Theres a new push this afternoon to get more californians to ditch their gas guzzlers for electric vehicles. Phil king of San Francisco wants to scale up the Rebate Program for buyers. He joins me now. Mr. King, you are calling for a significant increase in the amount of rebates . If you want cleaner, we will need clean cars. To get to 5 million by 2030. You will not get there at the current rebate levels. The reason is washington dc, tax credit is running out for tesla and General Motors which are the two most popular cars. Consumers are getting interested in teslas or chevy volts and not getting the tax credits for other cars. How much is the rebate in california would increase to . The rebate is a flat 2500 amount whether its this year or next year or the year after. All proposals we will take a look at an increasing up to 7500 and bringing it down to zero as we shift certain volume targets. Where would the money come from . To fund the program. The money we have not figured out exactly. Its funded right now out of the Greenhouse Gas reduction plan. One of the ideas is to borrow the money temporarily from another fund and pay it back over time with those pots of money. To actually take a harder look and look at what pots of money are available that we could utilize this to make it much more streamlined and more reliable. The money tends to run out before the fiscal year ends. You will end up waiting months to get rebates. This would also focus on that and eliminate the flaws that exist in the program. Oftentimes you see in advertising car dealers offering rebates a way for people to be interested in the cars on july 4 or christmas and the end of the year. Many dealers are nervous about offering rebates when they are not sure how long it will take to get the rebate check. I bought my chevy volt and jen were in the rebate came quickly. If you buy it in the end of the fiscal year you may have to wait a few months. Tell me why you believe its important to increase the incentives . Because finally we have cars on the road at a reasonable price that many people want whether a tesla model three, chevy full and many automakers coming out with many more electric vehicles. Now is the perfect time because people are interested. As kia, honda, vw, mercedes, they have a lot more choices and now is the time to ensure we have adequate rebates to permanently transition from 30 to clean cars. How about support for the bills, are you concerned about the Funding Source that you may not have enough support to pass . Quite often we have a policy bill first and then a funding bill second. This is the policy bill asking the state agency to take a longer look and help design certain things and then come back for specific money. Estimated cost of the program . Right now its more than what were spending now. About 200 Million Dollars a year. The idea is Something Like 300 million over 10 years which will get the 5 billion cars on the road. Fish and Wildlife Service wants to drop 1. 5 tons of rat poison onto the Farallon Islands. Because biology is a house mice has become an Invasive Species on the islands which are about 30 miles west of San Francisco. The government says t only way to get rid of the mice is by dropping poison pellets from helicopters. Joining us not to talk more about this plan that is still in the works is doug cordell from San FranciscoBay National Wildlife refuge complex. Thank you for coming on to talk about this. There has been quite a bit of pushback to this plan. Since it became public. Can you help our viewers understand why dumping these poison pellets onto the islands reasonable solution to the problem . Sure, thanks for giving me the opportunity. So we manage the islands and a big seabird breeding sites one of the most important an invasive mice that got out there by sailing ships most likely are wreaking havoc in the system out there. Were looking at what we can do about it, we havent made a final decision but one of the options the main option if were going to forward would be the use of herbicides in a targeted use, the method the only method thats been proven in hundreds of these eradication on island ecosystems for rats and mice around the world. You have to get rid of 100 of the mice because they will bounce back quickly if you dont. This is the only method in the field to do that. We have gone through on multiyear Environmental Review process taking input from agencies and incorporating that in the proposal we put forward. We havent made a final decision but we expect to in the next few weeks. I should mention that conservation and birding organizations in the bay area and around the country are supportive of where the service is in this process. The american conservancy california audubon, point blue cumbers conservation science and biologist did research on the islands and support where we are in the process and believe that if we were to go forward it could be done safely aneffectively in the wildlife and habitat on those islands are important will bounce back dramatically. How can you be sure though that this portion once its ingested by the mice is not going to work its way up the food chain and then impact other species on the Farallon Islands . Good question and something were concerned about. Our only mission is to do it what is best for the native species. He will not do anything that will cause risk out there. We have looked at many eradications around the world. Minimizing any negative impact from this kind of operation. We have done a lot of modeling in the field. To make sure that in the event that we go forward with this targeted drop, a couple drops over the a couple weeks, there will be minimal impact on any other species. What about Water Quality any concern . Not really because were not dropping it in the water. I read reports people say dropping it in the marine sanctuary. Were not. Were dropping it on the Farallon Islands which is not part of the sanctuary it is on land a National Refuge and we have taken measures to ensure that if we went forward, there will be minimal small likelihood of any date getting into the water and even if it did it dissolves on contact and none of the fish speak species can consume this product because predators and they eat plankton. The risk. Looking at hundreds of islands around the world where they have done this eradication, not a big issue for us. We would not even be proposing this seriously, again the american bird conservancy, audubon, they would not be coming out publicly if they thought that this kind of an action posed serious risk to the marine life or other bird species. You talked about there not being any other solutions to deal with this mice population. Is there anyway you could not use poison and just sent a whole lot more traps on the islands or is that not realistic . Its not. Unfortunately, its a steep rocky terrain. Very inaccessible for the most part for people. No way to safely and effectively do and distribution of traps or bait. In our final Impact Report that we published in march of this year, we had to document all the options we looked at and why we rejected those everything from fertility control, introduction of biological disease that targeted mice. Hand delivery of bait and why those were rejected for safety. They would not be effective or practical in that steep, rocky terrain. You have to do 100 eradication or it will not work. We want to make sure its going to work. When will the final decision be made . We expect in the next few weeks. We had a final impact statement in march and we expect to have that in the next few weeks. We appreciate you coming on today. Thanks so much for your time. Take care. Thank you.
