Meteorologist Steve Paulsen is monitoring the conditions in the area. Reporter firefighters have been showing up throughout the morning. This is the command base, where they will have a briefing this morning before heading back out to the fire line. One thing we did learn is that one of the Evacuation Centers yesterday was full and now has space at the fieldsburg Community Center. The Sonoma County fairgrounds also a place that you can bring livestock. About 2,000 people remain under the mandatory evacuation orders. There are three main Evacuation Centers, the hillsburg Community Center, the Veterans Memorial building in santa rosa, and the fairgrounds where horses and livestock can be sheltered. Evacuees say they are nervous. So far 49 structures with have burned. Its nature, right . Reporter firefighters have been able to contain about 800 acres. As for those evacuated neighborhoods, the Sheriffs Office has put deputies in those neighborhoods to watch for any suspicious activity or potential looters. We want to give you a closer look at where the fire is right now along with the evacuation orders underway. This map from Sonoma County the bright red dot where the fire is actually burning. Then the brown area is where the evacuation orders are in effect, including all the areas east of highway 101 from north of hillsburg and north through geyserville. If youre looking for an evacuation center, you can go to the Sonoma County fairgrounds in santa rosa, or the santa rosa veterans building, and also the hillsberg Community Center as well. Pg e is acknowledging it had an outage on a high voltage line in the area of the kincaid fire, which may be connected to the fire itself. The problem happened about 9 20 p. M. On wednesday night near where the fire started minutes later. An employee spoke with cal fire at the site the morning before the fire started and pointed out a broken piece of equipment on the tower. The lines had not been deenergized and the utility says it doesnt know if that equipment sparked the kincaid fire. Its another spare the air day, and the smoke from the kincaid fire will spread all across the bay area. We have important advice if you see or smell smoke coming from that big fire. If you smell smoke, youre probably being impacted. If youre impacted, stay indoors with the windows and doors closed if you can. Basic lip basically use common sense. If you have breathing problems, stay indoors and avoid that unhealthy air. I know temperatures are one factor but steve, that cool air was a relief. The big news for the north bay area, its 20 to 30 degrees lower than yesterday. Other locations are mild to warm. We have a little bit of a break today, a north breeze here. 41 in santa rosa and 73 in berkeley. There was an easterly breeze for some but not for everyone. There are some areas where cooler conditions and higher humidity are helping. But the wind speeds are way down in the upper elevations. Other locations, humidity 42 or so. So thats good news for the firefighters. Easterly component here, still north northeast over marin county. Sal is here to talk about the east bay commute. Were a little better now than we were the first few days of the week. We have a backup at the toll plaza extending out through the maze. We have had a little bit of a calmer commute from the other day. As we look here at the commute on the freeways, you can tell the red on the map is not quite as severe as it has been. Looking all over the bay area, traffic is going to be a little slow. Look at these pictures and its clear, traffic moving well. So well keep you updated on whats going on. Right now the commute is doing well even in the valley. Back to the desk. We are following a developing story in san josi, where police are investigating the discovery of a body of an infant at a waste facility. Reporter this is just a devastating discovery, the body of a baby reportedly found at this facility here behind me. San josi police are still on the scene as they work to try and figure out more details surrounding what was found here. They are not confirming much at this point, but we are hearing the body was found overnight in the upper level of the recycling building and police have been here for hours now. Green Waste Services the south bay and this is a large facility where they sort through materials. At this point we dont know details surrounding how the body ended up here. But a reminder now of the safe haven laws, which allows the dropoff of newborns, no questions asked, at designated locations like hospitals and fire stations. Officers here on the scene say they plan to be here for hours as they sort through the details here. As of last night, 16,000 acres had burned and it was only 5 contained. 49 homes have been destroyed and 2,000 people in the area are still evacuated. No word on when they will be allowed back home. Cal fire has been working around the clock on the kincaid fire, 1300 personnel on the front line and many more on the way. The number of firefighters could reach 2,000 by later in the day. Deputies say the problems they are encountering is homeowners trying to return to their properties to see if the home survived. Once you leave an area, you will not be allowed back in. Were doing that for your safety and the safety of the firefighters and First Responders in the area. Deputies are keeping people from returning. Some were allowed to briefly return to their houses and retrieve essential items such as medicine. Some School Districts canceled classes for today go to ktvu. Com for a full list and a guide for People Living in the fire zone with information like Evacuation Centers, school closures, air quality and those areas affected by the pg e Public Safety power shutoff. Pg e expects to have power restored to all customers affected by the recent planned outage by sometime tonight. 179,000 pg e customers in 17 counties were without power at one point. Pg e says 100 100 of customers should have power back today. And the fire danger is expected to get worse this weekend, prompting pg e to say there may be another round of power shutoffs. Look at this map. The shaded areas on the map show where the outages are possible. You can see most of the bay area is included. Parts of marin, alameda, contra costa and san mateo counties are included. And the weekend weather could bring the strongest winds and most dangerous weather conditions of the year. Officials say they are closely monitoring the winds, expected to hit Northern California tomorrow night with gusts between 40 and 60 miles an hour, and 70 to 80 miles an hour in isolated areas. If a shutoff happens, it would be the third Public Safety power shutoff this month. The frequency is is annoying. As fire danger remains high, firefighters throughout Northern California will be staffing up in case more fires break out. The bart service is being sued over allowing electric bikes on trails in the Tahoe National forest. Recreation groups claim the Forest Service changed the rules to allow ebikes on nonmotorized trails without first getting public input about it. The Golden Gate National Recreation Area is considering a similar plan but its letting the public make comments on it until the end of the month. New rules will affect dog walking in park land across San Francisco, san mateo and ocean beach. The rules also expand officials to have the power to cite and fine dog owners, even impound their pets. They claim the changes didnt require a Public Comment process but hundreds of dog owners have sent in comments anyway against the rules. The Oakland Unified School district is responding after six protesters were arrested at a School Board Meeting wednesday night. Protesters jumped over and pushed through a barricade set up for safety because of similar protests in recent meeting. Parents are protesting planned closures and mergers of schools scheduled for next year. What happened last night is troubling and is not reflective of who we are as a community. They continue to violate the law, cause us to have to stop the meeting and relocate it. Police say the six people who were arrested were cited and released on charges of disturbing the peace and disrupting a School Board Meeting. Sal, is everybody behaving on the roads . We have a couple problems popping up here, southbound 101 a new crash after the Robin Williams tunnel. This is a wide shot of whats going on here, southbound 101. You can tell coming out of the tunnel, all that slow traffic, then when you get to the bridge its clear. So theres something going on right there at the tunnel, reported as an injury crash. If youre driving in southern marin, youll see slow traffic coming down south as you get to the tunnel. Northbound 280 near ocean, they are clearing an accident there. If you can get on the freeway after ocean, thats better for you. East bay, slow on highway 4 but the rest of the freeways look good. 880 a little slow through union city. The direction is northeast or north, equaling warm temps. Im having a hard time buying into some of these but every projection shows temperatures near this. 85 in the city for today, and its been a warm stretch since this time last week. The high in San Francisco has been going up, and looks like a quiet day today for the most part compared to yesterday. Then the next system drops and well see it pick up again late saturday or early sunday as the system dies into nevada. This is a stronger wind event. We had gusts of 70 miles an hour yesterday and thats a possibility again as we head to sunday morning. I think the wind at the valley floor will be stronger than the last event. We are expecting 45 in the east bay hills. 80s and 90s on the temps today, cooling off tomorrow. Then overnight into sunday, high fire danger and temperature in fact 70s and 80s. We just heard from cal fire the fire grew overnight, and we have new numbers to put with that information. Its grown to at least 21900 acres, more than doubled in size from this time yesterday. The fire is still 5 contained and the number of buildings destroyed stands at 49. That includes homes and cabins and other outbuildings, and we are working to learn how many and what kind of buildings have been damaged, as many are evacuated from their Sonoma County homes and worried about their houses. Cal fire Officials Say the kincade fire is now 21,900 acres in size. Again, its more than double what it was this time yesterday, containment at 5 . Police are investigating a suspected serial shoplifter. Video shows a woman entering the kohls store on wednesday, grabbing clothing and putting it over her arm. Police are observing the woman and take her down within just seconds. Two detectives have been staking out the store following recent thefts. This arrest was good Old Fashioned police work, hard working detectives looking at patterns of thefts. Investigators believe is woman is also responsible for a string of similar robberies in the east bay. New reports suggest the Justice Departments investigation into the russia investigation has turned into a criminal probe. The investigation into the origin of special counsel Robert Muellers probe into russian interference in the 2016 election as President Trump is already facing scrutiny about a potential abuse of power. Members of congress are holding closeddoor hearings that republicans want to be made public. Theres a right way to do it and a wrong way to do it, and this is a dangerous way to do it. Chuck schumer is proposing a plan to swap gas powered cars with electric ones, giving car buyers thousands of dollars for trading in gas cars for American Made electric or hybrid cars. The senator didnt say how the plan would be financed. The Trump Administration called for eliminating federal credits for electric cars. We are along red winery road near geyserville, and this is part of the area where the fire swept through yesterday. Now the sun is up with the clouds and haze still in the area, you can see where this went through, all thats left a burned up car in the driveway and some appliances here. No one has been reported missing or injured because of this fire which started at 9 30 p. M. On wednesday, and there are signs of life here. We have seen a house cat come through the debris of this home, and appeared to be just fine, possibly looking for food, maybe returning to its home. It will be a while before people can come home. The evacuation orders are still in effect for this area for about 2,000 People Living near geyserville, and the kincade fire started in this area around 9 30 p. M. On wednesday. Within hours, people in the area were forced to flee their homes. 49 structured have been destroyed within hours of the fire starting. I was thinking well come back like last time. I didnt think it was going to come down the hill. Reporter some people are still waiting to find out if their homes are standing and others sadly have confirmed their homes did not survive the fire. Evacuation orders are still in effect for about 2,000 people in the area. Right now along red winery road and the neighborhood west of the mountains, the fire already came through. The latest information we have is that the fire is still active on the other side of the ridge just east of us here. Thats where the fire is still going on, the kincade fire not over yet. We heard earlier there was just 5 containment of this fire and its now almost 22,000 acres. Allie rasmus, ktvu news. 1300 firefighters are battling the kincade fire and more are on the way to help out. By later today there could be 2,000 firefighters helping fight the flames through the weekend. Even if they are able to contain the fire, strong winds could make it flare up again. Pg e says they had a high voltage outage point about 9 20 p. M. Wednesday night on a transmission tower near where the fire started just minutes later. We didnt see the wind speeds in the forecast we would typically see for a transmission outage. Pg e says the tower has been inspected four times in the last two years. It appears to be in excellent condition, recently inspected. Well wait for the results of the investigation to learn more about that. The utility says cal fire taped off the base of the transmission tower pending an investigation. Pg e says they dont know if their equipment sparked the fire. You should wear the right kind of mask inareas with bad air quality. The m95 mask is designed to keep you from breathing in particulates in the air. Surgical masks are not the same. Lets bring in steve because yesterday seemed like we had a number of fires popping up. They will get a break today and about half tomorrow, then the winds will pick up again. Some smoke will begin drifting southward, and then out towards the pacific. Thats changing because theres not as much of a breeze. Some of that smoke will work its way southward and will start to go north to south. Some of that will begin to work its way in. Temperatures are cooler to the north, low to mid40s, down 25 to 30 degrees compared to yesterday at this time. The wind is northerly but nothing compared to yesterday. 4 miles an hour there at ridge branch, but 15 . Other locations, 56 humidity. In the hills, the winds are northerly but the humidity is in the teens and the winds have come way down today. 74 humidity in santa rosa, yesterday in the teens as well. There are some areas around the bay that are very mild, berkeley and oakland not as warm. San francisco is down 4 compared to yesterday, but we have that easterly component in marin county. Well have 80s and 90s for most again, a cooler start to tomorrow. Sal . We start in marin county. If youre driving to San Francisco, Pay Attention here. Southbound 101. They just cleared a crash near the Robin Williams tunnel. I could tell because it was slow for a while and now things are better coming out of the tunnel, still slow getting down south. If youre driving in southern marin, the traffic is slow. It could have been worse. I want to switch the focus here, the backup growing very long here. Avoid 280 for now if you can and get over to this part of the city that youre going to without using the freeway. East bay commute, highway 4 is slow, and so is 880. These slowdowns are always there. Its better in the rest of the east bay commute, and the san mateo bridge is moderately heavy. A man who ran a red light in antioch and killed two young sisters has been convicted of murder. Everything will be quiet today and half of saturday. Then the next system is going over land without a lot of moisture. Overnight crews made some strong progress on the perimeter. Cal fire planned an aggressive air attack today, crucial to get the fire urged control before the weekend. We dont want anything to come over the line when this wind event comes through saturday and sunday. We want this extinguished as quickly as possible and get resources back into the system in case of another fire this weekend. Reporter there is potential for other fires this weekend with the expected heat and wind. Officials say they are spreading out resources and are preparing for additional fires elsewhere. Right now their focus is on the kincade fire and need to get as much work done as possible within the next 24 hours. Elissa harrington, ktvu fox 2 news. We have a closer look at where exactly that fire is at this moment along with the evacuation orders underway. This is Sonoma County, showing the impacted area. The bright red dots show where the kincade fire is burning. The brown area is where the evacuation orders are in effect, including all the areas east of highway 101. If youre looking for an evacuation center, head to the Sonoma County fairgrounds in santa rosa or the santa rosa Veterans Memorial building on maple avenue. The hillsberg Community Center is also being used. Pg e is acknowledging it had an outage near the fire, which may be connected to the kincade fire itself. It happened about 9 20 p. M. On wednesday on a tower near where the fire started just minutes later. The utility says an employee spoke with cal fire at the site the morning of the fire and pointed out a broken piece of equipment on the tower. Pg e says the tower had not been deenergized and they dont know if that equipment sparked the kincade fire. Today is another spare the air day, unhealthy air. The smoke is expected to drift across much of the area. If you see or smell smoke or fire . If you smell smoke, youre probably being impacted. If youre impacted, stay indoors with the windows and doors closed if you can if you already have breathing problems, take extra precautions to avoid that unhealthy air. In livermore the air is bad. And itlooks like a lot of smoke is drifting south. Temperatures are amazingly cooler, and the difference is off the chart here. Santa rosa, 20 degrees cooler than it was yesterday, fairfield minus 26. San josi is only 2 degrees cooler but concord is minus 14. Theres barely any breeze in santa rosa and napa, and its tailed off in the Higher Elevations. Still slightly northnorthwest but look at the northwest breeze, 16 humidity. Santa rosa, 62, and 46 degrees lake port, berkeley 71. There are cool and mild readings. Northeast of 21, i really didnt want to go this high, but everything is pointed in this direction. We have some commutes lighter than usual. The bay bridge, theres about 15 to 20 minutes delay, which is not unusual. After that it looks all right. 880 is slowing down into downtown oakland. If you look at the map, you can see the slow traffic just slightly better than it was earlier in the week. Traffic is slow approaching the maze. Look at the south bay commute, its slightly better driving up to the west valley. Back to the desk. In san josi, police are investigating reports that someone discovered the body of an infant at a greenway f facility. Reporter this devastating discovery happened at assist facility behind me and san josi Police Confirmed the body of an infant was indeed found overnihere. We still have police on the scene. At one point hocide detectives, crime scene investigators and the Coroners Office were all here investigating. Police arrived at the green waste facility around 3 30 a. M. After a call of a body found. When they arrived, they did find the body of an infant on a Conveyor Belt inside this building. Police were here for hours investigating the discovery. They are not exactly sure how this could have happened here. We reached out to the business about the discovery as well. As far as the details on this one, its heartbreaking. We dont know if it was a bo orgirl, those details not ing released. An autopsy will be performed. The police are asking the community to step in here. While acreage has increased, containment is still at 5 . 49 buildings have been destroyed and 2,000 people are under evacuation orders. No word on when they will be allowed back home. Cal fireplace has crews working around the clock on the kincade fire. 1300 personnel are on the front lines and many more are on the way. The Sheriffs Department is encountering homeowners forced to evacuate, some trying to return to their homes to see if their houses survived. Once you leave an area, you will not be allowed back in. We are doing that for your safety and the safety of the firefighters and First Responders in the area. Deputies are stationed in evacuated neighborhoods and some were allowed to return home to retrieve essential items like medicine. This fire is 5 contained and hundreds more homes are threatened. So far no injuries have been reported. Lets get back to sal with a look at the friday commute. We have a look at 280 in downtown san josi. Its better than it was yesterday. This friday we are getting a bit of a break. Highway 101 is okay. Its crowded on the way up to the west valley and you can see here on the maps that some of this is red, but its better than it was. Peninsula traffic is slow in san mateo and belmont. Northbound 280 is getting a little better. San mateo bridge is moderately heavy, and we have traffic at the bay bridge toll plaza 10 to 15 minutes. Just a little better than it was yesterday on the commute. What about the weather today . We have noticeably cooler temps but this is pushing some of the smoke southward. So steve can confirm smoke over the bay. What time can we expect the winds to peak . Now to 2 00 a. M. Sunday morning. Right now thats how it looks. After that it will taper off and spread southward. Theres a high wind watch out. The good news for today, its noticeably cooler. We have several double digits compared to yesterday at this time. The wind speeds are not as strong. In the Higher Elevations, the wind speeds have come way down. In the valley, 68 to 74 humidity, so that helps. A little belter today and tomorrow but by saturday night everything will change again. Look at the 40s to almost 70. The east bay hills, still a north northeast breeze. I didnt see much there. 80s and 90s again on the temps. Today and tomorrow are okay. Tomorrow night watch as the system digs in, and temperatures will be cooler but the wind speeds may be stronger. High wind watch is out with a strong wind event early sunday morning. Some of these gusts are projected very high, a strong wind event early sunday morning. Well get a break today for the firefighters. Saturday will be noticeably cooler before the wind cranks up again. Wednesday and evacuation orders were put in effect, still in effect for those in geyserville and the surrounding s. Many are waiting to learn if their homes are still standing, some others sadly learning the fire destroyed their home yesterday. I dont have nothing. Not one single thing. I wanted to go back in and get my dads wedding ring, and they wouldnt let me go back in. Now the house is gone. Reporter that lady, sadly her home was on red winery road and did not confirmation that her home was consumed by the fire. The area where we are near highway 128, no sign of active fire. Several Law Enforcement officers have told us the fire is still active and evacuation orders are still in effect. Its burning mostly we are told on the other side of the mountain in an eastward direction away from homes. The other good news this morning, no one was injured and no one is reported missing from this fire. Now that were more than 24 hours after the start of the fire, some people have been able to come back and talk their way through the closures here, like the manager of the silver oaks winery, who we spoke to here. They say the vineyards were fine because they doused them with water and provided a fire break, but up the driveway, several of their buildings including the caretakers home were consumed by the fire here. Its not that strong but you can see the nds e north, and youre seeing the northerly instead of easterly breeze, sending the smoke southward. The big noticeable change here is the amazingly cooler temperatures. We are seeing temperatures anywhere from 25 to 30 degrees for some. I mean, santa rosa is down 20 compared to this time yesterday. Firefighters will get a break in the temps for about 36 hours. Theres a little north wind in fairfield as well. Its calm in santa rosa, not much of a breeze. Its still north or northwest there, though. The humidity has gone up. 58 to 74 at the valley floor, so a lot better there. It wont last unfortunately. But the cooler temps are in place. Again, im just showing you what i had access to. Theres a northerly breeze coming down from the hills and bringing smoke into marin county. Another day of very warm temps. We really didnt want to go this warm but everything is pointed in that direction. San francisco 85, okay today and tomorrow before another system is coming in late saturday night and sunday. That will set the stage for another wind event. It wont be as warm but i expect the winds to really crank up and get strong gusts. Of course high fire danger will be back again late saturday and early sunday. Sal . Right now we have a commute thats improving. Now that were well into the 8 00 hour, we see improvement at 280 and 101 in san josi. Things are improving i think because its friday and some have time off. We have some slow traffic but nowhere near what we had the first four days of the week. Peninsula traffic is also all right. Pg e expects to have power restored to all customers affected by the recently planned power outage. At one point 117,000 customers were in the dark and the Utility Company says all customers should have power restored sometime today pending any damage found during inspections of the distribution and transmission lines. Stronger where i understand are predicted for this weekend and more power shutoffs are expected. Frank . Pg e Officials Say they are closely monitoring the strongest offshore wind event this season, which steve touched on moments ago. The timing could not be worse, winds taking aim at california late saturday night. We are forecasts widespread winds 40 to 60 miles an hour over most of the elevated terrain of Northern California, with peak gusts in isolated locations 70 to 80 miles per hour. That means those customers that lost power on wednesday could have Service Restored only to potentially lose it again tomorrow. Pg e says they have little choice. Given the conditions we have been seeing, high winds, low humidity, these power shutoffs are a necessary tool for Public Safety. Lets get right to it here, huge decrease in the wind speeds, and temperatures are much cooler for most. Some of that smoke is beginning to make a move here as we get the northerly breeze instead of the eastnortheast yesterday. Some of that is making the move and even up in Sonoma County, 64 with some smoke in the sky. Theres a slight northerly breeze coming down and this sends smoke north to south. Look for an increase towards marin county, maybe over the bay, then towards contra costa. Some of the smoke in marin, towards livermore, theres a couple sources here. Temperatures are 20 to 26 degrees cooler than it was yesterday, so that will help the firefighters there. Hardly any breeze at all, wind speeds way down. Closer to the valley floor, 58 humidity or better, which is much better than yesterday. There are positive signs but it will only last about 36 hours. 40s, 50s on the temps here, and Half Moon Bay 68 degrees. Theres still a north northeast breeze in marin county and east bay hills, translating into above average temperatures again. I was hardpressed to find that but i tend to believe this projection. We get a break today, most of saturday. Then the next system, the temps wont be as warm. Wind speeds look to be stronger. High wind watch is posted, and this appears to be a stronger wind event, mainly confined to Sonoma County and parts of marin county.
