Just about 100 structures have burned in the kincade fire since it started wednesday. Around 7 a. M. You could see smoke coming from the ridge near chalk line road. A short time ago we went to the area to check to check on several structures off of leslie road consumed by the fire. Some of them appeared to be homes. The weather conditions right now are cool, but not windy. Although it is still dry. Firefighters hope the lack of wind will allow them to gain the upper hand in these intense firefight. Today we are all in. Everybody has a focused mission to really get the area ready for the wind coming tomorrow, so that we do not have to chase it like we had the past couple of days. We can use the day to recuperate and regroup and reinforce the work that we have done. Now it will build ourselves up for tomorrow. Reporter firefighters say they were chasing the fire all night as strong wind with ripped claims and scattered embers all along the santa rosa border in Sonoma County. At 4 a. M. We saw a barn burning the fieldstone farm. It is an Equestrian Center and horse stables. Luckily they finished evacuating the last of 53 horses on the property before the fire swept through. They lost a hay barn and the quitman storage area, but most of the property was spared. We are just really thankful that that is all that went up. I think they are doing a great job. I was just telling them that i really appreciate it. They even saved my truck. They moved it out of the way. I left the keys in it. Truck that was one of the owners of the farm expressing his immense gratitude to firefighters saving the bulk of his property including eight historic barn. Back out here life evacuation orders are still in effect for windsor and is part of Sonoma County and so are the road closures as well. Firefighters say they understand that people may be getting impatient. They understand the hardship keeping people away from their homes but they really want to see what happens today and also what happens tomorrow. There are additional windy conditions expected over the next 20 for the 48 hours. They have to wait it out before they determine whether it is safe to lift the evacuation orders. You get into areas like oakland and areas near san rafael and closer to the coast, you have unhealthy air and the unhealthy air is for everybody in and around napa reporting unhealthy air for Sensitive Groups meaning if you had asthma or respiratory issues. I just came in from the area a little while ago and i can could smell the smoke and city smoke. Its not like it is everywhere and even in my basement i think i smelled it this morning. Here is a look we expect into tomorrow. That is again when we are expecting the wind to pick up. It looks like tuesday afternoon into the evening, and if i roll you into wednesday morning, and backs off quickly. No advisor in place just yet. We will wait to see what the National Weather service decides to do. Pg e is being investigated for potentially sparking two spot fires in lafayette. Fires broke out on both sides of highway 20 for near Pleasant Hill road yesterday afternoon. One of the fires destroyed a clubhouse at the Lafayette Tennis Club pg e has filed two reports with the California PublicUtility Commission saying it is looking at a fallen pole and a transformer and broken wire possible ignition point for both of the fires. Utility says the information and incident report are pulled preliminary and will require more investigations. Pg e working to restore power to the 960,000 area customers affected by the weekend planned power outage. Utility has given the all clear for crews to begin inspecting lines. That is the first up turning your power back on. Police said they expect power to be restored by the end of the day. The People Living in every bay area county except for San Francisco were affected by the outage. You can see from the map that the biggest impact is being felt in marin county. That is where more than 118,000 customers were left without power. Napa county is if used customers with 17,000 homes and businesses without electricity. Pg e hoping to complete the project before the next planned outage that could begin as early as throne a more strong wind for the bay area tuesday night into thursday morning. Pg e wanted the customers to be prepared for the lights to go out again. I urge all of you to ensure that you are prepared for the fact that your power may not come back. And saying that, say your devices are charged. If you cannot do that, anyplace that has power any friend or relative, or a community that still has light. The city of alejo was lifted water restriction tied to the power shut off. The power outage affected a pumping station which did not have power to properly treat water. Alejo fire says pg e applies a generator to the city to get the pump operational. The city says thanks people for conserving water during the emergency. Thousands of trained commuters in marin county and Sonoma County needed another way to get to work this morning. The smart trains will not be running today, due to safety concerns caused by the plant power outage. It has effected electron off the electronic signal system. We received from pacific death and electric, are northernmost iou industrial utility. They have provided the all clear for all counties, as early as 6 a. M. This morning. As you know, even after we get the all clear, we have to go out and physically investigate the transmission and distribution lines. Rather than just relying the assets and resources of pacific gas and electric, the state has supplemented the resources with the california Highway Patrol and fixed wing aircraft. That was allowed to go by utilization of infrared technology and move very expeditiously. Accordingly we used the National GuardSimilar Technology that is attached to the number of helicopters we have provided is resource supplement to pacific gas and electric. They have gone through the first phase of the investigations on the transmission line and now they are moving to the distribution lines to begin the process of reentering over the next couple of hours. And we hope within the next 48 hours, two days were that will be substantially complete. I do not want to parse that by making the word substantially. There are no guarantees that all of that will be complete. You can talk with pg e directly about their procedures and protocols because as you know, we are entering back into wind events later to the middle part of this week these things may actually coincide and there may be some crossover related to that. It is a substantially bigger footprint, so we are holding our own and i want to make this point, particularly holding our own in around hills. Healdsburg and winter. Want to complement the totality of the operation as it relates to the hand crews that are out there. At the number of dozer crews the bulldozers on the ground. The folks holding the line around winter. And around the onetoone quarter to keep it on the east side without allowing spotting tapping on the west side of 101. I feel confident that they have operationally secured the perimeter around the spire anyway gives me confidence moving forward but i am not naove about shifting wind and shifting conditions. We are putting all of our assets on the fire including getting the benefit some of the assets from Southern California that has made their way here and the assets from out of state. The good news is that the wind has died down in the last number of hours and it is giving us a respite. Unlike yesterday and the day before there was a lot of fire. At least of the last hour and a half or two, things feel relatively calm despite the 330 fires that i noted looking at the rear view mirror over the left 24 hours. We are vigilant. We are prepared. We have been focusing on those that need backup batteries, oxygen and working with local hospitals trying to make sure they are providing adequate access to medications and Critical Care equipment, and diagnostic equipment. It allows access to a series of efforts around mitigating concerns around fees and fines associated with deadlines and taxes both at the Franchise Tax board and also related to accessing identification of the dmv. A series of protocols and procedures laid out in detail term in the declaration to help aid people in their recovery and addressed their anxiety in the shortterm. Those supplement the other declarations that were previously advanced both in Sonoma County and in los angeles county. Those are in addition to the statewide overlays and in addition to the three f mag the federal management assistant grants we had been afforded by the Trump Administration and fema. I want to think fema and the Trump Administration for moving quickly to support the request without hesitation. They have an extra ordinary partners and we look forward to continuing in the spirit of collaboration, the spirit of cooperation. There are no resources we are wanting from the federal government. No resources that we are not trying to provide an realtime to local government. I want to just complement the extraordinary talented men and women in uniform that are working their tails off without much sleep theyre doing everything they can to put down the kincade fire and prepare for the wind that is starting to rise in Southern California and the wind that will make their way back here in Northern County california in a few days. The final point, poc moving forward with the Major Investigation the power shut off protocols. The poc will be making a series of announcements related to not only the investigation but as it relates to supporting the application and the limitation of the provisions that we set out the landmark legislation that we passed referred to by those in sacramento abc10 54. This requires 5 billion Public Safety investment by our three largest investorowned utilities. Finally dollars of Public Safety investment. It requires Public Utilities commission to set up a Public Safety division of which they are required to do bite dinner first. They have rehired the director of the Public Safety division. Carolyn thomas jacobs, and she is in the process of interviewing and hiring anywhere from 35 to 40 people. In the legislation, we plant in anticipation of this moment that we would also supplement the division with an Advisory Committee that would be supported not just through the executive branch and Public Utilities commission, but also by recommendations to the california just later. The Advisory Committee includes the best and the brightest Data Commission whether analysis, technology, looking at Grid Strategies and best practices related to Public Safety, all with an eye on advancing our Clean Energy Goals and organizing out Utility Equipment and strategies as it relates to hardening, underground, micrograms, and the like. All of that is procedurally moving, as it should with a sense of deep urgency to meet this moment and make sure that we mind the protocols and minimize the disruptions being forward and making sure pg e a particular, and the other utilities are held to account on meaningless protocols. The poc is looking to find 100,000 a day per incident of the protocols if they are breached as it relates to the commitment that is made by the three largest investor until it utilities and state of vessels and the poc that will be aggressive antiand aggressive in enforcing the protocols. They have artie opened a series of investigations in which many of you are well familiar. They happen Holding Hearings all up and down the state encoding one 72 or so hours ago and reading, california. They will continue to hold the investor utilities to account and i will remind you that the legislation that we passed, the plan that we are lamenting to address the issues so that they do not continue to occur. Those are requirements as part of the plan and those parts of the plant that are being cemented in real time that the Public Utilities commission with the new chairs leadership will be scrutinizing in detail, with the kind of transparency that is afforded and required of this moment. So that is broadly it. I just want to close by making a final point. As it relates to scrutinizing the 5 billion a Public Safety improvements, we are going to be very aggressive, particularly public tility is commissioned new leadership of making sure that all of the safety investments are measurable in the immediate frame looking through the six or nine months out of making sure 100 of the investments are being made to the infrastructure probably defined but Public Safety infrastructure, specifically to find so that we can meet at the moment headon, and work our weight not just through the next few weeks through peak fire season but anticipate as we move into january through march next years fire season and we are prepared in a way that have not been in the past. As far as visibility, we are reporting a bit of a low visibility in and around santa rosa and now but due to the smoke and haze. The wind are completely different today. The National Weather service has not issued a red flag warning just yet. They may do so later today but i guess, the take away and this one is the next wind event will not be as widespread. It will not be a strong long. Send get back to you. Now to the firefight in Sonoma County. The wind has calmed down but the fire is going. The wind could carry flames into new territory. As Sara Zendehnam shows us in the kincade fire fight, it is all hands on deck as crews are working to keep more neighborhoods from catching fire. Reporter this is some of the devastation around Sonoma County. Dozens of homes havent taken down by the kincade fire. Firefighters are hopeful that with this small break in the wind, they cant get a handle on the flames. Reporter fire was up the hill swelling the dry brush in it pass. A black plume of smoke blows from the backyard. In santa rosa, silo escaped forever changed by the kincade fire. But a shift in the wind brings relief. It will give us a decrease in the fire behavior out of there, which will limit the amount of spotting we have which will limited the flame length and fire intensity that will give the firefighters a great opportunity to do the job they need to do. The Maritime Academy campus has canceled campus activities for today and tomorrow to inspect the area and reopen once it is safe to do so. Woman who Works Service dogs explain how she survived a terrifying laura was driving home to sacrament one flames from i brush fire moved on to the bridge and surrounded her car.
