That is why they have backed it up for a little bit. Clearly they are trying to gather more information. You have to understand what is going on here is very slow and pains taking and will pretty dangerous. As a result what you have to do is go slowly carefully so yothat could cost them on an injury or their life. Having said all of that, here is how todays events went and the numbers behind them. Federal atf investigators are unseen along with county, fire and leather other agencies. The plant is shut down until osha determines it is no longer hazardous. A quarter million gallons of flammable ethanol was consumed, the equivalent of 28 big rig gasoline tanker trucks. So far firefighters have used one and a half million gallons of Firefighting Foam and water mixture to suppress the fire. The usually dry containment areas that surround the tanks to prevent toxic runoff are currently holding a lot of materials from the tanks as well as the water and Firefighting Foam. The team is in their making a determination of what the makeup of that material is. We believe there is no longer risk of fire. Out of the abundance of caution we are keeping foam blanket on both of those containment pods to mitigate any rest of any further ignition. The tanks are being vented into the office here to vent off pressure for safety reasons. The tank antileaking valves were damaged in the fire. System has been compromised because of the fire. They are venting those to relieve pressure and eliminate any risk of any Fire Associated with those tanks rip reporter cal osha has been unseen since yesterday, a facility not as regulated as closely as refineries. Cal osha does have jurisdiction. Because this does impact worker safety, cal osha is looking into exactly what porter new star energy has won praise from cal osha for their voluntary Protection Program and the company has been fully cooperative. Nonetheless an investigation of operations, training and Record Keeping is underway which might result in fines and sanctions. It is too soon to tell. We dont know exactly what caused the rupture and the fire. Reporter in tracking the historical records. Over the last 20 years Contra Costa County has suffered 54 of what it calls major refinery or Chemical Plant accidents. 54 of those in 20 years. That is five every two years. This is a very major problem out here. This doesnt make things any easier. The industries can probably act more regulations and from that number it appears they deserve it. Im sure the north bay probably go through this much fuel in a few hours. I wouldnt worry about the prices of fuel. However one of the things that we do know is when you get richter standards on factories like this that can impact over the long haul fuel supply but that would simply be melded into the general makeup making fuel. Now the owners say the restaurant has taken a financial hit due to pg es decision to cut power for three days to prevent ldres caused by power lines. It is hard to take on that law. Pg e has said it wouldnt pay for business losses so the restaurant turned to its Insurance Company. The Insurance Company responded saying it wouldnt pay either. The Insurance Information institute, a trade organization paid for the Insurance Companies said power fees dont cover planned blackouts. Insurance is usually for accidental losses in wildfires, earthquakes, any kind of law like that. A planned power outage is not an accidental loss. Reporter the organization should just businesses look into buying generators which can be a tax write off. It is a minimum of 50,000 to buy a generator and get it installed by professionals. Reporter the governor is suggesting that pg e credit residential customers 100 and businesses 250. Few communities understand the devastation wildfires can bring more than santa rosa. But the owners say unlike two years ago when winds exceeded 50 miles an hour there was little wind there last week. I am i cant reporter these are positive affirmations in dorothys Afterschool Program but for her they are words to live by. She has lived the dream and face the dark. It was a nightmare. Reporter she is talking about 2013 when she was engaged with a newborn baby and the toddler. Then her fiance lost his job. In november he was called into the office and he was let go. Reporter the family couldnt make rent and by december they were homeless. I think i was having denial like oh my god, im homeless. This is the worst time to be homeless. Reporter desperate to keep her family off the street they turned to a family shelter in hayward. They found her family a place at banyan house in a transitional housing program. I was able to come in by chance. A blessing and we were able to come in at the end of december. Prior to christmas. Reporter shelter was the first step but climbing back would take more. I had a breakdown. Reporter the emotional weight of what she faced she said was almost too much to bear. But that low point was also a turning point. After the breakdown i looked at it from a different perspective. It is not about sympathy for myself for saying why me, it is about me being strong. You have this opportunity and you were given a place with the roof, utilize this time. Be as productive as you can and as efficient as you can and make sure you dont come back here. Reporter they found jobs and with the help of subsidy programs eventually a home. And her determination group. So even when her daycar even en never be homeless again. Ar of the rent. Reporter last year she found hayward collegiate, a brandnew charter school. She is so special. She and i met because we were looking for more founding parents and she wanted to be involved. She wanted her daughter to come to our school. Reporter the founder started as we asked her if she wanted to expand. And she hopes her story inspires others who are struggling to find the will to change their lives, too. If they can find a little bit of will and light, they can find their path.
