The fbi is offering a 5,000 reward to find a gun, a magazine, and an fbi jacket that was stolen from an agents car in oakland. The body recovered in Grand Canyon National Park is that believed to be of a bay area hiker. 66yearold, peter disappeared june 28. He was on a hiking and river trip at the national park. New this morning, the ground is still shaking in Southern California. A 4. 9 magnitude earthquake hit ridgecrest shortly after 6 00 this morning. The mayor says the city needs to make improvements to Public Safety buildings. All of these places matter. When a disaster hits, their only job is to focus on saving lives of the citizens of San Francisco and not worried about the conditions of their buildings and whether or not they are in a bad condition in the first place themselves. Now voters will decide on that bond measure in march of 2020. And its not just San Francisco making quake upgrades. Ktvus tom vacar shows us, east bay mud is laying thousands of feet of pipeline along the hayward fault. This usgs simulation based on the best science, this is what happens if the 7 magnitude quake strikes the east bay mud water system. In berkeley and hayward, the ground shifts 3 to 5 feet. Some east bay residents lose water for six weeks and up to six months. To prevent that, east bay mud is busy at work on a four month project here on the top of the hayward fault in the Berkeley Hills that will replace a century old 3,000 foot long pipeline. The current pipeline has averaged a major break each year for the last 30 years with increasing regularity. As the land here has continued to shake and shift. Two more major pipe replacement projects are in the planning stage along with other less demanding ones. This year, we reached a record goal and replacing 17. 6 miles of pipe. If the hayward fault should rupture to its full potential, theres no way we will avoid massive damage. But, the more infrastructure that holds together or needs less repairs, the quicker the recovery. That could be measured in months and not years. Tom vacar, ktvu fox 2 news. A multibillion dollar plan to sure up californias biggest electric utilities in the face of another wild fire season is now waiting for the governors signature. California Power Companies will spend at least 5 billion on safety improvements if the bill is signed into law. It creates a fund up to 21 billion that could compensate victims of wild fires caused by utility equipment. Utility providers liable from equipment failure could be capped. Lawmakers passed a bill less than a week after its final language went into print, and the governor is expected to sign it today. And new figures show the town of paradise lost over 90 of its population since last years devastating campfire. A survey in april counted about 2,000 residents in paradise. Mosquitoes in the sacramento area have tested positive for west nile virus. The first indication of the illness in the region so far this season. The sacramento, yolo, district says the sample was collected in south sacramento, west nile is spreading to humans through mosquito bites. Last year, 11 people died from the virus. 44 died in 2017. So far this year, one death has been reported in Southern California. Experts say the best way to prevent west nile virus is to limit breeding areas for mosquitoes by removing standing water around your home. Bart is testing fair gates. Santa rosa man is facing dui charges for a hitandrun crash that seriously injured a twoyearold girl. It happened just after 2 30 yesterday afternoon on range avenue. Police say the little girl was with her grandmother in a parking lot when she ran into the street and was hit. She wasnt seriously hurt. She is expected to survive. Officers zeroed in on a white van parked nearby that matched a witness description. They found the owner, 46year old, hector in his apartment and arrested him. They said you had an accident. He was just sitting there. So we did see he was sitting calmly and they were asking him, but he wouldnt reply. He has four prior dui convictions and a responding officer says he sited that suspect last week for a minor hitandrun crash. Time is 7 36. Investigators are looking for witnesses of teenage athlete, emmanuel mosbey. Police released this photo of a white volkswagen beetle. Detectives say the person driving that car on monday night may have seen the shooting at the taco Bell Restaurant on east stanley boulevard. 16yearold, emmanuel was shot at 9 30 monday night. He later died at the hospital. Investigators are also looking for the alleged gunman. 21yearold, jorge. Two companies are facing several citations from cal osha after two workers suffered Carbon Monoxide poisoning. The plumbers say they were replacing underground sewer pipes for airline caters at Gate Gourmet Inc in december. They were using a gas line powered saw to cut through concrete in a crawl space when both men were poisoned by the Carbon Monoxide and both lost consciousness. Both companies for violations regarding permits, training, and providing proper information to workers. Veterinarians and volunteers are taking care of a flock of baby birds from oakland. The fire started along a highway yesterday and forced thousands of people to evacuate. Some flights to the islands in the main airport were diverted as the airport was temporarily shut down. Oakland was the big focus of this new program. City officials, business owners, Community Activists, and several agencies say people are driving from all around the bay area to dump trash on oakland streets. We even see the animals, like dogs, they just came over here. Since april, 45tons of trash have been picked up along g street and railroad avenue. Five people have been caught illegally dumping items after cameras were installed in that area. A man who survived a Suicide Attempt, is making a documentary. Kevin jumped off the bridge almost 19 years ago. Now he is teaming up with film maker to make a documentary called the net. The group is called girls make games. These girls are entering a world that has been typically male dominated the world of video game design. I like the idea that i get to create something new that is my own and test out new things. 14yearold and her group are designing an adventure game, where children face danger as they find a safe place. They will have random enemies from outer space that are aliens, they are from pluto. Girls make games started six years ago and is now international. The founder says its a way to give girl as taste of game design. When i started my game studio, it was impossible to find Women Developers to work with me. And it turns out, theres not very many of them to look for. Thats where girls make games summer camp started out. The campers work in teams. The best games will be entered into a girls competition where they decide the winner. The fun is in the creation. Some kids find school boring. But in this camp, youre learning something, but its fun. The girls say they like not having boys around. The dynamic shifts somehow and the games become more action packed. Boys usually have in this industry and in our warld world that they have the most opportunities to get these coding jobs, engineering. But now that we have this new camp, it really helps us get a boost up. This 13yearold from foster city is helping design a game about a teenage girl going through various stages of her life. It deals with the troubles of her life. Such as equality, sexism, feminism, things like that. They want to make games about making the world better. About building empathy. About helping people understand each other. The campers also hear from female game designers, those who are able to crack the glass ceiling. It shouldnt be based off of your gender. It should be something everything can enjoy. The hope is to create confidence. Confidence in them, creating idea, and pursuing it both in the gaming world and perhaps in life. The American Federation of teachers filed a federal lawsuit claiming the Public ServiceLoan Forgiveness Program has been mismanaged, violating the constitution. This program was created in 2007. It promised to forgive loans for graduates who made 120 Monthly Payments while working as teachers, nurses, or other public employees. Just 1 of the applications have been approved. Many say they were wrongly turned down. And, Impossible Foods Company is now working on a fishless fish. Lets go back to the desk. Several breaking news stories from washington right now. Youll have to wait a little longer to hear special council, Robert Mueller and his testimony before congress. Mueller was scheduled to testify next wednesday, but he just worked out a tentative deal with house democrats. They are pushing back his hearing to wednesday, july 24. We dont know the specific reason for that. One reason is, how much time lawmakers will have to question him. Democrats pretty eager to talk to Robert Mueller about his investigation into russian medaling in the 2016 president ial election. The other breaking news story out of washington this morning involves a member of President Trumps cabinet. We learned within the last hour, that u. S. Labor secretary, alex acosta will resign one week from today. Hes been under fire for a secret plea deal he made during his time as a u. S. Attorney for south florida. I have seen coverage of this case that is over 12 years old that has input and vetting at multiple levels of the department of justice. As i look forward, i do not think it is right and fair for this administrations Labor Department to have epstein as the focus, rather than the incredible economy that we have today. He had been defending the plea deal for he made for jeffrey epstein. Both acosta and the president reiterated the resignation was acostas decision. Still ahead this weekend, a nationwide Immigration Enforcement operation targeting people who are in this country illegally is expected to begin. As ktvus christian reports, San Francisco is one of several cities across the country being targeted. San francisco and los angeles among the cities immigration officers are planning on targeting. Were hearing they will be seeking out 2,000 people with final orders of removal, including families whose cases have been fast tracked by judges. Cities and counties are banding together to protect immigrant communities going forward. The county has invested resources to make sure that anyone who gets caught up in a raid has legal representation. We want people to feel empowered. Oaklands mayor also speaking out, joining a course of advocacy group, including nancy pelosi, all of them reaching out to immigrant communities, informing them about what to expect and what their rights are. Just in this morning, San Franciscos mayor announced she will be holding a briefing. Louisiana is under a hurricane warning this morning. Tropical storm barry is getting closer to the gulf coast. The storm is expected to make land fall early tomorrow morning. New orleans is already been getting torrential rains. Louisianas governor is warning people to get ready now. They should. Reporter, doug mcelway tells us how people are getting ready and preparing for the storm. Reporter preparations are underway here in louisiana and around the gulf coast. As folks brace for what could become the first hurricane of the season. Ive been through one, maybe three. Seem like every time it gets worse. A dangerous storm baring down on the gulf coast. Thousands gathering supplies, filling sandbags, and boarding up homes and store fronts as Tropical Storm barry threatens the region. The storm is strengthening on thursday. New orleans drenched by several inches of rain this week. With an already swollen mississippi river, the storm will put the levee system to the test. Life threatening flood. Its the potential. And that aught to get everybodys attention. President trump announcing a federal disaster decloration thursday night, tweeting a warning. As you make preparations to protect your homes and loved ones from flooding and the coming storm, it is imperative you heed the directions of fema, state, and local officials. President trump is backing down from his demand for a Citizenship Question on next years census. He made that announcement in the rose garden yesterday. Instead, the president says officials will collect citizenship information through an executive order for Government Agencies. The president admitted challenges on the Citizenship Question would have delayed the census. As shocking as it may be, far left democrats in our country are determined to conceal the number of illegal aliens in our mist. Many democrats say adding a Citizenship Question to the census would have stopped many undocumented immigrants from responding to the national survey. The Supreme Court blocked that question last month. Our time is now 8 08. The defense in the warehouse fire trial rested its case. The prosecution finished. And admitted he signed the lease to the warehouse, set the rent, but he never received permits or had inspections for changes he made to the building. I think my clients come out pretty well. I think theres going to be reasonable doubt in the case. Sheriff deputies tried to stop a stolen car Late Wednesday night. The driver took off. Three people eventually got out of the car. They tried to run. Two suspects were caught in a nearby neighborhood. One of them an 18yearold man. The other a 14yearold girl. When i saw him jumping, i was like, hes going to lose control. Some of the building. But, he did still and they left. Authorities say they found stolen passports, credit cards, and an air soft gun in the stolen car. A police dog helped track down two of those three suspects. A 4. 9 magnitude earthquake hit shortly after 6 00 this morning. Aftershocks have been shaking that area since last fridays 7. 1 earthquake. So far, no reports of major damage from this mornings 4. The earthquake. But again, the ground is still shaking. And new this morning, an earthquake early in the Pacific Northwest. This one woke up people. It was a magnitude 4. 6 quake, just before 3 00. About 30 miles north of seattle. Minutes later by a 3. 5 magnitude aftershock near the city of monroe. People from all over the west side of the state felt shaking. So far, no reports of major damage. Our time now, 8 14. Leaders want voters to approve a bond to get the city ready for the next big quake. The mayor london held a news conference. The city needs to make improvements to Public Safety buildings. All of these places matter. So when the disaster hits, their only job is to focus on saving lives of the citizens of San Francisco and not worried about the conditions of their buildings and whether or not they are in a bad condition in the first place themselves. Voters will decide on that bond measure in march of 2020. And its not just San Francisco making earthquake upgrades. Ktvus tom vacar shows us, east bay mud is laying thousands of feet of new pipes right along the hayward fault. This usgs simulation based on the best science says this is what happens if a 7 magnitude quake strikes the water system. In berkeley and hayward, the ground shifts 3 to 5 feet, ripping through buried pipes and wires. Some east bay residents lose water from 6 weeks up to 6 months. A four month project on the top of the hayward fault that will replace a 3,000 foot long pipeline. The current pipeline has averaged a major break each year for the last 30 years with increasing irregularity, as the land here has continued to shake and shift. Two more major pipe replacement projects are in the planning stage, along with other less demanding ones. This year, we reached a record goal in replacing 17. 6 miles of pipe. If the hayward fault should rupture to its full potential, theres no way we will void massive damage, but, the more infrastructure that holds together or needs less repairs, the quicker the recovery. A multibillion dollar plan to sure up californias biggest utilities in the face of another wild fire season is waiting for the governors signature. California Power Companies will spend at least 5 billion on safety improvements if the bill is signed into law. It creates a fund of up to 21 billion that could compensate victims of wild fires caused by utility equipment. Utility providers liable would also be capped. Lawmakers passed the bill less than a week after the final language went into print. The governor is expected to sign it today. Our time is 8 17. Inland temperatures, this is a classic case of near the coast, unless theres some pockets on the coast, which dont get that cool, but most of the coast will stay in the 60s today and temperatures inland will be in the 80s and 90s. A recent study shed some light on the Health Impact for kids. Researchers tested ball pits in several physical Therapy Clinics and in total, 31 different bacterial species and one yeast species were found in the ball pits. If it works, it would prevent all kinds of cancer in dogs. Arizona State University is leading the way in developing it. Thanks to a 6. 4 million donation from the open philanthropy project. The vaccine itself would cost about 100 per dose. This wont be an expensive vaccine. Anyone in the world could afford to get this Cancer Therapy if it works. A lot of the other therapies are very expensive. Right now, the study is just on dogs, but according to the researchers, it is meant to be soon to be tested on humans. Mosquitoes in the sacramento area have tested positive for west nile virus. The first indication, the illness in the region has reached there so far this season. The Sacramento Yolo mosquito district says the sample was collected in south sacramento. West nile is spread to humans through mosquito bites. Last year, 11 people died from the virus. 44 died in 2017. So far this year, one death has been reported in Southern California. Experts say the best way to prevent west nile virus is to limit breeding areas by removing standing water around your home. Time is 8 24. Bart testing new fair gates. They want to crack down on fair evaders. New popup gates are being tested at oaklands fruitvale station. It pops up just like that. Bart says it is collecting information over the next few months to see if these new gates are an effective way of cutting down on fare evaders. Here at the fruitvale station, we have a modification, where we increase the air pressure so when people try to force them open, which has been an issue in the past, it is heavier, much more difficult to force the gate open. With that and with the popup barriers, were hoping that makes an impact. Bart is also testing stack gates at its bart station in richmond. Some of that monsoon moisture taking the turn, going up the crest in the sierra. Something to watch today and tomorrow if youre going up to tahoe. South right now, but its close. About an hour ago, President Trump talked to reporters before he boarded air force one. Its not something i like doing, but people have come into our country illegally. Were focused on criminals. Were focused on, if you look at ms13, but when people come into our country, we take those people out and we take them out very legally. They all have papers. Now the aclu already filed a lawsuit aimed at protecting asylum seekers. The lawsuit claims migrants were not given a fair chance to make their cases before being ordered to leave. Happening today, Vice President mike pence will visit the southern border in texas and tour Border Patrol center. Also participate in a round table discussion about migrants entering the u. S. Vice president pence says he will let media see the migrant processing facility to show the refugees are receiving the care they need. Now expect protests around the bay area and around the world against those detention centers. More than 600 rallies are planned on five continents against what protesters call inhumane conditions at those centers. Several children have died. There have been other reports of sexual assault. Last month, a group of lawyers and doctors went to some of the centers and say they were shocked. Here in the bay area, a few dozen demonstrations are planned for tonight. This is just part of the list. San francisco will have several events, including a 7 00 p. M. Refugee rally at the market street. Also at 7 00 p. M. , a protest is planned at San Jose City hall. The plaza there. And in oakland, at the amp theater, a rally there as well. Santa rosa man is facing dui charges for a hitandrun crash that seriously injured a twoyearold girl. It happened just after 2 30 yesterday afternoon on range avenue near the mall. Police say a little girl was with her grandmother in the parking lot when she ran into the street and was hit. She was seriously hurt, but police say she is expected to survive. Officers zeroed in on a white van nearby that matched a witness description. They found the owner. 46yearold, hector, in his apartment and arrested him. They said you had an accident. He was just sitting there.
