It happened overnight outside a bar and in el paso, at least 20 dead and more than two dozen injured at a walmart. Packed with as many as 3,000 shoppers. Authorities are investigating it as a possible hate crime. In a moment, we will speak with el paso mayor, but right now the correspondent has the latest. Hours and hours after this mass shooting first started and authorities are still on scene here at the walmart in el paso. If people started running all over the place and it was horrific. A walmart pack with an estimated 3,000 shoppers in el paso now the sight of one of the deadliest Mass Shootings in modern american history. I knew it wasnt a handgun because of how loud it was from being outside. Investors say on white male started shooting. Police arrived within minutes taking the suspected shooter into custody without firing a single shot. The victims ranging from ages of just two years old to people in their 80s. This is by far the biggest shooting event that ive been involved in. The shooting now 1 of 3 Mass Shootings in the span of a week. Three were killed in gilroy, california, attic garlic festival last sunday, the latest happening in dayton early sunday morning. We had one shooter that we are aware of and multiple victims. Right now, the shooter is deceased. Back in texas, Governor Greg Abbott is doing his best to console the community, city, and a state in morning. We as a state unite in support of these victims and their family members. Right now, investigators are looking at a manifesto trying to confirm if it was written in fact by the shooter and na officials have described language that is racist and antiimmigrant the police havent elaborated any further. How hard has this massacre, and thats all you can call it, hit your city . Its tough anyway you look at it. Nobody prepares for this. I certainly have not been prepared for Something Like this. Thank heavens are Law Enforcement was prepared. It has been stated they received a call at 10 30 nine and he was apprehended at 11 zero six so its a masterful work for their training. But its tough when i dont think its going to get any easier until after we have our 20 20 funerals. Chris the shooter is not from el paso but from dallas across the state of texas. Any sentence youre getting as to whether he had been in el paso for a period of time or whether he drove there specifically to carry out this attack in el paso . I have been informed by the police and the fbi about this individual at all other than knowing that he came from the dallas area, he was deranged, he was evil, but i can assure you that i am convinced no one from el paso would have ever done this. It is not our nature or our culture and i dont know. Pure evil as far as i can characterize it. Chris lets talk about the evil. The shooter is related to a manifesto online for rating the idea of mexican immigration calling in an invasion of our country which raises the question with there have been a lot of mexicans in a store in el paso over a weekend and do you think that perhaps thats why he targeted el paso because youre right on the border with mexico . We are the largest u. S. City on the mexican border. It our regions population inclusive of two and a half million people. It el paso is 84 hispanic to begin with. And we have shoppers that come over every day from mexico to purchase goods and services here. So weve been this way weve been one region for 350 years. Its hard to define el paso el paso. After the terrible shooting in el paso yesterday, you said that this country is under attack from homegrown violent White Nationalism. Explain, sir. This is terrorism and we have to name it as such. It is very clear that the loss of American Life in charlston, in san diego, in pittsburgh by all appearances now in el paso too is symptomatic of the effects of White Nationalist terrorism. We cannot keep america safe from this threat to the American People if we are not prepared to name and confront it. We need an administration that is ready to do that and we cant keep pretending that this is just random or that this is something we cant confront. What you have here is two things coming together. One, the weak gun Safety Policies of this country. And two, the rise of domestic terrorism inspired by White Nationalist. We need need to acknowledge tha problem, that american lives are at risk and we got to do something about it. Chris at least one of the other democratic president ial candidates beto orourke has said that President Trump and his rhetoric bears some responsibility for the acts of this mad man. Do think thats fair . Theres no no question that White Nationalism is condoned at the highest level of our government. It when this kind of rhetoric have been 20 years ago when david duke was trying to run for office as a republican, the Republican Party was horrified and they couldnt run away fast enough. Right now, you see it being echoed by the white house and there is a measure of responsibility that you cant get away from when you have case after case of racial rhetoric coming out of the white house and when you have an actual incident of White Nationalist terrorism like the killing in charlottesville related to people saying will not replace us and the president saying they were very fine people there. People are in the grip of this hateful extremist ideology feel validated and they feel validated from all the way at the top and that is part of our problem. Chris after each mass shooting, there is a debate. We know how this is going to play. If a debate about what can we do if anything to stop it . We know very little about the specifics of either of these cases, who the shooters were, how they got their guns, but any thoughts about how you could potentially stop these kinds of mass killings . Youre right, after every mass shooting we say how long until the next one . And in this case, the answer was a matter of hours. Sooner or later, we have to face up to the fact that we live in the only country in the world with more guns than people and the only country in the world where this happens all the time. We cannot allow the Second Amendment to be a death sentence for thousands of americans a year. Nor can we say there is nothing to be done we live in the only country where this is routine. The amazing thing to me is that most americans, most gun owners, most republicans believe we should at least have universal background checks, red flag laws that disarm domestic abusers and help us identify cases where theres a Mental Health risk and even that cannot get through this congress, cannot get through the senate. It shows you that the nra no longer speaks for gun owners, it speaks for gun corporations and it shows you that washington has been captured by special interest that no longer reflect the American People. I was in high school in the columbine shooting happened. These debates have been going on my entire adult life and nothing has changed. We have to ask ourselves is a country if we are really willing to allow this to continue or if we will take some steps to save american lives. Chris it is tough to discuss politics on a weekend like this but the race goes on, so im going to ask you about it. Since the last time we talked, your campaign seems to have stalled a bit. I want to put up some numbers. In the latest cbs news poll in iowa, now at 7 down from 11 in june in new hampshire, now at 7 down from 10 in june. Whats happened . We are not following three or 4 swings and polls eight months out from when the voting takes place. What we know is that weve established a position in the top tier of candidates and now is the part where it really turns into a distance race. The blastoff happens, the launch took place, we are a long way from the finish line. This is where you do this sometimes not very glamorous work of building organizations on the ground that are going to deliver us to victory in the early states. Our message is resonating, our organization is growing and we are going to take the resources that we gather when we let the democratic field in the last quarter and now use them as we are doing on the ground in iowa we got 57 people on the ground last time i checked and all of the early states as well as headquarters to amount the organization was going to make it possible for us to win. Chris one thing that has happened since we last talked to you and since this last step in the polls is that a white policeman killed a black man in your city of south bend, indiana, in june. You went off the campaign trail at that point for a few days to deal with outrage in your community. Take a look. At the racists off the stree street. Its disrespectful that i wake up every day scared. Of anyone who was on patrol is shown to be a racist or to do something racist. In a way that is substantiated, that is their last day on the street. Chris we have seen a lot of mayors and Public Officials step into situations like that, and there was widespread criticism after you went back to south bend. You showed more head than heart there and in a new one up yak a National Poll of africanamericans, it shows that you have 0 support. Zero and the black community. Your response . We are getting a very good response of the black community to the policy ideas ive put forward, but what you saw there and what they were dealing with at home is this wall of mistrust between Law Enforcement and between black residents. It is a huge issue, not unique to south bend but we are looking through the pain of that issue in south bend right now. The reality is, the badge has a history and even the best human being ever to put on the uniform is burdened by that history. And by whats happening around the country that has so many black americans questioning if they can trust police. We have got to deal with this is a country and Accountability Measures make a difference but also weve got to recognize this has to do with deeper issues of systemic racism in this country. As long as experiencing the economy, experiencing health care is completely different for black americans which is still true, you couldnt tell. Its in the numbers. The fact that a black patient is less likely to have their reports of pain taken seriously when they go into an e. R. , the fact that a black job applicant is less likely to have a call back on a resume, even an identical resume, just if the name is considered characteristically black shows you that these issues have created two countries in policing and criminal justice as part of that pattern. Chris beyond those big systemic issues, one of the specific complaints about your term as mayor and south bend is that you have failed to put more blacks on your police force. Again, the statistics when you started as mayor in 2012, there were 29 black Police Officers or 11 of the force. Now there are 15 black Police Officers on the force or 6 which raises the question, if you cant put a representative number of black Police Officers on the police force in your city, why should blacks trust you to help them with much bigger issues across the countr country . The challenge of recruiting diverse officers as a National Challenge that is even more difficult for mayors and Police Departments in the postferguson era. There are fewer and fewer young black men and women who could ever even picture themselves wearing the uniform but weve got to change that. We have a recruiting window open right now in south bend and we are continuing to work to change that. In the areas where i have direct control, the board of safety that oversees the Police Department and makes discipline decisions, there is excellent minority representation. But when it comes to attracting minority applicants to Police Departments including mine, we have a problem. We have a challenge and im not going to shy away from that. Chris less than 2 minutes left and i want to ask you one final question, you talked in the debate about the campaign about trying to make major structural changes to our democracy. Here you are, sir. When i propose the structural democratic reforms that might make a difference and the electoral college, amend the constitution to clear up citizens united, have d. C. Actually be a state and depoliticize the Supreme Court with structural reform, people look at me funny as of this country were incapable of structural reform. Chris your last idea that you mention there was increase the size of the Supreme Court, but you got strong pushback from one particular justice. Here she is. This court has had as many of ten. Nine seems to be a good number of anything. When we are in power, we are going to enlarge the number of judges, so more people who will vote the way we want them to. Chris Ruth Bader Ginsburg says she is not at all in favor of that plan. Are you going to go up against the notorious rbg . I agree with her. What she is describing is simply adding more justices to the court who agree with you. I dont think that would do any good. What i think is we depoliticize the court. We set it up so that some of the justices are not chosen through the partisan political process but instead are chosen by a consensus among the others. If practically, the only way i see to do this would be a 15 member court but there were other models to be followed. Theres actually an article on how to do this but the bottom line is this system is not working for us. The court is coming to be viewed as a nakedly Political Institution and we need to depoliticize it. Remember, the structure and makeup of the court has changed many times over the years but what we have right now is other bad faith on the part of the Senate Republican majority. Mitch mcconnell made it a matter of principle in 2,016 that you could not have a nominee in an Election Year effectively changing the number of justices to eight, then change it back to nine when they took power announces an Election Year in 2020 it would be no problem to hold a vote which means hes not even pretending to be acting in good faith. This has become completely political in the hands of the senate and we need a structural solution on that when so many other areas of our democracy where democracy is not democratic enough. Nobody can argue that normal is all right. U. S. Citizens in d. C. Did not have the benefits of statehood and i would argue democracy might go ahead and pick its National Leader by just counting up all the votes and getting the person who got the most. Now in a situation where you have more americans killed in domestic terrorist incidents then International Terrorist incidents of something ought to be discussed. As you said in the earlier segment, weve been here before. What i find odd about the reaction to this as people say dont politicize the event. This is what the political vent system exist for, to discuss this kind of thing. I dont think there will be any gun control legislation. If been down that path before. There should be a conversation about White Nationalist terrorism and the president is in a position to be in that conversation. Whether or not that will happen or not, we will see. Chris we dont know a lot, in fact we know very little about these two shootings. Whether they were legal or illegal, we dont know if there were any red flags about these individuals, whether there were signs and alerted Law Enforcement they couldve stopped them but thoughts about what can be done to stop the bloodshed and does washington have the political will, jerry seems to think not to actually do something. I went to bed last night upset and i woke up this morning astonished there was another one to talk about in ohio and is just the worst feeling and you have to come on television and talk about it. What is there to say that hasnt been said . I think that one thing we can do in the media is call what is happening by its name which is White Nationalist terrorism. I saw a Rod Rosenstein today tweeting he would call that white terrorism. He believes that is the precise word that describes what happened in texas what we can do while calling this by its name, we can also not call the shooters by their name. I think there is a certain extent some data behind this that these mass killers seek some twisted form of glory and demented losers and we should not give them the recognition with their face or their name to the greatest extent possible. Chris weve seen to think there was a pause, it appears that the shooter had posted hate filled statements online talking about an invasion of this country by mexicans and then he said in this statement that anybody who blamed President Trump, it was fake and it is but one of the democratic president ial candidates beto orourke offered a link. He is a racist and he stokes racism in this country and it does not just offend our sensibilities, it fundamentally changes the character of this country and it leads to violenc violence. Chris lets be clear, donald trump didnt pull the trigger here in either case, it was too mad men who pulled the trigger but does President Trump bear any responsibility for creating the larger climate . Thats a hard question and i do believe that the president lets put it this way. I dont think he makes a lot of effort to cool the tensions that already exist in this country. We have seen just over the last week how he has tried to sort of rub very hard on that sore spot of race in our society. He lacks the language it seems when these horrible events arise to speak convincingly to the whole country as the one and bring the country together. I would hesitate to blame him for any particular incident. I think thats a very dangerous business, but its been a long time since weve had this kind of leadership in the white house that seems to revel in conflict and seems to revel in fighting over these most sensitive issues. Just one quick point on what can be done, i do think that there are there is no one to fix but things that can be done in terms of limiting access to assault weapons and especially the highcapacity magazines that make Mass Shootings so possible that can be done within the existing Supreme Court framework on gun laws that you would think people could get behind after situations like this. Chris there is no question just as a statistic that there has been an increase in White Nationalism in recent years. Statistically, that is the case. And Pete Buttigieg was correct when he said america is the only country where this kind of mass civilian shooting has become routine. He is also right that the policy debates here in washington on both sides of the aisle havent really changed a whole lot in 20 years. Neither of the Political Parties here is entirely blameless. I think if they really want to break through on this issue the cycle could campaign on this issue. They could make this a signature issue and take it to voters the way theyve done with health care or immigration, a producer and i just a short while ago search through the transcripts and found that on night one, gun violence, gun safety, and can control was authored by five candidates in response to these questions and these are the democrats that were on stage night two. Gun violence, gun safety, gun control was uttered by nobody so the democrats are not running on this issue as much as theyre coming out today and condemning this which is the right thing to do, they need to make this a signature issue if they want to push past the policy rhetoric that weve been going around on a loop with for 20 years. I think youre right about the democratic debate in the dialogue within it but i had a conversation this weekend with somebody whos been doing focus groups with real voters and he says this is coming up, voters are talking about this and that was before we head backtoback Mass Shootings in one night so i think theres a desire out in the country to have washington talk about this and i dont know if theres an agreement on what should be done about it, i suspect theres not that theres other things that could be done and i think the gun question is one that voters are thinking about even if politicians dont know how to get around it. I think its going to be a very difficult sell for a lot of people to say lets punish lawabiding citizens and curtail their rights, their Constitutional Rights in order to prevent Something Like this from happening when i dont know yet, we dont have all the information, would that have prevented what happened last night . We dont have that information yet. But there are no easy solutions here and one thing i can tell you, i think americans do get sick when they see both parties immediately devolve into blaming each other for what happened, theres a lot of anger, pointing the fingers, the assignment of blame for motives and that sort of thing. Bernie sanders wasnt responsible for the guy who tried to murder a bunch of republicans on the baseball field, donald trump is not responsible for what the person did down in texas but i do think it would be useful to cool our rhetoric generally. Chris but thats just not true. American importers pay the tariffs when chinese imports into this country go through customs. They pay the tariffs and sometimes they pass them on to american consumers. Through . False. What weve seen clearly is that china has strategically gained the tariffs by slashing their prices and by devaluing the currency. Since the tariffs were put in place back in 2018, the chinese fell by almost 10 so they offset virtually all of these tariffs and the consumers are not seeing any price hikes in any significant way and is not showing up in the data. We have it well below the fed target. So the answer to that is false. With a bigger question about whether tariffs in general might cause a rise in Consumer Prices but not in this case. He noticed that people cheered when the president said get tough on china. Im looking at capitol hill right there, one of the few things we have a bipartisan consensus on. Chris but the industries that make these goods say that because of the president s tariffs, the price of consumer goods goes up to customers. I want to put up a couple of statistics. The Consumer Technology Association Says with this new round of tariffs which are going to be overwhelmingly on consumer goods, not things like steel or whatever that would be parts of products created by american manufacturers, the price of laptops and tablets will rise 50 to 120. If smartphones will cost 70 more. The tax foundations as a typical family of four is paying 850 a year or more already the Current Trump tariffs and will pay another 350 more for these tariffs. If you can argue that the pain is worth it to straighten out our very bad trade relationship with china but you listen to those statistics, it doesnt seem like you can say that there is no pain. If we were sitting here over a year ago when the tariffs were put in place coming to be saying the exact same thing quoting the exact same people. These people putting out this information are the same multinational corporations that have shipped off our jobs to china, lost over 70,000 factories to china, 5 Million Manufacturing jobs. Im just telling you, we are not seeing this in the data. China devalued their currency by almost 10 . We are talking about putting 10 tariffs on the remaining 300 billion in goods, we are just getting back to where we were before china started manipulating the currency. Chris so youre saying the Consumer Technology association are lying . Im saying they said the same kinds of things, the same groups at the same kinds of things when the tariffs began, we are just not seeing it but you do raise a good point, lets suppose that their arguments are right. What are we willing to pay for the chinese to stop packing our computers to steal our trade secrets . What about stopping them stealing our intellectual property . The reason theres a number of reasons why the president decided to take the action. He has always had the door open to negotiations but when we dont see is when they renege on the deal and they dont keep the promises. They promise to stop putting fenton all in our communities. By the end of this week, over 1,000 people are going to die from made in china fentanyl. The president says thats not acceptable and china cant keep taking this apart and he has taken swift and decisive actions, hasnt seen any in terms of Consumer Price impacts and people are behind him. Chuck schumer came out in support. Chris in fairness, Chuck Schumer has been a hardliner on china for a long time. This question of prices because i dont know who it was, everyone is entitled to their own opinion, they are not entitled to their own facts. Shall make predictions that havent been through since we put tariffs in place. Chris give me a chance to show you. Fed chairman jay powell said 26 times on wednesday that one of the reasons he was cutting Interest Rates, 26 times he said is because of our trade difficulties with china. Here he is. We also feel like the trade tensions are having an effect on the u. S. Economy. You see it now in second quarter, you see weak investment and weak manufacturing. Chris Goldman Sachs reported in may the cost of u. S. Tariffs have fallen entirely on u. S. Businesses and households with no clear reduction in the prices charged by chinese exporters end. Give me a chance here to respondent. Chris let me simply put up the number come up with that up again, thank you. Look at this chart from the Trump Labor Department. That shaded area is the period of time since the president in early 2018 started in posing tariffs. The yellow line and shows the Consumer Price of terror of goods has risen dramatically since the president started imposing them. If the blue line and which is nontariff goods of the cost them has fallen. That is the Trump Labor Department saying on a macro and micro level that tariffs because Consumer Prices to rise. Lets take them one at a time and do me the courtesy of not interrupting me. Let start with the federal reserve. I find ironic that jay powell would come on and blame trade tensions when in fact, jay powell is singularly responsible for losing at least a point of growth on the gdp by raising Interest Rates by 100 basis points and engaging in whats called quantitative tightening. He cost us over a point of growth, and heres why. Higher Interest Rates suppress investment directly and indirectly suppress exports. Chris im going to move you along because i took one sentence to talk about jay powell. Goldman sachs, what is your response to that . The fed is the single greatest obstacle right now to strong growth in america. We had 25 basis point cut. Chris we can talk about the fed. Id like to talk. Lets be clear about Goldman Sachs. Goldman sachs is the wall street firm that has been responsible for helping the export of millions and millions of manufacturing jobs. And Goldman Sachs helped shut down over 70,000 factories. I havent seen that Labor Department data, but what i can tell you is all the data ive seen says. Chris that is your own Trump Labor Department. Its not mine. Chris it is the trump administration. Ive got a couple of minutes left. What do you think are the chances that china will keep this trade war going until after the 2020 election . I think whats important now is that we continue to negotiate and process, went to shanghai, we were planning on having the chinese come in september, i think the best thing to do is negotiate behind closed doors and not get caught up in the hype. Chris what they have to do the reason that the president announces new round of tariffs is because there was no progress in shanghai. What did they have to do to get the tariffs eliminated . The seven deadly sins here basically. Stop stealing our intellectual property, stop forcing the technology transfer, stop hacking our computers to steal our trade secrets, stop dumping into more markets and putting our companies out of business, stop their state owned enterprises from heavy subsidies, stop the fentanyl, stop the currency manipulation, these are all structural changes. Chris one last question. You would agree those are harmful to this economy. Chris i would absolutely degree. How much is a consumer would you be willing to pay tomorrow to have that stopped if there were consumer impacts . That is a reasonable question to ask. Chris the point is youre saying i dont have to pay anything, that its a free lunch at i dont believe it is a free lunch. I believe there is and we would have a better discussion if we discussed what the real cause is. You spend 9 minutes on Consumer Price index and you let the chinese get a free lunch basically on all the kinds of economic engaging. Chris let me ask you one last question in the 30 seconds i have left. Particularly fentanyl, particularly sensitive to that, president xi you said his face and osaka we are going to stop the shipment of fentanyl that kills americans and they didnt. What is the president keep calling him such a good man and a good friend . He values the relationships he has with World Leaders and he believes that through those relationships will get to have better. Chris even allowing drugs through to kill americans .
