Judge james kramer ruled that he understands was happening and can help in his own defense. The judge reinstated criminal proceeding saying he is mentally competent to stand trial. This is a good time for me and my family. Reporter her family has attended all of the trials and the most cases they left disappointed. Moving forward in this process, we are grateful for today for the decision made by the judge. Reporter he was indicted for killing wilson and injuring her sister at a bart station almost a year ago. Experts have given him mental examinations and after receiving the third doctors report that judge said the case will move forward despite his history of Mental Illness which includes schizophrenic episodes. His Attorney Says the Legal Process is only beginning. There were no findings about his state of mind at the time of the offense. That is an entirely separate question. Reporter besides question of murder and attempted murder hes been indicted on lying in wait which makes them eligible for life in prison without parole or the death penalty. Prosecutors say he did it the next day killing a tow truck driver. He has entered not guilty pleas and asked to represent himself in court and he is due back on august 30. We are bringing people together and we are committed with more education, more enforcement to enforce the rules of the traffic law and by bringing professionals together to figure out what to do. We are seeing cities like berkeley moving too quickly outlawed the use of this technology. Are you surprised by how quickly they are moving on this issue . Not really. There is a widespread and i growing an easiness with a lot of technology whether facial recognition, social networking, artificial intelligence. And just left and right you were seeing concern about how rapidly some of this is moving. I think what the City Councils are saying is lets put a moratorium on this and figure out what this really is. Reporter what is the evidence we have to show us the facial Recognition Technology is flawed and is racially biased . Well, unfortunately i think there is a fair amount of evidence out there. The aclu did a study with so called Recognition Systems put out by amazon and others have done studies on other systems. And the technology is not there yet. We have a high false positive rate that is making a match when there really isnt one or, you may have a very low false negative rate which is not finding the bad guy when he is actually there. And the racial bias, we do know that even the Photo Technology is very poor at matching particularly black faces and very poor at identifying women and so, the companies are struggling to work on this. They make it there, but it is not there yet. We want to switch gears just a bit here and talk about some of the privacy concerns out there now about this very popular face app. It shows users what they may look like as they age to the years. The terms and conditions say the app maker which is in russia can use your photos for any reason it wants to and they can do that without your explicit permission. That collects information on the users location and browsing history. Most images are deleted after 48 hours and it does not sell or share user data with third parties. Let me ask you, how should we think about the folks at face app . Well, it is not only face app. The more recent reports i have seen suggest the only photos that actually go to russia are the ones to which you actually apply the aging technology function. But overall, we do have to wonder where is our information going . It is often very hard to tell what remains on your phone versus what goes in the cloud and once it is in the cloud what goes to the app developer as opposed to the operating system developer of the phone itself. In this case here, there was a Privacy Policy which people did agree to and consent when you downloaded the app that those photos once acquired by the app developer you basically gave them free license to use the photos however they wanted. And it is not only the sap and we want to make sure we recognize this is a broader issue across all of this technology we use. What steps do you think folks should be taking weather with face app or any other apps out there . What sort of setting should we be putting on and what should we be looking for to protect our information . Well, you mentioned the settings. People need to pay attention. We all want to click yes and get on with the cool thing were trying to download or use. You do have to pay attention. To some extent the cell phone makers and the operating system makers have made progress in creating those permissions. Do you want to share your location information, yes or no in creating little dashboards in there. I think people should look at those controls. Go into your settings and take a look at what you have previously agreed to. Maybe change your mind. For example which ones are sharing your location all the time, only when you use the app, take a look at that. Some of those controls are there and they can be quite effective. Today marks 75 years since the poor chicago explosion in concord. On july 17, 1944 or cargo vessel with ammunition exploded at the airport. 320 sailors and civilians were killed and hundreds more hurt. Most of the dead and injured were in the send African American soldiers assigned the dangerous task of loading munitions but were not given proper training. After the explosion many sailors went on strike and were convicted of mutiny. Last week there was a measure passed to exonerate those soldiers. He joins us now. The sailors were not trained properly and instructed to go back and do what they had done before and they had seen over 200 shipmates killed and basically eviscerated. And so they did not want to go back until they were sure it was safe. It was a very large Racial Injustice and the time in the countrys history where we were verys aggravated, segregated. So we wanted to corrected. Others have said it is time to right this wrong and that the soldiers, sailors rather were unjustly convicted and their names had been tarnished. What will this exoneration provision effectively do do you think . Well, it will have two impacts. It will create, correct something in history and is a national issue. Hopefully is a beginning and many ways and redemption for all of us as americans to tell a story about racism in Northern California that we tend to think its something that happened somewhere else in another time and we have issues around race in the bay area we have to confront incorrect. But this is part of our history and as i say, in these difficult times is important to remember that america at its best recognize it when it makes a steak and it knowledges it and tries to not do it again. That is why this is important and it is important for friends and families that have seen this injustice and saw their loved ones live their life thinking they had done the wrong thing when they hadnt . I know when you were putting forth this measure to gauge the reaction of a lot of people. How did they feel about this measure . The veterans ive dealt with have felt strongly we should go ahead with it. There have been people that have written letters that they didnt follow her command so they shouldnt get any redemption but most of those people dont know the full story. Anyone who has read the history and the book about the port chicago mutiny would realize that the very worst the sailors did not obey an order. They did not mutiny. There was nothing threatening a physical. They just wanted to work with their Commanding Officers to make sure that they were doing what they should do which is make sure Something Like this did not happen again and it shouldnt have in the first place. As we are marking this occasion your message to americans and about what you want them to know about the story. In this era unfortunately we have become so divisive. We have to accept the fact that race particularly and relationship with African Americans and native americans as well, this is part of our history and not a good part of our history. The way to get overthat is to acknowledge the ribbon mistakes and it knowledge it legally and make sure we start dealing with the injustices that we still have. They were in each of these cells and crammed in like sardines. They had to take turns lying on the concrete floor. They told me they had been there for 40 days without a shower and without the benefit of being able to brush their teeth. There were some women that were quarantined in the corner cell that have bacterial meningitis. It is a crisis of proportions that we have never seen in part created by the president who is not allowing most of these people who have sponsors in the United States who will pay their bus ticket or Airline Ticket not allowing them to go to their sponsors while they await their asylum hearing. I know you tweeted these pictures and said the situation is overpopulated. And that we have to move people to other locations. What are the other locations youre talking about . What might be available . There may be the possibility of placing some of these migrants at various creek . We apologize. We lost our connection. It appears as though we may have reconnected. You were talking to me a little bit about the other possible facilities at some of these migrants might be able to go to. So some of them could go to underutilize military bases no one should be placed in a gs uation that if there were do the kennel would be shut down and that is what we are doing. It look like a third world country. And when you move to the second facility where you saw parents with children, many of them sick and needing to go to a hospital or contracting flu or other kinds of conditions that can easily spread through the facility. This is an effort to undermine a policy that has been part of this country for a very long time that allows those seeking asylum to enter this country and then a credible fear or evaluation is done and they go to an immigration judge where it is determined whether or not the credible fear judgment is one that can be sustained in court. I know you disagree with the trump administrations immigration policies but you said this is the humanitarian crisis the democrats and republicans after own and that agents are not social Healthcare Providers but they are in fact doing their best. What is a realistic solution to the problems that you saw . Border patrol officers are trained to be Law Enforcement officers. And they do not have the skills necessarily or the training to be able to be social workers or Healthcare Professionals. And so what we need to do is move them quickly through that process of being actually identified and then into a facility where Healthcare Professionals can evaluate them and were social workers can work with them as they then traverse to their various sponsors. What we did see is a lot of goodwill by nonprofits that were bringing food to migrants across the mexican border. At Respite Centers and nonprofit areas where there was so much goodwill in terms of trying to help out these people who had been detained and were now being released. The president and the administration is thwarting a responsibility by not sharing that with us. The census is a very important function within the federal government. In california it helps apportion the various districts and it is responsible for creating formulas for federal dollars. California could lose significantly both in terms of federal dollars if there was a suppression of the census and even a congressional seat. This is video of his wife leaving the courtroom after a federal judge in new york handed down that sentence this morning. So what did you see in terms of that halo effect for other retailers . We saw through Adobe Analytics a couple of things we expected but were bigger than we mightve thought. First of all one open question going into prime day was two full prime days with a workout and large retailers seeing over 60 or 70 lives it is clear the consumers were willing to stay for the two days and keep shopping. And this is different than last year, smaller companies, companies with under 1 billion in annual revenue sauce it never can lives. They were able to capitalize on the halo effect a prime day. And furthermore, we saw the consumers stuck with this prime day event for the full 48 hours. The first day was characterized by a lot of consumers showing up, spending a lot of money and then the second day was fewer consumers but they were more primed for those opportunities to make purchases and so the more focused shoppers were there to keep sales high. They did their browsing it sounds like on the first prime day and then a lot of folks went back on day two and pulled the trigger on a lot of those items they had been looking at. In terms of the other retailers who came out on top pair during prime days, who were some of the big winners . Well, for reasons of privacy and Data Management we dont talk about individual retailers. I can tell you that the retailers pushing smart phones, smart items a few of them were out there a smart watcher Smart Television had some of the deepest discounts. Those were the biggest opportunities. For Retailers Companies that already had good relationships with their consumers. Companies that were able to email you reach out and you would respond and didnt feel like it was spam. They were able to get their deals out there in front of consumers and the consumers were able to respond to that directly. Speaks it seems like a lot of those other retailers were making a concerted effort to piggyback off a prime day. Did you see that more this year than you have in years past . Absolutely. We started tracking this in 2015 and i think retailers in general at that point how to wait and see attitude. They did not know what to look for. Now that we are four years on, every retailer has a strategy. Some are sitting it out and they dont want to lower their prices. Some of them are piggybacking and some of them are trying to differentiate themselves with different kinds of shipping and different rotations of offers. They are playing in the space and taking advantage of this creative retail event which lets remember five years ago there was no reason that you might go shopping online on the 15th or 16th of july. Amazon has managed to create this multibilliondollar event for itself and other retailers. Spam xo the two prime dates worked well. Will we see a third prime day next year . Com International Bird rescue is looking for people to help raise 100 orphaned birds. They were saved after a largely collapsed right outside of the oakland post office. There were 50 nests in that tree containing 89 young birds and eggs. Many are in need of intensive care and roundtheclock support and feeding.
