Foxes mike tobin tells us Authorities Say the young man admitted to helping the shooter assemble the ar 15 that was used in the august for attack. Officials are charging a friend of the dayton shooter with lying on federal firearms forms and possessing a firearm while on drugs. The gunmen, connor betts was fatally shot by police after opening fire on august 4, killing 9 people including his sister. He was armed with nsr salt style rifle and several other items like body armor. Officials accused his longtime friend of purchasing the gun but lying on the forms to obtain them. He had a prior marijuana charged and is currently a marijuana shooter user which should have barred him from getting the guns. You never disclose the drug use on his forms. Christian, these pitstops are a step to try to get human waste off of city streets . That is the aim is to try to make sure the streets are as clean and sanitary as possible, one of the reasons why this is one of three bathrooms that will be open all day, every day. San franciscos reputation for iconic scenery is taking a hit with widespread reports of human waste on city streets. San francisco has more the 2 doesnt public bathrooms, pitstops dotted throughout the city but until now, none of them stayed open after 10 pm. The Public Works Department says 3 will be open 24 7 to make sure people have someplace to go when they have to go. Not only will we be doing this pilot, we are also going to extend hours on some of the other ones we have. The restrooms will be cleaned and monitored at all hours with two team members on duty at night for safety. The city says the 3 sites were chosen carefully become one in the tenderloin, one market and one in the castro, close to nightlight and activity. There are people who hang out on the streets late in the evening at these 3 locations. Supervisor, matt haney from the tenderloin district says for too long, people have had to step over and around human waste. We have a houston human feces sidewalk on our sidewalk because people dont have toilets particularly at night time so with this pilot we will be able to demonstrate the need for Public Access to restrooms at any time of day. The city said today it will keep a careful flush count to co often and at what times the pitstops are used to figure out how best to stop them once the Pilot Program is over. Based on the number of flashes and what time we get those flushes, we are hopeful to get quite a bit of information to be able to then determined whether this should continue or we should try some other locations. City leaders tell me they will go where the data takes them. If, for example, they say the data shows that they dont need the pitstops in the very Early Morning hours, the makeup those hours to make sure they can staff when the pitstops are actually being used. The fire was reported just before 11 30 this morning on farnam street about a block north of international. This is not far away from the Fruitvale Bart station. When crews got to the scene, they found the fire burning at the back of the Clothing Store. Flames and smoke could be seen coming from the building. The fire did spread to two neighboring units. Well it is going to affect him severely because up until now, the socalled public charge ground of denial only applied to anyone who received cash or longterm care programs but today, when this goes into effect, actually wednesday, it would affect somebody who got food stamps or was getting low Income Subsidy for Prescription Drug costs. Or even section 8 housing vouchers and so it is a very broad definition now of what type of benefits could lead to your denial of lawful permanent resident status. Also, would this affect any immigrant who the government believes is likely to, at some point, need Public Benefits . That is exactly right. That is the language of the statute. If you are likely to become a public charge, you can be denied but that is w how do you determine that . That is a very subjective term so what they are going to do is look to see how much income this person has and the standards they are using is if the person is making 250 percent above federal income poverty guidelines, then they might be safe but if they are making just barely above income poverty guidelines that are set by the department of health and human services, then they might be in trouble so even if they never received any benefits, like food stamps or section 8 housing, but they are low income, it is going to be left to the discretion of the immigration officer. What do you think the administration is hoping to achieve by shifting the rules here . Well i will tell you, they have scared a lot of people away from such things as food stamps pick they have scared a lot of people away from even applying for things that they are eligible for like the Lunch Program for their kids school. That is not on the list but a lot of families are afraid of that so im not sure what they are trying to accomplish but i think partly what they have accomplishes they have scared a lot of prospective immigrants from using programs that are meant for health and nutrition. As we wrap up, just briefly, how successful do you think the legal challenges will be to this rule change . Well it is going to be a tough call because the language in the law is very vague. What it is likely to become a public charge leave mean and what does it mean, public charge. The government may be getting a lot of deference, because it is unclear from legislation history what was intended. Yes. It is conceivable that using food stamps or using section 8 housing vouchers, a court might say, it is up to the government to determine that so lets see how much deference the federal courts give to the Trump Administration.
