That helicopter has been doing multiple passes and theres another one coming in towards us and another one even behind that. What they are trying to do, along the ridge, they are trying to wet that down so much so that the fire to the left side of the screen, much farther to the left will not spread down into this huge thicket of forest that would cause really major problems. So what they are trying do is stop it in its tracks or at least get it to where firefighters can create some fire lines or other things that would stop that. Once again here is this helicopter because they tamped that down. Theres a lot of hot spots and that is the dangerous thing as it gets hotter and drier and the will come up a little bit later in the day. They dont want that starting. Now as the winds do pick up later, you will see a lot more aggressive fire. You see them dropping loads right now. Now i want to take a look to the left. When you look off to the left and keep going, you will see this big plume of smoke we are talking about. Just on the other side of that ridge, theres a major League Torres fire going on. Because of that fire going on, the firefighters are not getting close as they would like. This is blowing up right now. Back in the days of the gold rush they used hurricane are you to smashingly buildings up here. Theres also a group of people from correctional institutions working on the fires up here. Reporting live, ktvu fox news. Thank you for that. Pg e is acknowledging an outage in the area of the kincade fire which may be connect today the fire itself. Pg e said the problem happened about 9 20 wednesday night on a to you we are near where the fire started minutes later. The utility said an employee spoke with calfire the morning before the fire started and points out broken piece of equipment on the to you we are. Pg e said the line was not deenergized. The utility said it doesnt know if that equipment sparked the fire. Pg e hope to have power restored by all customers recently affected at some point tonight. At one point thousands of customers over 17 different counties in california had no power. All will be restored today pending any damage found during inspections of their transmission and distribution lines. But if winds are expected, many of those same customers could be powerless yet again by tomorrow afternoon. Frank joining us now with that story. Officials say they are closely monitoring this offshore wind event over the weekend. Possibly the strongest in years. The times as you know could not be worse. The winds are set to take aim on Northern California sometime late saturday night into sunday morning. We are forecasting widespread wind gusts with this event 40 to 60 Miles Per Hour in general over most of the elevated terrain of Northern California with peak gusts at 70 to 80 Miles Per Hour. So that means the custs that lost power on wednesday may have their Service Restored today only to o potentially lose it tomorrow. Pg e said they are left with little choice. Given the conditions we have been seeing, high wind spued and low humidity and high fuel content, the power shut offs are a necessary tool for Public Safety. Reporter they began notifying customers. The Sheriffs Office said that the shut off will likely start saturday night until monday afternoon effecting 57,000 homes and businesses. 48,000 customers could potentially lose their pourer tomorrow. City officials in san jose say 27,000 customers in Santa Clara County could be effected. Number of Northern California cities are planning to activate their Emergency Operation centers over what could be a very difficult weekend. Lt weekend. Frank, thank you. Talk about the changing bay area weather. Critical fire weather all around us rosemary. Yes. Lets get to it for the weekend a red flag warning in place for saturday into sunday for very dry conditions and as you heard just a few moments ago, very windy. A look at the forecast expected late saturday lasting all the way into monday morning. Wind gusts could reach 45 Miles Per Hour. Some of the valley locations along the coastline into the mountains, take a look at the bigger concern, the north bay peaks could reach 75 and perhaps 80mile per hour gusts as we move to saturday night, early sunday time frame and lasting all the way into areas of monday. Heres a look at the future cast as the time stamp reads tomorrow morning, the winds are light. As we roll through saturday afternoon and into the evening hours, the wind begins in the Sacramento Valley first and in the overnight hours continues to develop and push our direction. Theres a look at sunday morning. The shades of yellow and oranges turning into purples at times indicating we would see kinds gusting faster than that at many spots. That is the late evening of saturday, lasting through sunday, early monday as fire danger is expected to increase once again. Outside our doors today, still very hot and very dry and for some it is the smoky as well. A heat advisory is in place for the coastline, our peninsula, and San Francisco. Smoke be the kincade fire is drifting south, more and more counties with to come by nation of warm temperatures and that can cause poor air quality event. They say because of the conditions people should prioritize keeping cool and hydrated. Normally when we have air quality issues, we tell people to stay indoors with their windows and doors closed. But that may not be an issue if heat is an issue in the home. So we recommend you seek out cooling centers or people that have filtered air such as libraries or movie theatres or malls. The San FranciscoHealth Department said the four things to remember are too stay cool, stay hydrated, stay connected and stay informed. The body of an infant found at a recycling facility at oakland rode. Allison rodriguez is with us live with the story. Allison. As you can see it is back to work for the employees here now but detectives were on scene for hours as he worked to figure this out. San jose police were called to the greenwaste facility this morning after an employee made the heart breaking discovery. Our crime scene investigators and Coroners Office are on scene and investigating the incident trying to determine the manner and cause of death. But at this point we have not determined if the baby was stillborn or newborn. Reporter still a lot of questions. We do know that homicide detectives and crime scene investigators all responded to the scene. This is a death investigation, but not a homicide just yet. As for greenwaste, they are a recycling facility. They sword through materials so how the body came to be here is still under question. We know that recycles and trcome from various cities so we are trying to determine how the baby ended up the greenwaste. The Coroners Office will determine an autopsy to determine the cause of death, gender and age. They say if you know someone who was pregnant and now is not pregnant or if you have any additional information, call them or to leave an anonymous tip by calling crimestoppers. Now police also want to remind everybody of the safe haven law, that means a parent or guardian can drop off a newborn within three days from the birth at a safe location, no questions asked. Those lobes typically hospitals or a fire station. They say this is an alternative if the parents just dont believe they can care for the newborns. Reporting live in san jose, allison rodriguez. A lot of firefighters have dug in there trying to protect this particular area. Again, active flame by this power plant. This fire just five percent contained. A critical 24 hours for firefighters but the next wind event will be sweeping through the bay area and can pick up blames and embers and start spot fires elsewhere. Of course a lot of other cities and counties across the bay area preparing for that wind event. We are awaiting governor newsome. He has been giving a tour of the damage that has been done by the kincade fire. As soon as he steps to up the microphones we will bring that News Conference live. All morning a team of reporters live on the ground tracking the kincade fire and fallout. Ally shows us some damage the fire s done and the local residents and businesses that are now picking up the pieces. Reporter we are in an area where the kincade fire already swept through near highway 128 and guiser road. There are still things like this power pole still smoldering. We were driving along the highway and behind us is guiser road. We pulled off on this driveway and met a man who identified himself as an assistant manager for the vineyard here. He said that the vines are fine but up the road the fire consumed three buildings including their caretakers house and water tank. You can see the path that the kincade fire took coming downhill. This is hillside that came down. Theres nothing but blackened tree trunks here. The fire went down downhill from here and continued on down towards highway 128 and it consumed 49 homes and structures. You see some of those homes burned also what appears to be barns and other outhouses along highway 128 and wed winery road. Within hours of the Fire Evacuation orders went into specific remain in effect for the town of guiser and about two thousand people in this area, many anxiously waiting to see if their homes were standing. Others learned that the fire consumed their homes. The vineyard assistanting in e we spoke to said he is trying to keep things in perspective. As long as everyone is okay, thats the best thing, everyone was okay, no death or nothing. People got evacuated and the police did a great job. Reporter right now in the area where we are, there is no sign of active fire. The fire already came through here but fire Officials Say that it is only five percent contained but bering on the other side of the mountain away from guiser and away from most of the homes. The other good news is no one has been reported injured or missing or no reports of looting. We have seen pretty visible Law Enforcement presence in front of alo of homes at many intersections in the evacuated area. Those orders are still in effect for about two thousand people near guiser. In Sonoma County. Back to a very busy rosemary. Youre right. We remain hot and dry to the wins are scheduled to return on saturday evening. Live look here from San Francisco across the bay, where we do have mostly blue sky. In and around the central and south bay a little bit more haze in and around the north bay today. We may see drift in the areas of San Francisco as well. Yesterday and the day before we when the northeast offshore flow and that strong wind was pushing the fire out towards the pacific ocean. That wind has let up. We are still with a northeast flow but it is very light in most areas for today. And so it is just allowing that Motor Vehicle to kind of hover and linger in and around our north bay locations and into areas perhaps nearing the central bay. Right now we do have air quality fairly moderate in and around the area. Ly show you that in a moment. Check in on the wind around the fire. Can you see kind of a variable wind. Easterlily breeze out at alexander valley. Very light thankfully but the northeast flow continues and will pick up as we get to did weekend. So for today the warm weather, dry weather will continue. In fact as i talked about at the top of the hour, an advisory in place for the coastline, peninsula and bayside communities today. Just be aware of the heat out there. You could experience heat exhaustion or stroke if you dont take care of yourself. Temperatures are going be warmest today and then we will cool down into the weekend. They actually peaked yesterday and cooler today in many spots. Air quality, i just checked in with the air quality district and we are looking actually fairly good. Air quality right now is moderate. It is fill five percent contained. We sent fox 6 over there and you see the smoke rise prosecuting the area. We have seen active orange flame as well. This, mike is a crucial time because winds are relatively light compare today the next 24 to 48 hours. We have seen fire retard president drops with argue drops, now is the time to make progress. Firefighters battling the kincade fire in Sonoma County have a small window of time to control the perimeter before winds return this weekend. The plan is to get aggressive today. We have the opportunity of about 24 hours to really put some good containment lines in before the next large wind event comes through. Reporter these fire conditions similar to what the bay area experienced in 2017. It is dry, humidities are down. This fire here, the kincade fire was eriely similar to 2017. Waking to up the glow the next morning. We have been here before. The community is seeing this more times. So your presence is very important. Reporter at a morning briefing, fridays an was organized. Get aggressive on containment. They gathered at the fairgrounds which was set up as a command post. We heard the message loud and clear. We have a job to do. Lets get out here and put the fire to bed safely. Reporter the calmer weather allowed crews to make strong progress overnight. The potion has slowed. Officials are concerned about embers. When the i understand withs pick up it is possible they can cross the line. Theres not much smoke right now. That doesnt mean it is under control by any means. The winds could pick up just a little bit in the afternoon but again that should be it. We are looking at winds increasing for sad saturday evening and into sunday. Thats when we do have a another red flag warning in place for the very dry offshore wind, winds are expected to peak in the north bay hills at about 75 maybe 80 Miles Per Hour. This is going to be the type of winds that of course cause damage once again. In and around the bay area going to be breezy as well. North bay as well adds coastline, winds could reach 40 to 45miles an hour. Do expect the winds to pick up again saturday night lasting through sunday night and into monday morning. By sunday morning we coexpect again the winds to be at their strongest. When i come back i will have a look at the model when it comes to the winds. Talking about a heat advisory for today. Theres this sense of exasperation that they have to go through this again. Now pg e believes that the peak of the next system is sunday into monday bringing the highest winds in recent memory. While their website reflects a large area affected they say they have not made a definitive decision on one yet. Some say they have no choice but to prepare. Some etchty shelf some empty shelves are there. Meanwhile residents are trying to pick up extra items. Several people we spoke to who did not have again raptors said they will not make that did not have generators said they will not make that mistake again. We are backed up through the ace warehouse. We cant get anything until the 31st. I called pg e this morning and filed a complaint but i dont really know what else to do. What else are we going orozco do . You got to be prepared. Trying to get a generator right now. Trying to figure out ways to not need pg e at this point. Im fine with it when it is necessary but last time it was unnecessary. People in the mountains say there was not much wind to speak of during the last planned shut off although it may be a different story this time as the forecast reflects. The report is said the old, young and people with lung conditions are more vulnerable to poor air quality. This could make its way to the south bay this weekend. That coupled with the power shut off, residents should prepare right now. When you breathe in smoke, it can air tate your airways, nose, eyes and those particular can go deep into your lung. The doctor avoid exercising outdoors and relying on air masks, they will not protect unless properly fitted. Pg e is investigating whether an equipment malfunction sparked a fast moving fire. It is call the tick fire. It started yesterday and being spanned by strong winds and burned 4300acres at this point and five percent contained. 50,000 people were evacuated from the homes and schools and colleges in the area are closed because of the fire danger as well as poor air quality. New at noon, zow who put up controversial billboards is planning to put up more adds. They were all removed this week because they said they were offensive to community standards. Zow claims they were removed illegally and said she has more billboards going up to explain the reality of San Francisco politics. The School District is responding after six protestors were arrested wednesday nigh. Video showing what happened as protestors clashed with police after jumping over and pushing through a barricade. The district said that the barricade was set up for safety because of similar protests that happened at previous meetings. What happened last night is troubling and not reflective of who we are. It is a misconception, come to the board meetings and cause us to stop the meeting and reloathe it. Police say that the six people arrested have been cited and released on charges of disturbing the peace and disrupting a school board meeting. Florida decided against panhandling. The board made that decision yesterday. Deborah allen asked to consider the ban because when they are being asked for money. Police officers say that they rarely take action because usually no law has been broken. The board could take up the issue next year. Bart is moving ahead to give rides access. I was just down in southern california, new fire is sparking in san diego. We are monitoring two fires in Los Angeles County and two fires here in Northern California. Though the muir fire seems to be substantially under control. The biggest concern is the kincade and while we are enjoying a moment of rest away from the wind events as a supervisor said we are expecting those winds to whip back up on saturday evening into sunday, potentially dissipating we hope on monday. And so the expectation of these now commonly learned to psps, the deenyerization is likely to occur at scale again into the weekend despite the fact that now we are down to about 6700 customers that are currently deenergized in the pg e territories. So this is multi facetted. We are a nation state. So we are conducting yourselves all across this state by allocating appropriate resources and as the supervisor said we never had more resources in this space than we do today. We will be bringing in 747 into area for exclusive use in the state of california. You will see that aircraft in the very near future, meaning in the next number of hours. We have got our dc tens up there and other suppression equipment in the air, those that dont see it in the air, just know this, there is a reason it is not. It is because of conditions that are not appropriate for those aircraft. Not only the issues of ask you investigation in the air related to wind conditions or literally claarty issues, converse and that layer where you need to get low and if you cant get low theres no point in bringing the rcrafts up but that does not demight have the work being done underneath. The hand crews and bulldozers out there and the lines being drawn in and around the fire to contain it. We have the best and the brightest in this business. That is not a governor saying that. I am not paid to say that. It is not because i think that. I know that. You have the experience and i have the experience here in the north bay. I have seen it firsthand. Some of the finest folks that exist in the business doing heroic work and they are preparing for saturday night, preparing for sunday and they are working with meteorologist and working did a that state of art and working with radar technology, new Satellite Technology and working our federal partners not just our local partners in concert to develop strategies and to map an anticipate the movement, not only of the kincade fire but the other fires, the tick fire in particular in Los Angeles County that obviously are posing most of the anxiety and concern. I dont want to go back but i do think it is important to remind folks of some of the preparation. It has been interesting the coverage given, understandably it was given to the new technologies rolling out on kalras. We cameras. We have substantially increased our resources from the bud yet last year and we hope to enhance that in future years for technology that allows Early Detection through th cameras. You saw the bet nefitsf that in the kincade fire to allow us early response times. Prepositioning, we put a historic amount of money to preposition assets. We were the beneficiary of that prepositioning here. As a consequence i think mitigated what may have been even more extreme event when again we continue to manage as we speak. And that is complimentary to the assets that include new black opp helicopters, 109 milliondollars in the budget for those. 7 of them we have procured that are being rolled into the fleet that will take some time to implement the inclusion of that entire fleet but those assets are now underway. Those investments have been made. Historic Vegetation Management investments. Proactive efforts to present the communities to the state through Forest Management and Vegetation Management techniques that required me to declare an emergency before an emergency and that work is being complimented by the National Guard. We took off a political operation on the border to mexico and brought substantial number of the National Guard to compliment our hand crews and our vegetative management work. By the way, thank you to the National Guard for the work they are doing. They continue to provide resources that are prepositioned as well. They will aid and abet our efforts. I want to thank the department of justice and their work that we consider price gouging. People are taking advantage of vulnerable communities. We want to make sure they are safe. People are being respectful and not panicking but they are not taking advantage of this situation. We are working California Chamber and working with our Business Agency we refer to as go business to make sure that people are aware that people are still open for business in this community. We want to continue to see commerce and tourism that is appropriate in certain areas. We are mapping that out and promoting the same. We are working double time to address the issue of health and safety. Our department of health and Human Services working with the counties, working with the cities to make sure that the most vulnerable are reached out to. Wellness visits, working with the hospitals to make sure people are taken care of. This remains a vexing issue and top priority for all of us. Accordingly we are working to provide resources for those that have Business Interruption and those individuals that have lost their homes. I just visited a number of structures that were destroyed, familiar site to all of us. Devastating site to those impacted lives literally torn a thunder. We wanted to make sure that they have quick access to cash and reimbursements. I want to compliment and thank the president of the United States, President Trump for his quick actions through fema on securingwhat we all which allows 75 of our costs to be reimbursed. We want to compliment their willingness to engage as quickly as they did. The consequence of that and to the two emergency declarations i have mentioned, we are moving expeditiously as we can. Final point and we will get to folks in uniform, the experts you came here to get updated on, the 16,000acre and that five percent containment on the kincade fire in particular. I want to compliment senator mcquire and woods for their leadership and steadfastness, for their demands of me and their colleagues to prepare for this wild fire season because they had enough as representatives of this community. They put we put 75 Million Dollars up in the budget to anticipate these blackouts. Today we are announcing thatwe are distributing those funds. 26milliondollars immediately those two representative supervisors are responsible will be base grants depending on population. Those that were impacted by blackouts will have Additional Resources and the ability to provide for more based upon need up to 26 miiondollars immediately. We are providing money as well to the big 13 cities, 500,000 base grants. Also travel lands we were just up the river rock by the way did a heroic job keeping their structure safe and keeping other structures safe. They have a million gallon well up there or at least i guess Storage Capacity which we were able to utilize and draw down. Reimbursements and millions of dollars for state agencies to address the needs in discretionary manner by the communities impacted by this disruption. That is a broad stroke overview. I want to again just thank the extraordinary heroism of the men and women that are out there on the front lines, i want to thank all the complimentary agencies for their hard rk. Thank the officials for their hard work. I want to say this. We should not have years and years of mismanagement, particularly with the pg e. That has on hardening their grid, under grounding their transmission lines. They simply did not do their job. It took us decades to get here but we will get out of this mess. We will hold them to an account that they have never been held in the past, we will do everything in our power to restructure pg e so it is a completely different entity when we get out of bankruptcy by june 30th of next year. We will hold them accountable for the Business Interruption and costs associated with these blackouts and we will do the same with the other two investor owned utilities in southern california. We have a new president of the puc. She was up and ready and having public hearings. Mark my work. It is a new day of accountability. A new day of transparency. But i cannot look any of you in the eye and address a decade of mismanagement. While i have been here nine months, unfortunately i have not been here nine years andly do my best to make sure that we are never again in this position. But i do want folks to know the kind of investments that are necessary will take a little bit of time but with all due respect not ten years. This is not the new normal. This cannot continue. The system simply cannot absorb it but nonetheless we have to recognize we are living in a new world. Particularly in a state like ours after a five year historic drought, after 15 of the 20 most destruckive fire seasons, just since 2000, because of climate change, yes, because the hots will getting hotter and the dries are drier which aid and abet the grass fires, because of the rains that went later into the season that are dried up, we have a unique sponge and the obligation to do more than any other jurisdiction anywhere in the United States and we will meet that moment but please derstand that moment cannot happen overnight but i recognize it cant happen too soon.
