Is going to increase that fire behavior to levels we saw when the fire initially began. Lets pull up the map of the areas affected by the kincade fire. The red portion at the top of the screen is where the fire is burning. The purple area shows where there are mandatory evacuation orders in place. The blue area indicates places where people were told they can now return to their homes. However, they have been told there is still and evacuation warning in effect, and they should be ready to evacuate again quickly if necessary. 30,000 people in western Sonoma County are back at home this morning. They went back after getting the allclear to do it. Allie rasmus is at the fairgrounds with fewer people today. Reporter yes, overall the kincade fire has led to an unprecedented number of evacuations, as we know, about 250,000 people across northern california. Here at the Sonoma County fairgrounds, this is one of 16 shelters according to the red cross thats open and serving evacuees of the kincade fire. This morning there are about 100 fewer people here than there were about 24 hours ago, because they lifted some of the evacuation orders for the western part of Sonoma County, the coastal areas and the bay. They are still under evacuation warnings, so they can go home but must be ready to evacuate again at a moments notice. The supervisor here this morning said there was a sense of relief amongst the people who were told they could go back home, at least for now. Yeah, they were thanking us profusely for what we have done for them, and everybody smiled, im going home now. We all smiled and wished them the best. Reporter and yesterday residents began returning to empty streets and some 30,000 residents were allowed to return home. Typical to leave, and coming back was a relief. Its still not totally clear. So were just hoping for the best. Right now we dont feel comfortable lifting the evacuation orders for some of these areas closer to the fire, santa rosa, windsor, still seeing significant risks there. Reporter while some residents are being allowed to return home, the evacuation orders for most of the county remain in effect. There are new evacuation orders for people closer to lake county on the eastern edge of Sonoma County as the kincade fire continues to grow there. That fire is active, still only about 15 contained. Back here live, we have been here since 4 00 a. M. , and just in the last 10 minutes or so, we are seeing a little bit of a breeze out here. Earlier this morning it was completely still. Again, the windy conditions over the next 24 hours are what people are concerned about. Emergency responders say folks should be prepared in some areas to evacuate again. For now, about 30,000 people in western Sonoma County can go home, but are told to remain on alert. Allie rasmus, ktvu fox 2 news. We are off western mine road in lake county. What youre looking at behind me is the eastern side of the kincade fire. Ill get out of the way so you can see this. We have been out here for about an hour and a half now. The fire really hasnt spread too much, which is great news, since we have been out here. But we are seeing a lot of flames here and there when trees go up, you know, the big flames and a lot of smoke in the area. Like i mentioned, the good news is that it hasnt really spread down the hill or anything like that. But still this is a very intense fire here off western mine road here. Not too windy here. The breeze has picked up within the last hour or so and the red flag warning is something firefighters are concerned about today. They are trying to get a handle on this because yesterday they were concerned the fire was pushing east toward the western side of middletown and in lake county. Of course middletown was destroyed by the valley fire in 2016, so a lot of people with anxiety there. Fire crews were here yesterday and tried to build a line to keep this from spreading down into lake county. They are really ready for anything. Working on a pretty robust contingency plan, preparing for that thing to come across the lake county line if it were to do that. Reporter because of the concern the fire was spreading east, cal fire issued an evacuation warning for highway 29 bus canyon road south to the county line, and highway 175 between highways 29 and middleton road. Anywhere in those areas, the youre in those areas, definitely be prepared to evacuate. When i was talking about the flames, look at this. Its unbelievable. Every time we think its died down, unbelievable flames just going up in the air. Thankfully there are no homes in this area. This is a very rural area, no homes to speak of that we can see at least. Just a lot of vegetation to burn here. The fire really hasnt moved too much but you can see the plume of smoke going up as the fire continues to burn down trees. Just and incredible scene to see this with our own eyes. You can really see how much smoke is going up and we are hoping the firefighters can get a handle on this before that red flag warning goes into place. We know the winds will pick up, obviously a big concern. One more look at the devastation here in lake county, the eastern side of the kincade fire. That smoke will hang over the bay area today and we have another spare the air alert. Smoke from the kincade fire and other smaller fires around the bay area are causing bad air quality. Wherever you are in the bay area, youll probably see and smell smoke in the air. Air quality in San Francisco, the east bay and north bay have been affected a lot. Try and limit your Time Outdoors. The combination of fires, smoke and Power Outages means many schools are closed again today. Information on which schools are closed is changing minute by minute and parents should check with schools to be sure. Well scroll the latest information on the bottom of the screen. Many schools sent students home early yesterday because of poor air quality. The smoke that filled this area was unexpected. So were also going to lock at our safety and security procedures with regards to the smoke as well. Classes are being held at all Contra Costa County schools today except the ones in clayton. That leads us right to steve, concerned about the winds later today. They will pick up. By the way, the smoke was forecast. Last week we ran the High Resolution model and it showed that coming over the bay area over the weekend. So it was there. It will blow out to the ocean today because the winds will turn north northeast. Another red flag warning, and this will start at 8 00 a. M. I cant remember three in a week and well have the graphics coming up. The National Weather service says several of us in the office cant remember three red flags happening so close together. This is historic for sure. I never remember three. We had one thursday, then sunday, and another today. The wind picks up later. The air quality will be better, winds turning north northeast. It will send the smoke back out towards the pacific or towards the russian river. Gusts up to 65 miles an hour. Whats fueling the fire now, even though its cold and temperatures are in the 30s for some, theres very low humidity. Its in the teens for some around lake county and northern napa county and near the kincade fire. Unfortunately looks like by this evening, this afternoon and tonight, getting 35 to 45 mileanhour winds, peaks around 60, 65. Last week we had a gust of 70. This looks to be similar, and this will take us through tonight, when the strongest gusts will be with us. I would think just like on sunday, it should start to lighten up a little bit. 33 santa rosa, 35 fairfield, very cold here for many. Theres a lot of 30s, even into the Santa Cruz Mountains. The fog is at sfo and parts of the city too. Highs today in the 60s and 70s, everything starting with wind and red flag tonight into tomorrow. Sal . We have the typical commute for many areas of the bay, except of course for the north bay. Highway 101 is open but some side roads near the fire are closed. This is a look at 580, traffic getting into marin not full strength. A lot of people arent going there obviously. This is a look at the westbound bay bridge, backed up 10 to 15 minutes. 880 looks all right in oakland. If youre in the east bay, highway 4 is slow through bay point and pittsburg. 680 near marsh view, we have a motorcycle accident. Northbound 101 is slow coming into redwood city because of earlier issues. Then 85 is slowing down. This is downtown san josi and you can see that traffic is all right. Back to the desk. We are now in the third Public Safety power shutoff by pg e in less than a month. They have scheduled some of the shutoffs to start this hour here in the bay area because of the strong winds coming in. They are not expected to be as strong as we had over the weekend but its enough to increase the fire danger. During the day today, pg e will turn off the power to almost 600,000 customers, about 1. 8 million people. And they will start turning off power in parts of lake, sonoma, napa and mendocino counties during this hour. Tonight at 11 00, the Public Safety shutoffs will affect parts of alameda, Contra Costa County, marin, santa clara, santa cruz and san mateo counties. San francisco is the only bay area county not affected. Governor newsom is meeting with First Responders on the first lines of the fire in Sonoma County. This cannot be the new normal. We cannot absorb this year after year. We have experienced ten of the worst fire seasons in californias history just since 2015. The governor met we evacuees and thanks firefighters for all their hard work. Cal fire responded to 330 wildfires in just 24 hours over the weekend. The Governor Also Announced a new state website, response. Ca. Gov with tools and resources for those impacted by the wildfires as well as power shutoffs. Through the east bay, we have a couple of things. Southbound 680 approaching 84, slow traffic out of pleasanton. And we have had slowing on northbound 101 because of earlier issues. Three in a week is really unprecedented, especially after sunday with the winds. Winds will pick up later. This will not be the same ilk as we had on sunday, closer to what we had last week. After wednesday, theres no signs of another one, so maybe things will calm down. No rain either but a quiet pattern. Gusts to 65 are possible. Cal fire says they are preparing for the winds to pick up again later today. And the kincade fire is moving to the northeast. In lake county, people are advised, be ready to leave as soon as youre told. This is a mandatory evacuation area and Sara Zendehnam is there now with the latest. Reporter good morning. We are off western mine road in a rural area on a dirt road here. We are seeing more smoke than flames at this hour. Ill step out of the way so you can take a look here. This is the eastern side of the kincade fire. You can see all the smoke billowing into the air and there are still flames here. It is smoldering in the area, a lot of heavy vegetation this fire is rolling through. Like i said, this is the eastern side of the kincade fire as it makes its way toward lake county very slowly. The breeze has picked up a bit in the last hour, and the fire seems to be moving slowly, but its definitely made its way down that hill in the last 15 minutes. We havent seen any homes in the fires path, just a lot of rugged terrain and heavy vegetation. Of course this landscape will be completely changed by this fire. Western mine road near highway 29 was blocked off because dozers are using this as a way to access the eastern side of the fire. We have seen a lot of emergency vehicles, fire trucks, water tank trucks making their way through here. Crews have tried to build containment lines to keep it from spreading, but cal fire yesterday said they are ready for anything. Fire burned really actively throughout the afternoon and we focused our attention with the aircraft with the large air tankers and type 1 helicopters, the big retardantdropping helicopters. We are doing everything we can to keep it from spreading down into lake county. Reporter an evacuation warning was issued for highway 29 from bus canyon road south to the county line, and highway 175 between highway 29 middleton north to mckinley drive. Anyone in these areas should have all their emergency supplies packed up with documents, medications and things. You dont have to leave yet but you must be ready to leave at a moments notice. This fire has been unpredictable. We have seen throughout the morning, without any notice the flames will just shoot up in the air. Its made its way down this hill, moving very slowly. But the smoke has really picked up and the breeze is really kicking in a little bit more than it was an hour ago. Around 5 30 a. M. , we didnt feel a breeze at all. Now we are definitely feeling that and we know there will be a red flag warning in place. Firefighters are very concerned about the winds and firefighting efforts today, hoping to get a handle on it. No, we are not forecasting that at all. This system is not as tight together, a little more farther to the east. Cold 38 in west dublin hills this morning. Its been a tough month. We could use some rain and theres none in sight right now. The wind picks up later, affecting the air quality. Red flag starts 8 00 a. M. And goes through wednesday 4 00 p. M. , gusts up to 65 miles an hour possible. This is what we saw last week, similar to what we saw on sunday. Still seeing 50 in the east bay hills, 40 in the Santa Cruz Mountains and maybe 65 in the hills again. There were some very cold temps out. Its helped a little bit with 30s and higher humidity, but in the hills the humidity is very low. Even a little bit of fog is there for San Francisco and the san mateo coast. To the north, thats where all eyes are on the wind speeds. They will start to pick up. Ridge ranch, 22 humidity. There are some near the valley floor that are higher and colder. We have a lot of teens and low 20s for that. The winds will pick up tonight and tomorrow, then we should get a break. Highs today near 70 for many. Right now we have slow traffic on highway 24 driving through lafayette. The commutes have been relatively normal. Some have not been. Sonoma county, its been slow there. 37 minutes from the carquinez bridge to the maze and when you get to the bay bridge, its about a 20 minute delay here. 880 not slow yet. Highway 4 and 680 are slow, and especially heading down to the fremont area. South bay commute and peninsula have been heavy and slow, including 101. Now back to the desk. Pg e just confirmed a short time ago its 7 00 a. M. Round of Public Safety power shutoffs, mostly in the north bay, is now underway. They are working to restore power in other areas. Reporter we are north of santa rosa, an area still under evacuation orders, and the area we are in is under is public power shutoffs which started about 30 minutes ago. Sonoma county has the most customers impacted, 86,686 customers without power there. And later tonight at 11 00, parts of marin, santa clara, san mateo, santa cruz and alameda and contra costa counties will have their power cut. This latest power shutoff comes as pg e is trying to restore power in some areas and will likely keep power off in other parts of the bay area because of the situation. And people say they have been without power for days in santa rosa. I have a generator. Its an inconvenience, Walking Around with flashlights and stuff. But hang in there. What do you think about another round today . I was in the fire two years ago and it came close, so whatever they need to do. Reporter pg e says they want the system to deenergize before the winds really get going later this morning and early this afternoon. They are working hard to impact the minimum amount of customers with the power shutoffs. We continue to believe its the right thing to do. We will not make secondary judgments on our models. We will not try to guess at where we think things will happen. We will not roll the dice when it comes to Public Safety. Reporter another live look here, National Guard and Sonoma CountySheriffs Office blocking off one of the streets where we are. This area was evacuated yesterday because of the kincade fire moving, forcing evacuations in the area. This area is without power so that will likely remain the case for the next day or two. If youre in an area that has power, it may go off and you may have power restored only to see it go out again. Be prepared for any situation and know what youre going to do, and know where youre going to go. After today and tomorrow, theres nothing predicting another power shutoff, so they want to get through this and hopefully power will be restored soon. In marin county almost 50 of all cell sites were down as of friday. In Sonoma County, 17 of sites had no power. Were not sure how many cell phone customers lost service but the fcc wants wireless providers to report the numbers and locations of the cell site outages. Also in Sonoma County, the gas station situation is hit and miss. Many were closed because of the power outage and others just ran out of gas. Stations that were open had long lines and many had to refill tanks more often during the power shutoff. The red cross says 4,000 people are staying in evacuation shelters because of the kincade fire. 30,000 people are now being allowed back home. It was a relief to come back but its not totally clear. This is my home. No matter what kind of tragedies we may have, im not leaving it. The sheriff says the decision to reopen neighborhoods depends on weather conditions. Authorities say they are still not comfortable lifting evacuation orders in areas close to the fire including santa rosa and windsor. Pg e says its power lines may have caused two fires in lafayette last weekend that forced evacuations. Fires on sunday afternoon started on both sides of highway 24 near Pleasant Hill road and destroyed the clubhouse at the lafayette tennis club. Pg e filed state incident reports and said the first fire may have started when a power line touched a communication line. The second may have been ignited when a downed power pole touched a transformer. The fires did not begin in areas designated as high risk for wildfires. About 90,000 buildings are still in danger. This is a look at what firefighters are going through in battling the kincade fire. And you get a front seat view as firefighters drive through flames and smoke on bumpy terrain as fire is covering the hills and parts of the road. Its been lighter than usual on some of the commutes and very light in marin and Sonoma County. Highway 101 remains open. Northbound 880 is slowing down now past the coliseum into downtown oakland. We have slow traffic in pleasanton and dublin on 680, and 880 is slow across the san mateo and dumbarton bridges. All the south bay is slow including downtown san josi. Steve . Thank you, sir. Thats when the red flag warnings kick in. The smoke is going to push more westward than it was last week. Well see gusts 45 to 65, even 75. Remember, we had 65 to 70 in the hills last week. So these are the wind projections for this forecast model. Its not bad until 6 00, 7 00 tonight. Then the winds pick up. This is north northeast pushing the smoke back. Tomorrow morning after about 8 00, things should start to lighten up, 8 to 10. But between 6 00 tonight and 8 00 tomorrow, that will be the strongest gusts. 30s for manies, very cool here, and even a little bit of fog in San Francisco, sfo and parts of south San Francisco and san mateo coast. Not a lot but a little bit. We are looking at what we talked about, the breeze picking up out there. Sara zendehnam was talking about that. Some locations are not as bad but you can see the hawk eye ridge 19 . Thats whats fueling the fire. East bay hills not bad. Thats going to pick up tonight. This is not as deep as the one we had on sunday but its going to set the stage for another offshore event. This looks to be the last in the series. Three in a week is unprecedented. Nobody i know or even at the Weather Service can remember three events of this nature in seven or eight days. Its unbelievable. Thank goodness we have a lot of cold air in place. Today dozens of rideshare and delivery drivers will be in San Francisco calling for the protection of the right of drivers to work as independent contractors. Golden gate transit drivers voted to authorize a strike a week after turning down a contract offer. They were offered a 9 pay raise and 6. 5 employer pension contribution over three years. But the drivers say thats not enough to keep up with inflation. The vote doesnt mean drivers will go on strike but it allows Union Leaders to call a strike if necessary. It is 8 00. Juul plans to cut thousands of jobs as they cope with rapidly changing laws. The number ranges from 10 to 15 of their work force. Dangerously strong winds forecast later today just as fire crews started making Good Progress in the kincade fire. But there may be more evacuations on the horizon. And pg e shutting off power to even more customers today. Some counties in the bay area are in the dark now. A look at when other counties could be affected. Good morning and welcome back to mornings on 2. Im gasia mikaelian. Lets get the latest on the kincade fire in Sonoma County and lake county. Its burned through 118 square miles and its 15 contained. This is video this morning from the eastern side of the fire as it heads for the middleton area of lake county. The fire grew slowly overnight because winds were not as strong. There are evacuation orders in several counties and 90,000 buildings are in danger. Crews attacked the kincade fire from the air yesterday and tried to keep it from spreading into lake county. They say if the weather changes, they will be ready. Preparing for that thing to come across the lake county line, if it were to do that. More than 4500 personnel are battling the kincade fire there are at least 27 helicopters making air drops. Cal fire estimates full containment by november 7th. They will be holding a News Conference at 9 00 from the Sonoma County fairgrounds and well bring that to you live. This is a map of Sonoma County, the red spots those affected by fire. Theres a larger portion where people are told they have to evacuate. Thats the purple area. Then the blue area, closer to the west coast, those are places where people have been told they can return to their homes. However, they have been told there is still and evacuation warning in effect and they should be ready to evacuate again and quickly if necessary. Thousands in Sonoma County are waking up in their own homes this morning. The mandatory evacuation orders were downgraded to evacuation warnings. Allie rasmus is live at the Sonoma County fairgrounds, where the shelter is a lot emptier this morning, but still a lot of people cant go home just yet. Reporter there were about 30,000 people told they could go home yesterday in the western part of Sonoma County, some of the coastal areas. Theres still a lot of folks who cant return home, and this has been their home for the last couple of days. This is the Sonoma County fairgrounds, one of 16 shelters for evacuees of the can i remember the some kincade fire. Some are waking up and stepping outside, and for some of them this is day three they are starting here at the shelter. We spoke with a family of four heading out to their car to crank up the heat and seek a moment of privacy with their newborn. Shes one month old and its freezing. They need portable heaters. They have plugs and stuff for phones, but they need to plug in some heaters. Just want to go home. Coping the best i can. I dont know when ill be able to go back to my apartment. You know, got to wait it out. Reporter this morning the supervisor here at the shelter says there are about 460 people staying here, 100 fewer compared to 24 hours ago. There was a noticeable sense of relief among people here when the evacuation orders for lifted for western Sonoma County yesterday. They were thanking us profusely for what weve done for them and everybody smiles, but man, im going home now. Thats wonderful. We all smile and hug and wish them the best. Reporter mexico of the evacuation orders for Sonoma County residents are still in place because of the kincade fire and there are new evacuation orders for those closer to lake county on the eastern side of Sonoma County. As you mentioned, the concern is that later this morning the winds are expected to pick up. Thats also expected to increase the risk for fire dangers. 30,000 people who got the okay to go home yesterday, they are supposed to remain on alert and vigilant in case the conditions change and they have to evacuate again. Smoke from the kincade fire and other smaller fires across the bay area are creating bad air quality. Wherever you are in the bay area, youll likely see and smell smoke in the air. The air quality in San Francisco, east bay and of course up in the north bay have been significantly impacted. Try and limit your Time Outdoors today. The combination of fire, smoke and Power Outages leave many local schools closed today we are working to update the schools that are closed and well scroll that information at the bottom of the screen. And some schools that held class yesterday sent students home early due to the poor air quality. The superintendent says there were plans in place to deal with the power shutoffs but the district didnt anticipate poor air quality. We have another red flag warning, steve. What lies ahead . This is the third in a week, and this is unprecedented. Nobody can remember three in a week. A little better for the air quality so far. 51 in north beach, no white caps and cant smell the smoke. Red flag warnings start at 8 00 a. M. And go through 4 00 p. M. On wednesday. Possibility of gusts up to 75 miles an hour. The kincade fire wind forecast is not that bad until later this afternoon and this evening. Get about 4 00, 6 00, 7 00, youre seeing 30 to 40, and 10 00 tonight winds at 43. There are possibilities of gusts higher than that. This looks like another overnight event, taking us into the Early Morning hours of wednesday. By 8 00 to 10 00, it should start to let up. Its really going to howl tonight and into tomorrow morning. Its colder, and thats helped. Theres even a little bit of fog around San Francisco and san mateo coast. I dont think it will last long. Some projections for the fire show a northeast breeze picking up now. These are the areas well focus on over the next 12 to 16 hours or so, wind speeds picking up from that system. Its Strong Enough that its going to create another strong difference in the pressure gradient, translating into another north northeast event. We have to get through the next 24 hours. Good morning. We have traffic thats unusual for obvious reasons, the situation with not a lot of people going to marin county. Looks like the Richmond Bridge is almost empty, not a typical commute. In the east bay, highway 24 looks like its a little slow. Then 80 westbound from the carquinez bridge to the maze, 38 minutes there and another 20 at the toll plaza. Different parts of the bay area have different types of commute. 880 northbound slowing from san leandro and 680 through concord is all right. It will be slow in pockets with peninsula traffic also recovering. Its a typical morning commute. Downtown san josi traffic has recovered a little bit. 8 10, back to the desk. We are now in the fourth Public Safety power shutoff in less than a month. Pg e says some scheduled shutoffs that were scheduled to begin an hour ago are indeed in effect. Powerful winds are not predicted to be as strong as the past weekend, but enough to increase the fire danger. Throughout the day, pg e will be turning after the power to almost 600,000 customers, about 1. 8 million people. Pg e says it began turning off the power in parts of several counties at 7 00. Tonight at 11 00, power shutoffs affect parts of alameda, contra costa, marin, santa clara, santa cruz and san mateo counties. San francisco is the only behavior county that will not be affected. Governor newsom is meeting with First Responders on the front lines of the fire in Sonoma County. This cannot be the new normal. We cannot absorb this year after year. We have experienced ten of the worst fire seasons in californias history just since 2015. At the Sonoma County fairgrounds evacuation center, the governor met with evacuees and thanked firefighters for their good work. Cal fire responded to 330 fires in just 24 hours over the weekend. We have another red flag warning, the third in a week. Its unprecedented. We have another red flag just started, 8 00 going through wednesday at 4 00, gusts up to 75, higher in peaks up to the north. This will move back to the west, maybe 65mileanhour gusts or higher possible. Again, some of the projections arent that bad. They pick up about 6 00, 7 00. Then youre in the 30 to 40 mileanhour area. Then overnight unfortunately this seems to be a trend with the strongest gusts overnight into the morning hours, and we are seeing projections here 30 to 50 miles an hour near windsor. Tonight overnight will be the critical time. A lot of 30s for the temps, which helps a little bit. A little patchy fog this morning, not much but a little bit. Some of the wind directions now are starting to go more northeast and wind speeds are picking up for a few. The reason the fire continued to grow overnight is because the humidity is so low, in the teens. Its higher at the valley floor but that will change here. Some of the Higher Elevations 21 , very dry. Marin county hills, north at 13 there. These will pick up later, and tonight into tomorrow. One more system, and look at the cold air plunging in here. Well get the cold air but also the wind. Seattle two days in a row with a record low. Thats how cold it is up in the pacific northwest. Hopefully this will be the last in the series. Straight to the kincade fire here, crews from across the state and several neighboring states are gaining ground on the kincade fire. Its burned 118 square miles, just 5 square miles bigger than last night, and crews maintained 15 containment. Officials are now preparing for winds to pick up again later today. This morning people in lake county are on high alert as the flames move east. This was this morning outside middletown and the twin pines casino. Sara zendehnam is in lake county live this morning with the latest there. Reporter good morning. We are off western mine road in rural lake county, and the winds have really picked up in this area. We are at the eastern side of the kincade fire. Ill step out of the way and you can take a look at all the smoke billowing from what was burning this morning. Now we have a lot of smoke, not really seeing any flames. The winds have definitely picked up. One firefighter just told us the winds are working in their favor, so the fire is blowing over itself. Right now dozers are trying to hold the containment line. The crews are putting down new lines to be sure the fire stays put. We have not seen any homes in the fires path in this area. With red flag conditions today, the concern is that the fire will cross the lake county line, which is why cal fire issued an evacuation warning. At the same time on the western side that were repopulating, we are also calling for new evacuation warnings on the eastern side into lake county. This is obviously a result in the change of weather conditions, referred to as zone 31 here in western lake county. Reporter the concern last night was that the fire was moving east into western lake county and thats why zone 31 is under that evacuation warning. Highway 29 from bus canyon road south of the county line, all of bus canyon road in lake county between highway 29 and the napa county line, and highway 175 between highway 29 middleton north to mckinley drive. Anyone in these areas should be ready to go at a moments notice. This is the east side of the kincade fire. We have been here for hours and earlier this morning we saw a lot of flames shooting up from this dense vegetation. This is a very rugged, isolated area of the county here. We are just seeing a lot of smoke now. We were told by firefighters that dozers are out putting down containment lines and making sure the fire doesnt spread. The winds have really picked up just in the last hour or so. You may be able to hear how windy it is up here. Firefighters say the winds are moving in the right direction, so its not too bad for them right now. Of course as the day goes on with red flag conditions forecast, of course the wind is still unpredictable. Very impressive view of all the smoke from the kincade fire there. This system is similar to the one we had last wednesday and thursday but not like sunday. It will still be Strong Enough. 30s and 40s for most of the temps this morning but as this system comes in, that will increase the wind out of the north northeast. The humidity is already low in the Higher Elevations, in the teens. The strongest gusts will be tonight overnight into early wednesday morning. Sal . We have a problem in oakland on 580, which is normally better than 880. Not this morning. 580 at 13th westbound, a motorcycle crash blocked some lanes. This commute was okay until this happened. Some people are using 880, which is not a bad idea. 880 northbound is slow but not as slow as 580. The bay bridge is backed up all the way to the maze, metering lights are on. Southbound traffic looking good. Look at the south bay commute, and you can see the traffic here is slow. Back to the desk. Pg e is shutting off power again for parts of the bay area. The north bay is already feeling the impacts. Reporter we are near Sonoma University here and we believe they lost power about 7 00 this morning. This is the most impacted county when we talk about others. Power shutoffs started around 7 00 this morning again, and later tonight around 11 00, contra costa, alameda, marin, santa clara, san mateo and santa cruz will have parts of those counties going dark. The intent is to have the system deenergized by the time the winds really pick up. They want the impact to be minimal to customers but want to make sure their employees are not harassed by the public. Theres a lot of anger out there and we get it. But we ask, please do not take that out on the people engaged in restoring your power. Its dangerous work, its hard work, and they are committed to working as quickly as they can to get your power back on. Reporter the latest shutoff comes as pg e is trying to restore power to other parts of the bay area following the second round of power shutoffs this weekend. Todays shutoffs could affect 600,000 customers, and pg e is going to be shutting off power. They really want you to be prepared and know where youre going to go and what youll do should you be impacted. Right now doesnt appear there were any major problems. We have seen people treating the lights as a fourway stop, no accidents to report. People are going with the flow, getting used to living days without power or having it shut off and having a plan. Thankfully no extreme wind events are forecast, and pg e says at least through the first week of november it will be calm. We just have to get through the next two days. In Sonoma County, the gas station situation is hitand miss. Many were closed because of Power Outages. Others just ran out of gas. Those that were open had very long lines. Many stations have had to refill their tanks more often during the shutoff and still had trouble keeping up with demand. Pg e says its power lines may have caused two fires last weekend that forced evacuations. The fires sunday afternoon started on both sides of highway 24 near Pleasant Hill road and destroyed the clubhouse of the lafayette tennis club. Pg e filed a report with the state and said the first fire may have started when a power line touched a communication line. The fires did not begin in areas designated as high risk for wildfires. You can hear a Heated Exchange going on there as the questions are starting to get very serious about when boeing knew about the problems with the software. Again thats the ceo of boeing, and hes mentioned that boeing is working with the faa to override any new versions of the software. Hes answered the question that hes committed to getting it right, saying zero accidents is the only number acceptable, also saying boeing is helping the families affected by the crashes and the company has set aside 100 million to help them financially. New this morning, a federal judge blocked an abortion ban in alabama that would have made the procedure a felony in almost all cases. The judge blocked alabama from enforcing the law, which would have called for a sentence of ten years to life in prison for the Abortion Provider with no exceptions for rape or incest. The law was set to take effect next month. A minneapolis restaurant has taken prices off the menus to bring people together over a good family style meal. People who eat at the Provisions Community Restaurant can pay what they can when they leave. Food is put on the table through those donations and with the help of volunteers.
