not received one. Maybe the elevator could work so that the people who are trapped upstairs, who are disabled and very old, can get downstairs if they need to get out. My big fear is a fire. Those fortunate enough to live on the first floor are relying on a generator to power on the television in the community room. Their wheelchairs, medical devices and phones. They are my neighbors and my friends. Half of them i dont even know because they live inside their apartments, in their wheelchair, and totally helpless without their electricity. Its been a terrifying experience for me. The tenants tell me there is no hot water, and it is cold. Im told some are turning on their stoves for warmth. But theyve been warned not to do so. We have folks here who are in their 80s and 90s. Such a difficult situation for everyone living in their. Here are the latest numbers from pg e for todays power shut off. The bulk of the bay area customers are in the north bay with 86,000 in Sonoma County and 119,000 in marin county where amber lee was just life. The number of customers in the east bay significantly reduced from saturdays outage, with fewer than 700. Officers who were responding to a Domestic Violence call saw two men in the teenage victim inside a white pickup truck. That led to a slow speed chase that ended at the home. The driver was taken into custody when he tried to run from the truck. The other suspect is still inside with the teenage victim along with other people. Its not clear if the suspect is armed. To make a Pleasant Hill couple is expressing gratitude to a tree trimmer who they say risked life and limb to protect the house. He moved into action during a dangerous situation. He is risking his life to save my house and protect me. On monday the high winds not the feeder lines from the utility pole that ran to her house. The fact that they could have sparked, and with the wind coming in a couple of hours, that was my concern. Christiansen called pg e, hours later she was told it might take a day or two. I understand that they are busy, and i have power, so i am lucky and blessed. Christiansen and her husband took shifts keeping an eye on the tree. I spent the entire night checking on it. They were then told by pg e that the drop line was their responsibility. They had no clue what to do until wednesday warning when the answer to call came from christiansen. Brooks is a professional tree trimmer. So bailey now has a temporary home in Pleasant Hill, not far from mason and brick, and the christiansens have some peace of mind. Those lines are hot, too. Dont touch them. I will do my best. She has to get her mind off the fire going up in the trees. Im really grateful that he is able to do this. Pg es answer to me was watch it. Chefs are doing what they do best to help out First Responders and evacuees from the fire zone. Theyve come from restaurants around Sonoma County to prepare meals. Dozens of chefs and volunteers are making and serving meals at the county fairgrounds. They are using Fresh Produce and meat from local family farmers, many of whom say they lost pretty much all of their income so far this week because the markets have been closed. Its kind of a farm to emergency plan we are facilitating here. Its been quite a couple of days, but our farmers have been incredibly generous, and we have more arriving today. Some of the food being prepared is also being donated by the chefs themselves who had to empty their walkin freezers due to the ongoing Power Outages. You can see the hayes out there in the distance over the east bay hills. And here is a look at air quality conditions throughout the day. The north bay was in red, orange or yellow, ranging from unhealthy to moderate air. Tonight i talked to the San Francisco fire lieutenant in the officers seat of this engine you see here. This harrowing video shows the lieutenant and three others driving right into the flames. They are part of a 22 member strike team from the city joining other departments in the battle against this fire. They were in northeast healdsburg on their way to protect homes in the area. This was Early Saturday Morning when the winds were howling. We were on our way to a neighborhood that we were assigned to protect, we had to drive through the fire front to get a little bit ahead of it to get to the neighborhood. It was difficult to navigate because they weres so much smoke and fire, so it was a little challenging. We just try to get through it as safe as we could and get to our assignment. They drove through those flames of for 10 long minutes before spending 24 hours on duty, successfully protecting those homes. I spoke with the lieutenant tonight during a break, and that San Francisco strike team will be back out there on the front lines tomorrow morning at seven. The lieutenant has been a firefighter for a long time, 24 years, and he says this was definitely the most extreme fire conditions hes ever faced. The devastating pictures the kincade fire are affected people all over, and they want to help. They are collecting donations for all the fire victims. I met little orchard self storage, and as you can see behind me, this storage unit is filling up with donations. Items collected in just a few hours, and the goal is to fill this moving truck by thursday. The owner of the moving company has no ties to the fire, but he wanted to give. You can see the effects of the fires and stuff like that, right when you walk out the door. Some 90 miles away in san jose, Gabriel Lopez can see and smell the smoke from the kincade fire in Sonoma County. Reminding him of the devastating toll it had on the north bay. Everything they are going through, and wondering what is going to happen. To make is that owner of the moving company, this time he did not want to arrive empty handed. I want to fill up my truck, that way im able to bring something this time. So mickey asked santa rosa what they needed, this is what he collected so far. It is terrible what has happened, with all the fires. This doesnt look anything better than the ones before. The residents are resilient, theyve been through evacuations many times. The red cross is accepting monetary donations, and the Humane Society of Silicon Valley is looking for people to adopt Homeless Animals from shelters. Theyve taken 18 dogs, 16 cats and two rabbits. We helped people out in their hour of need, knowing they would be there for us as well. So many ways to give, for lopez at his first time collecting donations, the task is daunting but it provides comfort. I want them to know we care about them. He says he will make a cosco run them by boxes of food if he has to to fill his moving truck. He will be collecting donations all day tomorrow here at little orchard self storage. Reporter the latest Public Safety power shut off that left much of marin county in the dark, many of the shops along ridgeway are without power. The sausalito Dairy Company is still open, but without power to run its register, for now, its cash only. We are fortunate to have that skylight, but the shutdown is also leaving gas stations empty, without power to run the pump. The Power Outages sending people flooding into San Francisco, where the electricity is still running, and the gas is still flowing. Customers say they felt like they were coasting into the shell say some station on fumes. Make i went from mill valley and couldnt find a single gas station open. So today i brought my older daughter here with some friends, and i purposely brought them here because i wanted them to fill up. The line for gas stretching out onto lumbar. Those customers frustrated, being without power since saturday. Its definitely frustrating. Its obviously very sad whats happening north of me. Im trying to have a good attitude about it. In addition to filling up, many residents are spending the day in San Francisco. Businesses along chestnut say theyve been busy. With the schools closed, and no power at home, pets and kids need to get out of the house, at least for a few hours. We took the dog for a run, and we are going to go get some hot food now. And just try to kill time, too. You can only kill the time so much with sports games, and different things. Governor gavin newson said today that pg e has agreed to compensate customers for the plan Power Outages earlier this month. 738,000 customers were affected during the shut off on october 9, pg e ceo announced the bill credit tonight and he acknowledged the customers frustration with their website and other communications or the governor has repeatedly called on pg e to credit their customers. They will begin process of crediting customers for this disruption. This is significant, because utilities in the past have never credited customers for these disruptions. Pg e said residential customers will get 100, and Small Business customers will get 250 as the governor requested. That amount will appear as a credit on your bill. Dash cam video and pictures show the branch breaking of a eucalyptus tree near the 405 freeway. The getty fire has grown to more than 650 acres, at least 12 homes have been destroyed, it started yesterday in West Los Angeles and is 15 contained. Mandatory evacuation orders remain in effect for thousands of people, and authority say the they are worried that it will grow overnight because winds are said to top more than 60 miles per hour. Embers have been known to travel several miles. We are very concerned about tonights wind event. Spec the National Weather service has issued a rare extreme red flag warning for Southern California through thursday night. They say the winds could be the strongest in more than a decade. So we take a look at the winds, which have backed off a little bit, the winds in the fire zone have been relatively light compared to where we were expecting in some areas. Its windy, dont get me wrong, and youve got 19 miles an hour, on mount st. Helena. 18 near Diamond Mountain road, the point is, its windy, its a red flag warning, but its not as dire, certainly as it was just a couple of nights ago. This is the forecast, the winds really back off after 1 am. Look at the contrast in colors. And look at what happens after 1 am, it cuts off almost completely. Its still breezy, but compared to what firefighters have been up against, its a real break. And then a window shift will show up on thursday afternoon. So thats some encouraging news, if we get through the next six or seven hours, if cal fire and the state can handle that, but Southern California is another story. They will have a big wind event down there. But theres a little bit of light at the end of the tunnel for us, which is good to see. I think smoke will be back into the forecast, we had a little today. We will see more tomorrow, especially in the morning. Look how cool it is overnight, 32 33 degrees, in the santa rosa area. The smoke settles down, the cold air kind of sets up an inversion. And then the folks in those areas will have some breathing issues perhaps. We will see a little bit of smoke around here for the next couple of days. The windy conditions are ending as we get into the next few hours. There it is right now, look at the contours, there it is at six in the morning. And then it goes down to almost nothing. So thats the hope, that is the plan, hopefully it goes that way. 70 degrees in fairfield, if we get through the next six hours or so, we will be in really darn good shape after that.
