You wrote for the piece in the new york times, much of what i learned in the army is horrifyingly relevant in the classroom. What do you mean by that . I think what i was trying to illustrate is that there was a striking similarity to a lot of the things that we did deployed in afghanistan to prepare ourselves for patrolling keep ourselves safe. I was able to compare those experiences the first him had to run to the drills with my students to show them how to be sheltered during an attack and start to think about the things i needed to do to prepare my classroom to withstand an attack. I think the reason that is so horrifyingly revant is the fact that our classrooms are nosigned to do that. Our teachers are not equipped to do that. It is not appropriate to ask them to. We need to get at the root of this problem and that his guns. Is not that our schools are not fortified. Talking about the classrooms, theres so much focus and trying to arm teachers, that is with the president s desk the president what others are saying. You said you armed your classroom to make it difficult for campus shooter. In a classroom that had large windows, two doorway so how did you harden the classroom without turning it into a fortress or prison. That is a difficult thing to do, which you harden your classroom to want to deter an attack if they come in without scaring your children or make it seem like you are fortifying in a way that is not appropriate. We did that by looking for ways to barricade the doors or cover the windows. What i want to emphasize is that is not an example. My classroom should not stand as an example of what should be done. We should not be looking for ways to do this effectively. We should look for ways to prevent the next attack, not defend against it. You talk about teachers having guns. The president talks about that. You would be a prime candidate for this kind of thing. Used to worry rifle with 30 rounds of ammunition, carried a nine millimeter handgun. You had a knife and body armor. You are totally prepared for this kind of a situation but i would imagine, dina and i percent of your fellow teachers are not trained like you are. What you think of the idea of your fellow teachers also carrying weapons . I think it is inappropriate. It would have been inappropriate for me to carry a weapon in a classroom even though i may have been prepared. The weapons you mentioned i carried in a combat zone where i was trained and equipped and prepared to defend against an attack. I took an oath and understood that was a risk. That is not something we should be asking teachers to do. We already expect a tremendous amount and burden them with a tremendous amount. To asked him to be willing to put their body in front of a bullet for their students is not something we should be considering. What do you think is the solution . This is the milliondollar question that nobody has an answer for. He will have complex solutions. There is incremental things we can do to expend background checks. One thing we need to focus on is finding a way to have it be meaningful and civil discussion. People purchase weapons differently. Those that have never experienced them talk about it one way in which i passed each other. We need to find a way to find Common Ground because well care about the same thing, keeping our kids safe. A newly released a report is critical of the decision by county emergency officials not to use the wireless Emergency Alert system. That sends alerts to cell phone similar to an amber alert. The county issued Emergency Alerts to about 90,000 people who opt in programs that users needed to sign up for ahead of time. County supervisor say those were inexcusable mistakes. Not one person received the alert. What are we doing here . I am horribly disappointed in that is an understatement. County leaders are promising to create a much more aggressive Emergency Alert system and are looking to prove training for incident commanders and dispatchers. You need to be able to communicate with the police, local Law Enforcement, the sorts of things. A key part of it is also certifying that you meet the requirements of the federal government for the scars. How are those different and some things you talked about . One of the challenges over the past couple of years, was the state going to relate how these cars went to market . Will they have certain features and essentially what it is doing is allowing it for federal regulators who have not made their decision had to be in charge of that. It goes back to the old philosophy of how traditionally this country the states regulate the driver and the feds regulate the car. The question had been, when the car drives itself who is in charge . I am sure there are people at home who have questions about what happens if something goes wrong . You mentioned it a few seconds ago that someone is to be able to talk to the operators but are they able to then take control if need be . That is a question is being debated within the industry. All the companies are doing this and approaching to get in a different way. Some companies are looking at away to essentially remote into the vehicle and help the robot understand the scenarios. Some companies are proposing the idea of Remote Control access. Part of the discussion is how this Technology Goes to market. The rule is set to take effect in april. How long will the testing. We understand it took an average of 94 days last year for a rape kit to be process. Why so long . Actually where one of the best in the country and that is the point. The point is it should take less than 30 days, that is the department of justice benchmark. Were going to hit it here. Why has there been come you say we are doing better it still 94 days laster was a long time. Why does it take so long . Part of the referral that it may today to the District Attorney and to our staff is to find out why takes that long and to get to their that the department of justice has said to get to that 30 day mark. We are asking them to take a look at what kind of improvements we can make to our process. Also did a better job of partnering with our Police Agencies because sometimes you can have an agency that has the kit that is not delivered it to the crime lab. Is to make sure we shorten the time frame elicits in any kind of police station, gets over to us, to our crime lab in that we process that in less than 30 days. The reason i brought it forward is that no one who experiences something so traumatic should have to wait for information or results any longer than is necessary. Spiked you know how me rape kits are sitting in the lab or in Police Departments waiting to be tested and how old some of them might be . In the state of california there are 13,000 that are part of the backlog. Here in Santa Clara County we have about 270 that we have and we are working diligently to get through them. The reason i brought forward the recommendation is i think it is possible to clear up this backlog. This is an Incredible Opportunity for some working closely with the da we will do that. You mentioned speeding up the process to get them from the Police Department to the lab which seems more bureaucratic than anything else but what other things would need to happen to speed up the process of getting these kids tested . Do we need more Lab Technicians in the labs themselves . That is what we are asking. It may be some more Lab Technicians. It may also give us an opportunity to look at new technologies that can process these kits faster. In addition to that it may be clerks, may be as simple as making sure we are working closely with the Police Departments and we have all the information we need to process them properly and efficiently. Do you know if these have affected the prosecution of any suspects . Uses some of these kids have been sitting in Police Departments for an unknown length of time before they get transferred. Do not know if the material or evidence can degrade over time and if that can affect the prosecution of a case. That may be true. That is not something that is happening here in Santa Clara County. The county working with the da, when we have a stranger incident where someone does not know who the perpetrator is, those are processed within five days so we are on top of that. I think the bigger goal here is to make sure that we have zero tolerance for any backlog that is what we are trying to get. Have you been hearing for many victim Rights Groups . Are victims getting discouraged maybe to the point of not even following through on helping police with prosecutions and District Attorneys because they feel frustrated by these big delays . That is an excellent point and something that would concern me a great deal. What happened here in Silicon Valley is that we had a constituent who called me and said, do we have a backlog . She learned that nationally there was a backlog wanted to make sure that was not happening in Silicon Valley so we went to work, rolled up our sleeves and were taking a look at it. I do worry about that because i want people who go through such a traumatic event to understand the system response to them in a way that is respectful and understands the trauma they are in. The idea here is to make sure that we are transparent we put those policies and procedures online so everybody can see them. The other thing we have to be aware of is there is some people who may have a Sexual Assault exam who decide they do not want to press charges. We have to be sensitive to those victims. As we go to this process we will get input from thick hymns advocate groups as well as victims themselves of the community at large to make sure the policies and procedures were putting in place reflect the values of our local community. You think being red in the heart of Silicon Valley, with the biotech in this area we would be at the forefront of a lot of the stuff. In his first appearance at a congressional hearing, he said the central bank will continue with three anticipated rate increases this year. Esso sent a message that the recent tax overall in Government Spending plan will not speed up the pace of the rate of increases in the future. We have seen with the incoming data that suggest the strengthening in the economy. Was seen continuing strength in the labor market and data that will in my case add some confidence to my view that inflation is moving up to target. The fed is expected to prove the firstrate increase of the year at its next meeting toward the end of march. Lets take a look at wall street. Stocks fell after the report to congress. Over concerns about rising inflation and how aggressively the feds may raise interest rates. The dow fell 299 points. The nasdaq was down 91 and the s p was lower by 34 points. They look to reverse the federal communication commissions recent decision to repeal obama era regulations that established Internet Service companies, treat all web traffic equally. Do stand with the teachers, students, innovators, medical professionals and Small Businesses or do you stand with the Big Broadband barons . The choice is clear and everyone here knows the answer. Democratic leaders say they are one republican vote shy of securing a senate victory. For more on the fight over Net Neutrality im joined by jeremy of the Frontier Foundation in San Francisco. How hopeful are you that they are able to get the one outstanding boat . I think it is pretty likely. The public support for Net Neutrality is overwhelming. We can definitely already, where the threshold where we can force the vote so getting that will be hard for republicans to stand against quote is something so popular. Even if they are able to get the vote in the senate it is not likely to pass the republican controlled house or survive a veto by President Trump. You have to be concerned about that. We are concerned. I would not as it is a foregone conclusion that it will not survive that way. You look at the polling numbers for republicans and democrats. The support for Net Neutrality is at levels of 75 or 80 and we know President Trump is no big friend of the big media corporations which frequently happen to be the same corporations that are the big Internet Providers. Talk to me about the downside of this and what you are afraid might happen if Net Neutrality rules are in fact removed and are repealed as they are now that is able to stand. The big issue is that it allows your Internet Provider to act as a gatekeeper and choose whether to block or throttle things. You may for example, im obviously a nerd, a star trek fan which is on cbs but if comcast decides to throttle my access to cbs streaming i will be unhappy or if they decide have to pay more for its. It can go the other way as well. What we do not want is to put Internet Providers the position where they have the power and authority to decide what you can access on the internet and you do not have much recourse. By removing these rules you have argued that it provides these providers with sweeping powers. It is pretty sweeping. They can now decide, i guess the best way to put it, the large providers will not start blocking things but if you live in a rural macquarie where you have one Internet Provider and they decide they do not want you to see a certain political message they could decide to block that site and be perfectly within their rights. Know youre hopeful about a victory on capitol hill but this does not go your way what is next . If we do not succeed on capitol hill with the congressional review act, there are a variety of lawsuits that are basically in the embryonic stages. We do not know, they will be collected into one super lawsuit, we do not know where that will be heard. It will be years either way for this to wind to the courts. The net the fight is not over yet.
