I dont feel bad paying because i support the public library. What about the person who went to get it and it is not there. My apologies to that person. What book. It is a good one. Coming to my senses by alice waters. She is the head of in berkeley and the school yard in berkeley. Not only is it overdue and i have to pay the fine, but somebody already has the book on hold. Im costing them five or six days of their delicious reading time. I love supporting my public library. I dont know if you go. Yeah. We go every week. I dont. I should probably go more. Wow. I know my children love to read and they love books. They have a library at school. So they bring home books every week. As for the public library, we should get in there. Return the book. In an hour we expect to hear from south baio officials on their plans to prevent future flooding in san jose. Thousands of people were force today evacuate a year ago. Officials are teaming up with the Water District and the army corps of engineers on Long Term Solutions for flood protection. Allie rasmus reports from a san jose neighborhood where residents say their Recovery Process has been slow and frustrating. Reporter south 20th street and east williams is where we are this morning. I remember one year ago this street was a virtual river with the water at least knee deep. You couldnt even see the pavement below it. Now one year later, a lot of homes have been repainted and rebuilt and cleaned up. But there is still a lot of rebuilding left to do that may not be visible from the outside of the homes. You can see Storage Containers lining the street where people are still storing personal belongings because they cant move back into their homes yet. I spoke to one resident on the kosher who said the floods last year was a major disruption to their lives. Anderson dam was full and the water officials released some of the water from the dam and that water flowed into coyote creek where it overflowed the banks, partly because of debris and vegetation in the creek that had clogged the water way. The home glenda and her husband rent is still damaged. They finally have a kitchen after a year but the appliances are still not connected. They were pumping water out of the basement for several months. They were not able to move because there is no place they can rent in the area for an affordable price. There is no place for us to cook. Weve been living on microwave foods and dining out. Thats all you can do. Theres no kitchen. Its been a year. Its been horrible. What do we do . Were looking and trying to find a place. The tension has gotten so bad. And it is not easy. Where are we going to go . I dont know. You know, i dont know. I have lifted here my lived here my whole life. Im frustrated. Reporter 14,000 people were affected by the floods last year. 500 homes and apartments were damaged. According to the mercury news, 21 families are still living in temporary housing because they cant repair their existing home or find a new one to live in in the area. Later this morning, officials from the Water District and city officials will talk about new protective measures that have been put in place in the past year. They have flood barriers that they will show and talk about as well as a new warning system. They also say they have better coordination between the city and the Water Utility to warn residents should Something Like this happen in the future. In san jose, allie rasmus, ktvu fox 2 news. Well, last year at this time it had rained a lot. Yeah. I guess you remember that. Yes. As we go to steve. Steve, this year were nowhere near that rainfall. What was it like last year and this year. Well show you what is going on right now. Last year at this time it was rain, rain, rain. It wasnt just coyote creek. I mean San Lorenzo River and the russian river, they were all above flood stage. We are focusing on coyote creek. This was last year, february 21st. And thats when the rain started to really come in big time. The peak was 14. 4. This is at coyote creek one year ago. It did go down at this time. But just over ten. Flood stage was ten. The reason being the amount of rain. San jose last year had i think by this time they were over 13. But it had 13 inches of rain. Average for february 21st is 10 and a quarter. This year, four and three quarters. So i mean we had triple the amount last year at this time. And for san jose, thats a lot of rain. Entire season is about 15. So they were easily near that last year. Today we tried to get rain in there. We cant do it. There are hint thats hints that tomorrow we may get a little bit of rain. A huge difference this year compared to last year. A year ago it was all rain. This year we cant buy any rain, you guys. Thank you, steve. It was on this day one year ago that Christien Kafton covered the san jose flooding starting early in the morning. This is a look at the situation unfolding this too many a year ago. Reporter right now crews from across Santa Clara County are involved in a water rescue mission in the city of san jose. This is happening in the swift moving water of coyote creek where it runs through the golf course near capital expressway and 101. Rising flood waters caught people in a homeless encampment by surprise. Christien kafton is out there live. The water still on the rise. We know that five people were rescued in the last live report. Have more people been rescued. Reporter at this point, no. They have rescued those five individuals and drawn back the response. You see the water still moving very quickly. It might be tough to see. There is debris. That is what remains of the homeless encampment in the area. We heard of 20 to possibly 40 people that called this their temporary home. The water starting rising at 6 45. Officials got the call to come out here and pull people out of the water at the golf course. We heard of people in trees, high water, desperate for rescue. Now at this point though fire Officials Say that they have scanned the water with the helicopter. They have scanned the water with boats. At this point it seem thats there is no one else out there. That was the scene one year ago today, february of 2017. In the following minutes and hours from that initial report, the situation in the coyote creek area just became worse. This is nordale avenue in a neighborhood off of center road. Youve been hearing about our reporting about coyote creek and the rescues that already took place this morning. This is just to the west of where the rescues happened. There is a vehicle in the water. According to our photographer there at the scene, people are in that beige van. Theyre now in the center of your screen. Your screen. Hundreds of people were evacuated with claims of damaged property totaling more than 18 million. As we mentioned, ktvus Christien Kafton was there as the flood waters began to rise. He joins us live in the studio. Welcome back. When did you really know this is a big problem. Yeah. Right off the bat. Hard to believe it has been a year. Those pictures bring us right back to that day. So im sure you guys remember that morning. You could see i was in rain gear. We were expecting rain. Steve had let us know that it would be raining. We were prepared for it. We were just east of the golf course. The sun came up. Once the sun came up, we could see that the water was getting high. There was a sense that something was going to happen. We just didnt know where it would happen. Then we got the call about that situation at los lagos golf club. It was incredible when we arrived there. The golf course was marshy. We had to walk across just a mud pit before we got to where the creek had already jumped its banks. And we were there and the rescue effort was fully involved. They were pulling person after person out. We encountered we found one man who was telling his story and he was concerned for his friends. He told us, i know there are people still back inside of the golf course. They were pulling one person out after the other. They were talking about the helicopters that were overhead there. Were fan boats. There was an incredible fire and rescue effort. It looked like hurricane harvey. You didnt know where the water was going to go. How was it not knowing how bad it would get. Thats the thing. We were so focused on what was happening at los lagos, it was hard to conceive where the water would go next. It was like squeezing a balloon. It goes big in one place and you squeeze it and there will be another problem somewhere else. As the situation was resolving, they were starting to pull back their presence there. My photographer and i we had been working really hard out there. He turned his ankle on the golf course there. Badly. He heard it pop. It was a bad injury. We were check bed out by the paramedics on the scene there. Then we heard on the scanner that rock springs neighborhood was now inundated. The flood waters were rising there. You know, we gathered our stuff. It was maybe a threeminute drive. By the time we got there, that was the scene that you saw. The minivan up to its doors. The water was easily waist deep. An incredible scene there. Pulling people out of homes. Firefighters bringing people out. Elderly people, children. It was an unbelievable rescue effort. One year later i know you have been working on stories. I know you have something airing tonight at 4 00. Yes. Were work on that right now. One of the things that i love about ktvu is that we do give context and we go back and revisit the important stories and we talk to the people and see a year on. This is the home of moneco. Their home was under four feet of mud and water. So we went back to see how theyre doing today. And the rebuilding effort has been incurred i. They had to spend upwards of 60,000 to get their home livable again. They say that the smell, the mud was unbelievable. And it took them months it took them a full year. He got a bad infection that he attributes to the water. You see the water. You said katrina. You referenced katrina. The water is filled with petroleum and sewage. The recovery continues. Up next we will take you live to florida as students are marching at the state capital there, demanding change. We want to bring in live pictures from tallahassee, florida. The students are there to meet with lawmakers and push for gun control legislation. Caroline shively is joining us from florida with latest. Caroline. Reporter hi there, gasia, mike and sal. Inside the State Capitol right now a News Conference is set to begin with the governor and leaders from parkland. Outside on the steps it is a very different scene. They are loud and rowdy and angry because they do not want to wait for gun control. Students organize for a day of action. About 100 students from Marjory Stoneman Douglas High School where the deadly shooting took place joined by students from other schools and antigun activists as they try to convince lawmakers to take action on gun control. Their first effort didnt go well. A proposal to ban assault rifles was voted down tuesday night. Students marching today say they are not discouraged. There are some that didnt support it for the wrong reasons. Just because it is on the topic of guns. Reporter Republican Leaders here are considering raising age restrictions for gun purchases. And legislation confiscating a persons guns if theyre deemed a threat to others. But the students say that doesnt go far enough. We want to start a conversation. The most important thing that we want to do is have our legislators and governor at least speak to us about possible change. Reporter the students will be meeting with those Republican Leaders today. Asking for tougher measures like banning certain types of rifles. Hoping to find consensus with lawmakers who have been skeptical about gun control in the past. Ive been a strong trump supporter. Someone like myself has been able to go to the middle ground and understand there needs to be changes. Reporter about four hours from now, President Trump will also be meeting with student survivors from the latest School Shooting as well as columbine and sandy hook. That is a republican controlled statehouse there in tallahassee. In your report you mentioned they are considering new measures. There is a sense there that there will actually be action taken . Reporter i think something will be done. Theres a whole lot of money and National Focus on the state legislature. That vote went down in flames when they tried to ban assault rifles. One thing that they are considering and many republicans are backing is to raise the age to 1, the age that you can buy an assault rifle. Make a longer waiting period. Get more money for mental health. Will it be a sweeping package . I doubt it. It would be a huge push to get that through. That this is a pro gun state. If a mayor tries to make tougher gun laws at the state level, they personally get a 5,000 fine. It will take a lot of pushing from the student activists to get anything done here. Interesting. Caroline shively live in tallahassee florida. Thank you. We are learning about the nationwide School Walkout next month. Many local schools are planning to be involved. Berkeley has been Holding Similar demonstrations against the Trump Administration and the daca program. A Los Angeles County Sheriffs Office will discuss breaking up an alleged plan to shoot up a high school. A Security Officer at el camino high in whittier, california overheard a student talking about a plot to shoot up the school. The reported it to the Sheriffs Office and deputies started to investigate immediately. They seized a collection of weapons and other evidence at the teenagers home. Investigators described the student as disgruntled. Police investigating alleged threats in brentwood have determine there had is no threat to anyones safety. Police identified who wrote the threats on social media. It was a communication between two students at odds not a threat to the school it elf is. One of their parents confirmed that the child has no access to any weapons and say the statements were altered and released by another student. In sacramento, police have increased security at high school after threats of violence. There was a plan of a School Shooting at the high school. It was investigated and determined to be false. An all Girl Catholic School in san jose that has been rocked by Sexual Misconduct allegations has a new office to help with the complaints. Several of the former students say they told School Administrators about the abuse but nothing was done. The schools new office for the prevention of student bully, harassment and abuse will report directly to the board of directors. According to a report, the former Team President made sexually suggestive remarks to several female employees including request for sex and touching womens legs during meetings. The mavericks radio he leased a statement saying there is no room for such conduct in the mavericks workplace, end quote. This isnt the first time that the ceo and president has been involved in controversy. He was investigated for similar claims in 98 and left the team in 2015. Body camera footage shows the moments before a part officer shot and killed a man last month. We will show that footage to you and tell you what the victims family says the footage proves and what they want next. The Alameda Police department is now hiring. With a lot of the unfortunate bad news we have about Police Officers, maybe a rogue officer here and there that seems to get the headlines, have you seen fewer people wanting to do the job . Not necessarily. People who want to do the job will do it for the right reason. But we obviously get a lot of negative feedback from the public. Thats not what we get as far as people who want to be Police Officers. Theyre doing it mostly for the job. They love they have a passion for the work. Just like i did. Uhhuh. I love doing this. I have a passion for police work. I came regardless of what was going on in social media. This is something that i want to do and i will be doing it for the rest of my life. Were looking for people to come over. All of us have seen tv cop shows. Tell us something that people dont know about what it is like to be a Police Officer. There is a lot of report writing. You can do it on your ipad right. Not so much. Oh, no. We do a lot of report writing and documentation. That is a good thing. Then we have a list of everything that we encounter and people that we talk to. It keeps us accountable for our actions. Eric, i saw in the recruiting material that alameda they say it is a beautiful city to work in. You work there. Can you tell me what you like about alameda and patrolling the city streets there. President trump among those paying tribute this morning to billy graham who died at his North Carolina home at the age of 99. The president tweeted the great billy graham is dead. There was nobody like him. He will be missed by christians and all religions a very special man. Brett bayer looks back at the man who toured and preached to nearly 200 countries. Theres the other road that leads to heaven. Reporter he preached to more people than anyone in world history. And follow jesus. Let him lead you home. Reporter an evangelist that touched tens of millions called by some the protestant pope. Billy graham first felt the spirit at age 16 after hearing an evangelist preach in North Carolina. He left the dairy farm and went to Bible College in florida where he started preaching on the streets of tampa. The saloon keeper threw me out into a ditch and never told me to come back. Graham received a warmer reception from ruth bell. The two married in 1943. As their family grew, so did his ministry. There are problems of sin and habits that cannot be solved outside the person of our lord jesus christ. Reporter a 1949 california tent revival drew national attention. Israel did not obey the voice of god. Israel wandered further and further from god. Reporter around the world, crowds began filling stadiums, coming to hear a new message about jesus christ and his headline inly father. I want to tell but god. Reporter graham was a confidante of president s, helping them with their problems. Shall we pray. Reporter he prayed at seven inaugurations. Although he was asked many times to run for office, graham said he was never tempted. He just want today preach, which he did into his 80s. I have no plans to retire. The lord may have plans. Reporter but parkinsons disease slowed him down. I at this think god has september it to me at this age to show me that i am totally dependent on him. And when i go into the pulpit to preach, i may have to have a little bit of help getting to the pulpit. But when i get there, i can sense the presence and the power of the lord. Reporter graham lived his life with a sense of humility and integrity that endeared him to billions worldwide. Reaching more than 2 billion people in person, on television, and across the air waves. With grahams death, his ministry officially passes on to his family, his son franklin and daughter ann. What started in a tent has turned into the largest ministry in world history. Billy grahams long active life has come to an end but his message has not. If you remember nothing that i say tonight except one thing i want you to remember, god loves you. Here at home this morning, were seeing some of the body camera footage from a deadly shooting last month by a bart Police Officer outside of the west oakland bart station. Ktvus alex savidge is live in oakland to show us this clip that was given to ktvu by a Family Member of the victim. Reporter right. A short clip. And police did allow the family of tindel to view body camera footage that shows the shooting that took his life last month here near the west oakland bart station. Someone recorded a short clip from that video and did in turn share it with us. The shooting happened just across from the bart station, again, back on january 3rd. So last month. The video shows the bart officer with his gun drawn running towards two men on the ground struggling. One of the officers is tindel. You can hear the officer say raise your hands twice before then opening fire. Then you see tindel slump down to the ground and he puts his hands up in the air at the same time. He says, put your hands up twice. And then he murdered him. My brother got his back turned. My brother dont even know who shot him until he turned around and he see the police right there. Reporter it is of course important to note this 20 second clip does not show everything that happened leading up to this deadly shooting or following the gunfire. Bart police have said that there was a gun that was recovered at the scene. It is unclear however if anyone was actually holding that weapon when the officer opened fire. Family attorney john pureis who arranged for the viewing of the body cam footage believes that the entire video should be released. The family wants it out. And rightfully so. Im just saying it would be better to have the entire video out because what i could see with little spots in it would create the wrong impression. Reporter the family already has filed a claim against the bart Police Department. Bart will not comment on the specifics of the body camera footage, only saying that the agency is committed to a full and independent investigation. Because this shooting happened on city streets, the oakland Police Department is in charge of the investigation looking into the circumstances surrounding the shooting. And ultimately determining whether the shooting was in fact justified. The officer initially was placed on paid administrative leave immediately after the shooting. Here are some of the top stories were following this morning. At 11 00 this morning, San Francisco District Attorney will hold a News Conference about ways to prevent car break ins. The police have been cracking down on car breakins. Last year more than 30,000 were reported in San Francisco, up 24 percent from the year before. In sausalito if you operate a drone, there are new restrictions. The city council is now banning using drones for audio or video recordings, flying them any time after dark, flying them more than 400 feet off the ground or having a drone within 25 feet of a person. Also drones are not allowed to drive faster than 20 Miles Per Hour or where someone would have a reasonable expectation of privacy. Sausalito police say they havent had any problems with drones until recently. And thats why there are new laws. And a controversial statue in San Franciscos civic center may soon be hidden. A vote today by the Preservation Commission will be on to whether to remove the early days statue that shows a nativeamericans man sitting on the ground with a missionary and spanish cowboy standing over him. Critics say it is offensive to nativeamericans and it is outdated. The Arts Commission already voted to remove the statue. Those are just some of your morn headlines.
