The Sheriffs Department released this sketch of a man who they say approached a girl on highway 9 yesterday afternoon. They say he tried to talk to her and grabbed her arm and her backpack. Fortunately, she was able to fight him off and ran. He is described as a white man in his late 20s, he is roughly 64 and skinny with dirty, light brown hair, almost in dreadlocks. He also has short, strict scruffy facial hair and dirty hands with long, dirty fingernails. A disturbing image of a rope hanging from a fence at an east bay school has parents outraged. Reporter at the end of the school day at tupelo elementary in oakland, most parents had no idea about this alarming image. Early wednesday morning before school was in question, a rope that some say resembles a news was in this space. It looked like a rope or it could of been used to send a message or intimidation. We hope that was not what it was. If it was, ll deal with it. The schools principal address the incident in an email stating, the way it was placed could have been a coincidence but also could have been indicative of something more disturbing. It was easy to see the rope as a message that harkens back to the nations but darkest history. I feel like they are trying not to acknowledge the issue. There are several points in the email where she refers to it as a rope. If you look at the picture, it is clearly not a rope. It is entirely possible it was a news and also possible it was not. It was haphazardly tossed on top of a fence and we dont know what it was but Reporter School officials are not sure placed the rope there or why but they did have additional staff on hand to discuss the incident with students. The school stressed the rope was removed well before students arrived. One thing i hope is that this situation is addressed accordingly and that my daughters dont have to worry about being in danger. In oakland, police have increased patrols at 20 schools to try to keep everyone safe on the streets. Deputies from the Alameda County Sheriffs Department and Oakland Police officers were at school today, focusing on traffic safety. Officials say traffic jams at dropoff and pickup times are common and running stop signs also seems to be a widespread problem. Everybodys trying to get to work. They are not always maybe paying attention as much as they should. So, occasionally, we have a problem. Today, most of the drivers who were caught were given a warning by police. Not a ticket. Authorities will continue to monitor the schools as a friendly reminder that schools own rules are back in full effect. The department of Homeland Security announced today it is imposing new regulations to make it easier to detain migrant families for longer periods of time. The new rules would remove the 20 day limit on detention of children set by the flores agreement in 1997. The acting head of Homeland Security says the change is meant to deter more migrants from crossing the border. By eliminating the incentive to make the journey to the United States as a family, the new rule will reduce the unprecedented volume of families that are straining resources and the the department and putting children throughout the region at risk. Immigrant advocates say the changes are necessary and will likely traumatize children and families. A legal challenge is expected. When it does that all summer, it blows the warm water away from the top and allows the cold water to come up and that is called upwelling. When you have consisted winds, you get upwelling. You get much cooler seaford sea surface temperatures, and lots of fish which is why the fishing is so good. When that is not happening, we are not seeing significantly strong westerly winds, the outflow stops in the sea temperatures warm. Some areas are running up to 60 degrees. Santa clara county supervisor, cindy chavez and councilwoman esparza talked about the proposal this morning at city hall. The flyers are from the American Identity Movement which calls itself a nonprofit activist fraternal organization. Minute because we have had so few fires this spring and summer so far, that has given fulltime and seasonal firefighters a lot more time to clear brush and debris. That means when those hot winds come, later on, there should be less severe fires and fewer of them. This year, we have been lucky that we have had those resources down here and we are, in fact, putting those folks to work fighting fires before they can start down here. I would hope that the state or whoever is in charge is making the appropriate concessions to keep us all safer from the fires. When ecigarettes first large, many users believed it to be a safer alternative to smoking tobacco but some medical experts warn that can be a slippery slope. A disturbing discovery at a Bay Area School pickled rope in the shape of a noose that greeted students. What parents and School Administrators are saying about it.
