Im julie haener. 600,000 californians could have their power shut off wednesday due to a risk of wildfires. Warnings have gone out in seven of the nine bay area counties for people to be prepared. Only San Francisco and marin counties are not included in this warning, a potential power shutoff. Right now pg e has not confirmed any outages, but we are told by police and other officials that parts of napa county along with danville, orinda, lafayette, and moraga should expect to lose power just before wednesday morning. We have Live Team Coverage tonight, Azenith Smith is in the south bay with how officials are getting ready for Power Outages or potential Power Outages. And october, the peak of fire season, and it is almost exactly two years. Reporter it is hard to believe, isnt it, frank . This makes it an anxious anniversary even more so. 600,000 customers are at risk. Half in the bay area. Sonoma county have the most. 66,000 Emergency Centers are opening to cope with this unprecedented outage. And that would be terrible, you know, i have a baby, everything like that. Any power being off. Theres a lot of things that could go terribly wrong. This new dad will build up while he can. Gas pumps may go dark by wednesday morning if pg e deenergizes much of its grid due to fire danger. And this is severe windy weather that were tracking. Potentially 60, 70 miles an hour gusts, like the winds two years ago where more than a dozen fires raging across the region, taking homes, lives. By the clash of trees and power equipment. A peak of the extreme weather is from weesthursday mi so if they wereing. And remain off, especially if wind damages much of the system. Inspections alone on such a wide scale could make this a multiday outage. They are waiting for electricians to do the installations. Reporter no doubt the customers who ordered these generators wished they were delivered. But the supplier of commercial generators must wait to install. Fires are calling, aggravated. I mean how would you feel in the larger generators for wineries, municipalities, are loaded for delivery on tuesday, trying to beat the blackout. It happens so quickly that it is over with before you know it to manage the services. And this is an impact to fire stations. So this is what the forecasters would look at with the National Weather service when they are deciding whether or not to put this fire weather watch out. First of all it is the wind and again 40 to 55 Miles Per Hour gusts are expected. Dry conditions between relative humidity is dropping down potentially into the teens, and so that will make the big difference. Good news here, the temperatures are also dropping as we head towards wednesday, so well get out of some of the 90s. Here is the wind right now, calm across the board, it looks really good. Lets talk about the wind forecast. Ill start this tuesday at noon. You can see it is not bad at all, and it will pick up as we get to tuesday evening. When we head into wednesday, thats 8 00 a. M. , but look at what happens here at 8 00 p. M. This is wednesday evening. Youll start to see the gusts in the north bay and the east bay. Itll stay with us overnight on thursday, probably the most dangerous point there, wednesday overnight into thursday before finally ramping down again as we head into thursday afternoon. So that is why we are under the fire weather watch. I know its a little nerve racking, but its probably a good thing that considerations are being taken on how to keep everybody safe. Power shut off on wednesday could affect 38,000 of their customers in Santa Clara County. At late today leaders urged residents and businesses to be prepared. Ktvus Azenith Smith is outside San Jose City hall tonight with the emergency plan. Azenith . Reporter frank, the city of san jose plans to activate an Emergency Operation center on tuesday night. The shutoff could cripple the lives of residents and business owners, gas stations, atms, traffic lights could all go down and schools could close. I would lose a food. I couldnt cook anything. Id his power could be shut off come wednesday until we told him. A part of pg es Public Safety power shutoff. Be ready, it could last for a week. Seven days, that would be a hassle, that would be kind of extreme. I dont know why they would even have it after seven days. Pg e has provided a map to identify the areas they believe may be impacted. Reporter speaking to reporters monday, city leaders showed a map of areas that could be affected. East of highway 101 and south of highway 85. If you are in an infected area, we want you to shelter in place. We do not want you riding on the roads. Reporter sam liccardo cautioned readiness. Traffic lights and signals could go down. If that happens, intersections should be treated as a fourway stop. Families should have kits in place and something overlooked, know how to manually open your garage door. Parents may need a backup plan too for their children, School Districts could end up canceling class. If the power is out, likely the school will be out. We are very worried. We have people on respirators, that may not know something is going to happen. Reporter the city is looking at opening up a Community Center with backup generators, so those with medical need can power equipment. City leaders are urging neighbors to lock out for one another. Police, fire, and Emergency Services will all continue during any potential shutoff. The last time we had a preliminary warning, it went away. This one seems to be a little more serious. Pg e open a Community Research center. So customers could get station. Phone panels will not work during the outage. Unless you have a ter or batter as this has pg e saying when they might make a decision on whether to cut power there in Santa Clara County . Reporter city leaders say they are on stand by and they will have more information tomorrow. They did not give a definitive time as to when they will be notified. They just said they would have updates tomorrow and they will also be activating their Emergency OperationCenter Tomorrow night as well. The Oakland School district says if there are Power Outages that they could affect about 10 schools across the city depending on which power lines are shut down. The district says they will send out robocalls tomorrow night to let parents and staff know if their school could be affected. Many are pressuring their Insurance Companies to keep paying out temporary housing benefits that are now set to expire. So a couple thousand people are running out of their temporary rent benefits from their insurance s and now they are going to have to dig into their own pockets to cover until they can move back into a replacement. So its a comfortable day out there and very clear. You do see way far off in the west here, a few clouds are starting to roll our way. Temperatures will roll back just a few degrees, and so we will see instead of 90s, well show you them to get up into the upper 80s, not too bad and out of the coast in the upper 60s. The calls are putting a strain on ambulances, but so much so 2 investigates has learned the city has had to request mutual aid. Heather holmes here now after looking into the situation. One paramedic describes it as a dangerous territory. A day in august when there werent any ambulances available to transport people to the hospital. With patients, in distress, the call out for more ambulance crews to help. 911 emergency . Every second counts. What is your emergency . On a late summer day in San Francisco, several ambulances were unstaffed with calls waiting. No crews were available. A scenario known as level zero. The risk is to a persons health. Reporter tom foegle lives with the union of 98. If you have been in a car wreck, you need to be in an operating room right away. The longer you wait, the less likely youre going to have a positive outcome. Reporter on august 28, the city needed to rely on mutual aid for ambulance coverage. We are at level zero. Reporter 25 times that day, the coverage dropped below level zero, meaning one call for help was waiting. The Emergency Medical Services agency, which oversees ems care issued an urgent request for additional ambulances to answer the call. When asked about the reason for the request, i was told decreased ambulance staffing that day and increased temperatures that put more demand on the system. It is fairly regular were not able to staff up to five scheduled ambulances on a daily basis. Union reps say what happened in august is just another warning sign that the citys Ambulance Service bases their own emergency. He says staffing havent kept pace with the increasing number of 911 calls. A recent analysis paid for by the union shows the system is stretched thin. It cites a 7 jump in calls from 106,000 incidents in 2016 to 113,000 in 2018. At the same time no additional paramedics have been hired. The survey concludes the department is unable to staff all scheduled ambulances due to a lack of available personnel. And that august 25 ambulance shortage is just one example. During a heatwave in june. The city could not meet demand and once again fell below that critical level zero. Five ambulances drove across the bridge from Solano County to help respond to an emergency. The only medic responding from a distance. And how equipped are we to handle a city wide emergency like we did . Like we had . I think with our recent heatwave. Reporter at a board of Supervisors Budget Committee hearing in june, concerns were raised about the difficult challenge to keep up with the high volume of calls. The fire chief just two weeks into her tenure acknowledged the problem and admitted the need for additional staffing. But weve had no ems hiring since 2015, thats correct. Its been a huge challenge for us. We run at level zero on a daily basis. That is a level zero. The level zero is when there are no ambulances available. And to respond to an incident. And so that is, that speaks volumes to me. Reporter during the last round of budget talks, requesting funding for 12 paramedics, but was denied. Back in her office, chief nicholson is preparing for the next negotiations. Taking a closer look at the numbers to see whats needed to meet the growing demand. This is why i really need to drill down on the data. That is what i need to do before i could say we are ten short or this short or whatnot. But youre short . Yeah. I mean i think that we could use more personnel. And i think the whole city could benefit from us having more personnel. Reporter as you heard them tell supervisors that june meeting is routine for the system to hit that critical level zero several times throughout the day. In fact frank and julie, im told most of yesterday, dispatch told a medic was to follow. If tay are hitting level zero that often, what happens if there is a city wide emergency, for example an earthquake . The concern stephanie brought up during that meeting. If you talk to people in the union, you talk to those in the department, they say absolutely not. And what is happening on a pretty consistent basis in San Francisco. Highlights the fact there is a problem and that is the lack of resources. A lot of people will be surprised to know on any given day, you found out there were five vehicles, five ambulances that are just sitting there, not being used. They need to call for mutual aid when someone is in an emergency . Yeah. Right now they are sort of looking at this trying to figure out if it is a staffing issue. Or a scheduling issue. And so that is something theyre going to be looking at to try to address it, but it all comes back to the fact you have five ambulances on any given day sitting there, unable to transport people to the hospital. Maureen naylor tells us investigators have released a picture of a person wanted for setting a series of fires outside a townhouse. Reporter this melted cooler is just one of the items burned in nine separate porch fires in front of town homes in sunnyvale that were set in an half hour period by an arsonist. We thought we left our barbecue on. When i ran out here, the firemen actually informed me that no, someone was going around the area lighting fires. Reporter one married couple said on september 10 they were awoken to find out their barbecue cover in front of their town home had been lit on fire. The cover was totally gone by the time we came outside. Very frightening because there was a full propane tank in the barbecue. So if that were to have caught on fire, it could have led to an explosion. Theres children that live in the area. Felt very violating. Reporter monday Police Released this photo of a man who is the suspected arsonist, saying he started porch fires at nine homes in four different complexes around the seven seas park area of sunnyvale. Around 12 45 in the morning on september 10. The first call came in on the 400 block. There were several other reports of fires in that area of toyama. Through investigations, we did find somebody on camera, the suspect that was depicted in the photo. We are asking for the communitys help in identifying that person. On october 1, my maintenance staff found pigs would come down to the field and rooted up the large section of the field. The director of Lafayette Park trails and recreation say the staff captured these images of the pack of drifters, scurrying out of the bushes. They would move across looking for grubs, and they used their noses to push up the dirt and make their surface unplayable. Going so deep in their search, and if youre not careful, they could easily leave with an ankle. Temporary fencing was discovered, and the sounders, they will not give up easily. After the first line went in, the pigs, they would work the perimeter of the facility looking for weakness in the fences. If they could find a weakness, then they come in and hit that one more time. The community park, they are not the only part of the city thats become the target of these menaces. Weve always had pigs around this area. You hear stories about the neighbors, having the pig at the back fence of the dogs parking. And take them who live just a few miles from the park, though hes a stranger to his home. Installing the chain link fence around this property to keep those wild parks out of here to be four feet high. But the problem here is the company that would install that and they tell them that they are behind right now. A big backlog because so many people in this community have been calling them to have fencing installed and it could be a month before they could get out here and solve that permanent enclosure around the park. In a lawsuit filed today, the pilots union say their members have had less work and have lost an estimated 115 million in compensation. Boeing 737 max jets were grounded in march after two fatal crashes in five months. Boeing has been working on a software fix for months, and has repeatedly said they plan to submit those plans soon to the faa. So we have a beautiful night out there.
