Cloud cover will continue to roll in throughout the day and temps will struggle to get into the low 70s for many. I want to mention i80 is open, just in case you went to bed and didnt know if it would be open. Its a normal commute there. Highway 4 is slow from antioch to bay point because of an earlier crash that blocked several lanes. They are clearing the remnants of that. 80 is slow through richmond. Richmond bridge, had slowing there. Bay bridge is backed up for 20 minutes. Again, things are looking more normal. Yesterday evenings commute wasnt like that as you know. This is the 880 in hayward and 280 is kind of a mess, an accident at highway 17. Still very slow with that. Usually not this slow. If this is your commute, you need an extra 10 to 20 minutes to stay on schedule. Back to the desk. Yesterdays huge fire in crockett is now over and i80 is open again. Sara zendehnam is in crockett now with more on what its like out there this morning. Reporter we are getting a better look at the aftermath of this fire here. The watering has stopped. They were watering and spraying foam but thats stopped now. You can see the crumpled remains of the tanks there, blackened because that fire was raging so hot. The biggest question is how did the fire start at the selby terminal. Osha is involved and will be on site. We reached out for details and we are waiting to hear back. The fire started tuesday afternoon. Video shows the intense flames at the facility. Two tanks were destroyed by the fire and two others were damaged but functional. Last night all operations and all shipments of products in and out of the facility were stopped. The fire sparked a 15acre getation fire but cal fire got that under control before it spread o much. This was really close to 80 and it was shut down for hours, but reopened late last night. Cummings highway is still closed as emergency vehicles are using that to access the facility. In a News Conference last night, the chief was asked about how prepared they are to deal with a major fire. This refinery does not have its own Fire Department or fire brigade. They have fixed equipment at the scene in case of such an emergency, large water appliances and such. So in cases such as this, it can be used to help keep the fire from spreading. Reporter in a Statement Last night, the company said there were two impacted tanks holding ethanol, less than 1 capacity. All personnel are safe and accounted for. We reached out for updated information and we are waiting to hear back. Like i said, the sun is starting to come back and were getting a better look at the damage caused. You can see the charred hillside because of that vegetation fire sparked after the fire at the facility. And down at the facility there, you can see the remains of those tanks and a lot of foam left there as well. So quite a mess to be cleaned up, and a lot of emergency vehicles are still down there on the scene. This will be a long process and osha is one of the many agencies that are investigating. Com. We are still having aftershocks after more than two earthquakes hit the bay area yesterday. The usgs says a 3. 4 hit last night in pleasant hills. This is close to the epicenter of the 4. 5 on monday night. Earlier this morning a 3. 4 quake struck about 50 miles south of hollister after a 4. 7 quake hit the same area yesterday. There have been five earthquakes in the bay area and just beyond in just the past two days. And the epicenter south of town was felt well across northern california. One salon owner said this was different than others shes felt. One of the ladies was like, i think were having an earthquake. I was like, no way. I turned around, all the things on the walls were shaking and the water container was shaking pretty good. Hollister police and fire say there were no reports of any damage. The recent quakes have a lot of people thinking about the next big one. The usgs says theres less than a 2 chance these quake as could lead to a bigger quake, but just in case, shes focused on shake alert. The transportation board approved a plan to redesign Market Street, banning all private vehicles including rideshares like uber and lyft, on Market Street between octavia and the embark disappear row. The traffic here looks okay. If youre on 880 north, its crowded approaching the coliseum getting up to the downtown oakland area. Highway 4 is getting some relief. The accident that was at bay point near the willow pass exit is clear but its slow back to antioch. 80 is slow. 880 is slow all the way to fremont. 280 has been slow, northbound slow from where 280 begins there and all the way through downtown because of an earlier accident. Back to the desk. All four Public Schools in the district closed today after the fire at the nustar storage plant in crockett. Calosha will be out there today trying to figure out how that fire started. Flames destroyed two of the storage tanks holding 250,000 gallons of ethanol. Two other tanks were damaged. Sirens went off, warning people nearby at about 3 00 p. M. , when there was a shelter in place order for up to 12,000 people. Crews put out a vegetation fire that happened just before 7 00 p. M. At one point during the operation, we ran out of foam or there was an interruption in the foam supply, and water took the foam blanket and opened it up, exposing the product to oxygen. Thats why we had that flare up. The evening traffic was a mess and both directions of 880 were shut down. It was reopened about 9 45 p. M. Last night, about the same time the shelter in place order was lifted. Nustar says all its employees are safe. That fire prompted a shelter in place order that lasted nearly nine hours. Reporter yes, there was a plume of black smoke yesterday, people concerned about what was burning and how it would affect them. There was a shelter in place order that was lifted just before 10 00 last night. We heard from the representatives from the Health Department and there are no plans to continue monitoring the air quality today. After the allclear last nighters that was it. They say its safe and have checked with air hospitals, and didnt hear of any reported increase in people going to the emergency room because of concerns with breathing problems. Again, this was prompted by the fire at the two tanks at the nustar facility near nothing like that. There was an explosion and some thought it was an earthquake around 1 00 yesterday. Sirens alerted people in the surrounding areas about the shelter in place orders and people were told to stay in, close doors and windows and shut off acs and heaters. Last night the air quality measurements were given the all clear and that order was lifted. We are taking continuous measurements and spot measurements at different locations around the community. Measurements being taken by the Health Services hazmat team are showing that we have safe levels of air quality. I dont know what kind of gases were in the air, so i just wanted to get out. I was still worried this morning but we got a notice, an email that said it was fine and they checked the air quality. So i guess its okay now. You do wonder whats going on and how its going to affect you. Happening today, survivors of childhood sexual abuse survivors will announce their lawsuit against the Catholic Diocese of oakland, accusing the priest of abusing them in the 60s and 70s. Today well look at the hidden homeless, those who live seemingly ordinary lives but without a home. Reporter now a sophomore at San Francisco state, rudy blends in with the fellow students. For years he felt like he didnt belong. I wouldnt share like, hey, im homeless, who else is homeless in here . Reporter he came here alone at the age of 16 to escape the violence of el salvador. He first lived with relatives, then when things got bad, someone said he could live in the office of an auto body shop. For months he lived hidden in the office and slept on two pieces of foam pushed together to make a bed, all while going to George Washington high school in San Francisco. I saw a lot of people like, trying to plan what to do after school or go play some sports. Like no, i wasnt comfortable with that. I knew it wasnt for me. Did you think you were the only one . Did it feel like you were . Yeah, it felt like i was the only one because i saw everybody happy. I didnt want to be the grumpy one. So i was also trying to look happy. But its hard to be that. Reporter and he was one of about 2,000 homeless students in San Francisco alone. A lot of children are living in a single room occupancy in chinatown or the tenderloin. There are families living in a camper. We have families living in cars. Reporter the coordinator of programs for homeless students at the San Francisco unified school district. Its across San Francisco. I believe every school has at least one child thats considered homeless. Reporter because homelessness is largely self reported, the numbers can vary and often dont tell the whole satisfactory. San francisco unified says the closest it can get to an exact number is 1800 to 2300 homeless students out of a student body of 54,000 at any one time. In seattle, a district of about the same size, 2663 reported being homeless. In l. A. , the largest in the state, out of 734,000 students, 19526 children experienced homelessness during the last school year. He learned english and got all as while hiding the fact that he was homeless. Every day he woke up at 4 30 to take the bus to school, then go back to the auto body shop where he lived, and worked there until midnight. I wouldnt have time to study. I was sleeping. My teacher would have to wake me up during a test. Like, im sorry. Reporter it wasnt until a psychology teacher asked if he was okay one day that he let the secret spill out. The next day he was called to the Schools Wellness Center and counselors placed him in an emergency shelter. He went to transitional housing, a single room he can call his own. He says he feels a freedom and comfort here he hasnt had in years. His next step is to find an apartment while he earns his dream thanks degree using scholarships and grants. His mother told him he can do whatever he wants to achieve. I would love to see her, help her, go there with my mom. Its your mom, you know, the little hug that you can give her and get to know her with that sense of home. I miss that. I miss my mom. To qualify as homeless, a student doesnt have to be sleeping on the street. Any student who lacks a regular nighttime residence is considered homeless and qualifies for help. Im gasia mikaelian. We are looking at Emergency Responders giving us and update on the latest developments from the nustar fire in crockett that happened yesterday. Looks like we are about to hear from contra costa fire. Im steve hill, fire Public Information officer. The headlines overnight are the fires that burned yestery afternoon and well into yesterday evening are both out. We are continuing to make sure we dont have a recurrence of the fires this morning and throughout the day. Ill explain what that means in a moment. San pablo avenue is completely open in both directions. We are about to open within the hour, cummings highway that were on here. That will open in the next hour. You may be able to see in the background that we have a team in the facility now assessing it. They got in at first light and assessing the situation in the light. We have six fire apparatus on the scene right now. Two are being provided by pmao, thepetrol mutual association. The other four engines and crews are from crockett, carquinez Fire Departments and the rodeo Fire Protection district. They will remain on the scene until the situation is completely mitigated and there is no threat of recurrence of the fires. We dont know exactly when that will be. The job will be to keep those foam blankets on top of the two where the fires were, the tanks that were destroyed, to be sure we dont have a rekindle of those fires. One thing the team in the facility right now is doing is they are looking at a solution to mitigating the vapor emissions coming off both of those where the tank locations we. What happened is the two tanks that burned were more or less destroyed in the fires. And the secondary containment facilities around those tanks are now holding the remainers of the materials that were in the tanks, which is ethanol in both cases. We are keeping foam on both of those to ensure we dont get a rekindle. Theres no longer a need to pull the adjacent tanks, which we were doing yesterday. Another thing the Assessment Team is doing along with nustar, determining how to remove the materials in both of those secondary containment structures, which will mitigate the risk of fire. We are also examining the infrastructure to see what the possibilities are in terms of removing those materials, pipes and valves and things that were damaged in the fire. We talked a lot yesterday about adjacent tanks that we were concerned about, their Structural Integrity and exposure to fire and flames. We are examining in particular. We have concerns about its ructur integrity. We believe its safe and we want to be absolutely sure. So they are looking at that one tank right now. The rest of the tanks we have determined they maintained their Structural Integrity. Calosha is on the scene with that Assessment Team and making determinations about the next step. I expect soon after this update, ill probably get an update from that team and well do at least one more update later this morning. The fire is under investigation and at this time the Fire Investigation unit is completing that investigation. I imagine there will be other agencies involved but its a little bit early for that right now. I anticipate youll probably have questions about the cause of the fire and all that, but the answer is going to be, as youve heard, its too early to know. The fire is under investigation. Overnight there was one firefighter who sustained minor injuries. He was treated and released. He was a chevron firefighter. And he was treated by chevron and released. With that, i will take questions. I dont know the extend of his injuries. They were related to the heat of the fire. Reporter was this fire something you prepare for . Its not every day you have something of this magnitude. We always plan and prepare for the unexpected, but id be hardpressed to say we were expecting this to happen yesterday. We plan with our Industry Partners, as the viewers probably know, we have a lot of oilrelated infrastructure across contra costa county. It was crockettcarquinez Fire Department working closely with Industry Partners doing training and preparing for various scenarios, including a fire, which of course we had yesterday. So i would say we were well prepared, familiar with the facility, familiar with nustar personnel and working with them. That assisted quite a lot in a rapid response. And we have learned one firefighter, a chevron firefighter, was injured last night and treated and released. And both fires are officially out. Also firefighters have not left the scene. There are six agencies still there making sure there are no flareups. There were concerns about the Structural Integrity of that one tank. It could be quite some time. We didnt hear anything about the earthquake or if they have ruled that out. Good information from the firs News Conference of the day there after that fire at the nustar facility.
