Today did help firefighters make some progress. The eastern edge of the fire is moving into lake county, moving into new evacuation warnings. The new warnings include middletown, pike casino, and the surrounding area. Cal fire said this evening the fire has grown to 74,000 acres. The lighter winds have allowed firefighters to contain the fire. 123 structures have been destroyed, 57 of those are homes. Nearly 90,000 structures are still in danger. As the winds continue to change and get into that red flag warning, northeast blow, it is going to increase that fire behavior to levels we saw when this fire initially began. Here is a map now. Sonoma county and the areas impacted by the kincaid fire. The red portion is where the fire is burning. The purple area is where mandatory Evacuation Orders are still in effect. That includes healdsburg and windsor. The blue zone includes places like granville, the bay, and occidental. Today, People Living in those areas, in the blue area, were told they can return to their homes. We have live coverage for you tonight. We talked to some evacuees who were allowed to return home today. Our chief meteorologist is monitoring the wind conditions, first we go to deborah in the shiloh ridge area with the very latest tonight from the fire lines. Reporter heather, we are on fox road, looking at some of the damage from the kincaid fire. The number of structures loss and damage is at containment. That needs to hold through the next belt of wins. At dusk, a rush to get everything as damp as possible on this five acre ranch. Getting it nice and wet. It has been watered a number of times, you dont want that wind is picking them up and taking them off and the structure is on fire. Reporter sunday night, when to push flames on the property but firefighters halted them. We were shocked. Reporter with crews still pulling, no rest yet. When the wind dies down reporter instead, another round of wind is forecasted tuesday and wednesday. A northeast flow expected to wrap up the fire. With this brief window, it made the most of strengthening gained by air and ground. Cal fire says lake county maybe next four evacuations, but note the santa rosa is not cold yet. A fleet is still on shiloh ridge. This house on chalk hill road went up monday. Doused from above by helicopters, then extinguished by ground crew. The adrenaline gets going so fast. You just kind of hunkered down. Reporter this neighbor says the homeowner evacuated, he did not. His elderly mother mother refused. All of our friends that we grew up with, all of the landmarks and everything is all gone. I dont know how we made it through the last couple of days. Reporter many residents do know who to thank. Their message to firefighter basted here and took care of the deal like nobodies business. When you almost lose your house and use it right there, the whole hillside is a globe. It is a big deal. Reporter those who stayed behind to seek columns of fire admit it is scary. I would rather be here than in a shelter, not able to come back. Me personally, it is probably not a very good idea. I am a old hand at these fires. Reporter two big fires, a similar footprint two years time. The Fire Department even fed bella. Reporter households hope for the best. Emotional, worried about pets and a lifetime of memories. Yeah our kids, they homeschooled in here. That is hard. Reporter and where we are standing, farm equestrian center, more than 50 horses were saved. Only the hay barn and some equipment burned. The owner crediting fire crews. Frank and heather, there are more than 4000 firefighters on the line from all over california. Those firefighters are doing an incredible job. What struck me watching your piece was two things, one of feeding that cow, also the sheer emotion from those people who stayed behind. Reporter i know. When you ask people why they stayed behind, it is not an easy decision, it is definitely not something people are flippant about. They know they dont want to put their lives at risk, or their families. Often times, they will send their loved ones ahead. If they have livestock, or they feel they could help contributes, went to down their neighbors home and anyway, that is just the pool that keeps them there. Lets bring in our chief meteorologist, bill martin with more on the red flag more or tomorrow. Also, how strong the winds will be. It is going to be dangerous fire conditions, for sure. Compared to the last 36 hours, much less of a fire danger in terms of wind gusts in the last event. We were 90 to 100 Miles Per Hour and some of those ridgelines. Tomorrow, those winds will go 50 or 60 Miles Per Hour. There may be some gusts beyond that, the red flag warning is focusing on wins in the north bay. Trust in the north bay, as i said in the hills, maybe 65 Miles Per Hour. It is not 100 Miles Per Hour, which we had in some of the last events. I guess we are just kind of trying to put it into perspective. It is a red flag warning in the left. They did get a break today. Look at the windsor, look at dinner ranch bay, four Miles Per Hour, barn road, these are up in the fire zone. You are seeing this wind interaction a little bit westerly, starting to go north here. Good conditions today for firefighters. Here is how it goes tomorrow, we start off in the morning, you see that wind shift about 5 00 a. M. Tomorrow morning. Watch it build. By noon tomorrow morning, a little winded showing up. About 10 00 tomorrow night, it starts blowing again. This event will be shortlived. It is not going to be as long as the last one. It is going to be much shorter. By tuesday afternoon into wednesday morning, wins should be dying down rapid bite wednesday morning. That is a good shot. Again, red flag warning, lesser event, still dangerous, a lot of fire to go. More people are going to lose power in parts of the east bay in northbay as well. The air quality will be an issue as well as the smoke settles into the. We will be back with more details. Western Sonoma County today, cal fire downgraded the mandatory Evacuation Order and told tens of thousands of people they could return to their homes. Jana katsuyama is a red cross shelter in santa rosa where hundreds of people are still staying. Reporter they are, frank. I spoke with the shelter manager with the red cross. He says they do have room for more evacuees as some of the people are being allowed to go home. They also say they have shelters on standby up in lake county, just in case they are needed. The red cross that they have 4000 evacuees at shelter site throughout Sonoma County and can handle up to 2000 if needed. That manager says if anyone needs help, just come in without worrying about safety or immigration status. We take information from people when they register with us. We dont share that with Government Entities of any type. Reporter for some evacuees, good news on monday. In downtown sevastopol, residents began returning as the sheriff and cal fire opened up part of the west county. The Evacuation Order was downgraded to an evacuation warning, allowing some 30,000 residents to return home. Jen and her family fled at 4 00 a. M. On saturday and stayed with friends in petaluma. I was surprised. I was not expecting to be let back in just yet. Reporter they borrowed a neighbors generator to power up their appliances, but they and their neighbors are keeping their go backs in the car. After what happened in the last fire, we were ready. We were more prepared because we realized how quickly things could happen in the middle of the night. It was difficult to leave, optically. Coming back is a relief. It is still not totally clear. Never before have we had gusts like that, it was insane, crazy. Reporter this couple got a shock when they returned. Their beloved cat they had to leave behind had died, even with no power in their home and the traffic lights out through most of the town, many residents are feeling grateful they are alive and safe. For kelly mcneil, the past few days have been doubly stressful. Her son chaz is a volunteer firefighter with the great and Fire Department and was battling the blaze. I was holding him in my heart the whole time he was out there. Reporter the sheriff says the decision of when and where to reopen neighborhoods is shifting with the weather conditions. Reporter right now, we dont feel comfortable lifting the Evacuation Order for some of these areas closer to the fire in santa rosa, particularly winter and healdsburg. We still see significant risk there. Reporter as for that new, expanded evacuation warning in lake county, is not mandatory, the sheriff is saying anyone that needs help, or might have animals and need to leave, they should consider getting out early because if they do need to issue a sudden Evacuation Order, it could be much more difficult and chaotic to try to get them out at that point. Frank . Jana katsuyama, if people want to help, is there anything that the shelter needs . That is a good question, frank. They have been getting some donations, mostly water, and some food. They really said that one thing they have learned from the past fires is that if they get too many donations, it could be really difficult and a strain on their system. Today, governor gavin newsom visited with First Responders who have been on the frontlines of the fire. This cannot be the new normal. We cannot absorb this year after year. We have experienced 10 of the worst fire seasons californias history, just since 2015. At the Sonoma County fairgrounds, evacuation center, the governor met with evacuees and thanked firefighters for their work. Statewide, cal fire said it responded to more than 300 wildfires in a 24 hour period over the weekend. The governor called them 330 saved. They dont have no backup generators, they dont have no air conditioning, they dont have anything for us here. How is this safe for our kids . Still ahead, frustration among some parents at the east bay. How todays bad air and power shut off made for an unprecedented problem. And we are following another major wildfire near the getty center in l. A. The mass Evacuation Order in effect tonight. And for some people in the bay area, the power is still out tonight. Pg e already preparing for another round of shutoffs starting tomorrow. Pg e began the process of restoring power after giving its crews the all clear early this morning. By late this afternoon, power was restored to nearly 400,000 customers. Although, the total of 970,000 who were affected by this weekends shut off. The next outage is scheduled for tomorrow, it could affect as many as 605,000 customers in 29 different counties. Powerful winds, as we have been talking about are in the forecast, although likely weaker than what we faced over the last few days. So far, pg e has not given a timeline for those outages tomorrow. It has started notifying customers whose power could be affected. The utility hopes to give the all clear wednesday morning so that crews can then begin inspecting lines and restoring power. Asthma smith live for us in san jose after talking with people who have not had power since saturday. Reporter heather, i just checked with pg e, the utility says 500,000 customers still do not have power. We are seeing customers slowly get power back on, in fact, the Shopping Center in san jose got power around 8 30 this evening. If you dont have your power restored already, you may not have it back on before the next round tomorrow. They have not given us any idea in terms of when the power is going to come back on. We dont know whether to stick it out or go to a friends house. Reporter he relies on a small generator to survive the latest round of power shut off. Without power since saturday at 6 00 in the evening, he is able to look up his appliances, unable to take a warm shower in days. His hot water heater is electric. Is extremely frustrating. I feel for everyone impacted by the fires. That is the first priority, the second priority is obviously the power that we need to live and exist. Reporter is uncertainty is felt by hundreds of thousands of pg e customers across the bay area, not sure when their power will be restored, or for how long before the next wave of shutoffs. You can see a couple of pictures on the slides, they vary. Wires down, pulls down, trees in our facilities. Big mac reporter on monday, the utility showed damage from strong winds. 50 cases reported, that damaged pampering pg es efforts to fully restore power as crews began inspecting lines monday morning. Millions of people impacted 450 instances of damage. The thing we have to keep in mind, any one incident can be a catastrophic wildfire. Reporter pg e expect another high wind event tuesday, prompting another round of shutoffs, affecting up to 600,000 customers. That is definitely not good. Reporter at the Shopping Center in san jose, it is martial arts in the dark. Vision martial arts is one of two businesses open during the shut off using sunlight to teach. The other, a gym, where we found one client using a machine that does not require electricity. Lucky they can stay open for now. I really feel for other businesses that arent able to do this. Obviously, it is affecting their bottom line probably too. Reporter pg e has opened 68 Community Resource centers so customers can recharge batteries, recharge their electronic devices, and today, the president of pg e said he understands customers frustrations. He gets it. He also urges people not to harass employees as they restore power. He says they made not come back next time. Heather . Smoke from the kincaid fire has led to hazy skies and unhealthy air around the bay area. You can see and smell the smoke today. Especially in the north bay, east bay, and San Francisco, and it is expected to be the same story tomorrow. Here is a look at the most recent map from the bay area air Quality Management district, no red at the moment, which would mean unhealthy conditions. The orange you see there means unhealthy for sensitive groups, the yellow is moderate. Today was a spare the air day, another spare the air day has been called for tomorrow. Some schools in the east bay were not only dealing with poor air quality, also a lack of power due to the latest round of land shutoffs. Class was in session as Allison Rodriguez explained, that frustrated some parents. I had a headache from the smoke. It is really, really bad in the morning. Reporter students at Hercules High School were let out at noon today after the district decided the air quality was too poor to keep them in session. Christian molina was getting picked up by dad louise. As a bar at louise new, it was supposed to be a Normal School day, even though that did not seem right to him. I saw a tweet from the School District saying that the kids should stay indoors. This school does not have an endorsed facility. They have to go to classes outside. Reporter neighboring School District kept schools open despite the airquality alert. On top of the poor air, the cross to middle and high schools also did not have power. They dont have backup generators, they dont have air conditioning, they dont have anything for the kids. How is it safe for the kids to stay at school . She got a call last night to send her kids to school today, but it was too much for one of her sons. He called me after school he said mom, i cant breathe. It is too much smoke. My head started hurting. They are Walking Around with flashlights. Reporter maven said she made the choice to go down to the school and get him, what she saw when she arrived disturbed her. No lights on, bad air, and kids packed into the cafeteria. She called the superintendent. I said no, no kids should be at school today. The airquality is not too bad. Are you serious, it is terrible . Reporter we spoke to the superintendent who says they have a plan in place for a power outage, but the air was something they did not anticipate. I think if i had anticipated the power shut off and the smoke, i would have elected to close. Reporter they only had about four feet or 50 attendance, he followed suit of other districts who held class. In the end, they let out students early as well. He says this has been a learning experience for the district. The smoke that field this area was unexpected. We will also look at our safety and security procedures with regards to smoke as well. Meeting woke up to the strong smell of smoke. The fire started yesterday outside the city and has burned more than 2000 acres. That fire tonight at 200050 contained. No structures are in danger and so far there have been no reports of injuries. In southern california, a fastmoving wildfire has destroyed homes and forced tens of thousands of people to evacuate. They get the fire started overnight, west of los angeles on a hill along the 405 freeway. Authorities say the fire has burned more than 600 acres, and as of now is only five, percent contained. The fire was fueled by powerful wednesday, at least eight homes have been destroyed so far. Emergency personnel also had to wake up some people from their sleep, urging them to get out immediately. Several water dropping helicopters circled the area all day, drenching homes. We are told every available resource was out there on the line today. There are still fires burning. There is still winded on the horizon. We dont want to get into a false sense of security because of the 24 hour window of calm. Street in downtown healdsburg have been relatively empty with most people heeding the Evacuation Orders. Firefighters spoke and hope that they continue to do so. The firefighters fires have displaced many immigrant families. They are now staying in hotels and shelters. Amber lee talked with one family who is at a shelter that opened just as morning in San Francisco. Amber, already, there are a number of people staying there . Reporter that is right. We are at st. Marys cathedral where a shelter opened this morning. Volunteers tell me there are now 60 people spending the night here. One family shared their story with me. The ramirez family of windsor is now in San Francisco after being evacuated twice this weekend. On saturday, they were forced to leave their home, so they went to stay with a friend in santa rosa. Early sunday morning, a mandatory Evacuation Order came for that area as well. Just a little bit, because we are used to going to work every day, but not now. Reporter Antonio Ramirez works at a veterinary hospital. Wife, minerva, is a housecleaner. They say their places of employment have no power, so they cant go to work. The family says they came to San Francisco because there is power and they stayed at a hotel room sunday until they learned about the shelter opening at st. Marys cathedral. We saw it on the channel 2 news. Reporter the family says the shelter offered them a safe place, bed, food, and other necessities to help them cope with the uncertainty. Those that lost their homes on Late Wednesday night are in fact in the vineyard areas and agriculture areas of Sonoma County. Reporter ariel kelly is with a nonprofit resource center. She says the group is currently helping more than 1000 immigrant families, most are farm and vineyard workers who have been displaced by the fire. Kelly says Services Provided include money for food and gas. That is the funds we are providing now to help people stay safe. We dont know when we are going to be able to go back. Reporter the ramirez family tell me they are taking one step at a time. The shelter, a refuge as they worry about whether the fire will destroy their home and how to pay their bills. This temporary home, the best option for now. We dont want to spend the money we have saved for a hotel. So, we like it there. It is okay. Reporter i am told the shelter in st. All Public Schools in Sonoma County will be closed once again tomorrow because of the fire and power outages. Santa Rosa Junior College will be closed through wednesday. The same goes for most schools in marin county. Dominican University Says it has counseled classes again for tomorrow. The website combines local and state resources, health services, shelters, and housing information. The wildfires burning across california and the pg e outages are leaving eight lot of people without cell phone service. In marin county, close to 50 of all cell sites were down as of friday. In Sonoma County, 17 of sites had no power. Earlier, we spoke to ana maria johnson, shes with the California Public Utilities Commission Public Advocates office. She says not all cell towers have backup Power Systems because they are not required to. The biggest concern is that when it comes to 911 calls, 81 of 911 calls are made over your wireless phone. With having cell sites down, it is an incredible Public Safety concern consumers cannot access emergency services. It is unclear exactly how many customers lost their service. The fcc has asked wireless providers to report the numbers and locations of all cell site outages. It was hit and miss at gas stations in Sonoma County today. Many were closed because of the power outage. Others simply ran out of gas. The gas stations that were open had long lines. People we talked to were either filling up while they had the chance, or buying fuel for their generators back home. I am on a ranch, i am running diesel generators to primarily get water to the animals. Until the power comes back on. Gas stations had to refill their tanks more often than usual during the power shut off, even then, station employees say it was hard to keep up with demand. Commuters in the north they may have a tougher time getting around. While some golden gate Bus Operators may soon be walking the picket lines. We are tracking the weather out there. Authorities say a 55yearold homeless woman was killed and a man injured after a tree fell on the two of them about 200 yards off the rent contrail in a open spaced area. They were inside of a tent watching videos on youtube. While they were inside the tent, they heard a large crack sound, within seconds, the large tree had fallen on them. County officials are looking ahead to another power shut off tomorrow. Theres a residence who dont have power today, may not have it back until wednesday or later. The California Public Utilities Commission today announced an investigation into pg es power shut off protocol. This comes as the reports filed with state regulators showed that to fires sparked near lafayette yesterday may have been caused by pg e equipment. Brooke reports from lafayette where those fires started. Reporter fierce flames moved quickly sunday. The fire now linked to Electrical Equipment and utility pg e. The huge powerlines came down, there was a big bouma, and apparently the fire started. Reporter flames destroyed the Lafayette Tennis Club and the owners 20 years of work. A report from pg e to state regulators say the broken pole and transformer may have caused the ignition. This fire was in our backyard. Reporter on the other side of highway 24, neighbors dealing with another fire, both of them happening not far apart about the same time in the afternoon. About 75 feet below where i am standing is Pleasant Hill road. This power carries an electric line that pg e says could have come in touch with the Communications Line and sparked this fire. It looked like it was snowing leaves. It was so windy, ive never seen it. I have lived here my whole life. Reporter in both lafayette fires, the power was still on, unlike other areas of lafayette and the east bay. Pg e said neither fire location within a high fire threat district. The wish looking back your power was off and you did not have to witness all of this . Yes. If that is what it takes, i can survive a couple of days without power. I could go and stay with family somewhere else, whatever. Whatever it is to keep people safe and protect our homes that we have worked really hard for. Reporter pg es ceo try to defend the utility. If we did go into a mode where we did want to prevent everything from happening, we would have to shut the whole system down, that is just not acceptable. Reporter these two fires on the latest reported in the last few days, and possibly linked to broken pg e equipment. Last week, the utility admitted a broken jumper wire on a transmission tower could be responsible for sparking the massive kincaid fire in Sonoma County. All of it is under investigation. We still have confidence in our protocol. We learn from every event. As we gather the information we need, we will assess whether there is a need to adjust our protocol and take care of that. Reporter still criticism for pg e management and power safety shutoff has pushed the California Public safety Utilities Commission to open an investigation. By tomorrow, you see the offshore winds. As you get into the later afternoon, or early afternoon, we start to notice the wind in the kincaid fire with 20, 25 per mile per hour gusts. Then to get cranking about mid 10 00, 11 00, 12 00 tomorrow night and he kind of hangs until 3 00 a. M. , then it immediately dies down pretty quickly on wednesday, which is really good to see. That is a more shortlived event than the last one we had. Still, it is not desirable, but it is what we have got. We hope to get through it like the last one. Again, this is a lesser event by any metric. It is not have the same length, it is not have the same Pressure Gradient. With that said, the High Pressure is the story. No fog as a coast. Smoke comes a big issue for many folks around the bay area. You will probably notice it again tomorrow morning. One of the things happening tonight it is cold. Overnight lows tonight, 42 in napa, santa rosa is 44. It is cold. That air is sinking. You get an inversion, the cool air sinking and the smoke staying. Look at how much cooler it is tonight. Those areas, and even in the bay area, that smoke will be right down on the ground tomorrow in areas that we breathe. You will notice the smoke tomorrow, and then the winds will come up tomorrow afternoon and kind of blow it out of here. I think in the morning, you will notice there is a Pressure Gradient going on tomorrow. These two guys are not as close together as they were in the last event. The gradient is a little lessened. The wind it should be a little less robust. That is the whole. Lets look at the big picture. Areas tomorrow, this is for all of us, tomorrow afternoon, you see the winds start to fire up in the north bay. San jose is like what is going on, we dont even notice it. Then, the winds show up in san jose about 11 00 tomorrow night. They kind of linger into the evening hours to the early morning, then they are gone. That should be our last wind event for a a while. That is the plan, that is no. Overnight lows, chili tonight, daytime highs tomorrow on the mild side. It is not about the heat, about the window. Low humidity. Certainly, it is about the wind.
