Day one. San francisco leaders need to get Homeless People off the streets but residents dont want a new shelter in their embarcadero neighborhood. Good evening. Im julie haener. Im frank somerville. The port of San Francisco owns the land and the board of supervisors have already approved the project. The mayor wants to have the Navigation Center up and running by december. It would be located in a parkting lot but opponents arent giving up. Today they filed a lawsuit. Live coverage tonight from ktvus amber lee at the embarcadero with the effort to derail the project. Many people who live here along the waterfront area tell me they oppose the Navigation Center. Now theyve taken legal action. Reporter this fenced in vacant lot along San Franciscos waterfront is the battleground in a fight between city leaders and area residents. The Port Commission oness the property and plans to lease it to the city for two to four years so it could put up a Navigation Center to provide shelter and other services to the homeless. Ive seen a lot of people get their housing and stuff and thats a good thing. Theres been a lot of people out here for years and years. Reporter Richard Spoor is homeless and spends time along the waterfront. He says hes seen homeless folks benefit from Navigation Centers. Some folks use it. Some wont. Will you use it . Im hard to tell. Reporter on wednesday a group called save embarcadero filed an application for a temporary restraining order. Opponents want to stop the city from building what they say will be the citys largest Navigation Center. The Navigation Center will concentrate 200 people in a small area. Theyve also bulldozed the community. Weve had hundreds of people show up at public hearings who have expressed their concerns. Reporter 7 concerns include crime, violence, and open drug use. Still the port recommended approval of the Controversial Center a an appeal by opponents. Neighbors say the city has not followed rules and regulations but the port is not getting fair market value for the land as required by state law. I dont think theres much there legally that should stop this or delay this. Reporter supervisor matt haney says the city has followed procedure, that the Navigation Center would be temporary so it will not have to go before the state Lands Commission for review. Were committed to making this happen because we need it. Reporter he cautioned the city Navigation Centers are not the answer for helping all Homeless People. It takes a lot of compassion. Its not just pop up a Navigation Center and shuffle people places, you know what i mean . The city had hoped to open the Navigation Center before the weather turns cold and rainy this winter. Theres new information tonight in a search for two car burglars who ran down a tourist yesterday at San Franciscos legion of honor. Police have now released these two photos of the suspects cars. It is a silver bmw with a badly damaged windshield. Police say a tourist from oregon was taking pictures of the burglars who were breaking into cars outside the museum yesterday afternoon when they mowed him down. That man suffered a severe head injury. The attack was on the minds of some people today who visited the legion of honor. Thinking about the vehicle that im borrowing, it unsettles me as im trying to enjoy the museum. Police are checking the victims camera to see if the images he captured of the burglars can help identify the suspect. A possible break tonight in for a missing fisherman in mendocino county. Today a robot may have spotted the body of 40yearold vincent soto. The man and his father both drowned in a boating accident in lake mendocino. Debora villalon is at the lake tonight where the family of the two victims is waiting to recover their loved one. Overnight camping is not usually allowed here but this is a special circumstance. They were fishing off a boat like this last month when apparently carlos had a heart attack or stroke. Reporter the elder mans body was found near his drifting boat but in a month, intense searching has not turned up his son. Loved ones are camped at the boat ramp, keeping vigil day and night, until vincent is found. We just tell story and support each other and cry and laugh. Going through mourning together as a family. Reporter now a break from a deep dive robot sent to the bottom of the lake. Equipment loaned by marins dive team. The sonar showed us an object on the lake floor that we want to explore further. Reporter an object more than 100 feet down at the base of the dam. Visibility too poor for the camera to see. But this challenging dive was possible only because water flows from the dam were cut less than a 10th of normal to calm the water. Rarely done, usually for maintenance. Several agencies signed off and next theyll be asked to shut the dam down so specialized divers from the Los Angeles Sheriffs Department can investigate the object. Crews were called out to south gate avenue and west ridge avenue in a residential neighborhood about 3 30 this afternoon. That intersection was shut down while crews examined a large drum. We saw crews taking a sample as they tried to figure out what was inside. They say they determined the contents were stable and removed the drum. Tonight were learning more about a child abduction that triggered amber in Southern California, the central valley, and here in the bay area. A 1yearold boy was found safe this afternoon after he was alledgedly kidnapped by his own mother in paso robles. Investigators identified the mother as 23yearold bullock. An uber driver reportedly spotted their car near calabasas in l. A. County and notified police. They say the mother tried to run but was arrested. The jury in the ghost ship warehouse trial was sent home early today after a disagreement between prosecutors and the defense team. The Sheriffs Department released this video after deputies investigated the discovy of a body undath a vehicle. They say the jeep was up on jacks and the 56yearold man was working underneath it when the 6. 4 magnitude quake hit on july 4th and knocked the car off of the jacks. Youre looking down on the fog, indicating the marine layer is under 1800 feet deep. That means its probably getting stuck up on the east bay hills or being stuntd at the coast.
