When i went on this journey 2. 5 years into the world of the shark and i dove with them. I found that that fear was misplaced. I ended up going out of the cage free swimming with bull sharks and tiger sharks and they are not interested in us. They are out there doing their job and they have been around for 450 million years. The exploding Homeless Population is one of the most pressing problems around the bay area. Organizations are partnering with the San Francisco chronicle to put a spotlight on the issue and find solutions. We are focusing on Alameda County with a number has grown by 43 over the last two years. Elaine is the executive director of everyone home serving Alameda County. First of all, the number is so incredible. Is at the high home price contributing or Something Else . I would say the Housing Market is a primary cause. Oakland and berkeley are the cities with the highest rent increases in the last two years in the bay area. The whole bay area is suffering from this crisis but particularly in Alameda County because rent increases have been so high. So 43 , a lot of those people are homeless because they cannot pay the rent. Thats right. It is an economic problem. People want to talk about it as a behavioral part bluhm but the causes are that the rent is two high. When we looked at who was homeless for the first time in our recent count and asked them when they lived before being homeless, 82 of them were living in their own rental housing or with friends or relatives. They had places to live. Is becoming increasingly less affordable. Elaine, i think when people hear that number, a 43 increase, it is shocking and sobering. What are tangible solutions . Everyone agrees there is a problem and we know the Housing Market and rents are skyhigh, but what do we do about it . Weve got to prevent people from becoming homeless. For every one person we move off of the streets in the housing, two people are becoming homeless for the first time. We need to catch people before they fall on the streets or into a shelter and keep them house where they are. And then weve got to increase the availability of housing affordable for People Living on Social Security benefits and other fixed incomes. People living with disabilities and Health Concerns are forced out onto the streets. We need more housing. We need to prevent homelessness. Shelters are important to keeping people safe while they are homeless, but more shelters just keeps people homeless. We need homes. Wilma chan is considering asking voters for sales tax and offer rent subsidies at risk for eviction. Ive got to ask you this, what can be done right now . They built this new unit is all over the area and you still have to be making so little money its hard to keep up with the rent. What can be done right now . That is correct. Everyone home has a Strategic Plan and we call for a dedicated revenue stream in that plan. We are very excited and supportive of what supervisor chan is promoting. We believe that even for the Affordable Housing being built, it is often not affordable for people who are currently homeless. We need a pair that was operating subsidies so that the landlords can afford to operate the building and people can afford to rent there. Prevention is an important strategy that can be implemented more quickly if we can provide resources to keep people in their homes and we can stem the flow. Ive got to ask you about the frustration communities when they see more money pumped into solving this problem and in their minds they only see the problem getting worse. What do you say to those people who might not be in support of paying an additional tax when they feel like so much of their tax dollars are already going to this problem and they only see at multiplying. A lot of people were having trouble breathing and people with asthma were having exacerbations of their asthma. People without prior respiratory conditions are reporting they may have had some of those kinds of symptoms as well. But not limited to just respiratory. There may be other effects that really affected their ability to function. Perhaps some of the mental trauma from the experience could also be impacting their sleep, their moods, their ability to take care of others who may need them. We are interested in the mental side as well as physical health. Again, we are interested in comparing people from different communities to see how perhaps there are some communities are heavily effective and will have more trouble than other communities.
