It seemed like she was pretty well programmed to respond with some catchy oneliners. Snappy oneliners. And that sort of thing. I think she has to worry about authenticity. Craig liggins joins us now in walnut creek. The mans family has filed a lawsuit against the city. Reporter indeed they have, and they were here tonight at a protest rally. The shooting did claim the life of miles hall, killed here in walnut creek on june 2nd. Many people who attended tonights protest rally said that they are angry that the officers involved in this case are still out working the streets before the investigation has been concluded. Reporter they want justice for miles hall, a 23yearold man with Mental Illness, shot and killed on hauling lane on june 2nd. He had a mental episode, so his family called 911. Police knew of his mental condition prior to the call but they say they still mishandled the situation. The insulting part about this is the family looked to the police as protectors. As an organization to help them to protect their son. And instead of protecting him, theyre the ones who killed him. Reporter paul had a metal object in his hand, and officers says they felt in danger. The family says they had a working relationship with police prior to the shooting to prevent him being harmed or worse if he had an episode. I am never gonna be okay with Law Enforcement showing up to what is a medical scene. Me and bringing firearms with theme officers were back on patrol shortly after the shooting, while an investigation is ongoing. These cops should not be working. They should not have a paycheck. Until this investigation is over. This has gone on too long. They keep talking about this investigation thats happening, which is a bunch of theyre just letting them back on the streets, not giving us information, not doing anything to help make this situation any better. Reporter many speakers said police in walnut creek and nationwide are using force rather than compassion dealing with the mentally ill. This is a clear representation of the fact that we need change, not only in our police force but in our approach to how we help people with Mental Illness. Reporter the hall family says they are now channelling the painful loss of their son into somethingositive to prevent the lives of others with Mental Illness from being snatched away prematurely during an encounter with police. This is about miles legacy now. Were gonna make sure that his life is gonna save other lives. Lives. Reporter we reached out to the walnut creek Police Department tonight. They did not return our phone calls. The City Attorney did release a statement. It says that so far the city has not been served with a lawsuit. And the statement went on to say that based on the preliminary feedback the city has received from the District Attorneys Office and the citys internal review, the city believes the officers actions were justified under the dangerous and dynamic circumstances they faced. The National Transportation safety board today released their preliminary report on the fire that killed 35 people on a dive boat in the Channel Islands. The crew of the conception was sleeping when the fire broke out, and there was no night watchman as required. However, the sheriff of Santa Barbara county says there are no plans to file criminal charges, at least for now. Can i talk about any criminal charges at this point . No, i cannot. The investigation is ongoing. And we have no indication that there are any criminal charges imminent. The cause of the fire has yet to be determined. It may have been started by electronics being charged in the galley. The Sheriffs Department officially identified four more victims from Northern California today. They are 45yearold Steven Salika of. And tonight there was a celebration of life for one of the bay area victims of the dive boat tragedy. Students gathered to honor a teacher in fremont. The repair work on a runway at San Francisco National Airport that has caused delays and cancellations for the past week is now ahead of schedule. Sfo says it will complete work on one part of the runway by saturday morning, 48 hours earlier than planned. That is expected to ease the current flight delays and could speed up the entire project, which was originally scheduled to be completed september 27th. More than 2,000 flights have been delayed or canceled since construction started last saturday. It has been frustrating for many travellers. Some passengers have been stranded overnight. In three minutes, a man in east bay rushed to the hospital with severe burn injuries after he was doused with gasoline and caught fire. Police in concord say a man accidentally hit himself in fire today. It happened about 2 00 pm on meadow lane. A 39yearold man accidentally spilled gasoline on himself and then caught fire from a lit match during a disturbance. The man was severely burned and flown by helicopter to the burn ward at uc davis medical center. Details are limited. But investigators say it was not intentional. Richmond police are searching for the person who shot and killed former nfl cornerback tarell robert. The shooting happened at about 4 15 yesterday afternoon at a home on fascination circle where roberts lived with his grandmother and other family members. Investigators say roberts got into some kind of confrontation outside the home. It appears he knew the gunman. Roberts 13yearold son was home at the time. Ran excellent father, great guy. Loving son. And in some cases, former prisoners who paid their debt to society and are now referred to as returning residents. I was a member here of this incarcerated community at one time. Reporter the reason for the discussion . To give the prisoners a chance to regularly ask questions to some of the people responsible for putting them behind bars. What are the district attorneys gonna do to help eliminate youth being charged with life sentences or sent to prison . Our office looks at every juvenile whos charged with a crime and we decide whether or not this is the type of crime where they should be charged as an adult. I know our county has taken extreme steps to minimize that happening. Reporter the topic varied. We look at the pending bills but we dont start changing our procedure until it becomes a law. Because we enforce laws, not pending bills. Its just a matter of facts that the District Attorneys Office comes to a parole hearing with the preconceived idea that they have to keep you in prison. Absolutely no, sir. Would we just say no to everybody for the sake of saying no. No, in alameda county, we look at it. I evaluate each hearing differently. In 2006, i did object in every single hearing. Ive evolved. If theres a case where the victim vehemently disagrees with it, or a mexican, we will come in and oppose. In other cases, we are actually recommending that people be released. I see prison has become a dumping ground for people with Mental Illness. And theyre doing the best they can to help with that. But on a sentencing level, im wondering what is being done to mitigate those factors. Were in the process of developing a Diversion Program where were reviewing before people are even charged whether they should be pushed into communitybased programs. Because we see it as a Public Health issue. Reporter as the 2. 5 hour forum progressed, many say the most impactful portion is when oaklands police chief spoke off the cuff and from the heart. I have a great deal of respect for the police. But we have caused some hurt and harm. Everybody in this room has hurt someone. Its rare. That never really happens. Nobody really stands up and takes accountability on that side. I didnt like police before i got into Law Enforcement. I wasnt treated very well like so many in this room, im sure. But i decided to turn that pain into action. And i decided that the only way i could make change in Law Enforcement is to become Law Enforcement. We need to learn to say im sorry. Then we need to make amends. And thats through actions and not cheap words. But many of you have never even heard im sorry. It matters. It impacted me. Actually, she just changed my life. I had no respect for Law Enforcement up until this day. We cant even begin to move forward in our lives until we come to some type of repentance in our hearts an, hey, im sorry. To the community, our family, those in our lives. Reporter the apologies kept in the room took advantage of a rare opportunity to use our cameras to send personal messages to the individuals and communes they caused harm to. Hoping that people on the outside will understand their time behind bars is not in vain. When she said that, it made me reflect on the harm and pain i caused to my community of east side and the whole east side of california. The Fire Department says the second story porch separated from the wall on one side and came crashing down, sending four people tumbling to the ground. One of them was in newbury. The Fire Department says its not clear what caused the balcontow collapse. An investigation is underway. California is looking to tighten the rules about children under 13 using social media the Senate Approved a bill requiring social Media Companies to have parental consent before creating an account for a child that the Company Knows is younger than 13. Federal law has that requirement already. Supporters say the bill will protect children. Boons worry it could isolate youth who are in placement and want to reach out to a support network. A man filed a lawsuit against the city of vallejo and one of the officers after he says the officer beat him and held him at gunpoint in a Shopping Center in walnut creek. It happened while the officer was offduty, and it resulted from a minor argument. He is the same officer who was placed on leave five months later after he detained a man for recording a traffic stop from his own front porch. The city of vallejo is target of several other officer misconduct cases and has hired an independent firm to access its Police Department. One of the three jurors dismissed from ghost ship warehouse trial for misconduct is speaking out. The juror says she wanted to finish the trial. And if she had, the outcome could have been different. Reporter unapologetic and strongminded, megan opened up about her five months serving as i juror number 1. It would have been a hung jury for both. I would not have let them aquit max. Reporter she was the lone holdout in the fate of max harris but was dismissed after 12 days of deliberations for not reporting misconduct. I received something from another juror. That was basically telling me she didnt agree with my stance. And it was day 10 in the deliberations, at this point. And based off of her life history, i should reconsider my position. Reporter she ignored the message and avoided the juror until the next day of deliberations when the woman admitted to talking with a firefighter about codes and the process in which a code violation is reported. She and the other jurors came clean, and three were dismissed. She says shes disappointed with the outcome. Jury acquitted max harris but were deadlocked on derek almena. O he knew he was breaking the law and he still did it. To me, thats guilt. Putting people in harms way. Reporter ten jurors thought he was guilty of manslaughter, two held out for akwilths. Aquital.
