Reporter while Police Report no major arrest some hospitals no major injuries. San jose received a huge number of fireworks complaints to their hotline. The city started tracking them in early june. In the months leading up to the fourth they received 130 complaints. On the holiday itself that number jumped up to 1765. We will investigate those to determine if they have evidence that is credible. And issue citations. Reporter from alviso to downtown the sky was alight with illegal fireworks. It was nonstop. Virtually the entire sky. Every area of the sky you could see professional shows. Right here in the neighborhood. Reporter jeff levine thinks more should be done to stop them. It was clearly visible from highway four. No one was injured. No homes were burned. Contra costa county firefighters say they responded to 37 other fires overnight. They have determined five of them were caused by fireworks which are illegal in the county. Pittsburgh crews battle planes near the ej fair brewery. Firefighters were so busy that they actually need to call in help from the east bay Regional Park district. The cause of that fire has not been determined. Fireworks were found at two other fires that burned nearby. Illegal fireworks about the sparked a fire in antioch near nelson park drive. Firefighters made quick work of stomping out the flames in the neighborhood that has tall grass. Firefighters said the number of fires they have had to deal with has been over the top. Throughout the night fire crews had several medical emergency calls for people who were hurt while using fireworks. Oakland and other illegal activity causing a lot of concern last night. Weve been working with los angeles for a long time to make improvements to the shake alert app. A lot of things have been going on with them. The decision to reduce the threshold magnitude the magnitude 4. 5 was something we have been talking about for a while. Explain how this app works. The usg of issues shake alerts. We are responsible for generating the alert itself. And then what we do is make it available for delivery by our various partners. From there the city of la makes a decision whether or not to issue that alert. The areas that they will be receiving severe enough shaking. And so one of the things they did is delivered or they did not deliver to la county because the level of shaking in la county was below a level of shaking that would have been severe. As we mentioned they are going to reduce the threshold. Can you tell us what it was prior to yesterday and what it will be moving forward . Los angeles will be reducing their magnitude threshold to magnitude five to magnitude 4. 5. Tell me why you think that is a good idea. I think the city of los angeles is making improvements all the time to the app. I think that the public he comes more educated in what to expect from this app and what it can do and what it cannot do. Then i think in a case of all thresholds they will come down. When people become used to using the shake alert system. Is there a fear that if you send out these warnings too often people will discard them . That figures into our reasoning about sending out too many alerts. There is also an argument for sending out to few alerts. We are trying to strike a balance. We are doing a lot with education and training to make sure people understand what they are getting. With regard to the development of apps there is more happening in the bay area. There is a project with uc berkeley being developed that will be doing this kind of work as well. She could actually be ahead of him right now for the democratic nomination. Which is pretty extraordinary. Considering what a lead he had a few weeks ago. Now today we get her fundraising numbers. This is for the Second Quarter. She did get more money after the debate. Her fundraising numbers are so so. Here is where we are right now. Mayor pete from south bend indiana came in with 24 million for the Second Quarter. Joe biden had 21 25 million. Bernie sanders 18 million. Kamala harris 12 million. A good amount of money. Not anywhere near where the other guys are. That is not necessarily a good thing for her campaign. Its the same number she got in the first quarter. She had 12 million. She got 12 million in the Second Quarter as well. Her campaign is pretty excited about where things are at right now. Interesting that joe biden spoke for the first time about that moment today in an interview with cnn. He admitted i wasnt really ready for that. I did not see that coming from her. Especially as somebody talking about Kamala Harris who was really close with beau biden his son who died of cancer was an attorney general of delaware the same time she was the ag of california. There have been a lot of talk about Kamala Harris maybe being his Vice President ial pick some time. They did not necessarily seem like they were totally in sync during the debate. It will be interesting to see what happens next for harris. Biden admits he wasnt ready for that attack. But he might be ready the next time. Now Kamala Harris because she is getting this extra attention may also have a target on her back the way biden had a target on his back during the last debate. That will be interesting to see how the rest of the candidates treat her differently in the next debate which is in michigan in a month. It is going to be elevated just a little bit. Everyone will have their sites focused on Kamala Harris. And and joe biden. I was in Southern California this weekend. You are in Southern California. I felt that massive 6. 6 earthquake. I was in la. We talked earlier in the newscast about the shake alert system. You are touching on the topic. On your show tomorrow. It is a reminder of sort of an earthquake Early Warning system. Mexico has one. Japan has one. In america is way behind them on this system. We saw this when japan had the big quake with the tsunami a few years ago. There wasnt that much damage actually in japan. It was a 9. 0. Because of the building codes in the Early Warning system they have in place. The California Legislature is led by adam schiff the congressman that gets attention for his work on the intelligence committee. Every democrat in california and washington and some of the other western states have come together and asked for for funding for an Early Warning system. The got some funding last year. This year they have actually pasta through the house. About 25 million to go to fund an earthquake Early Morning Warning System. But expanding that statewide. Having that be bigger in the bay area. It is past the house. It has not passed the senate. The pit the president has not signed it. It is going to that process. That will be part of the budget negotiations Going Forward in the next couple months. That could put some of that infrastructure in place that could potentially save lives up and down the golden state. A lifesaving tool that we will see if the democrats are able to get this thing passed through the senate. And get cohesiveness and bipartisan in getting funding for the system. The university of nevada in reno explosion under investigation that injured three people. Emergency crews are on the scene of an explosion at the university of nevada reno. Three people were hurt by what University Police describe as utilities accident. The explosion was reported at a dormitory on campus. This afternoon. The university is warning students to stay away from the area and has canceled classes for the day. The three people who were herds were struck by shrapnel. When the explosion happened. The injuries are not considered lifethreatening. Deputies of Sonoma County shot and injured a man who assaulted people in bodega bay last night. Christina has details on this investigation. Reporter residents say this is a typically safe neighborhood. Not a line a lot of crime happens here. Community the sits on a golf course. This morning we saw a chp unit with front end damage to the bumper. On the back of a tow truck. We believe the suspect might have hit the chp unit. That is what prompted a deputy to open fire. We understand that all of this started at eight p. M. Last night with the chp and Sonoma County Sheriff Office got a call to come out reports of multiple people being assaulted. When they arrived they were find two people needed hospital treatment. The suspect in a stolen car down the road on pellets and loop. They say and assault led up to the deputy opening fire. This is a quiet neighborhood in areas you will ever find. It feels so safe here. It would have to be a specific domestic issue of some sort. I would think. It is low crime area. Reporter we saw investigators searching a grassy cliffside. Just south of pelican loop along the coast. It is unclear what they were searching for. We do know they have called in the santa rosa to Police Department to investigate this officer involved shooting. The circumstances that led to the assault the officer involved shooting are unclear. The conditions of the suspects and victims are unknown at this time. Your information should be released later today. New report released shows more Homeless People in San Francisco are living in vehicles. The Citys Department of homelessness and Supportive Housing showed a 17 increase in homelessness. Over the last two years. The one night count of homeless in january found more than 8000 people on the streets while nearly 1200 were on the waiting list for shelter beds that week. The report identified nearly 600 passenger rvs vans and other big vehicles that appear to be inhabited. Amtrak capitol corridor express delays after a boat struck a bridge. Piling next to the benicia bridge. The coast guard said the vessel hit the bridge piling at 11. Sky fox was overhead shortly after the incident. There were no injuries to anyone on the boat. The collision caused delays for the capitol corridor train route by amtrak as engineers inspected the Structural Integrity of the bridge. The opening of the new northern lot should help relieve some of the traffic in millbrae while easing some complaints of congestion and delays in the lots by both drivers and passengers. Especially after the changes. The traffic getting into the lot could take 30 or 40 minutes. And some of the times you were not able to get into the lot. It was full. Hopefully this will alleviate the amount of drivers being able to park and get rides in a more timely fashion. The lot was originally set to open last month. It was delayed due to construction. We will have that after the break. Some democratic president ial candidates explore the idea of overhauling the highest court. David looks at the efforts to change the number of justices on the u. S. Supreme court. Reporter the United States Supreme Court building is one of the most imposing a worthy Meeting Place for the highest tribunal of the land. Reporter decide important issues back in 1790. When six not nine justices met. Fast forward to the 2020 race for the white house and now there are calls for as many as 15. 15 members but only 10 are appointed in the political fashion. Five of them can only be seated by unanimous agreement to the other 10. Reporter Elizabeth Warren expanding the high court is a conversation that is worth having. The constitution doesnt mandate a number of Supreme Court justices. Nine is set on the bench since 1869. Last time the court got even close to making a significant change 82 years ago. President Franklin Roosevelt was so upset the rightleaning Supreme Court in 1937 not go forward with his new deal plan that he tried to add more justices. Supreme Court Packing was born. It was a political disaster. The Congress Even his own Vice President would not supported. Reporter paul smith argued 21 times. Beginning in 1986. Roosevelt eventually backed off his Court Packing plan. Manipulating the court in a way that was uncalled for. Reporter that all 20 20 candidates are pushing for a larger bench. The most liberal of them all prefers the court the way it is. What my worry is the next time the republicans are in power they would do the same thing. I think that is not the ultimate solution. Reporter in April Stephen breyer told a crowd he would not oppose shrinking the court. And the Massachusetts Supreme Judicial Court has seven. I have seen them at work. I think seven is a better number. Reporter with nine there is a 54 conservative majority. Changing the number would make a significant impact. Once again bringing the npartisan Supreme Court into the phrase of a polarizing election. I think the chief justice is right now trying to establish a sense there is a censor. Reporter to change the number of justices both the house and the senate would need to send a bill to President Trump for his signature. No indication that would happen on his watch. In california could become the first state in the nation to allow student athletes to earn profits. If a bill making its way to the legislature is passed.
