With me i have one of the evacuees, eric, you said your family was asleep and he woke up you live in this neighborhood that had to be evacuated. What happened . We were fast asleep. We went to sleep early because of the blackout. There was really nothing much to do besides go to sleep. My mom who lives next door came banging on the door and she has a key so she came in and said wake up. Weve got to go. There is a fire. We have to evacuate. So we got dressed in a little bit of a panic. We werent sure what to take and in the end we just left. Reporter did you see the fire or smell the smoke . Smell the smoke when we went outside. Could not smell it from inside. Could not see the fire. It was on the other side of the neighborhood. Reporter described her was the neighborhood. Is there a lot of open space . Dry grass . A small neighborhood. Maybe 140 homes surrounded by pastures of grass and hills. Definitely a fire concern. I always wondered what would happen if those hills caught on fire. Reporter all of us were told to prepare but now having this be a reality for you, how would you describe that . Definitely, literally a wake up call. I think you have to think in advance what to take on the way out of the, maybe we shouldve taken those documents we thought we would take and in the end we did not take. We need to think a little harder on what to do the next time it happens if it happens again. Reporter how is your family doing . Your kids look like youre staying warm in the car. Everybody in the dark when they got these evacuation orders. No structures have been burned at this point but 140 are threatened. We spoke to the Fire Department come moragaorinda, saying the wind was not bad out there this morning so thats good news. The fire can create its own weather. They jump on that so 70 is good. Tell us about the other areas of concern. The wind can be pretty bad. Mainly higher elevation. And also after the valley so far. People say look. We are getting gusts from 6070 Miles Per Hour. Mount diablo had a guest at 75. Mount st. Helena, 77. The Santa Cruz Mountains, 60 Miles Per Hour. Thats where the National Weather Service Radar site is located. 3540 over the caldecott. Mount tam, 36. Airflow is offshore. Thats the direction the wind is coming from. From ukiah down to san jose that is in easterly or northeasterly breeze. Wind advisories in the North East Bay hills until 3 00. This will slide south. Santa cruz mountains make it on this as well. Maybe 50 Miles Per Hour gust. Red flag warning. Most locations it ends at 5 00. Some in the north may end up sooner but lets just say today is another red flag day. 50s on the temperatures. Lafayette, fortier park upper 50s and low 60s. Im going to start with a fire in marin county that was just reported a few moments ago. Actually just reported as a large fire if you moments ago. Southbound 101 at the tamalpais drive. Southbound 101 traffic is going to be slow in the area briefly but its more of a concern for the Fire Department. Away and you can see traffic is not really affected. It looks like the fire may be out but i want you to know about it. Lets talk about the Altamont Pass and westbound 580. That traffic is going to be okay driving through the Altamont Pass. After slowing before that on 580 and 205 and getting up to Castro Valley. Northbound 880, a crash near high street. It was there and blocking lanes. I saw chp doing a traffic break but traffic never really got busy because its so early. At the bay bridge we have a little backup. 5 07 am. Tens of thousands around the bay area have no power this morning because of the pg e power shut off. Last night just after 10 pm pg e started power shutoffs in the east bay, the south bay and santa cruz county. Youre looking at video from orinda in the east bay last night. Just after the power went out and the city was plunged into darkness. Crews put up portable stop signs at intersections where the stop lights went out. Earlier yesterday pg e shot off power to parts of the north bay all because of the red flag warnings and the possibility of high wind. At this point more than 350,000 homes and businesses in the bay area have no power. The first phase of the pg e Power Outages began in parts of sonoma, napa and marin county early yesterday morning. Then last night, pg e shutdown power to parts of the east bay, the south bay and santa cruz county. Sonoma county have the highest number of homes and businesses without power. There are about 70,000 pg e customers affected by the shuttle. Some Traffic Signals are out which led to accident. Santa rosa Police Responded to 20 accidents yesterday. Half of them resulted in injuries. And people are frustrated. More money needs to be spent on safety over profits. Longterm, people will not be tolerating this. In the meantime we are pulling together and making the best of it. Santa rosas Kaiser Hospital is in the outages and now operating on emergency power. Only urgent procedures are being performed. Some incoming patients have been diverted to other facilities. This morning people in different parts of the east bay are starting this day with no power. The power went out just before 11 00 in areas including orinda and moraga while many homes lost power, the streetlights stayed on for several hours overnight running on battery power. In the meantime orinda and other cities have spent money on generators, fuel and staffing for Community Centers with phone charging stations as well as water. We worry about our seniors in the community. Fragile individuals who require , for example, electricity to provide selfhelp support services. Reporter east bay m. U. D. Said it spent more than 400,000 on backup generators and 75,000 on fuel because of the plan power outage. The uncertainty of the situation is adding to the frustrations of people in the outages zones. They say the pg e website detailing the outages are crashing because of so many people trying to log on. Since people dont know how long the shutoffs will last, they are stocking up on emergency supplies. Ace hardware, the store in oakland, ran out of batteries, lanterns and generators by noon. Homeowners ithe Berkley Hills area are questioning why pg e attorney off the power while neglecting to take care of Hazardous Conditions that construct the fires such as tree limbs next to the electrical lines. Some experts say pg es preemptive Power Outages this week could cost homeowners and businesses more than 1 billion. The director of the claimant Energy Program policy said the Economic Impacts could fall any wide range between 65 million to 2. 5 billion depending on how long the outages last and where they occur. We are following breaking news in the east bay where a wild fire is burning and moraga and there are evacuations. Its called the merrill fire and its burned more than 40 acres and is 70 contained this started around 1 am near merrill circle north and Sanders Ranch road and Contra Costa County. Police ordered the evacuations for People Living along Sanders Ranch road, Maryland Drive and herrington road. About 1 am we heard honking and then we smelled smoke and we could see the flames pretty clearly from our deck. It was on the hill overlooking juliana court, Sanders Ranch, which is the street thats like a court right off of Maryland Drive where we live. Merrill circle. Spencer larson told us it was breezy overnight and then it started to pick up in parts of town. The family actually left the home before the mandatory evacuations took effect. Most pg e customers said they understand the need for safety but is still frustrated with the outages. Greg lee tells us about the changes some are calling for and how the utility is responding. Reporter mark toney echoing the frustrations of many pg e customers finding themselves in the dark during this Public Safety power shut off. He is the executive director of an advocacy group, turn. Pg e continues to say they do not take this decision lightly and safety is a priority. They also say the company has been working on improvements but in its latest filing to a federal judge pg e says its completed less than one third of its tree trimming work this season. Pg e has faced major scrutiny from state senator jerry hill who represents san bruno where a 2010 pg e gas line exploded took eight lives. The Embattled Company warned this could happen again. State senator scott weiner in San Francisco is proposing able to restrict power shutoffs. In a tweet he said , quote, its hard to overstate the impact of this massive rolling blackout. He says he hopes his bill will set clear standards for when utilities can pull the plug the problem i have is that pg e appears to be erring on the side of going as broad as possible and shutting off power for millions of people potentially and thats not okay. The bill would impose hourly fines against the utilities during plant back out and prevent them from charging customers for service during power shutoffs. The legislature is expected to hold hearings on the bill in january. Thats a big deal. Sal is coming back and he is watching the commute. Right now we do have traffic that is doing okay. Moments ago we learned most evacuees are allowed to go back to their homes. Elissa harrington is at saint monicas catholic church. New information and you are talking to someone now. Reporter good morning. Evacuees are surrounded by flashlights and candlelight that with me i have the moraga over the fire chief to give us an update. Good morning, chief. Who can go home and when can they start going come . Were in the process of repopulating the majority of Sanders Ranch road people live on the upper end of merrill circle b delayed in their ability to repopulate wiley clear a fire apparatus and crews still working in the area to fully contain the interior pockets of the fire. It sounds like they are announcing now people can head to their cars. Can you tell us about the fire . How much burned and how close to get to homes . Approximately 60 acres, the area burned at this time. Thats a rough estimate. As the sun comes up we can visualize the fire. The fire got very close to homes. Several homes, their fences burned. It was the decisive actions of the initial firefighters on the scene that were able to prevent the spread of fire into the homes as well as feels management and vegetation controlled by the Sanders Ranch a. Reporter pg e to shut off power last night. Does that impact firefighting abilities at all . No impact at all. Not windy here. Wasnt windy with a fire was burning. On the ridge top the wind was howling and when, when you get weather and topography, the fire can make rapid spread. The first firefighters on the scene reported rapid rates of spread up the hill that caused them to have to change their tactics to focus on protecting homes and that allow the fire to spread which resulted in larger acreage however no loss of homes. In these conditions we have to prioritize. They prioritize their actions to protect the homes and made the right call. While the fire spread further than it may have otherwise, there was no loss of structures. Reporter thank you. As you can see people are starting to pack up and many are getting ready to go home. Firefighters did have to evacuate about 100 people. There are 140 homes in the area near where this fire was spreading. I spoke with several families this morning and he told me many of them were asleep when just before 1 am some of them smelled smoke and others had neighbors and friends banging on the door telling them there was a fire. They had to drive down the hill as quickly as possible. Some only able to grab their bags and their pets and flashlights. Very concerning. We did learn that no structures were burned and firefighters and police say the Homeowners Association in the Sanders Ranch neighborhood took a lot of measures to cut brush and cut down trees and make a lot of Defensible Space in the area. The wind advisory for the east bay hills and north bay until 3 00. Could easily get gusts over 50 above 2500 feet. And the red flag for most goes until 5 00. I want to show you that 80 westbound if you are driving on the vallejo freeway is still looking okay. There is slowing on 37 heading over to 121 and on 80 after highway 4 some slowing. And also slowing on 80 near 70 zero. The venetia bridge looks okay. South bend 680 looks good. Westbound highway 4, slowing in pittsburg. We are off to a gentle star. We do not have a lot of slowing or incidents at the bay bridge. Its full strength and backed up for a 10 minute delay already. Lets go back to the desk. More people in the bay area have no power this morning. Pg e has activated phase 2 of its Public Safety power shutoff. Affecting parts of the east bay, the south bay and santa cruz county. You are looking at video from orinda last night just after 10 30 pm when the power went off there. Earlier yesterday pg e shut off power to parts of the north bay, all because of the red flag warnings and the possibility of strong wind. In the south bay the city of morgan hill, there is a curfew where pg e has shut off power. The police are out there patrolling areas and enforcing this curfew in areas with no power. It applies only to pedestrians to cut down on loitering, especially in downto morgan hill. You are still allowed to drive and check up on your neighbors. That is not considered loitering. We do not want people to feel like they cant check on their neighbor or be on their own property. Its walking around, loitering around areas that dont have any power. This is just to make sure we keep the community safe. The curfew in morgan hill will stay in effect until 6 30 am when it will be light enough for you to see even without power. Pg e has shut off power to parts of the south bay. In santa clara county, 38,000 customers lost power. One of the areas affected is the alum rock foothills and almaden in south san jose. And for the second day in a row the nine and for the second day in a row the 9000 students at the alum rock scotus would not have class today. We are no different than our neighbors throughout the bay area that are inconvenienced by the way this has been ruled out and the fact this is a decision that pg e thought was a good idea. San jose police and fire are adding extra patrols to respond to 911 calls but they say they do not have enough Police Officers to staff every intersection where the lights are out. There reminding drivers to treat every intersection where the lights are not working as a fourway stop. A new fox news poll is out saying more americans now support the impeachment inquiry of President Trumps. According to a fox news poll, 51 of voters polled now say the president should be impeached. 4 believe the president should be impeached but not removed. 40 said President Trumps should not be impeached. You do have a group of voters were now sitting there thinking, i dont really know that i like what happened with the ukraine call. I dont really like what the president is doing necessarily in his job as president but i dont know this is the right answer for that. Not surprisingly democrats overwhelmingly favor impeachment while only 13 of republicans feel that way. The president had a job Approval Rating of july 1945 . Now its down to 43 . Apple has removed an app that allows the protesters in hong kong to report police movement. Apple cider removed the app because authorities in hong kong said protesters were using it to attack police. In china and the people daily, the newspaper of the communist Party Published an editorial that accused apple of aiding rioters in hong kong. President trumps is reacting to the growing tension between china and the nba. People have been evacuated but we found out minutes ago some of the evacuees are getting ready to go back home. We will keep you posted on that. The merrill fire has burned more than 40 acres. So far its 70 contained. It started around 1 am near merrill circle north and Sanders Ranch road and Police Issued evacuation orders for people in the area. Some of the evacuees gathered at the Safeway Store on moraga way. Others are at the other Evacuation Center at st. Monicas church. Some of the evacuees talked about the sudden overnight evacuations. Quite honestly i was a little bit confused but then i got really worried just because if it is going to be a forced evacuation where the cops start stepping and telling us we have to leave moraga my first thought was, i dont know where im going to go. I dont have friends and family in the area who also would be able to have us. Most of my friends live in moraga also so i was worried about everyone else. She told her she and her family are waiting it out in the Church Parking lot until they find out more from the firefighters who told us the evacuation orders have been lifted for about 70 of the 140 homes that were evacuated. Since most of the bay area is under a red flag warning Fire Departments are increasing patrols. Ktvu road along with a crew on a special fire engine , one of three extra vehicles roving the Oakland Hills. Fire crews say that area is particularly dangerous because of the terrain, making it difficult for them to put out any fires. The neighborhood near the park has winding streets and cars parked on the side of the road that can get in the way of the fire trucks. You see these trees over growing the power lines. In the event we have high wind these branches come down, you drop the power line across the road. This road is unusual now. These people are unable to get in and out and we cant get by. The firefighters watch the ground and police are patrolling the skies. In dublin the Emergency Operations center for the Alameda County Sheriffs Office is now open. And it will be staffed around the clock with everyone working 12 hour shifts. Workers at the oakland zoo are making sure the most vulnerable animals are taken care of during the plant shut off. Managers closed the zoo yesterday in preparation for the outage. Workers brought in generators to bring their total to eight. The generators are for climate regulated habitats for endangered species. Generators are also for refrigerators to prevent the food for the animals from spoiling.
