Authorities that they are to try to reach the areas devastated by the storm. Hurricane dorian pounded the northern bahamas for more than 24 hours as a category five storm. At least seven people are confirmed dead, but officials fear that number will rise, as search crews make their way into those submerged neighborhoods. We are in the stage where we are beginning to get on the ground, get our people in the right places, and begin to focus on the needs and concerns of those in distress. New video today showed some of the damage left behind at the airport on the island of grand bahamas, and you can see just about every building at the airport was affected, and wrecked planes are now scattered there on the runway. This afternoon the storm is moving north, a relatively safe distance from florida, but still with dangerous 105 mile perhour winds. Right now dorian is about 150 miles south of charleston south carolina. And the storm is expected to scrape the carolinas tomorrow and friday. As dorian creeps up the atlantic coast, people are preparing for the impact of strong wind and rain, Lauren Blanchard is live now in Atlantic Beach florida with the latest on the conditions. Reporter we are getting the wind and rain, despite the fact that dorians ideas more than 100 miles off of the coast, and now weight north of this area, just goes to show that if the storm does eventually make landfall it can bring some really catastrophic wind and rain, thats why officials are telling people not to take it lightly. Dorians size and erratic path have people in several states bracing for the worst, its moving up the east coast and still could potentially make landfall in the carolinas. Even if the storm essays offshore, the outer bands are powerful enough to cause serious damage. Triple threat of heavy rain, high tides and storm surge, theres a threat of wind, a higher risk of wind, so its really a quadruple threat. Hurricane warnings are in effect from Central Florida all the way up through North Carolina. Millions of people remain under evacuation orders. Fema says its all hands on deck. About 10,000 federal and National Guard troops activated in four states, 40,000 line workers ready for electrical restoration. President trump has been briefed on the efforts and says much needed help is finally reaching the bahamas, where dorian has left islands like grand bahama in ruins. We are sending some people to give them a hand, they need a big hand. What is going on over there is incredible. The u. S. Coast guard, United Nations and the red cross are among agencies trying to reach disaster zones in the bahamas. And take a look at the surf behind me. Right now authorities have asked people to stay away from the beach for the time being, even so, just like we see with every hurricane, people are coming out to check it out themselves. At the problem we saw earlier today, a woman was down at the beach, she ended up getting swept in by the waves and had to be rescued. Authorities here have asked people not to do that, even still we have seen some surfers going out. Thats hard to believe. I would stay as far away from the water as i could. Thanks for the update lauren. Not only puts them at risk but also the rescuers who have to go out and try to save them. Okay, so lets get to the latest path of this system, where does it look like its headed, and we think it may change course a little bit . It looks like the models are pretty locked in, and the good news is that its mostly staying offshore, thats not to say that there are not fans of wind and rain taking their way to north florida and georgia, and you can certainly see that as we take a look at it. It is still relatively strong, its still a category two hurricane, and right now people in places like savannah, are looking out for all of the storm surge that they can be dealing with. As you can see, expecting 4 to 7 feet of storm surge, so going to be a very rough night tonight for those who are in places like charleston and savannah. So hurricane, category two, still 110 mileperhour sustained winds, its heading north northwest at about eight miles per hour, about 110 miles off the coast of south carolina. It is tracking right along the coastline, again expected to stay offshore, but that does not mean that they wont be experiencing that wind and rain. This is what the models are predicting, is there going to be any kind of a landfall . If there is, its most likely that it will be in the North Carolina area, and thats that area that sticks out into the water. They are often times the ones who bear the brunt of it. You see the dry air behind it, it has not managed to wrap in there, but when it does it will only start to slow this down and get it to dissipate. Right now, just kind of a wait andsee for those along the coast. A celebrity chef is in the bahamas setting up his nonprofit world central kitchen to feed people in need in the aftermath of dorian. The chef posted these photos on twitter of his relief operations center, that where the team is mapping out Food Distribution routes by air and by sea, world central kitchen also responded to Hurricane Maria in 2017 and puerto rico, and since then they have set up kitchens in several disaster zones around the world. Today the chef posted a message after landing on the hardhit island of abaco in the bahamas. We are going to deliver to the people, we are going to make sure that we find a place for us. According to the map that chef andre has tweeted, they have identified more than a dozen potential sites on abaco and grand bahama islands to start feeding people there. Authorities have recovered 33 of the 34 victims and the tragic fire on board a scuba diving boat off the channel islands. The victims were asleep below deck when the fire broke out early monday morning. At a News Conference held in the past hour, the ntsb said the boat was not required to have fire sprinklers. Agents are conducting interviews with the five survivors, including the captain and deckhands, they also inspected another similar vessel owned by the same company, and theyve spoken with the families of the victims. I met with the families of the loved ones that were lost in this incident, for two hours today. It was important for us, for us they are the most important people right now, and it was important that we provided them with the information that they need, that they get an opportunity to ask all the questions that they needed to ask. It is still not clear when that boat was last inspected. Right now the boat is upside down, submerged under 65 feet of water off the channel islands. Investigators are using side scan sonar to map the wreckage before the boat will be moved. Today we learn more about the people who lost their lives. Apple confirms that two of its employees were among the victims. One was on board with his wife, and they were celebrating their daughters 17th birthday, along with a friend. Another apple employee, dan garcia, was also killed. Friends are remembering a photographer and hairstylist, visual fax designer from culver city also died as well as a crew member from santa barbara. A Good Samaritan who helped the five crew members escaped, said two of them went back to try to rescue the others. One of the crewmen, his girlfriend was on board down below with the rest of them. They told my wife that they had several birthday celebrations on board. One of them happened to have been a 17yearold young lady and her parents. They were on board. We didnt hear anything, there was no screaming or anything like that. There was no yelling, all you could hear was the fire at south. Hanson said he knew, just looking at the fire, that there would be no way for the passengers to escape. The woman sexually assaulted by former stanford swimmer brock turner has identified herself publicly for the first time. The woman, up until now, was only known as emily doe, she has just revealed herself as chanelle miller, during an interview with 60 minutes. Turner served half of a six month jail sentence for resulting miller, the outrage over that sentence prompted many people to rally behind millers own victim impact statement which was posted online. Our reporter was at the mayors announcement earlier today, and this is not the first time that we heard the city has a new plan to battle homelessness. It just seems like it never gets any better. Its being spearheaded by the citys director of Mental Health, hes a medical doctor who has really dug into the data about the cities homelessness. Hes had a chance to diagnose what is going on with the cities homelessness and its time to prescribe a longterm solution. Anyone spending time on San Franciscos streets can see the homelessness crisis firsthand. City leaders say the latest data backs that up. A new review of city records by the director of Mental Health a attack homelessness systematically. As far as we know, San Francisco is the first to defy the baby or a real diagnoses, to identify a population and Tailor Solutions to that populations needs. The data shows that about 4000 Homeless People face the most dangerous commission of mental illness, Substance Abuse and homelessness. The city expects to launch a new program to address the 230 most critical of those of 4000 individuals. Hitting them City Services and into beds as soon as possible. The first step in what the city says will be an ongoing multiyear, multiphase process. At this point the details on what that longterm plan will be have yet to be worked out. We will see that northwesterly float turn into a westerly flow as we had throughout the afternoon and evening. Thanks for coming in today, pretty exciting project here. This is a 120yearold landmark, along the waterfront in San Francisco. How are you planning to restore the Ferry Buildings original beauty . Sure, if you are a fan of the Ferry Building, its a great day. We will be doing some major restoration work to bring it back to its historic integrity, and we will restore the color back to its original gray hue. It will take some time but when its done it will be fabulous. Lets talk about that paint job. Ugly when the work is all done, thats what people will probably notice when they walk by. You have come up with a distinct color, its been dubbed Ferry Building gray. How did you come up with this color, and what is it meant to signify . The history of the building was built in 1888, the architect wanted the building to represent colors, local colors. He found a sandstone in colusa county, which adorns the fagade currently. The story gets really interesting. In the 70s the owners at the time, there was some damage on the building that they had to repair. They brought on a firm to do that. They applied material to it which had the impact of discoloring the color, but also because of the sandstone being very porous, you cannot reverse that action. The only way to adorn it was to paint it. We spent a lot of time working with the port of San Francisco, and local heritage groups, we found an old piece of the sandstone itself that had not been discolored. We matched that, worked with sherwin williams, and they came up with the for perfect mix that matches the original color. Was there any debate about trying to restore that original sandstone, was that feasible . Unfortunately that was impossible. The corrective work that was done in 1970s was irreversible. And i understand that there are going to be some upgrades to the clock tower as well what kind of work are you doing . A little early to tell what we are going to do there. I think our goal with the building is not only to restore it back to its original luster, but we want to make it more relevant to not only todays customer, but to future generations as well. And we are doing that in a couple of different ways. We started doing a lot of new activation to the building, so on wednesdays, we are doing well this wednesday, you can go up in the grand hall for yoga. On sunday, the very first time we did a fleamarket we had 1500 people come in and we are trying to attract a new customer to come into the building. So what steps are you taking to try to reserve him a preserve, the historical features of this youthful landmark building . Thats obviously part of your goal with the projects. It is, and a lot of it is just looking at where there is some cracking, the majority of the damages on the west side because it faces the sun and the wind, we have to restore that first. Only after weve done that can we go further, because it will take two years, and we dont want to disrupt the ferry access, or the retail tenants, we will faze it overtime. The Bahamas Health minister Just Announced that the death toll has in fact risen to 20. And that more deaths are expected. The u. S. Google just got hit with a 170 million fine. The federal trade Commission Says that youtube, which is owned by google, collected personal information from minors without their parents consent. Google then use that information to target ads toward children. Regulators say the tech giants practices violated the childrens Online Privacy protection act. They cant market their ability to get child viewers on the one hand and disembowel knowledge that children are using their service on the other. Youtube says it will be begin treating any user that watches childrens content on youtube as a child regardless of the users age. Joining us now to talk more about this is our tech analyst, ryan, we appreciate you coming on, what kind of message do you think a fine like this is going to send it to youtube, its Parent Company google, and other social media platforms . Reporter what we are hearing from most critics of this particular settlement is that it just didnt go far enough. Its a basic slap on the wrist to google and now they promised to abide by the rules, which, you know, its effectively like getting a traffic ticket. One of the interesting things, this is actually the largest fine the fcc has applied to this specific act. The last one was 5. 7 million to ticktock earlier this year. So 170 million is pretty big, but most critics are saying it just didnt go far enough. And youtube was allegedly using the data that they gathered from children on the website to then target them with ads . And they are accused of really marketing their platform to advertisers as a top destination for children. How is it that they were doing that . In a lot of social media platforms they ask for your age before you can sign up for an account. Facebook gets away with it by not allowing anyone under the age of 13 on the platform. Younger users often come in and create an account and lie and say they are older than they are. So facebook gets away with being able to trap children in that way. Youtube doesnt have the same kind of protection. Ultimately they are saying, when they were marketing to advertisers, that they didnt have anyone on their platform under 13. On the other hand they have marketing material specifically to hasbro and mattel, i will give you an example, mattel said that youtube is todays leader in reaching children ages 6 to 11 in top tv channels. So they clearly knew. Thats the question, is this any chance this was an oversight . But the folks at youtube knew what the law was and they broke it . They saw a huge opportunity in getting kids who are looking at videos of toys and games and cartoons and said hey lets advertise to them materials that we normally advertise on television. And unfortunately, its not legal. You just cant do that to anyone under 13 without a verifiable parental consent. It can even be just a pop up, you have to literally be able to verify that the parents actually gave consent in order to market these kinds of things. As part of this settlement and moving forward, youtube has agreed to have channel owners identify childrens content so that targeted ads are put in those video. They also have agreed to get parents consent before collecting information, do you think these changes go far enough . They said its going to take about four months for that system to go into place. And they are putting almost all the responsibility on the creators of the content. Theres a little problem there, the ftc said that if the creators purposely subvert youtubes rule, they can go after them. Thats a big problem for youtube because youtube relies on the creators. If they are getting sued by not clicking a checkbox, everyone will abandon the platform and youtube has a big problem with a collapsing economy at that point. So its going to be complicated. Google said they will be using Machine Learning or ai to identify videos that have games or things that are directed towards children. But we dont know if that even exists or works very clearly youtube is walking a fine line at this point. We have to leave the conversation there, Ryan Eldridge from nerds on call, always a pleasure. The judge kept the ballot 2 million, rejecting a recommendation by federal prosecutors that it be raised to 10 million. They say he stole thousands of files filled with confidential information about googles self driving car program. He then resigned and formed his own self driving company. He has pleaded not guilty to those charges. More than a dozen women who say they were or assaulted by their lyft drivers filed a lawsuit in San Francisco today against the rideshare company. Three of the 14 women spoke publicly today about what happened to them. One of the women is from the Los Angeles Area and she says in 2018 she hopped into a lyft, her driver turned off the app, indicating he had dropped her off, she says he then locked the doors and drove her around for five hours beforeher. She did report the crime to police, the driver was investigated but never charged for the crime because he claimed the sex was consensual. It would have shown my driver grabbing my phone away into climbing into the backseat. I slapped him and then broke my finger. In my case, i was held hostage for five hours, and lyft did not even know that my life was in danger. They want lyft to take security measures including a panic button on the upper passengers to use in the case of crisis situations. The ntsb is a blaming tesla for a crash involving a model s and a fire truck last year. This crash happened along the Southern California freeway. The ntsb determined a design flaw in the semiautonomous driving system allow the driver to disengage from driving, and they also said the driver was overly reliant on that system. Findings raised questions about the effectiveness of the autopilot system which was engaged but failed to take action. No one was hurt in the crash, but three other drivers have died in similar crashes since 2016. A coalition against vaping kicked off its campaign against San Franciscos proposition c. A coalition of parents, doctors and Community Groups gathered on the steps of city hall to speak out about the proposition. A double murder in 2015 shocked the bay area. The deaths were carried out by a trio of transient youths during two separate robberies. The killings highlighted the problems of Youth Homelessness and led to a lot of fear. The case in the reaction to the crimes prompted a new book by a San Francisco justice reporter. The book is titled those who wander. Thank you so much vivian for being here. It covered a lot of high profile cases. What was it about what happened in 2015, these two murders that lead you to want to look further into this issue . It was definitely one of those cases that sticks out, there was something about this case that made me believe there was more to the issue than just a murder. There was a terrible set of situations and circumstances that led these kids to do what they did. And unfortunately its a set of circumstances that are facing hundreds of thousands of kids across the nation. You really dove into the issue of homelessness among youth. What did you find . What is pushing them to the streets . Is a whole set of issues, its abuse, its parenting neglect, broken homes, its a bad foster care system, mental illness, drug addiction, all sorts of things. Once they get on the streets they are met with more kids from that same broken background, they are met with violence, they are met with drug addiction, and it all adds fuel to the fire and makes it more dangerous for them. How many Homeless Youth did you speak to . Dozens. What was the commonality . The commonality is that they are searching for something. And what it is, nobody really knows. Did they talk about efforts to get help, or for people to reach out to them, where they accepting of help . The hard situation here is every kids story is unique. Every kid has a different walk in life. And what is really hard is that a lot of these kids dont really know what they need. They dont really know what help looks like. For some of them, it could be a job or a house, it could be just for walls, for a lot of them, that may not be okay, and maybe too much all at once. I think a lot of us can look back on our younger years and also relate to the fact of trying to find out who you are. But there is one thing in doing that, and theres another in killing two people, and robbing them, how do you get from that to murder . For sure, not all of us are killers, thats definitely a good point, but i think that there was a terrible set of circumstances that led to this. When you mix in a terrible history of abuse, terrible history of mental illness, a terrible history of drug addiction, and you throw all of that in with homelessness, having to fight to survive, sleeping on the streets, and just all of that into one, suddenly you are not thinking straight, and it will lead to bad situations. What are the lessons to be learned here . And how can we help these kids . The biggest lesson i learned here was that i dont have an easy solution for homelessness, i wish i did. But i think what we need more than anything right now is to look at this population with compassion. Because too often we have these situations that happen, we have these murders that happened we have the terrible situation of the woman getting attacked by a homeless man, and we paint an entire population with the same brush. We look at them and think it could be us. This entire ovulation is now dangerous, but thats not the case at all. These are all individuals, and all of them have been treated terribly and have had terrible backgrounds that led them to live like this. All of them need to be treated like human beings.
