Toxic, black smoke, forcing people to remain in their homes. Ktvus tom vacar was out there yesterday, he was there again this afternoon. Investigators got a search warrant for nustar, is that unusual or Standard Operating Procedure . Reporter its pretty much Standard Operating Procedure, but they do say they want to get to the bottom of it. You will see some fire trucks down between the tanks, and then the foreground, youre going to see a dry ground underneath these tanks, closest to us. But then, if you look behind, youll see a white lake on the tanks that are farthest from us. You can also see, where theyve been scorched a bit by the heat. Thats how much foam that they have actually put down on this. But as you said, the Contra Costa County fire Agency Issued a warrant on nustar agency f investigators are on the scene along with cal osha, county, fire, and other local agencies. The plant is essentially shut down until such time osha determines its no longer hazardous. A quarter million gallons of flammable ethanol materials were consumed. The equivalent of 28 big rig gasoline tanker trucks. So far, firefighters have used 1. 5 million gallons of Fire Fighting foam and water mixture to suppress the fire. The usual dry containment areas that surround the tanks are currently holding a lot of materials from the tanks, as well as the water and Fire Fighting foam. The team is in there, making a determination of what the makeup of that material is. We believe theres no longer any risk of fire, but out of an abundance of caution, were keeping those foam blankets on both of those containment ponds to mitt guyed any risk of further ignition. Reporter the tanks that sit next to the burned ones are being let off in the atmosphere. That system has been compromised because of the fire, so theyre venting those individual tanks to relieve pressure, and eliminate any risk whatsoever of any Fire Associated with those tanks. Reporter cal osha has been on scene since yesterday. A facility not as regulatedded as closely as refineries. Nonetheless, cal osha does have jurisdiction. Because this does impact worker safety, cal osha is looking into exactly what occurred. Reporter nustar has one praise from cal osha for its status. And all Companies Say the company has been fully cooperative. Nonetheless, a full investigation is underway which might result in fines and sanctions. At this point, its really too soon to tell. We dont know exactly what caused the rupture, and the fire. Reporter if this sounds all too common, get this. In checking Historical Records over the last 20 years, Contra Costa County alone has suffered 54, 54 of what it calls major refinery, or Chemical Plant accidents. 54 in just 20 years. Thats the situation right now. Well be back at 5 00, at which time, we hope to have another News Conference on the latest on whats going on. Tom vacar. Could that have any impact on gas prices in the bay area . Reporter very unlikely, because there isnt really enough stuff going on here. Its not like a refinery thats turning this stuff out. The chevron refinery is responsible for one in every eight gallons of gasoline in california. This is a very small place, but when you store very critical components for gasoline, to jet fuel, and everything else. This wont really have an impact. The refinery is a completely different situation, but this is important, because it helps keep these refineries going with the products that they need. Tom, they sprayed so much foam out there, are there any Environmental Concerns about that foam . And how do they clean that up . Reporter well almost all of the foam out there is essentially water. Its like 3 of it is the actual foam chemical, which is pretty docile, and the rest of it is water. What they will do is once they make sure that they know how much of the her stuff that got there, they will pump it out into trucks and take it to a waste site. Theyre still assessing that, but very soon, theyll start cleaning that out. They want to see what else they can find in terms of the structures that are there. One other thing, just to look over here again. If you look over at these two beyond the white stuff, beyond the foam, look at those tanks. W you can see that one is brownish on the right, andone is kind of blackish on the left. Thats from heat. That was the thing they wanted avoimore than anything else, is making sure that they could keep those cool enough, so that heat did not penetrate, and cause some other greater problem. We gnaw know one of the things it did hurt was the venting process on these tanks. Fortunately, theyve got a way around that. They can release it into the atmosphere, it dissipates very quickly. Because its ethanol, it probably doesnt have much of an impact on the environment at all. Thats the situation here right now. All right, tom vacar there at the scene for us in crockett. Thank you. With the evacuations, the focus shifted to emergency crews, and their efforts to inform people of the situation. Ktvus Alyssa Harrington tells us, the protocols that are in place seem to keep everyone informed. Reporter sirens blare from the Nustar Energy facility. He says they test sirens once a week, but this time it was clear, this was not drill. The power went out, and then the sirens were going off letting us know that the fire and the fumes are going up. Reporter the sirens mean shelter in place. Carolyn sanford lives two doors down. She heard, and felt the explosions. It was loud, and the house just shook and rattled. Reporter sanford gathered prescriptions, and oxygen for her husband. Eventually, emergency officials arrived to evacuate the entire street. The sheriffs came in, knocking on all the doors, they did a pretty good job, and got everybody out. Reporter numerous agencies come together to alert the public to an emergency like this. They worked with fire officials, and the Sheriffs Office to Contact People in crockett, rodeo, and other nearby towns. They include telephone calls. They include cell phones that have been registered on their system. It includes twitter updates, and facebook updates. Social media. They also include the weather radios and stations. Reporter officials ordered sirens to continue blaring every 30 minutes. Sawyer said the emergency alerts were effective. But becky felt left in the dark. They werent really asked where they would like to go, if they had a Family Member that lived close by, they were taken to the dead fish restaurant in crockett. That was rather upsetting, because the roads were closed. We had no access to get to them. Reporter the bay area air Quality Management district will test an air sample to learn more about what toxins were in the air. The plume dispursed overnight, it mostly went up straight up into the air, but that doesnt mean people who are living directly in the surrounding community cant be impacted. Were also expecting News Conference in about an hour at 5 00 or so, if if or when that happens, we will carry it live. We have an update now from pg and e, following last weeks planned power shutoff. The utility says the vast majority of customers had their power restored. They also shared contacts with power lines can. Inspectors found over 100 instances of damage, including in napa, santa clara, and santa cruz counties. They say any of those could have potentially sparked a fire, if the lines had been live. Today from sky fox, we saw a pg and e helicopter over mill valley, possibly conducting inspections. On monday, the state puc hit them with sanctions for how it handled the outages. It ordered pg and e to have a review and provide a response by tomorrow. A nice, but a cool day at least in San Francisco this morning. Yeah, definitely cooling things off, heather. In fact, that trend will continue as we head into ursday the change today, you could also see a few high clouds back in the picture. Those could eventually produce a few sprinkles or showers over the next 12 hours. We are tracking this weakening front moving into Northern California, which is typical. The bulk of the rainfall is up in Northern California, right around eureka. By tonight, this ends at midnight. You can see maybe a few hundredths of an inch, approaching parts of the north bay. The rain likely up to our north, a chance of some showers approaching the bay area. I dont have high hopes for this system producing significant rainfall. As far as timing, it would be up in the north bay, were thinking after 8 00, or 9 00. Overnight, the central portions of the bay, this would be until about maybe 4 or 5 00 a. M. Tomorrow morning. Democratic leaders accused the president of insulting Speaker Pelosi. I have served with six president s. I have been in many, many, many meetings like this. Never have i seen a president treat so disrespectfully a coequal branch of the government of the United States. Now in turn, House Republican leader Kevin Mccarthy of california accused Speaker Pelosi of unbecoming behavior. The white house called the president measured, factual, and decisive, during that meeting this afternoon. Vice president mike pence and secretary of state mike pompeo and other u. S. Officials are now on their way to turkey in an effort to try to broker a ceasefire in syria. Turkey says it will continue fighting kurdish groups it considers to be terrorists. Forces. Why are we protecting syrias land . Assad is not a friend to us. Why are we protecting their land . And a relationship with the kurds, who by the way are no angels, okay . Theyre a member of nato, we have important security interests connected to turkey. Our goal isnt to break the relationship. It is to deny turkey the capacity to continue to engage in this behavior. Not unless the United States is willing to restrict sanctions against turkey, similar to what a number of other nato allies have said basically saying you get out of syria, and were going to cut arms assistance. Do you think that is a route that the u. S. Will ta . It doesnt appear to be. President trump did announce some kind of sanctions, such as tariffs on steel imports, but exports from syria is barely one half of one percent of their total exports. I dont think its going to mean that much. It really does seem to be too little, too late. President trump today, continuing to dismiss criticism of the u. S. Withdraw. In our previous story, you heard him say that the kurds are no angels. What do you make of the president s comments . I think i have made this case myself, that u. S. Troops should get out of syria, but it should be in a coordinated way. A strategic way, one in which our allies on the ground are consulted, where there are guarantees that syrias border would be honored. Not to mention, meeting with leading military officials and intelligence officials, and diplomats. From all accounts, this was a rather spontaneous decision by President Trump, following a phone call with the turkish strongman, erdogan. This is whats created this difficult situation. Again, there are plenty of concerns that one could raise. But in general, let me say this, though the kurdish, the ypg and the Syrian Democratic forces that the u. S. Has been supporting, they have been guilty of certain human rights abuses here and there. Compared to most of those armed groups at that part of the world, they actually are quite moderate, and indeed have established one of the few democratic enclaves in that part of the world, but theyre fleeing, and are under turkish control. We did get sort of a window into the president s thinking on this. We learned of a letter that President Trump wrote, warning turkey against the syria offensive. I just want to read a little bit of this for our viewers. Fox news obtained the letter. It was written a week ago. It says in part, this again, is from the president , President Trump. Lets work out a good deal. You dont want to be responsible for slaughtering thousands of people, and i dont want to be responsible for destroying the turkish economy, and i will. He tells the turkish president , dont be a tough guy. Dont be a fool. What do you make of that letter . First ive seen of it, but again, indeed, its much, much better to lay down the line before a country invades, instead of during it. Because its harder for a government to back down, once they have committed troops and sacrificed lives in a military campaign. Indeed, despite talks of withdraw of us troops from syria, at this point, it appears to be a redeployment into other parts of syria, and thereby leaving the bulk of the kurdish population there in the north, vulnerable to turkish attack. Investigators released this picture of the weapon they say 18yearold gustavo nari of san leandro took out the machete, while he was riding in the backseat of a car monday night. He demanded that the driver give him a car. The driver got out of the frontage road, and called 911. When officers spotted the subject, they said he refused to drop the weapon. They used a taser. He was booked on suspicion of carjacking and other charges, including drug possession. Governor newsom was in San Francisco, the governor spent the morning at the bill graham civic auditorium. He was joined by about 400 volunteers helping to provide services to people in need. The Services Include dental, and medical care, eyeglasses, groceries, housing information, state id cards, and employment counseling. Overwhelming majority of folks that are out on the streets over a few years are in deep medical need. Mental health, physical health. Many, overwhelmingly, i would argue, selfmedicating. You cant sugar coat that. I know stats come out, i think thats wildly understated. The project homeless connect began in 2004, when gavin newsom was mayor of San Francisco. The Governors Office of Emergency Services said today that Early Warning alerts, or earthquakes, will become publicly available starting tomorrow, which also happens to be the 30th anniversary of the loma prima earthquake. An Early Warning system could be the difference between life and death. Talking with scientists at uc berkely to learn how the system works. Reporter new technology is in the works that could have changed the reaction to the 6. 9 earthquake back in 1989. For example, where the oakland freeway was down, that would have been about a 40 second warning between where the earthquake happened, and where that shaking happened in oakland. Reporter its called shake alert. While it cannot predict an earthquake before it hits, it can give notice before the shaking happens. Scientists point to the effect of tossing a rock in the water. Theres some delay to when the quake starts, and when it moves out. Reporter angela is part of a team working on the development of shake alert, which uses information from sensors sitting on top of faults. Shake alert is already being used by some agencies. B. A. R. T. Has been a partner with the shake alert system for many, many years. They get the alert into their control room, and depending on where the earthquake is, how big it is, how much shaking is expected for the train, they can slow, and stop the trains, or hold them in position. Reporter menlo park integrated into fire station six, a system developed by a Company Called sky alert. The sky alert system uses data from the Shake Alert Network to protect the fire station in the event of an earthquake. So it opens the firehouse doors. It shuts off the gas in the kitchen, so that theres no chance of fires. Being able to act at the moment, that we share the warning. Reporter shake alert can get people in the vicinity, the heads up, but not everyone. Only those along the ripple will be alerted to the shaking. Best case scenario, youre going to get between zero seconds of warning, and maybe up to 60 seconds of warning. Some people say, can you do it just a couple of seconds . Still to come, one mothers story, of just how quickly someone can slip into homelessness. Her fight to provide for herself and her family. Well all of this week, ktvu is spending some time highlighting a serious problem here in the bay area, homelessness. Some of those at greater risk of living on the streets are teens, and young adults, but there are a lot of organizations out there, that specifically help homeless youth. For more, were joined by veronica, an organization that does just that. Veronica, thank you so much for being here. It is sort of as a parent, hard to imagine a child, a young person, being out on the streets all alone. Sadly, though, you see it so often in San Francisco. Do we know how many young people are currently, you know, dont have a place to sleep at night . Yeah, we do. According to the latest San Francisco point and time count, it there are about 1100 people sleeping on our streets or shelter in any given night in San Francisco. That is really a staggering number. Are we seeing that number increase . Actually, the number has decreased since we started counting youth, specifically, since the last point in time count in 2017, weve seen a 10 reduction in youth homelessness. The progress is being made specifically on the youth issue. What do you think is behind that decrease . One of the things we know is increasing funding. The city of San Francisco has increased their investment in about 13 . Weve seen a 10 increase during that time period. Thats obviously great to see that decrease. Veronica, what is it that leads a young person to the streets in the first place . Sure. The primary causes are abuse or neglect, in their family of origin. We also see a lot of family rejections, specifically for young people who identify as lgbtq. Their parents might say, if youre gay, you cant be gay here. Youve got to leave. Intergenerational economic instability, and sort of ongoing Housing Affordability is another contributing factor. But we see about 88 of the young people that we serve have experienced some form of abuse before they became homeless. So unfortunately, for so many young people, the streets are a better option. Thats hard to believe as well. Talk a little about what larken street does. Sure, weve been around since 1984, and we provide a full continuum of services, designed specifically for young people. Thats everything from healthcare, to education services. With the goal that when a young person leaves, or completes our program, theyre able to be selfsufficient. About three out of four young people that leave our program exit to stable housing. That is a high success rate. There are a lot of people who have a lot of opinions about the homeless situation in San Francisco. What would your organization like to see . What steps do they want to see to really address whats going on . Absolutely. The city is doing a really great job of addressing the issue. Working with multiple service partners. And at the same time, we are crse their investment. To were also working with our state, and federal partners to increase investments, and the community to get the support that we need to provide these services. We have about 350 beds at larken street, compared to 1100 young people per night. Yeah, you need more beds, definitely. Its easy to see that math doesnt add up. Thank you so much for doing what you do. The services to help the homeless can have a major impact. Tonight, were sharinone mothers story, that shows just how fast someone can become homeless. Ktvus Claudine Wong says someone helped them find the way out. Im a dreamer. Im a dreamer. I can do anything. Say it. I can do anything. I can do anything. Reporter theyre positive affirmations. For her, they are also words to live by. Shes lived the dream, and shes faced the dark. It was horrible. It was a nightmare. Lets just be real. Reporter shes talking about to2013, back when she was engaged with a new toddler. Thats when her fiance lost his job. All of a sudden, the family couldnt make the rent, and by december, they were homeless. I think i was having this denial, like oh, my god, im homeless. Ive never been homeless, and its the worst time to be homeless. Reporter desperate to keep the family off the street, they turned to a family shelter in hayward. They found the family a place at banyon house. She calls fesco a beacon of light. I was able to come in by luck. We were able to come in towards the end of december, prior to christmas. Reporter the shelter was the first step, but climbing back would take many more. I literally had a break down. Reporter the emotional weight of what she faced, she says was almost too much to bear. But that low point was also a turning point. After that breakdown, i looked at it from a different perspective. It was about me saying, okay, you have this opportunity. You could have been out on the streets. Though you were given a place with a roof, utilize this time. Be as productive as you can, be as efficient as you can, and just make sure you dont ever come back here. Reporter they found jobs, eventually this home, and her determination grew. So, even when her daycare business struggled, even when she and her fiance parted ways, she says she was determined to never be homeless again. I did weird jobs. Odd jobs to just take care of the rent. Reporter lastye, she found a brand new charter school. Dorothy is so, so special. She and i met, because we were looking for more founding parents, and she wanted to get involved. She wanted her daughter to come to our school. Reporter dominique started as a volunteer, then they saw an opportunity. Dorothy had her own daycare. Reporter as she settled into this new life, dominique isnt looking back or slowing down. Life, she says, has changed for the best. And she hopes her story inspires others who are struggling to find the will to change their lives too. If they can find a little bit of will, a little bit of light, they can find their path. Reporter in hayward, Claudine Wong, ktvu, fox 2 news. Also, a new report claims that car dealer auto nation is selling vehicles that could be dangerous for the consumer. One in nine cars for sale at auto nation lots across the country are dangerous. The report also cited an auto nation honda dealership in fremont, where though found that more than one in six cars contained an unrepaired safety recall. For more on this, were joined by claudia deke. Let me start with auto nation in fremont. One in six cars. Thats almost 20 . What was your reaction to the finding . I was really shocked to hear about this. I personally havent worked on this issue for as long. So seeing the report that was put out, with one in nine used cars nationwide, and with one in six used cars at auto nation in fremont having unrepaired safety recalls was really horrifying. Were not talking about minor things. These recalls are really serious issues, takata air bags repelling metal fragments into passengers, and even cars starting on fire. Is it illegal to sell a car that has a recall on it . Ive seen where you go to a car dealership, and theyll say, you take this car as is. What is the law . What is the rule here . We believe auto nation may be violating state laws. Auto nation describes its vehicles as worry free and high quality, but we believe if theyre selling recalled vehicles with open defects, that is not the case. There are federal prohibitions against selling new cars, or rental cars that have open recalls. Theres currently a bill thats been introduced in the u. S. Senate to expand this protection to used vehicles. What abouted used vehicles at auto nation . Do they sell certified . And are you safe there . Unfortunately not. Auto nation does sell certified vehicles, and charges extra from marking these vehicles as having extra rigorous certifications. In our study, we still found a number that had unrepaired safety recall. What led you to start this investigation . So Previous Research has shown that this problem has been an issue industrywide. Auto nations ceo acknowledged the severity of selling recalled vehicles, and actually made a pledge not to sell any cars with significant safety recalls. That pledge lasted less than a year and a half. In november 2016, auto nation walked back its promise to consumers, and resumed selling these recalled vehicles. What has auto nations reaction to this been . Auto nation says it discloses recalls to consumers, but we dont believe this is sufficient. The risk may not be fully explained to the consumer. And we dont allow companies to sell a toy that could poison your child, or a microwave that could explode when you take it home. Why should it be okay to sell a vehicle that could injure, or kill you on a ride home from the dealership. Last question. Im in the market for a used car. How do i make sure that im buying a car that doesnt have a recalled defect. You should look up the vehicle Identification Number on www. Safecar. Gov. It will tell you if there are any outstanding recalls, and whether or not there is a remedy available. Consumers should refuse to buy a vehicle that has an outstanding recall. If you already own a vehicle you should insist on getting a safe loaner from the company. Claudia, we appreciate you coming in today. Lets head outdoors, and take a look at the forecast. Temperatures have been trending down, cooling off, and that pattern will continue were thinking as we head into your thursday. Those clouds have been being over the past few hours. Overnight, mostly cloudy skies. A chance of a shower, but that chance is up until about 4 00, or 5 00 early tomorrow morning. After that, it is just probably a tiny chance after that point. The clouds will quickly clear out into the afternoon hours. This system also producing large surf. A High Surf Advisory kicking up thursday afternoon. We could have waves around 10 to 15 feet and some of the breaks might have a few waves approaching 20 feet. Nasa unveiling to next Generation Space as the agency plans a Lunar Mission as part of its artemis mission. They are over the moon about the upgrade.
