We want to start with tom vacar joining us live from sonoma, where parts of that city have been without power since early this morning. How are those folks coping . Reporter pretty much all the city is out right now. Very few things have power. But thats what this story is really about. The expected winds that weve been expecting have yet to show up. Sonoma business folks are making very, very sure that local folks here who dont have power are served, and served well. Sonoma, a wine country tourist town of 11,000 finds itself without power, even though there was scarcely a breeze today. That does not go down well with a lot of people here. Right now, its so calm here. For us, its like, could it have waited until the winds come up . Reporter pg and e, says although it may not be windy, winds are expected to be high. Eye ray taylor lives up in the hills just about a mile away. Its not at all windy. It hasnt been windy at all for the past day, and even right now its not windy. Reporter nonetheless, the powers off. Yeah, it sounds like its pretty serious. But to me, you just have to make the best of it. Reporter the problem with Public Safety power shut downs is that it usually means an economic shut down where they occur. But here in sonoma, a town that almost burned down two years ago, the businesses are prepared. What happened two years ago maybe set the stage for the community to really get together, and be organized. I sense that the stores that can stay open really want to be open, and be open for us. Reporter the bakery on the square has enough pasteries, and coffee to go for quite a while. We did this two years ago when the fires were here. We stayed open all of those ten days until we were kicked out. Were going to stay open for the local folks to come in. Reporter the bar, busy with tourists on the weekends is very much a locals watering hole. We stayed open during the fires, as long as we could, because this is a hometown bar, and its a Gathering Place for people to come in. They dont have any power at home. Theyre just coming down here, being social. Reporter at the moment, a lot are accepting of, but not happy with pg and e. What i make of this power outage is very simple. Pg and e has screwed up by not doing all the work they need for the power lines, and the rest of us are paying for it. Were just reacting to the situation were given, and making the best of it. Reporter you have to remember, before the power can ever be returned, every inch of every line, every connection, every piece of equipment, must be thoroughly inspected, and if necessary repaired or the power will not return for several days, and thats the likely case. Reporting live, tom vacar, ktvu fox 2 news. It seems like folks are doing the best they can. Lets bring in our meteorologist now to find out about these wind conditions. Because right now, a lot of people are out there saying, what wind . But theyre expected to pick up later on. We have high confidence in that. Were always expecting maybe a little bit of a breeze to develop. As far as the main event, that is setting up for tonight, and into early thursday morning. You probably notice a change though. It feels a lot drier with that wind coming in out of the northeast already. A red flag warning already in place for the north, and east bay hills. Santa cruz mountains. These numbers have not verified just yet, but by midnight, they will be. At least now you can see all the areas covered in red. That is a red flag fire warning. As we come closer, this is that dry offshore wind. As the air comes down the hills, it could dry up even more. That is a big concern as we head toward latnio early tomorrow morning. So red flag for the north bay, the east bay until 5 00 p. M. Thursday. For the santa cruz mountains, this begins in about an hour, until 12 00 p. M. On thursday. So in addition to this, the wind advisory is already out, to the north bay hills, and the east bay hills. It just depends on the location. In the valley locations, we could have gusts up above 50 miles per hour. Coming in closer, all day long, the winds are not expected to pick up until actually this evening. You can see that trend here with our bar graph as we head into early tuesday morning. 2 00, 6 00, even 10 00 tomorrow morning. Now in fact, heres the wind forecast model, and youll notice those bright colors really kicking up late tonight, into early tomorrow morning. So this is midnight, and then its really targeting, it looks like, portions of solano county, out toward lake county. This is thursday morning, 6 00. Then later in the day, the winds will gradually back off. Taking a look at the current wind reports. Nothing too major just yet up in the north bay. You can see these gusts around 12 to 16 miles per hour. Mount tan, only 13 miles per hour. Mount diablo kicked up a little bit. 21miles per hour. The big shift will be later on tonight, and into early thursday morning. Well talk more about those changes, and in fact, let you know when ose winds could subside even more so in your forecast coming up in a little bit. About 10,000 people in marin county are among those without power this afternoon. Folks in sausalito are coping with outages there. Power may be out on one block, but not the next. Other parts of the city, its business as usual. Every time the power goes out, youll have these little cul de sacs of power, and these cul de sacs of no power. Im curious to find out more about how our tiered grids work. Reporter sausalitos city fire, and the Police Buildings are now on generator power. City hall, and the library remain open. People can come and use those facilities to recharge the batteries on their phones, and other devices. People in Contra Costa County were notified this afternoon, that the Public Safety power shutoffs there, would be pushed back until 8 00 tonight. Approximately 50,000 customers are set to lose power later on this evening. Fire danger remains high, and urging everyone to be cautious during all outdoor activities. Caltran says the caldecott tunnel will remain open. Crews worked throughout the night to set up temporary generators that can produce three megawatts of power. That will be enough to keep the tunnels, lights, and exhaust fans going. More than 180,000 commuters use the caldecott every day. The agency caltran says the tunnels were built with redundant power sources. If there was an earthquake or other emergency, we could shut off power on one side of the tunnel, and still continue to have power coming in from the other side, keeping the tunnels open. We never imagined at the time when these were designed, and constructed that wed be going through some kind of public shutoff, that were experiencing today, and this time in california. Caltran says it has ordered its own permanent generator in case of future outages. The tom lycos tunnel is also going to remain open. With dangerous red flag dangers. Today with Oakland Fire Department crews, he joins us live from the oakland hills. Reporter alex, and heather, while Oakland Police patrol the streets, these firefighters are out, looking for unsafe conditions from overgrown vegetation, to of course the first signs of a fire in hopes of getting a jump on putting it out. Oakland firefighters got briefed just hours before an expected safety power outage. Soon, they went out to patrol high fire danger neighborhoods in the oakland hills. One of three extra vehicles out roving the streets. They have the ability to pump water while driving. This is suitable for when theyre doing mobile attack fire fighting. Reporter they road on the engine, capable of driving off road, and handling hilly terrain. Getting a truck up here is near impossible. Reporter imagine the same route in the dark, in heavy smoke, if youre panicking to escape a large fire. As we maneuver through narrow, winding streets, we saw plenty of obstructions. There were cars on the side of the road, legally parked, but potentially in the way of fire trucks. And there were power lines wrapped completely in tree branches. You can see these trees. In the event, we have high winds, these branches come down. You drop the power line here across the road. This road is completely unusable now. Reporter firefighters say the goal of roving patrols, and the power shutoff is safety. These Power Outages, this is something we have to deal with. Reporter residents we spoke with were appreciative. It makes me feel safe. Its a little inconvenient, but we have to deal with the inconvenience for the safety factor. We love it. My wife gets all over me, weve got to cut this back. Get it trimmed, because its dangerous. Were here, and this is kenly. Reporter as firefighters kept close watch on the ground, oakland, and Regional Police patrolled from the air. In dublin, opening its Emergency Operations center. Well be here, staffing this facility for the duration around the clock, 12 hours on, 12 hours off for our staff. Well do that for as long as this event is protracted out. Reporter so firefighters are urging hills residents to please park in your driveways, and police and sheriffs deputies reminding drivers, stop at all dark signals, and even a railroad crossing. A pga worker may have been shot at as he was driving in colusa county. He was in a marked pg and e truck, when a white pickup pulled up next to him. The pg and e employee reported hearing what sounded like a gunshot and the passenger window shattering. Fortunately, the man was not hurt. In these photos from twitter, you can see what looks like a bullet hole in the door of the truck. That twitter user told us that pg and e employees are on edge because of this incident. The chp is investigating. We saw pg and e putting up barriers outside its headquarters in San Francisco this afternoon. In a statement, pg and e referred to local authority for details on the apparent shooting. The utility says it knows turning off the power is not popular, but says it is needed for Public Safety. It said quote, we remind our customers that our employees are your neighbors, and they are out in our service area doing their job. East bay mud is asking customers to cut back on their water use today, in the face of potential Power Outages. East bay mud says its water pumping stations need power to keep the water flowing. Officials say their main concern is making sure they have water in case theres a fire, and crews have to connect the hydrant. They say customers can help out by reducing water usage, and turning off outdoor irrigation. This move by pg and e doesnt eliminate the threat completely. Cal fire joins us live to talk about their ongoing fire concerns. Im jesse gary live in san jose, where city officials here are advising drivers not to get in their cars and drive after the csps starts. The county making an emergency declaration. Various officials have spent the day reassuring a weary public theyre doing everything they can to prepare for the lack of electricity. Jesse gary joining us live now from san jose, where there was an update that ended just a short time ago. Jesse, what did we learn . Reporter alex, just a short time ago, city officials in san jose say theyve implemented their power vulnerability plan, which theyve been working on for the past four months. It sures that the city of santa clara, and pg and e are working in lock step. Additionally, fire and Police Officials say they will have added officials out. The lack of of electric service, weighing heavily on the minds of some residents. I worry about my family. I have my sister, my neighbor. They need to house their refrigerator, and then how long is it going to be . Reporter East San Jose resident, gloria says prayers may be the only thing preventing an extended power shutoff. According to pg and e, lasting until thursday afternoon, the utility will cut power to portions of Santa Clara County. East san jose close to the foothills. And near the santa cruz mountains. Nearly 38,000 residents are directly affected, along with 1100 socalled medical baseline customers. In response, Santa Clara County officials made an emergency declaration. That looks like it could nt require mutual aid, or potentially, overwhelm any of our county services. We have big swaths of the county that dont have a very significant population, but theyre very expansive areas that people may travel through. We just dont know what thats going to look like with an extended power shutoff. The city of san jose has all 11 of its Community Centers open to assist those affected by the power shutoff. Three are deemed Resource Centers, including may Fair Community center. They have emergency generators, which can provide power to a 3,000 square foot portion of the facility, if Electrical Service is out. Additionally, theyll have light snacks, and recharging stations so that residents can recharge mobile, and medical devices. Pg and e has opened a Resource Center that we want to make sure that the entire city has access to resources, so if a resident in one of the affected areas cannot get to a stadium, they have a center near them, where they can also access resources. Reporter San Jose Unified School district Officials Say their schools will be open tomorrow, but allen rock officials are closing schools both today and tomorrow. Vta Officials Say this psps will not affect light rail. However, if youre on a bus that uses the peace ridge transportation center, that will be effective slow service, because the Traffic Signals are out. San jose officials tell driver who is live in affected area please do not drive starting at 8 00 tonight, and down in morgan hills, theres a pedestrian curfew that starts at 6 00, all because of the psps. Were live in downtown san jose, where the lights are still onjesse gary, fox 2 news. So many consequences of the massive power outage. The winds are expected to pick up later on this evening. Explain a little about the work thats happening there, and what cal fire is doing behind the scenes to prepare for this dangerous fire weather thats moving in, in the ovght hours. Reporter yeah, alex. Im standing in the Regional Operation Center here in redwood city for the county of san mateo. This is one of you know, a numerous Operation Center across the bay area, that are coordinating the preparedness and the response to this wind event. Here in san mateo county, we have Additional Resources, both on the fire side, as well as law enforcement, and ambulance resources. Behind the scenes, in the Emergency Operations center, is really where all these agencies are are getting together right now, and ensuring when the power does go off, that th adequate number of resources are in place to sufficiently respond. Jonathan, we are hearing from some people who are questioning the timing of the pg and e power shutoff. I know that you dont have anything to do with that decision. But talk a little about how the weather right now might be misleading, because those winds are expected to pick up later. That is when the real risk will come into play. Yeah, youre exactly right, heather. Its a little bit of a moving target. Until the actual event occurs, theres no guarantee that its go to start at that moment. As were seeing, our models are pushing out a little into tomorrow morning. Maybe the 10 00, 11 00 hour, specifically here in san mateo county, along the santa cruise mountains. Obviously, pg and e has their mechanisms for when they shut the power off. But rest assure, the models that were seeing you do show that theres critical, critical fire danger coming up in the overnight hours tonight, as well as into the early part tomorrow, and well be definitely in the area. We know that these dangerous fire conditions, this is a widespread event. We have red flag conditio across large portions of Northern California. How is cal fire staging crews, and how will those crews be responding to even the smallest fire, you know, if one breaks out . Yeah, thats a great question, alex. There is a massive number of fire resources across Northern California that have been mobilized to ensure that when a fire breaks out, we put a number of resources straight off the bat. We dispatch based on levels from lowest to highest. Right now, almost all areas are at the highest dispatch area, meaning theyre going to get multiple aircraft. Multiple ground resources, as well as Additional Resources that are staged. So theres everything from helicopters, tankers, and night flying resources, to local government engines throughout the bay area right now, ready to respond when and if a fire breaks out. Cal Fire Division chief, jonathan cox, thank you for taking the time to talk with us this afternoon. Thank you. Our meteorologist obviously tracking the conditions very carefully right now. And mark, we are looking for the strongest winds in those overnight hours. Yeah late tonight into early tomorrow morning. Its always a concern when you start hearing all the wind, and the trees moving around a bit. The winds have been increasing, just over the past hour or so. Take a look at some of the current observations. Mount st. Helena, its over 4,000 feet, but thats a gust of 35 miles per hour. So it has been picking up. Mount tam, only 13 miles an hour. It looks like mount diablo, over 20 miles an hour. The wind headlines, strongest winds developing 8 00 today, number 10 00 a. M. We might bump that up to 12 00 p. M. On thursday. A wind advisory for the north, and the east bay hills. We could possibly have gusts going up above 50 miles per hour. Maybe approaching 65 miles per hour. As we take a look at the red flags, already in place for the north bay, the east bay. Santa cruz mountains is about to begin 5 00 today, until 12 00 p. M. Thursday. Also out toward the delta region. Showing you this. Right now, were taking a look at the winds at the surface. These winds have been picking up. Santa rosa, thats a gust to 26 miles an hour. Youll notice that arrow coming in out of the north and the east. Right now, fairfield 16, gusting to 24 miles an hour. And as we check out some more reports here, these panels, sfo. Actually an onshore breeze at 20 miles an hour. The winds, everybody will have more of an offshore component tonight, and those numbers going up quite a bit. Walnut creek, 73. You probably noticed how dry it is across the area, with fog free conditions, so the relative humidity continues to come down, with minimum levels of 10 to 15 . Heres a forecast model. This is 8 00 tonight. Keep an eye on these brighter colors, indicating the stronger wind speeds. As we put this into motion, this is midnight thursday, then im going to pause here at 4 00, 5 00. Notice how widespread the strong winds are from solano county, napa county, portions of sonoma, and toward portions of lake county. Even out towards San Francisco, and hayward, those winds gusting as well. This is thursday, 5 00, and we will gradually scale back on the wind speeds. Its not going to be an instant switch. Those numbers begin to come down, and we should, we will have improving conditions. But the critical time once again later this evening, and into thursday morning. Winds remain light in most areas, but dangerous winds are expected to pick up later tonight. In fact, our meteorologist says hes already seen the winds pick up a little bit in santa rosa. Those wind gusts right now, more than 20 miles an hour. For more on some of the challenges facing local governments across the bay area, and Northern California during these outages, were join the here in studio by former fema coordinator, mark nuvo. Mark, we appreciate you coming in on such an important day. From a Public Safety stand point, what are your biggest concerns about these long term, widespread Power Outages. Easily saided. We cannot continue to manage the fifth largest economy in the world this way. We just cannot do that. This is quoted from a researcher, did a study at Johns Hopkins university. Quote, our results from this Study Indicate that Power Outages can immediately, and severely harm human health. Its not a matter of just turning out power, and theres no impacts to that. We saw east bay mud had to spend 409,000 for 29 generators to be able to provide water. In puerto rico, the Power Outages created problems, with the manufacturer and ten of the 20 top used pharmaceuticals in the country. It wasnt because it didnt have power. It was because the power was out, and it couldnt pump water for process. So there are so many consequentials that come when we say were going to turn off power to 800,000 customers in california. Do you think that this is in fact, necessary . Well, youre going to have to rule both ways. People would say, if you didnt do it, then something happens. Most wildfires are from the human side. Its not mechanical. Its are we going to continue to do this . We know in the netherlands, Technology Allows them, they call it selfhealing. What will happen, if theres a limb that hits the line, it will several the power in that line, within milliseconds, so there are ways to approach this, we would hope that pg and e would look into those. It seems as though the fact of whether this is necessary or not can be debated. But youre subjecting that pg and e can do Different Things than this. Absolutely. The governor when he came in, some of the first directions he took was to try and prevent, and beef up resources for wildfires. Now, what he said to pg and e is, youre going to get a new board of directors. Wed like you to consider that you have somebody on that board that is a wildfire safety expert. They didnt do it. They have five new board of directors that are money managers. So theres got to be some, you know, theres got to be some changes in how we do business. We know that pg and e is way behind schedule in terms of trimming the trees, trimming back vegetation along their power lines. If more of that work had already been done, do you think that not as many people out there would have to have their power shut off . I dont think that that effort would be enough to be able to prevent fires in california. Its a measure towards being able to reduce it. Theres no question about that. But i think where we start to have a discussion is whats going to happen in the future. How do we move forward . Pg and e has been proactive. Theyve hired resources. Matter of fact, one of my buddies just went to work for pg and e, who is a retired fire chief. Theyre trying to take measures, but it seems like its not the ground forces, the troops that are out working. Its the decisions made at the top of the organization that have to be changed, and theyve got to cooperate with the governor. There also seems to be a lot of, anger may be overstating it, but it does seem as though a lot of people are really upset about this. We heard from a woman earlier saying its calm right now where i am. Why did it have to happen now . Why not wait until we know that the winds in fact are going to pick up . Do you think thats a possibility to maybe limit the timeframe of these outages . I think the difficult part then is when you actually throw that switch, to be able to have the impact. So theyd rather err on that side, theres no question about that. But we wrestled with this with hurricane sandy, that was the largest outage in our country before puerto rico in an organized area. What happened there for seven days . People started to picket the headquarters of long island power. The president went into gasoline stations to distribute that fuel. The reason for that was not only to provide fuel for people on the island, but it was also to quell the unrest. The challenge when you start to turn off power, there are circumstances that are going to come as a result of that, that we dont necessarily calculate. How concerned are you, that all of these folks who are losing power here, potentially for days on end, are well enough prepared to deal with that kind of crisis . To your point, alex, and in the paradise fire, the people that lost their lives, they were Senior Citizens and functional needs for the majority. When we start to shut power down in california, thats the same group thats affected. They dont have resources. And those are the ones who have medical equipment, requiring power, who dont have generators. This decision does have an impact. Hugely. It certainly does. Always a pleasure, thank you for being here. Its unclear exactly how long the power will be out, once the winds die down. Initially, pg and e said it could take days to fully restore power to everyone. Now Officials Say power could be restored by as early as tomorrow. Crews have to inspect all of the lines to make sure theres no damage before reenergizing them. This is video from last month when the power was shut down to parts of the sierra foothills and the north bay. Pg and e says it will be a time consuming process for crews on the ground, and in the air to inspect such a large area. There is damage, we identify the location of that damage, what that is, bring in qualified personnel to be able to safely do the repairs, and then continue with the restoration process. Pg and e says because the utility has to turn off entire distribution and transmission lines, the outages may also affect customers who are not in fire prone areas. People in the north bay here who survived the tubbs fire are urging others about a deadline approaching. The fire destroyed 56 buildings, and many of them were home. More than half of all fire victims have not yet filed claims against pg and e. The deadline is coming up. 5 00p. M. On october 21st. People eligible to file include those who lost property, income, or suffered emotional distress. If you fail to file by the deadline, which is also called the bar date, you are barred, forever, from claiming against pg and e for this fire. The group says victims do not need to hire lawyers or know the monetary value of their claim before filing. We are keeping a close watch on weather conditions across the bay area, as we give you a live look here at the San Francisco skyline, and look at the bay bridge there. We are focused in on the winds here, mark is here to tell us were starting to see some of those gusts increasing in certain areas. Yeah, we notice those numbers come up a little over the past couple of hours. Remember, this red flag warning, especially for the strongest winds, really not for the sea level locations. Mainly for the bay area hills, especially up above 2500 feet. Those winds will mix down to the surface. The Weather Service issued that red flag warning this morning. This morning, the change was a change in the wind direction. Not necessarily the wind speed. Things have dried out rapidly, so thats kind of the first stage, increasing the fire danger. The next stage, unfortunately, is headed our way now into tonight. So wind advisory for the north bay hills, and the east bay hills, until 3 00 on thursday. As we take a look here, based on elevation, the profile, valley locations, we could have wigoer 30 miles an hour. But up above 2500 feet, possibly up above 50 miles an hour. Thats a wind gust. The satellite showing you, the surface winds coming in out of the north. Look at this. We have clear skies from eureka, down toward santa fe. Well check in on some of the current wind speeds scattered around portions of the north bay, these are mainly for the higher elevations. As you can see, mount st. The pressure difference sets up that northeast wind, so high fire danger for today, and tomorrow. Probably tomorrow afternoon, we will gradually pull back on those wind speeds. Keep an eye onon the bright colors. That shows you the stronger gusts. Notice how widespread this wind event is. This is tomorrow morning, 4 00, and 5 00, especially off portions of napa county, lake county, solano county. Still, the winds are factor at 8 00, and gradually into the afternoon hours, we will have improving conditions by about 3 00 or 4 00 am 4 00 tomorrow afternoon. Forecast highs for tomorrow will be in the 70s to right around 80 degrees. Of course the temperatures not the big story, but this wind event will be into tomorrow morning.
