Im alex savage. President p also encouraged the involvement of bill marr, and his personal attorney rudy giuliani. Ray bogan now with the latest from washington. Reporter republicans argue the memorandum is evidence the president did nothing wrong, but democrats say it further confirms the need for an impeachment inquiry. Sitting sidebyside with the ukrainian president , President Trump doubles down in his defense of what House Democrats say is an illegal phone call. During the conversation in july, the president asked his ukrainian counterpart to investigate former Vice President joe biden and his son. The corruption is massive. When biden sign walks away with millions of dollars from ukraine, he knows nothing, thats corruption. The white house released the five page memorandum of the call, and it details President Trumps request that the ukrainian president do us a favor. The notes of the call thought the conversation far more damning than i or any others had imagined. What does note reflect is a classic mafia like shakedown of a foreign leader. The memorandum released one day after House Democrats launched a formal impeachment inquiry. It was prompted by a whistleblower complaint with the Inspector General of the Intelligence Community described as urgent. House democrats will investigate whether the president illegally sought the help of a foreign leader to boost his campaign. From the quid pro quo aspect of the phone call, there is nothing there. We will likely learn more about the whistleblower complaint when the acting director of National Intelligence testifies before the House Intelligence Committee tomorrow. Joining is now is a California National committeewoman and the Republican National committee, thank you so much for being here this afternoon. The president says that the summary indicates him from democratic claims that he pressured a foreign leader to interfere in domestic politics, you are an attorney, do you agree . A foreign leader himself was at the press conference to reiterate he was not pressured. I read the transcript, im sure many of your viewers have read the transcript, there is no pressure exerted in there, its the type of conversation that one foreign leader has with a new foreign leader to talk about general issues of interest. I will note that it was backward looking, and i think absolutely joe and hunter biden should be investigated, and its kind of appalling that they werent. The only type of outrage or interference ive seen is joe bidens confession that because the prosecutor who was investigating his son to be fired as a condition of the United States of funding. That should be investigated. So you dont see anything wrong with the type of conversation that President Trump had with ukrainian president. And you dont believe that this is not appropriate behavior for a United States president s . Not at all, in fact the transcript reveals that the Prime Minister actually brought up the issue of americas interest in the corruption issues in the ukraine, and that led to a mention of joe biden, and his sons activities that occur during what many consider election interference by the Obama Administration in the 2016 election. Its entirely appropriate that we ask our foreign allies to a, stay out of our business and elections, and investigate when they do that, and thats what being was requested. In passing, in a friendly way that has no impact on any Foreign Relations matter between the United States and the ukraine. But at the center of this investigation is a political rival, joe biden. I actually dont think the president considers joe biden to be a viable political rival. I think that democrats would have killed his chance of presidency by the end of this week as a result of this. Even before that, he was not really arrival. So i think thats over blowing the situation. All right, i appreciate you taking the time. During a News Conference today President Trump reiterated that he feels he did nothing wrong, and was in his rights to ask the ukrainian president to look into joe biden. Democrats however, feel the president crossed a legal line here, and that is why an impeachment inquiry has been opened. Joining us now to talk more about all of this is clinical reporter greg lee. Some democratic lawmakers believe this phone call was improper because the president appears to be acting in his own self interest. How do they plan on making that case . You are looking at both sides of this, you heard what the gop is in, there is nothing here that indicated the president. Democrats are saying there is clearly enough in that memo of this conversation that says the president was using a foreign power for political gain. We spoke to congresswoman jackie spear about this very issue, and here is what she told us. It is such an egregious abuse of power, for personal gain, not for the benefit of the United States of america. And whether that happens in the next three weeks, four months, i cant speak to that. Obviously, the relevance of doing it sooner than later is obvious. And representative spear making a clear point, that the democrats did st night, even though Speaker Pelosi made this announcement about the impeachment inquiry, no timeline has been set. A lot of them are wondering when do we get this going, and will we see this take action before the next election. We are already seeing some steps forward. Some on the House Intelligence Committee are reviewing that whistleblower complaint. Talk with us a little bit about whats going to happen tomorrow. Tomorrow the acting director of National Intelligence, joseph mcguire, will go before the House Intelligence Committees and he will testify regarding what that complaint said. And adam shift, we saw earlier, said hes been speaking to the lawyer for this whistleblower, and that that whistleblower, we dont know the identity of that person, that they would like to go before the committees to discuss what they believe is in their complaint. We can see that action tomorrow. We may see that whistleblower come before congress sooner rather than later. To step back a moment here, a lot of people looking at the transcript of that phone call, and a lot of people see no explicit quid pro quo, but for context we should remember, not long before that call took place, military aid, hundreds of millions of dollars of military aid was withheld from ukraine. And representative spear took it a step order further, saying they were savvy enough to know that aid was cut off a week before this phone call. So she is connecting the dots, even though theres no clear evidence of that yet. But that is the argument from democrats, that that is the case, and perhaps with the whistleblower may have to say. Sort of like building circumstantial evidence. Thanks so much. If you want to read the full text of the phone conversation between President Trump and the ukrainian president , we have it on our homepage right now, ktvu. Com. When now we go to San Francisco where environmental advocates spend the day blocking some of the busiest intersections in San Franciscos financial district, calling for a change in policy to combat Climate Change. Christien kafton joining us live now, and they have also blocked access to a number of Financial Institutions today. Roma protesters began gathering before the workday got underway, looking to disrupt visits as usual in the financial district. Activists locked the doors to banks in the area, including chase bank and wells fargo. We are blockading the people who are destroying what we need to live. We are kind of all over, cause have to be. Activist block the employee access door to wells fargo, blocking workers from getting in. We want to hold corporations accountable, our action of disobedience is nothing compared to the violence that corporations like wells fargo are taking on our earth. Workers were left Milling Around the street trying to figure out how long the protest will go on. One employee told me blocking people from getting to their jobs might alienate the very people who would otherwise agree that Climate Change is a crisis. Officially, wells fargo released a statement reading in part we recognize the growing concerns about Climate Change, and environmental sustainability. We are working to find solutions. Accelerating the transition to a lowcarb economy, and chase bank said they are reaching out to stakeholders saying we firmly believe that balancing environmental and social issues with fincconsiderations is fundamental to sound risk management. Police stepped in and laid a handful of protesrs off. Activators are saying thats part of the cause to make their message heard. We are taking action because the Climate Crisis is so critical andpeople are not paying attention. Coming out to our live shot, you can see that there are a series of murals painted along montgomery street. The area at montgomery and california street is still closed one block in each direction, north, south, east and west of the intersection of where california and montgomery street meet. We are hearing from organizers that they are going to rally at around 4 30 here on montgomery, make their way down toward market street, where they will have some kind of brief rally there. They are expecting to have all of this activity wrapped up by around 5 pm. We will go ahead and monitor the evening commute, to to see how all of that develops. But right now, we are already starting to see people trying to get out. If you swing over to the left, you will see that there are a couple of vehicles that are probably in some of the garages here this morning, before the protest began, so these are some of the people were effectively sealed into the area, around this protest. Again, we will go ahead and monitor how the evening commute works with this ongoing protest here in San Francisco. Live in San Francisco, christien kafton, ktvu fox 2 news. Still to come, a four alarm fire breaks out overnight in vallejo, why authorities suspect foul play was to blame. North bay Public Safety power shutoffs have been now turned into the regeneration phase. We will tell you how long that will take. And in weather, the big story today, already a few records to report, some big changes headed our way in the thursday forecast, we will have that, coming up. More than 48,000 pg e customers in seven Northern California counties woke up to no electricity. Some of those without power are in the north bay. Pg e cut the power early this morning. Tom vacar joins us live with the latest on this situation. Reporter well the situation is this, that pg e crews are actively going out and inspecting lines which should lead to some sort of a mid evening power restoration. But when you look at the scarred land here that burned two years ago, you realize that pg e was agonized by the complexity of making such a close call for Public Safety. In the end, they chose to err on the side of Public Safety. Jerry factor is one of 1400 pg e customers still shut off. He was shut off early this morning and he hasnt had power in almost 12 hours. But like many of his neighbors in the wide rural area, he has a big generator that rents his entire house when needed. Theyve got to do what theyve got to do, thats all there is to it. Im in favor of them shutting her down, if you want to live your, youve got to be prepared. The usually booming arco station on the outskirts was on the shutdown circuit, inconveniencing folks and eating to fill up. I think its a good idea, better that than it the alternative. Id rather that than a fire any day. With five generators going, it was a normal, safe night and day for safari west, for its overnight guests, day visitors and 900 animals. We have a plan to keep our grassland mow down, we have fire trucks and water trucks. We have the Fire Department that comes up and trains the staff on how to put out grass fires and how to use the fire asked english her. Pg e has an Resource Center at the napa county fairgrounds for those who need to charge phones, and get water, and get information. Crews are on the standby and ready to start their re energization process. The supervisor was happy that the shut off on a rural micro grid was small. But he says communications from pg e, not so good. We have to hold pg e accountable for better cooperation and coordination and communication. We are getting too much information that is fuzzy at best. This just in, pg e texted me that Sonoma County has now been completely restored. They are still working on napa county customers, and they will be doing that until the power comes on, perhaps, mid evening. A bit of good news for folks in the area. Tom, thank you. Meantime, firefighters in vallejo are mopping up a brush fire that happened overnight. Sky fox was over the site of the fire, the fire started at about 3 00 this morning, and it burned about 10 acres before it was fully contained by 9 am. Investigators believe that someone cut into power poles to seal copper wire, sparking that fire. The utility told firefighters that they have had trouble in the past. They reported to us that theyve had an occurrence lately of individuals attempting to steal copper for recycling purposes. Its really tragic, we have a snake that is no place else in the world, there is treasured resources, that we dont even know are there. Thats why we call it a preserve. Investigators say they hope to collect fingerprints that were left behind at the scene. No one was hurt, and no buildings were threatened or damaged. Another day of scorching hot temperatures, especially for People Living in linz, but there is some relief on the way. I cannot remember an event like this, where temperatures typically warmup in september, but we are approaching levels that seem pretty unusual. Still a bit of some haze, spare the air alert, the official records dont come out until about 5 30, but take a look already, but some of the record so far. San francisco, 94 degrees. Sfo 96, oakland, 98, Oakland Airport 96, san jose 99. I guarantee there will be quite a few more records to report before the day is over. Heat advisory in place until 7 00 this evening. So a few more hours of this heat advisory, widespread 90s in a few spots even 100 degrees. Heres a look at some current numbers. Right now we have santa rosa, hayward, 100, and some triple digits entered fairfield, Half Moon Bay showing you 77 degrees, earlier at about 12 00, this same site was reporting 90 degrees. As far as those wind speeds, we have concern of the winds out of the north, especially for the higher terrain. Thankfully we are not talking about strong winds, but there is still a bit of a breeze, it is so hot and dry, and the wind is not completely calm. That oakland observation showing you gusts at 21 miles per hour. Heres the satellite, you probably notice a few high clouds approaching the bay area, heres whats interesting, as we come in closer, we can see a northerly wind, moving from north to south, we see a southerly flow developed, and this will eventually win out, as we head into your thursday forecast. Outside right now, temperatures for tomorrow morning, mid50s to the mid 60s, a significant drop off in the numbers. We are talking about some 60s, 70s, some upper 80s, right around 90, possibly. Santa rosa for tomorrow, 84, antioch 88 degrees, San Francisco for the 90s today, back down to the mid70s for tomorrow afternoon. San jose 85, and this is just the beginning of a major cooling trend headed our way. We will have more coming up in a little bit. A multibilliondollar business on the brink of chaos come up next, we look at the actions of a ceo that cause the billionaire to step down ahead of a plan of an initial public offer. The juul record. They took 12. 8 billion from big tobacco. Juul marketed mango, mint, and menthol flavors, addicting kids to nicotine. Five million kids now using ecigarettes. The fda said juul ignored the law with Misleading Health claims. Now juul is pushing prop c, to overturn San Franciscos ecigarette protections. Say no to juul, no to big tobacco, no to prop c. The ceo of the shared Office Company we works, step down yesterday, adam newman was getting ready for the startups initial Public Offering, but it had to be postponed after prospective investors voiced concerns about we works ballooning losses. The company was once valued at 47 billion, now its being valued at around 15 billion. Joining us now to talk about everything that has unfolded over the past couple of days is mitchell marx, professor of management and semper cisco state university. Mitchell, thanks for talk thing to us, where do things go wrong for the ceo, why was he forced to step down . Good afternoon, theres really two reasons, one that has to do with him, the other, its just the ipo, the initial Public Offering environment right now. The company was supposed to go public, but their initial evaluation was reduced substantially over the last few weeks. At the end of the day, businesses about money, and there were some feelings that with him his current ceo they would not get as good of a share price. The ipo may even be delayed to next year. So part of it is not his fault. Part of it is maybe actually, a little more discipline among the large banks, that are investing money. The second part of it is about him. And he is a bit of an eccentric ceo. On the one hand, thats a good thing. You need a huge ego, or at least to, you need a very well developed ego. And, that gets people excited, brings people to work, but a lot of people thought his leadership style was a bit impulsive, do you think that style played a role . Absolutely. For example, he banned meat from the Company Character victoria, what does that have to do with the business . So thats pretty eccentric. The other thing, with is a little more serious, he made personal investments with which weworks was doing business. So he potentially was sent to benefit from the contracts, and thats not a matter of style, thats a matter of conflict of interest. How did this company go from being valued at 45 billion, just back in january, to being valued at 15 billion by investors on wall street. Is it really just because the folks on wall street took a real close look at the Business Model . Well, they should have, this company has lost 12 billion, theyve spent 12 million i should say, and they havent made a nickel. So, there comes a time when people will start saying, oh, its the next netflix or the next microsoft. People are going to say are they making money or not . And this company quite civilly was not making money in that lowered the evaluation. Is this a trend, and i think you alluded to this earlier, but is this wall street sort of sending a message to those unicorns out there, you need to have your house in order before you can start thinking about going public. Its that, plus an additional factor, today, the ceo of juul, was asked to step down, and they brought in a more seasoned, conventional ceo from philip morris, the company , the traditional oldschool Tobacco Company that has a 35 ownership of juul. So the environment is just changing in general. And let me also add, its a very few and far between a ceo that can be someone who has what it takes to start a company, and then also has what it takes to bring a company through its adolescence, let alone its adulthood. Its just very rare ceos. I think zuckerberg, weve got to give him complement, he started the company, and he started making money. Most of his peers have done one or the other, not both. Its tough to start that race, but more challenging to bring things across the finish line. Okay we have to leave the conversation there, always oppression a pleasure. Public drug use has exploded in San Francisco. Now the city supervisor is demanding action. Hes calling on the citys Health Department to declare a Public Health crisis, and come up with an Emergency Response plan. For more now im joined by matt haney represents the midmarket, and you seem very frustrated, tell me what this Emergency Declaration would do . We have a terrible drug crisis, especially downtown, its absolutely ravaging our neighborhoods. We need an Emergency Response. This is not only something that is terrible for the residents, and small businesses, but its actually the most deadly epidemic in San Francisco right now. We had 259 people die of drug overdoses last year. Those numbers are going up, and we need an Emergency Response, this is not a time where we can have is this as usual, we have to make sure the department of Public Health is responding with a level of urgency that our residents are experiencing. What do you want from the department of Public Health and other officials, to do. What does this Emergency Response look like to you . We are declaring a Public Health crisis, because of the drug use and drug overdoses. And demanding an Emergency Response plan, that would include street outreach, right now looks or using drugs openly on the street. Very little outreach to those folks, actual plan to get people into treatment and make sure people have access to narcan. People do overdose, we need to make sure we are getting them into treatment. Ensuring that folks are receiving that outreach on the street but also they have places to go for detox and drop in. Right now there is just business as usual, and theres a crisis on the streets, and we are not seeing the level of Emergency Response that is needed. One part of your plan is step up enforcement. Mayor London Bridge said that arrests are being made, but that current Sentencing Practices dont deter drug sellers. We will take a listen to what she told you and your fellow supervisors. Sadly what we know is happening right now, the bull are arrested and released and there are no consequences. And if so part of it is i believe in criminal justice reform, i believe in a second chance, but there has to get to a point where there has to be accountability. All right, would you like to see harsher penalties for drug dealers . Well, what is clear is that our city does not have a plan right now. In addition to this Public Health crisis, ive launched a streetlevel Drug Dealing Task force, getting our District Attorney together with the police and experts and folks in the community and saying what is our comprehensive plan . If we are arresting folks, what should happen at that point so we can get people and keep people out of going back into drug dealing. What sort of diversion, rehabilitation, and consequences need to be a part of that. One of the things we are seeing is that there is very little coordination of our city departments. There isnt a unified plan, its just police out there doing one thing, the da doing something else. So one of the things id really like to see, and id love to have the mayor support in this, is getting the departments Work Together and have a comprehensive plan to disrupt the status quo. So whats happening out there, not just in drug use, but the widespread drug dealing 24 hours a day with impunity is unacceptable, especially for the residents. I know you follow the Tenderloin Police station, they treat daily about their attempts to address drug use. Just a few days agos officers arrested four people for selling cocaine, meth and heroin, and three of them were already on a felony probation, and just a few days before that a man was arrested with 61 vandals of fentanyl, cocaine, heroin and meth, its his third of and case for dealing. I mean we have to address the drug use side of this, we also have to address the duct drug dealing and supply. Its unacceptable to have a strategy where people are allowed to deal drugs, especially in the tenderloin. My constituents are furious, so in my. And that needs to change. A part of that is more effective consequences and making sure we are coordinating. A lot of these folks will end up on probation, had we make sure that we are providing effective oversight so they dont go right back out there and sell again. These are the kind of things that i think our city sadly has not been taking seriously, especially when it comes to neighborhoods like the tenderloin. Matt haney, we will be following this story and check in with you to see if and when the city comes up with a comprehensive plan, thank you. As more states restrict the sale of vaping products, congress is looking at ways to help stop the vaping epidemic among people. Doug mcelwee has more from washington. Reporter as more americans report illnesses due to vaping, states are starting to restrict the sale of vaping products, now Congress Wants to help. Lawmakers from the House Energy Committee are pushing the fda to step up its enforcement of e cigarettes, before letting them on the market. Calling for greater oversight, more testing, and in some cases, an outright ban on certain products. The fda needs to do its job, examine these products, tell the public what the risks are, and how, or even if they can legally be sold. The acting fda commissioner says there are no plans for a full vaping a plan but they are working on strategies on keeping ecigarette out of the hands of kids. Including a ban on all vaping flavored products. All products will have to submit an application by may 2020. So very soon, everything should be coming in. The flavors would be removed from the market sooner than that. The hearing comes hours after the resignation of juul ceo, the company also announcing they will withdraw all advertising in the u. S. , some vape shop owners say the company is being unfairly targeted. Its no longer the go to for young people who vape. Juul is not even that big anymore, from what i know, one out of 10 people that come here, smoke juul, the rest use other devices. The company will not oppose the upcoming federal ban on flavored vaping products. A new United Nations climate report released today finds future damage from rising seas and melting glaciers is now all but certain. The report from the Intergovernmental Panel on Climate Change says if current emission levels continue, extreme 100 year floods that hit coastal areas will become annual occurrences by 2050. And global sea levels could rise by more than three feet high the end of this century. That is more than previous estimates. For more on this report, we are joined now by Washington Post environmental reporter chris mooney, what do you believe are the most troubling aspects of this report . I think it shows that systematically, the earths ice and oceans are already changing in massive ways. And in some cases, in ways we are not going to be able to reverse, no matter what we do. It just shows, maybe where some people live, it hasnt warmed that much or changed that much, but in some more extreme places, the changes are dramatic. A lot is made of the fact that the oceans are higher and warmer and more acidic than ever before. And what are the potential consequences of that for marine life and also humans living in coastal cities around the world . Humans on the coast will have higher seas, and it will be gradual, but when an extreme event comes along, it might mean that the ocean can search much farther inland than it used to. At the same time, anyone that is dependent on fisheries will probably be seeing them change a lot. In some cases, the changes to fishing, what you can catch, what lives in the ocean near where you are, has already been big, and where it isnt big yet, those changes are coming. So basically, its kind of a transformation across the entire ocean. This report sort of makes it seem as though this is a foregone conclusion. In a lot of ways i understand that it is. We are already seeing the effects of Climate Change. But there are still steps that can be taken, layout for everybody what the steps are, and who needs to take those steps. The seas will rise, no matter what we do, but how much they rise, just to talk about one of the factors, depends on very much what we do. The most obvious thing is the globe would have to cut its omissions, and the big admitting countries, United States, china, india, they will be the ones that have to make the biggest cuts, because they are the biggest contributors. Theres not really any other formula for it. The high predictions, warming of the ocean, the air temperature, rising of the sea, are all based on high levels of Greenhouse Gas emissions, its that simple. Had there been targets is that in terms of what we need to reach, in terms of omission levels and warming levels . Its very dramatic. About a year ago, it was said that the world needs to cut them in half by the end of about a decade from now. It wants to be on a path to limit warming dramatically, and keep it to 1. 5 degrees celsius, not remotely on track for that. Its hard to see how the world can get on track for that, but it gives you some sense of the kind of really abrupt turn that would have to occur for all the worlds economies, and how we get energy. We dont do something that abrupt, its extraordinarily difficult to imagine doing something that abrupt. Basically, with every additional billion tons of Carbon Dioxide in the atmosphere, you are just adding more to the changes that are going to happen. A lot has to be done in a very short amount of time. And you raise the question whether the momentum can really shift in that direction in time. All right we have to leave this important conversation, i appreciate you coming on. Thats environmental reporter chris mooney, thanks for your time. Lets head outside and take a look at the conditions, a lot of blue sky out there, temperatures on the hot side for a lot of us, lets bring in our meteorologist. Kind of a major event in terms of heat, not only for the inland spots, but the coastal areas, some 90s, and already a handful of records to report. San francisco 94 degrees downtown, sfo has a record, oakland downtown 98 degrees, Oakland Airport, these are early scans of some of the records. In the next hour or so we will have a few more to report. The big headline today, the last day of the heat. The heat advisory explains at 7 00 this evening, and a major cooling trend headed our way. Take a look at the numbers, the preliminary highs from today, we are talking about a major dropoff, santa rosa from 103 down to 84 for tomorrow. Even the inland spots, upper 90s to write around 100, back down into the 80s for tomorrow. But outside right now, as you know, it is very hot. San jose had 98, santa rosa at 100, San Francisco 86, oakland 97, still near 100 degrees well inland, watching that Half Moon Bay operation, 12 00 they were at 90 degrees, currently reporting 79. Heres a satellite showing you this, few high clouds from earlier today, its interesting, heres a closer look at the surface wind, the northerly wind typically warms us up. Right now we are starting to see a southerly wind to develop closer to monterey bay, that will eventually win out and have a big impact on our temperatures for tomorrow. Outside right now, a bit of hayes, we have that spare the air alert in place for today. Overnight lows come off to a mild start, in the 50s and 60s. Forecast model for thursday morning, patchy fog near the immediate coastline, inland spots, the hotspots, in the upper 80s, maybe right around 90 degrees. You will notice that change for tomorrow. This has been the pattern developing over the past few days. You can see this area of High Pressure offshore, that offshore flow setting appeared the change for tomorrow, the change in the wind direction that will bring the temperatures down a good 10 to 20 degrees for tomorrow, and then more pronounced cooling as we head towards the end of the weekend. It has some drizzle on friday and some weekend clouds. And look at this, by sunday, the chance of sierra snow. Lake tahoe today, lots of sunshine, temperatures in the upper 70s. You can see for today, sunny skies and warm, look at what happens by sunday. The forecast high, only 50 degrees, and the chance of some high elevation snowfall, primarily up above 8000 feet. Here we go, heres your thursday forecast. The low clouds and fog making a comeback on the immediate coastline, that will have an impact on our temperatures. Friday morning, some clouds and maybe some drizzle to start up the day with skies becoming partly cloudy. Take a look at the numbers, we can enjoy these cooler temperatures in the forecast. The heat advisory goes away, oakland a forecast high of 80, inland spots in the upper 80s, san jose 85, and even the coastline, its just been unreal over the past couple of days, 80s and 90s, tomorrow back down to what we would expect, mainly in the 60s to write around 70 degrees. Look ahead, we are definitely cooling off. Look at what happens by monday, we are talking about some 60s across the bay area, and we might be adding a shower chance of there for dave five, stay tuned for that.
