Instead of using an area code it sends a message to all mobile devices connected to a cell phone tower within San Francisco. On thursday there was a glitch. Delete the message. Officials say the wheel investigate what happened. We will get a report. Were going to take those Lessons Learned and improved the protocol. Reporter this is one of many improvements since 1989. This week we are putting the spotlight on the homeless crisis in the bay area. Tonight we follow the hundreds of millions of dollars spent every year to try to fix the problem. It has some people wondering where is the money going. He examined the three biggest bay area cities. Reporter this can be really hard to put your head around. You have to think about all that money and everything we see every day. You might just think like i did. The total amount of money being spent on homelessness. Divided by each and every person living on the street. If you did that you would find taxpayers are spending thousands on each person every year. And oakland will be close to 6000 per year. In San Francisco it is more than 35,000 per year. That is per person. We found that is all flawed thinking. Here is why. Programs and outreach and all adds up. Ask those in the street. We need help. Reporter they will tell you there is a feeling of failure. To see other people suffering. Reporter and 2019 oakland had more than 4000 homeless people. San jose more than 6000. San francisco more than 8000. The numbers are growing and so are the budget to battle the problem. 14 million spent in san jose. Nearly 24 million in oakland. Almost 285 million in San Francisco. Homelessness is going to go up. You can throw a lot of money on it. You are still going to have those same problems. Reporter studied San Franciscos homeless problem for years. Now he works for an ohio company analyzing public policy. If the spending wasnt happening the problem could be much worse. Reporter we dug into the numbers. We found a large chunk of homeless spending doesnt actually go to the people you see every day. Living on the streets. First there is administrative costs. Then there are other programs rental subsidies. And new developments aimed at preventing people on the edge from becoming homeless. Homelessness is a function of the housing market. That is really where cities might not be making the best decisions. Reporter he said study show having a house first approach to be most effective in reducing homelessness. Study show Salt Lake City utah was able to reduce its Homeless Population by 90 . We found 11 of oaklands Homelessness Program spending goes to housing and support of services. San francisco 56 . In san jose 62 . For those on the street they dont think that adds up to helping them. Do the math. What is going to happen . When you put money into Affordable Housing. He put money into housing subsidies. Those need to be part of the picture. As far as getting help to the people that are in trouble right now. It is not really going to be as effective as going straight to getting people housing. Getting people connected with services. Money is still spent on what we see getting bigger every day. From shelters and Community Cabins to health and hygiene stations. The boots on the ground providing food clothing and other services. In san jose it is more than 2 million a year. In oakland it is about 20 million. In San Francisco 104 million. That means fa administered of cost housing efforts and other programs the city of San Francisco is actually spending just 36 a day for every homeless person. 13 a day for someone in oakland. Just a dollar a day for person in san jose. The money is not going being directed to the people that deserve it. Reporter if all of the money was being spent on the visible homeless the three biggest bay area cities that house one third one half or all of its Homeless Population. But studies and analysts argue it is not a longterm solution and a waste of taxpayers money. One interesting thing we found the studies point to homelessness as a symptom of other problems. Mainly housing. Addiction. Mental health and disabilities. It is forcing cities to prioritize a plan of action that everyone would agree is costly and very complicated. One of the things that stuck out to me was saying Salt Lake City has reduced their Homeless Population by 90 . What did they do . The came up with a plan to build more housing immediately. Loosen restrictions to make that housing happened. I have noticed some of that money is dried up in Salt Lake City. There has been a resurgence in some of their homelessness. The point is Housing First approach according to many is very effective. Weeklong series on the bay area homeless crisis continues. Tomorrow housing the homeless. Look at the efforts to get people off the streets and back onto their feet. And why some plans are more popular than others. Lets talk about your weather tonight. It has been cool and breezy.
