Decision not a mandate but the governor yesterday signed a bill into law citing research that teens arent getting eight to 10 hours of slneeded to thrive. School will be starting later for many california le and High Schoolers in the coming years. Governor newsom signing a new law requiring public middle schools to not start before 8 00 in the morning and high schools not start before 8 30 a. M. That does not include zero periods. The governor said the science shows teenage students who start their day later increase academic performance, attendance and overall health. I think its good to start after that so they can focus well in the schools. I think its a really good change. Reporter Santa Clara County superintendent says about 20 of schools in california already operate under the later start time. But 80 do not. Its going to mean a lot of schedule changes, some of our districts need to negotiate with bargaining units in order to implement the change. Reporter the dean of San Jose State College of education says there are pros and cons to the new law. Theres also some indication that sleep has a Significant Impact on Mental Wellness and so having kids with Better Mental Health is always something we are looking out for. There are challenges. Reporter challenges including before school supervision, afterschool activities as well as potential hardship for families where both parents work a set schedule. If their workday starts earlier, that will be a longer period of time where middle and high school of students will be without parental supervision. Reporter the School Board Association and Teachers Association were both against the bill that was previously vetoed by governor brown. The Teachers Union reacted to the new bill saying we know from experience that many of these parents will drop their children off at the same time they do now regardless of whether there is supervision and there is not enough funding from the state for before School Programs to ensure the safety of students who will be dropped off early. When the schedule change will start depends on the school district. Administrators say some districts have to negotiate when they could start sooner but all Public Schools with middle schools and high school have to make the change by july 2022. There will be some schools exempt. More on that coming up tonight at 5 00. Back to you guys. A couple years to make that change. The governor vetoed another School Measure that would have expanded kindergarten to a full day. Right now School Districts have the option to offer halfday or fullday programs. The governor said the program would cost the state too much money. He also vetoed a bill to require School Districts, Charter Schools and Community Colleges to provide six weeks of full pay for pregnancy related leaves of absence. A couple breaking news developments in pg e Public Safety power shut off. This afternoon, the California PublicUtilities Commission issued a series of sanctions against the utility for what it called failures and execution. Going forward, the cpuc says the utility must have a goal of restoring power within 12 hours instead of its current 48hour time line. Last week pg e cut power to more than 700,000 customers because of a dangerous wind forecast. Pg es website crashed and many people sa they did not know the power was going out. There maybe compensation for pg e customers who lost power. Governor gavin newsom demanded that utility be held accountable. He urged the Electric Company to provide impacted customers an automatic credit or rebate of 100 per residential customer or 250 for Small Business. The governor sent a letter to the Public Utilities commission confirming the commission will hold a comprehensive review of the power shut off. Initially caltrans thought it may have to close the caldecott tunnel during the power outages. That came as a stunning news to tens of thousands of drivers who use the tunnel to commute between alameda and Contra Costa County every day. Ktvus tom vacar joins us now from the tunnel. Caltrans has a new plan in place to make sure a power outage would never close e tunnel. Reporter thats exactly right. Whats really interesting about this is theres an explanation here and there is a solution. First thing you need to know, caldecott tunnel has two sources of power fulltime. One is from pg es grid on the Alameda County side. The other on pg es grid on the Contra Costa County side. The odds of the grids on both sides failing at once have always been zero. Nonetheless the tunnel complex has long had generators but that system was there for a specific reason. A back up to the double bridge system for emergency evacuations. The priority had to be on safety. So we had redundant systems in place and emergency system and a tertiary, third level system in place. Reporter caldecott is one of the most important corridors in california. Its essential for earthquakes, tidal waves or any other major emergency that might require a huge migration either way. Then we had to get right to work to get our electrical crews and work directly with Utility Partners in order to t separate generators brought out on site as quickly as possible. Reporter how much power does the caldecott tunnel really need . To operate all of its Safety Operations . S fans and other it needs the approximate power used by about 6,000 california homes. That would serve the entire population of orinda. Pg e arranged for a bank of truck trailersized generators that were hooked up to supply enough power for the entire complex. Those generators will remain on site threw the end of december, the end of the fire season. Sp, next we are in the process of designing a generator that will be out there that can handle should be have the emergency again. Reporter pg e also devised a way to get power to the caltrans tunnel which will remain in place. And it also provided two critical generators to keep that system in full operation. As for the generators here in the caldecott, very, very loud, this is why im wearing ear pieces, those well be turned off a little bit later t back on regular quiet power. Tom vacar, ktvu fox 2 news. A deadly crash that killed a woman and her dog is being investigated as a dui. It happened at about 3 00 in cyprus way in santa rosa. That is near montgomery high school. 21yearold Angel Martinez from santa rosa was driving a black Dodge Challenger when he lost control and hit a parked suv. The collision pushed the suv onto someones front lawn. Officers say they found a woman and her dog dead inside that suv. They believe she was asleep and living in her car. Martinez was treated for minor injuries and booked into Sonoma County jail on felony dui and other charges. The crash also knocked out power to more than 3,000 pg e customers but power was restored by this afternoon. Officials have not released the identity or cause of death of a body found inside of a car in san jose. But family members say the body is that of erin valenti, a tech ceo visiting from salt lake city. The body was found in her rental car saturday night. The ceo of tinker ventures disappeared last monday. She was visiting palo alto on business. She had been scheduled to catch a flight back home to salt lake the day she went missing. The l. A. Times reports Southern California edison had turned off power in some areas due to the dry, windy conditions but not to that particular transmission line. Evacuation orders have been lifted in the sylmar area. The fire has burned nearly 8,000 acres. Mario ramirez shows us some of the damage left behind. Reporter its been a stressful few days for San Fernando Valley residents impacted. Most are back home but some residents are returning to find their homes damaged or destroyed by the saddle ridge fire. Like this one along lawton way. The family was evacuated safely but this fire tore through the homes while they were gone and the homeowner says they moved six months ago and finished renovations recently. We were here with coverage watching some of the evacuations as they were happening. All of them have been lifted with the containment line around half of the fire. Some 100,000 evacuees returned late saturday and early sunday. The fire burning nearly 8,000 acres in two days across the northern edge. Cheryl schapiro has lived in this neighborhood for 30 plus years and says this is her fourth wildfire. This is the only one we really couldnt prepare for. The other ones we had time to pack up and get things ready. All we did was get dogs and medications and leave and that was it. We had no time to do anything. So the issue of teens and vaping continues to be much talked about. One in four seniors reported using a vaped product in the last month and a lot of the spent products are tossed out in the trash or on the ground at schools. We have a researcher, Jeremiah Moss from california San Francisco, he decided to sift through the garbage at 12 high schools to see what devices teens are getting into. And you have what you collected all across the grounds. What is interesting is one product in a particular school and those are the spent cartridges. Talk to us about that. Right. So great to be with you. Juul cartridges that we find on high School Grounds. They, in addition to breaking down into micro plastics, they have nicotine residue in them. So the nicotine residue is toxic. Thats leaking into the ground. On school campus. Leaking into the ground. Thats toxic. And thats toxic. So this is a whole new environmental problem that is caused by the use of these products. Is this the first time this has been looked into . You started to look into it. What is this causing to the earth around us . We published the first study to actually look at, in an empirical way, at the distribution of ecigarette waste. Okay . Until now, most of the research has been focused on cigarette waste. Which you found as well. Well focus on the vaping products. And you found these in a particular place at more affluent schools in marin county and places like that where you found more juul products. We find that theres two things going on. Flavored cigars tend to be popular in lower income schools. Because they are cheaper . Exactly. We can take a look at some of those. These are five for a doar. Package that we find. As you can see, Something Like this, obviously not marketing, not marketed for adults. Its got the colors in it. Things that people can think about vaping products as well. And these are swisher suite. These are peach and grape. And Research Found mostly in africanamerican and latino schools where you can get them for a dollar at the corner store while these cost a little bit more. Right. In affluent schools, juul is an expensive habit. It wipes out savings. And heres, i dont know if you can see that, but theres a cartridge that has the nicotine solution still in it. So this will eventually end up being fragmented and break open and release the contents that will wash into the water. So nicotine is used as a pesticide. Also used for killing rats. If children swallow these things, theyll end up in the hospital. So really a significant problem. Cigarettes is the other big issue. We know about teens and smoking. And youre finding a lot of the butts all over the school. And we find a mix. So this system right here, youll see there are some pods, theres a lot of cigarette butts. Most of these are menthol, flavored cigarettes designed to hook kids. Thats one of the contentions as well. Absolutely. Thats been well demonstrated in the literature. Because people are really concerned, rightly so, about Plastic Straws. But we showtastic straws versus cigarette butts, these are inchlong toxic waste dumps. 7,000 toxic chemicals in them. 200 of them are known carcinogens. They really pollute the environment so the Plastic Straws are a problem and we need to deal with that. Cigarette butts are a problem orders of magnitude larger. So now you have all this new information from studying these schools. The vaping products, cigarette butts, what can people lear from understanding what was collected on School Grounds that you found . Well, a lot of people ask me what should be done about this, and my response is we need to get people off of usingthese products as quickly as possible. Nicotine is a brain poison. Something that causes addiction thats very, very difficult to get over. The sooner we can prevent people from abusing these products and help them get off of them the better our environment will be as well as the health of our community. Any chance youre going to be showing teachers and School Leaders to try and watch out for these . Thats kind of the next direction. And cannabis use is a really big topic right now. So we also have cannabis cartridges so these cartridges those are the ones that we have theres a lot of concern about vaping related illness. And youve been covering the fires and the concern about fires. All these cigarette butts, we find them indry grass. We find them you always warn people not to toss cigarette butts. Absolutely. Thats the idea behind a new exhibit at the Oakland Museum of california. A group that is called roots of dia de los muertos. Associate curator of history at the museum says the term has its roots in political activism. Fighting oppression and racism people have experienced. Reporter the origins of the first dia de los muertos celebrations were political stemming from chicano rights movements of the 60s and 70s of the american southwest. A lot of activists were looking at ways to affirm their identity and they looked back at some of the indigenous traditions that had been hidden in mexico. Reporter groups introduced the first dia de los muertos celebrations in the u. S. In the 1970s in San Francisco, sacramento and los angeles. Rodriguez remembers those early celebrations. She created one of the exhibits. Dedicated to Migrant Children at the border. I feel like we are not reacting enough. Not shocked enough. Very commodified in some sense like the objects have become things and you can find them in target and walmart. But thats not the truth of it. Its not a fantasy or its not a fairytale. Rescue workers and search dogs moved through a dangerously unstable building to search for the only person still missing. The parents of a british teen are now in the u. S. In their quest to get the woman suspected of killing their son to return to england. Police say she was driving on the wrong side of the road when she struck 19yearold motorcyclist carrie dunn outside of a British Air Force se in august. Crews sifted through a Hotel Construction site in new orleans as they searched for the only person still missing after the structure partially collapsed over the weekend. As rob judson reports, a body was removed from the rubble yesterday. Reporter First Responders searching for one worker inside the partially collapsed Hard Rock Hotel, officials not saying if the person is still alive after saturdays incident but search crews are calling their efforts a search and rescue operation until the missing person is located. Authorities saying during this mission, safety is their number 1 priority. Our goal is to continue to make the scene safe so we can continue getting into this building deeper and deeper for rescue purposes. Reporter on sunday crews assembled a massive crane to remove fallen debris and stabilize the scene. Despite the danger, rescue dogs have been risking their lives and were able to recover the body of one of the two confirmed dead from the rubble. We have removed one body from the site. And have transported that individual to the Coroners Office at which time they will be identified. Reporter on saturday, the upper six to eight floors of the Hard Rock Hotel being built on the border of the historic French Quarter suddenly came crashing down sending a large cloud of debris into the air. 30 were taken to the hospital. All but one retreated dratch were treated and released. A man had to go under surgery on his legs. Investigation into the incident is underway. Rob pg e is getting handed with their sanctions for the public shut off last week. According to the Utilities Commission, pg e has to get power back on to its customers faster next time. Pg e needs to be at least four times faster in destroying power after a shut off. The governor is asking for an automatic credit or redirect for effective customer. We are in oakland tonight after talking with people who were affected by those shutoffs, henry . Reporter pg e will be sanctioned and have to get the power back on within 12 hours, not 48. Governor newsome says pg e must pay up 100 for each household and 250 for each Small Business that went dark. Iris lost 1500 last thursday at his flower shop in oaklands montclair district because of the safetyrelated power outage. Some of the power flowers went bad. We had to throw them away. Reporter now, he might get compensated for at least some of his loss. On monday, governor newsome says pg e mismanaged the power shut off. He says the utility should give each residential customer or household an automatic credit or rebate of 100. Small businesses, he said, should get 250. I was says he supports the governors demand. Anything would help, it is better than nothing. Reporter in a letter to pg e ceo, william johnson, newsom set the outage was a result of the utility and Public Safety for decades. The refund will be funded by shareholders. Kathleen cardwell kept her bookstore a great big place for book open in the dark. Her business plunged 75 that day. I think it is right.
