Here is what we heard about the airquality issues a little while ago. The particulate matter that is originating from these fires is causing conditions that range from unhealthy conditions for people with sensitivities to respiratory problems to actual hazardous levels of particulate. It has been varying quite a bit. Reporter the smoke that comes out is still contributing to this problem and could contribute four hours to come. Obviously the more it is tamped down then the less ignition of smoke there is. The smell around here now is very much a petroleum smell as opposed to what we were smelling earlier which was a vegetation fire. Now you are starting to smell the petrochemicals themselves. Again the problem is we dont know how much damage has been done down there and we dont know what the Structural Integrity of the tanks are. Because of that we dont know if this is anywhere close to over. The fact that chp is going to keep 80 closed as long as it thinks they have to suggest to me that the firefighters do not want anyone in the area until they are sure that nothing really bad is going to happen as happened earlier today. That is the current situation. Ktvu fox 2 news. We heard from steve hill from contra costa fire saying that one tank has collapsed as a result of the fire and it completely lost its integrity. We can see behind you that the scene looks completely different from how it did about an hour or so ago. You have been out there and we have seen this before where it looks like it is out and all of a sudden it flares up again. Reporter remember, all the stuff that has been down there all the pipes and tubes and the other stuff down there has been compromised. If anything collapses of its own weight or gives up the ghost then what happens is hot petroleum can still out and it may spill down onto the foam but it will flare up. If enough of it gathers in one spot then you will have fires. There were fires in pools of the foam. It is not over. This is a fluid thing to say the least. The firefighters are taking it as such because there are a lot of firefighters down here still doing that and they are making sure the entire area is surrounded so nothing gets out of hand. This does look pretty close to over but i have said that three or four times to myself only to see it flare backup and it was trying pretty hard here just a little while ago. Even in the most recent News Conference the phil was saying it is a fluid situation. He has seen a number of flareups and anticipate there could be more this evening. Tom, we know now that two tanks caught fire, not three as was reported earlier today. Talk about the surrounding tanks . There is highly Flammable Materials in the surrounding tanks that we see now from life pictures and they continue to pour foam and water to try to keep them cool. Talk about what is in the surrounding tanks and the danger with those . Reporter these are petrochemicals, carbonbased. We worry about getting carbon in the air because of pollution and Global Warming and all that stuff. This didnt do the planet or the region any good today with all the black smoke that went into the air. And especially the particulate that funnel down. There will be this fine layer of dust on cars and it will be blackfoot. Black suit. These tanks could have anything in them. In one of the tanks there could be several. There is jet fuel. It is a very highly refined form of kerosene. Jet full youll jet fuel burns slowly and it can burn for a long time. There probably fuel additives down there. Theres ethanol which is an additive to gasoline to improve on airquality especially during the summer months. All kinds of chemicals down there. What they do is they bring them in and they put them out to various customers they have and they can bring them in by pipeline which is very often the case or you can see out there on the bay there is a dock where big ships come in, tankers that bring stuff in and take stuff out. This is what you call a jobber. It is a company that either stores or holds, or sometimes mixes various kinds of components to make sure the products are needed are there and available in large quantity at the time they are needed. That is what this is. And of course right up the hill here is the bird refinery. That big refinery, 10 years ago i covered a fire in one of their tanks right along the side of the freeway which raised all kinds of heck with interstate 80 at that time. That is the big thing here today right now. This isnt so consequential right at the moment is that freeway is. That is one of the busiest in the country and it is completely shut down. In fact, jonathan if you would, if you could swing your camera around, maybe you can show interstate 80, one of the busiest highways. At this time of the evening of course it would be of cars. Right now you could literally go bowling out there and not hit a thing. That is the situation here at the fire site. Tom vacar, ktvu fox 2 news. That is such an odd sight. The chp tweeted out that they are anticipating as incredibly as this may sound, they are anticipating that i 80 will be closed in both directions until midnight tonight. That is just going to cause massive problems throughout the bay area. Nustar engery sent out a statement which reads in part, nustar engery immediately re enacted its emergency procedures. Adjacent tanks are being cooled to mitigate the risk of the fire spreading. We have contacted all agencies and we promise to pass along information as it becomes available. We have been seeing light winds and the smoke plume is going straight up into the sky. The levels have been going up quite a bit in the past few hours. Airquality advisory from the air Quality Management district and it is in place right now for the impacted areas east of rodeo along the carquinez strait. But not limited to venetia, martinez, bay pointe and pittsburgh and areas to the east. You can see that advisory. We have been hearing a lot about the shelter in place in effect for crockett and recommended for rodeo as well. We have been watching the winds and you can clearly see defined wind direction coming in out of the west. We are showing you a bunch of arrows but most of the wind reports all day long have been on the light side to get a better idea of where this is taking place with the accident earlier today and ongoing now. Showing you the wind. As a common closer to some of the wind reports right now around 36 miles per hour. Earlier today we have that 15 acre grass fire right next to the area and that was a key concern with the wind. The winds thankfully did not add to that fire growth. This picture was snapped at about 4 19. For the most part we showed you light winds at the surface around 510 miles per hour. Look at what is happening. The smoke plume is going right up into the sky easily above 1000 feet and possibly upwards of 1500 feet and that is where you have the dispersion or the mixing. As far as the wind at the surface we will not see a change in the wind direction. We will not see much change in the wind at all. For the most part we are expecting winds from 812 miles per hour. Airquality in that immediate area with the particulate matter 2. 5, that is the key concern and keep the shelter in place in mind and also the air quality alert from the air Quality Management district. We will keep an eye on the conditions and have another update in a little bit. County Health Officials said they have teams monitoring the airquality. When it is safe they will lift shelter in place orders but that could be sometime. We will keep you posted on that as well. We want to show you some video taken by a ktvu viewer that captures the explosions and what they sounded like when the fire first started. You can see those massive flames and a huge plume of thick , dark smoke d what looks like the roof of one of those tanks exploding into the air. I cant even imagine how bad the backups must be. You can see, in fact im going to see if i can pull up the latest maps. I can tell what people are doing. They are honestly going through contra costa county. I was looking at our sky fox shot of the backup and coming up on the closure, it is very slow coming from san pablo into this hercules area. The only way i would recommend you using 80 is if you have to go to berkeley or albany, go ahead and do that. If you are not doing that, then you can expect a lot of people doing eastbound 24 to northbound 680 and a lot more people on that commute. Chp tweeted that they will keep the freeway closed until about midnight. Sometimes that does change. It could be longer or shorter. As we have been telling you the freeway itself is not damaged. They are just closing because they dont want cars in that vicinity. You will be able to open up the freeway once they get the all clear. We think it will probably be around midnight. That is what they said. Sometimes they adjust these closures. The damages done for the evening commute. If you are expecting someone to get home even if they d use 80 they will be delayed. Thank you. Now we want to go up to crockett. Paul chambers is out there. There has been a shelter in place and crockett and rodeo. Paul, what are the conditions like out there . We understand the community sirens are going off right now and we can go to paul because it is too loud and we couldnt hear. If you are just joining us this is all happening after an explosion and the fire. We are looking at live pictures from the nustar engery tank farm and crockett. A huge fire and explosion. The tanks contained thousands of gallons of ethanol. Since around 2 pm this afternoon firefighters and Emergency Personnel have been working to stabilize the situation. There have been a number of vegetation fires. 15 acres burned around the facility. Those vegetation fires are now under control. But i 80 is going to be closed as a precaution until midnight tonight. What you are looking at is a big backup around the bay area as people make alternative trips and routes to get to where they need to go not using that portion of i80. Theres really no good backup. I guess you could go 24 two 680. But im sure that will be backed up as well. We heard a few minutes ago from steve hill from contra costa fire. He clarified that two tanks are burning. They have about 250,000 gallons of ethanol. One tank collapsed as a result of the fire. Two other tanks are threatened and they have jet fuel and ethanol in them. Now we understand that the sirens have stopped in crockett. As we mentioned there is a shelter in place there. Paul, what are you learning . Reporter though sirens go off for about two minutes and they are really loud. That is where the siren is coming from. It has been going for two minutes so thats why we couldnt come to you the last few times. It blares for a good two minutes to let everyone know in the community there is a shelter in place and an emergency variable. There is a shelter in place in crockett and the suggested one for rodeo. As you can see behind the Interstate West has been closed for several hours. As worsening throughout this time it will be close through midnight because of the refinery fire and the way they are taking care of the situation. As he was telling us, county health has teams monitoring the airquality in those communities around crockett and rodeo. All you see now is a little bit of white smoke and it certainly looks like they essentially have the fire out. As you heard tom vacar say, they thought that several hours ago and it flared up again. The situation is fluid and has frank was saying they have seen it calm down and flare up and there is still a real possibility of potentially more flareups to come later this evening. The area where the Pleasant Hill quake happened is an unmapped fault that falls between the concord and calaveras faults. People felt it as far away as chico and lake tocco. Another quake struck just before 1245. That quake was a magnitude 4. 7. It was centered about 15 miles southeast of hollister and there are no reports of damage. New details about a deadly shooting in San Francisco yesterday afternoon. The man shot and killed has now been identified as 24yearold domino. He was shot just before 3 pm in front of the boyd hotel on jones street near market. He was rushed to the hospital where he was pronounced dead. So far no arrests have been announced. An explosion at an Energy Facility in crockett that triggered an emergency and worked a massive fire that has been burning for hours very fire started around 2 15 pm at nustar engery. A thick, black plume of smoke could be seen from around the bay area. Two tanks containing ethanol went up in flames. We have a number of tanks that also contain Flammable Materials in that tank farm surrounding a burning tank. We are concerned that the fire not spread to those. We are fighting the fires with a combination of water and Firefighting Foam and we are using water to cool the adjacent tanks. The cause of the fire has yet to be determined but when you look at these pictures they were taken hours ago and they look completely different now. It appears that for the most part firefighters have that fire out although they do plan to remain on the scene all night. And interstate 80 is still close from highway four inhercules all the way north to i7 80 in vallejo while crews work on that fire. And chp says 80 might be close until midnight tonight. Alternate routes, there arent really any good ones but we can give you one. It is highway 24 to interstate 680. Needless to say they are completely jammed up with traffic. Supporters say getting help for those with Mental Health issues is a positive to try to reduce the citys homelessness problem. We have the latest details on a plan and the mayor that was announced today. Reporter it is all too easy to find evidence of those in crisis on the street of San Francisco. The mayor has unveiled what shes as is a comprehensive plan to treat those battling Mental Health issues. Urgent care sf. It aims to reduce red tape, increase number of patients seen , find and retain top talent in Mental Health care and provide Housing Options to those in need. San franciscos director of Mental Health reform that the plan is aimed at helping thousands of patients in need today. Our city is taking unprecedented depth and we have been addressing those issues for those facing Mental Illness and substance abuse. We will improve our response to those individuals. The supervisor has been pushing for nm vicious plan which they say is fully formed with the source of funding already in the works. She is not identified a Funding Source or when the services would come online or how that would be coordinated and how there will be accountability. The mayor appeared to be working on a joint land. We just hope she will stay at the table with us. The debate over these two options kicks into high gear and it might be the voters of San Francisco who are deciding. Some say those laws are cruel and others say they help preserve the neighborhood quality of life. We explain what they are and why researchers say they dont solve the bigger problem. Reporter california had some of the most laws affecting Homeless People in the country. One of them is this it lie law. It prohibits people from sitting or lying on the sidewalk. All these ordinances may help move a person along, on a larger scale they may make homelessness worse. From the state level to your city there are laws and codes that allow police to move, cite or arrest Homeless People like Deborah Lange and ollie harris. I understand that i could be next. Reporter in San Francisco there are a total of 36 quality oflife ordinances. April prohibit everything from obstructing street to camping and sleeping in parks to being a public nuisance. Critics say these codes not only target Homeless People but they effectively criminalize homelessness. California generally has a lot more of these laws than other states. Reporter jeff is the director for uc berkeley policy advocate. California has close to 1000 antihomeless laws. A lot of lawmakers feel like they are at their wits end. What me feel like a good fix which is to get the person removed from your street or to put boulders on your side lost for example is not going to solve the problem. We found that we have to bounce from place to place. Reporter laws that disproportionately impact on sheltered people are just ineffective. The law for after Homeless People exacerbate homelessness. Typically everywhere they are used. Reporter a report by San Francisco public analyst say that enforcement of quality it life measures was too expensive. The city spent 20 million responding to homeless called and during that time homelessness didnt go down, in fact it got worse increasing by 16 from 2011 two 2015. Some cities are showing signs of less enforcement. San francisco qualityoflife citations have gone down. 10,000 in 2017 and 8600 and 2018. But not every city is tracking this information. If you see a low citation count it may even be misleading. California courts have rules to allow Homeless People to post in Public Places when there arent other Housing Options. Some cities have found ways around that. What we have seen in lots of cities is that for a variety of reasons they sometimes stop enforcing certain laws and start enforcing other ones. In san diego in 2007 the court said you can no longer use this particular state law to cite Homeless People. So the city of san diego simply started using the camping ordinance, a municipal ordinance to do the same thing. The law dont really help homelessness. Is there something to be said that they are needed for residents to maintain the livability on the streets . First i would say that Homeless People are residents. The question we should ask is what can we do as a society to help each other . Nobody really wants to be out here. They complain when they saw someone and attend. I am saying you are all right and you want these people to move so you dont have to see them . Reporter the ninth Circuit Court of appeals ruled criminally punishing Homeless People for sleeping in public when there arent shelter beds is unconstitutional.
