Theyve been told there still is a warning in effect and they should remain ready to evacuate again very quickly, if necessary. The latest warnings include many in lake county, covering the area of 29 and the napa county line. The warnings also include also include the towns of middleton, wind pine casino, Middletown Rancheria and the dry creek area. Now, we go to Steve Paulson because the big story is the wind and with the fire and air quality and everything it will be again into tomorrow morning and not as bad as sunday but it will pick up. The system is a little more to the east. The wind will pick up with red flags starting at 8 00 a. M. And any gusting over 30 or 40 is not good and thats what we will deal with mainly north and east but it will pick up foremost later on and projections show the higher peaks will be about 65 miles anhour, most likely tonight. Coverage west at northeast, 8 humidity with mount saint helena, north at seven. Not good and those will be the first ones to pick up on the wind speeds in a couple of hours. The flow is eastnortheast and not that strong, but the direction is there. Santa rosa, upper 70s and it will take a tumble with 35 in santa rosa, 39 in fairfield and vacaville with cold readings and higher humidity and that is much farther to the east but it will pick up our wind later on with highs in the 60s, upper 60s to 70s and the big story will be the red flag warning and wind through tomorrow morning and late tomorrow morning. Until then, 60s and 70s and high fire danger with the wind picking up. Its 5 03. We are talking about the bay bridge and the east bay commute and we will start off in the east bay and take a look at what we have because with the commute on the interstate 880 and 680 and 580, and also the approach to the altamont pass, which will be slow. We will have kind of a normal commute with a little bit of slow traffic and on 205 and 580 and after that in the livermore valley, it looks all right with no major issues on 680 or 880 in the east bay. You can see traffic is moving well and at the bay bridge, a small backup is to be expected. I want to remind people that 101 is open through Sonoma County and we will let you know if it closes. Not much of acumen, for obvious reasons from Sonoma County into marin and solano county. Pg e said that right now it will start the latest power safety shut off. We just told you about powerful wind in the forecast later today but it wont be as strong as over the weekend. There will be strong wind to increase fire danger and pg e said throughout the day it will turn off the power to almost 600,000 customers, about 1. 8 Million People and some of the power shutoffs are scheduled to begin at this hour, including in butte county, where the camp fire started last november. Other than San Francisco, every bay area county is affected by this and around 7 00 this morning, the power will be turned off and late, solano, sonoma, napa and mendocino county. At 11 00 tonight, the latest safety power shut off will affect parts of alameda, contra costa, marin, santa clara, santa cruz and san mateo counties. 30,000 and close to western Sonoma County are back in their homes after getting the all clear. Reporter the kincade fire lead to an unprecedented number of evacuations and we checked with the red cross shelter supervisor at the Sonoma County fairgrounds and he said there is a total of 16 shelters throughout Northern California, specifically because of the kincade fire with people being forced to flee. At the Sonoma County fairgrounds, theres about 466 people staying here at the shelter but the supervisor said its actually 100 fewer compared to 24 hours ago. The supervisor said there is a palpable sense of relief among people staying here when Evacuation Orders were lifted for coastal Sonoma County. They were thanking us profusely for what weve done for them. Everybody smiled and said they are going home. It was wonderful and we wished them the best. Reporter some people who left returned to downtown sevastopol last night when the Evacuation Orders became a warning with some 30,000 residents allowed to go back home. It was difficult to leave, obviously and coming back was a relief. Its not totally cleared. We are hoping for the best. Right now, we dont feel comfortable lifting the Evacuation Order for some of the areas closer to the fire pit santa rosa, and particularly windsor and healdsburg, significant risk is there. Reporter while some people were allowed to go home yesterday, most of the orders for Sonoma County remained in place, particularly in the eastern part of the county. New orders for lake county to evacuate because the kincade fire is spreading in that eastern direction but the fire is active, only 15 contained and as weve been telling you, and through the next 24 hours, the wind is expected to pick up again to increase the risk of fire danger. Some east bay Schools Holding classes yesterday ended up sending students home early because of poor air quality. Parents were called to come to Hercules High School and many in crockett called parents complaining about the smoke. The smoke that filled the area was not expected and we will look at our safety and security procedures with regards to smoke, as well. Classes are being held at all Contra Costa County schools today except the one at the juvenile detention facility in clayton, canyon elementary near moraga and the school in the alamo. All east Bay Regional Parks will stay closed because of whats called extreme weather conditions. The Park District closed all parks in contra costa and Alameda County but thought they might be able to reopen at least some of them today. In the south bay, we talk about the gilroy super commute. It will be okay driving 25 with 152 having a little slowing. For the most part, 101 looks good and continuing into san jose, no major issues and no major problems in downtown san jose on northbound 280. At 5 19, lets bring steve back in. We have visibility reports where it has improved a little with some smoke dancing around and pushing toward the pacific as the wind turns north and northeast later with fairfield, six miles and then petaluma and concord and down to san jose and even on the peninsula. Critical fire weather continues with the red flag kicking in at 8 00 this morning and will go until wednesday at 4 00 with smoke and poor air quality. The direction should be more toward the pacific. This looks to be a lot less than what we saw in sunday, but still similar to last week. This will pick up a little bit later, up around geyserville ranch and 72 humidity with 32 degrees and thats good. Healdsburg hills east, the wind is north, 73 humidity and northwest at 12, 17 and cobb bridge west, 18 . Some higher peaks are in the teens and others will help firefighters for a couple of hours. Santa rosa, northwest at 4 00. 22 and not a lot of relief. 78 in santa rosa and 93 with cold temps and a decrease in the wind. Later, at 6 00, we will see 25, 35 and then it gets up to 40 plus. 40 toward the night and then 45 with 65 and 70 in some higher peaks and by tomorrow morning, we should see this wayne and then it should be long gone but the next 12 hours will pick up again on the wind. 30s for many in rio vista and napa and santa rosa, low 40s for some with temperatures up in the 30s in menlo park, los altos and woodside, as well. Quite cool in fremont, 42 with the other one a lot closer to the Sierra Nevada but it is setting the stage for what we call the inside slider and the end result is High Pressure building to the north with extreme fire danger and the wind picks up again with 60s and 70s on the temps. Toward santa clara, temperatures will be about 70 and after wednesday, it looks very quiet with no extreme one way or the other, quiet is what we need right now. 5 22 and some people have gone home but many have been told to be ready to evacuate again as the warning goes into effect in coming up, we hear from some of the fire evacuees. We are used two working every day. Not now. Reporter Antonio Romer has worked at a veterinary hospital and his wife is a housecleaner. They said their places of employment have no power and they cant go to work. The family said they came to San Francisco because there is power and stayed at a hotel room on sunday until they learned about the new shelter opening at st. Marys cathedral. We saw it on the channel 2news. Reporter they said the shelter offers a safe place with beds, food and other necessities to help them cope with the uncertainty. Those who lost their homes the first night are in the vineyard area and in the agriculture area of Sonoma County. Reporter there is a Nonprofit Resource Center that said they are helping more than 100,000 immigrant families and most are farm and vineyard workers displaced by the fire. Services provided include money for food and gas. Those are the funds we are providing to help people get to a safe space because we dont know when we can go back. Reporter the rimers family said they are taking it one step at a time in the shelter is a refuge as they worry about whether the fire would destroy their homes and how to pay their bills. This temporary home as their best option, for now. We dont want to spend the money weve saved on hotels. We like it there, its okay. Reporter im told the capacity at the shelter at st. Welcome back, tuesday morning, october 29. We have another busy day with fire crews from around the state and several neighboring states gaining ground on the kincade fire with the wind dying down. The fire is 15 contained in cal fire said that a brief break helps but they are preparing for the wind to pick up. Some people were allowed to go back home but now, they warn some in lake county to be ready to evacuate. You can see it with the situation there. Reporter an incredible view of the kincade area where we are on a dirt road to get this view for you. Taking a look, it is a thick black smoke area and the fire is raging on. That highway 29, thats where we saw the chp vehicle blocking off the road with some dozers and other vehicles coming up. It took 45 minutes to get up here and get the view to bring that for you. The eastern side of the fire is making its way toward lake county but moving very, very slowly and it seems like firefighters have been able to get a hand on this but there was a big concern that the fire was moving toward lake county and there was an evacuation warning for some parts of lake county including middletown which was ravaged by the valley fire. It looks unbelievable with the view with this orange glow illuminating the night sky. We are on a dirt road and we are somewhere in the middletown area and im looking because we cant even get the exact location but we know that dozers are coming up and we saw tank areas and dozers pulled off on the side of the road and we saw a cal fire vehicle driving back toward 29. We are seeing dozers stopped on the dirt road so clearly this is the area that emergency vehicles are making their way through to get to the eastern side of the fire and its an incredible view that i cant even begin to put into words, what we are looking at. I hope you can see how massive this fire is. It takes your breath away to look at it. Lake county does have some evacuation warnings and i want to list them because it was referred to as zone 31 by cal fire. To the county line, all of buts canyon road between 29 and the napa county line and highway 175 between 29 and middleton north to mckinley drive, anyone in these areas, you are under an evacuation warning and you have to leave at a moments notice. Its not a mandatory evacuation just yet but thankfully, we are pretty high up on this hill and there really is no wind to speak of. I assume if it was windier, this would be a very different story but the wind is very calm and we know there is a red flag warning going into effect later. This is a big concern and they are trying to get control of the flames before it goes any closer to lake county with a lot of devastation. This is the eastern side of the kincade fire as seen from the western road somewhere in lake county and i wish i could give you the exact location. We are off western mine road and this doesnt even give a pinpoint of the location but zooming into those flames, you can see trees in the area and its very densely populated with trees and a lot of vegetation. We are seeing these flames shoot up and that is the trees going up in flames and there are homes further down the road that dont seem to be threatened. Its a very densely populated area with that vegetation and is burning through that right now. It doesnt appear there are homes in the immediate area but 30 minutes ago, further down the western road, there are homes and it doesnt appear to be threatened, but one more view off western mine road in lake county. Pretty incredible. I know you are going to figure out more about the location but have you been told where people should go for the area and what the roads are like in terms of evacuating . If they go south, they will go through that area thats already been evacuated. Right now, its an evacuation warning and that means people have to be prepared and there hasnt been any word about where anybody should be going but they are keeping a close eye. If it turns into a mandatory order, then that will be something im sure authorities will have to put that information out there. We will wrap this up. Reporter we are seeing some spots, but we are getting off the road and will send it back to you. The latest i was about to ask is if we saw anybody moving around. The time is 5 36. Now, we are talking about the wind. It will pick up with another red flag warning kicking in on the gusting will be 4060, not bad right now and pretty quiet but james is in montgomery village, eerily calm but they have power and be thankful for that. The wind will pick up at the santa rosa airport, calm and napa is calm was a little bit of a break but temperatures are cold and humidity is up. Low 40s in redwood city and on the peninsula 78 humidity, 93 in petaluma and this is looking like it wont last long. Gusting to 65 in the higher peaks but it will be similar with the red flag event we had last week, not on sunday, but projections may be some of the higher peaks could get up to 65 milesanhour in some areas to the south of the Santa Cruz Mountains but not too bad with humidity looking at 18 . Geyserville ranch, 32 degrees and 75 is good and that will slow things down but the problem is northwest and unfortunately, 18 and copper ridge is only 19 humidity with other areas having humidity low and the wind not that strong but we expect it to pick up by this evening and if that system digs in, we will have another round of offshore looking like the last one with all of that cold air and we can get this but the result is the wind and we will pick up by this evening and overnight into wednesday with one more system. If you are driving westbound on 80 coming up in vallejo, some slow traffic and going to the maps, i can show you that. Driving to the macarthur maze, you can see traffic on 37 is slow. It looks like a normal commute, slower than usual but nothing out of the ordinary. Herculesrichmond traffic looking good and i want to mention that highway 101 is closed im sorry, open, and Sonoma County. There are closures on the side roads near the fire area. 5 39 and back to the desk. A third round of pg e shutoffs is hours away with strong wind forcing the outages once again, just as they are working to restore it in parts of the bay area. We have Cristina Rendon live with a look at the impact. Reporter we are in downtown santa rosa, the area largely not impacted by the power shutoffs but theres no telling whether or not the power will go out and whether or not you are checking the online maps, that should give a better indication. Pg e is working to restore power but they are watching the wind and preparing to cut power again to parts of Northern California and the bay area and just about 1. 5 hours from now, the power will go out. Sonoma, lake, napa and other areas are scheduled for a 7 00 a. M. Shut off time and later tonight at 11 00, parts of marin and santa clara and san mateo and alameda and Contra Costa County will have power cut and pg e said the system will be energized and the ceo spoke last night to say they are working hard to make sure that there are customers with power shutoffs. We continue believing its the right thing to do and we will not make secondary judgments. We will not try to get what we think will happen. We will not roll the dice when it comes to public safety. The power shut off comes as they worked to restore power to customers from the shut off this weekend and they were trying to work before sunset last night and will work early this morning as well but the shut off could impact up to 600,000 customers and they say some already have power that is out and it will stay out and others may have power restored for a few hours. They want people to be prepared and have a plan should you be impacted with the weather meteorologist saying one thing to note is that after today and tomorrow, they are not forecasting any strong wind or other types of extreme weather events through the first week of november with good news but for the foreseeable note, today and tomorrow, people will be without power yet again. Its now 15 contained and the fire started last wednesday and now has burned 115 square miles and destroyed 123 buildings including at least 57 homes. 90,000 buildings are still in danger. We dont want people to get scared or have to sleep in the car, you know . But we are doing what we have to. Reporter when the fire broke out last week, healdsburg became the closest center and then all of healdsburg and windsor were forced to leave and now petaluma is the focal point. Petalumas housing a lot of folks and we are at capacity all over. Reporter among them is this man evacuated from his home in bodega bay on saturday. He is angry his power it was shut and angry at the situation. My refrigerator, my freezer ive got a lot of food and im on a fixed income. How will i replace that if it is spoiled . The 880 commute looks normal and at the bay bridge, the metering lights have been on for about one hour and traffic is backed up for 1015 minutes and Public Transit is doing okay. Pretty quiet and cold with humidity up in the wind is not that strong but that will change later with the third system and a little over one week making a move to the east and i will show you that with visibility okay. A lot of the smoke was blown into many areas and it will drift to the west as the wind kicks in. Even all the way toward san jose, and other locations, livermore is 10. Calm and santa rosa.
