We have to start there. Westbound 80 near appian way. A motorcycle crash, and now they have the sigalert at pinole valley road. Nevertheless, traffic is slowing just before highway 4 heading west. And it involves a motorcycle and theyve issued a sigalert and that means it will be there for a while. Give yourself plenty of time. Highway4 is slow. Kind of a long backup from the west end of antioch to concord. And you can see at the macarthur maze we have slow traffic coming around the corner. Its taking 26 minutes to get here. With the consent we talked about at the beginning, this number might be a lot higher because of the crash west 80 at pinole valley road. 6 02 and lets go back to the desk. Today marks a year since coyote creek flooded neighborhoods in san jose and caused massive damage. South bay leaders are meeting to discuss flood protection efforts in the past year and the projects that lie ahead. Allie rasmus joins us from the san jose neighborhood where the recover process is still ongoing. Reporter yes, there are homes still unliveable and under repairs one year after the flooding that affected the neighborhoods of rock springs and coyote creek. The neighborhoods surrounding the coyote creek area. It was a year ago today that residents woke up to find several feet of water flooding streets and homes. That flooding happened on a day when it wasnt raining that morning. The water from the previous storms had overflowed the dam and spilled out to the banks of coyote creek. We were peeling teams away to go to people hanging onto trees in the middle of the river while the flooding was going on in the neighborhood. We needed more people. Reporter and a year later, the Fire Department has additional boats and water rescue equipment. And the Water District and city leaders have made changes and improvements to prevent this sort of thing from happening again. Including adding flood barriers and having better coordination to keep the water ways and creeks free of vegetation and debris. 14,000 people live in the area. And many lives are not the same. A group sued the city and county and Water District for the conditions that led to the flooding and for failing to warn them that the water was expected to rise. There are 21 families stilliving in temporary housing paid for by the city and they have not been able to move back to their homes because the homes are under repair or they are waiting for loan money to repair their homes. A lot of lives impacted. A long and frustrating process as well. Time is 6 04. And happening today. President trump will hold a listening session at the white house where hell be hosting parents, students, and teachers in a discussion about gun violence. Everyone who is invited to the white house has been affected by Mass Shootings at schools, including the shooting last week in florida as well as the ones in columbine, colorado, and newtown, connecticut. The president says more has to be done to protect americas children. The president has a record of being a supporter of gun owner rights. And but now the shooting has made him more open to some restrictions. That includes a possible ban on bump stocks not used in florida but were used by the gunman in las vegas. I signed a memorandum directing the attorney general to propose regulations to ban all devices that turn legal weapons into machine guns. The president made the comments on the same day he honored First Responders from the 2015 deadly shooting in san bernardino. We cannot merely take actions that make us feel like we are making a difference. We must actually make a difference. [ applause ] the white house is not saying if the president will support a bill calling for tougher background checks on gun buyers or raising the age limit on gun purchases. Students who survived the parkland shooting will meet today with lawmakers and hold a rally in tallahassee, florida. Last night the students from Marjory StonemanDouglas High School arrived and were applauded by students in tallahassee. The Florida State house decided not to take up a bill to ban assault rifles and large capacity magazines. The students say they intend to keep pressures state lawmakers. Tragedies really do bring people together. And although i lost 17 people they were my friends. Some of them were almost like family. And you know, just other students and other kids my age supporting us in this way, its beautiful. Since republicans took control of the Governors Office in florida and the state legislature, florida lawmakers have done little to limit weapons and firearms. And some republicans are considering proposed gun control bills, including raising the age for buying guns. In a blow to gun rights activists, the u. S. Supreme court refused to hear a challenge to californias 10 day waiting period to buy a firearm. Gun Rights Groups argue that those who own guns already and have passed background checks should not have to wait the 10 days. The state uses some of the money to track down weapons owned illegally. Gun control supporters were pleased with the supreme courts decision saying justices once again refused to entertain the gun lobbys extreme interpretation of the Second Amendment. And Clarence Thomas criticized the other justices about not tackling the issue. If a lower court treated another right so cavalierly, i have little doubt this court would intervene. The Second Amendment is a disfavored right in this court. A News Conference will be held about how the Sheriffs Department stopped a mass shooting. A student was overheard talking about a plan at El Camino High School in whittier. A Security Guard alerted sheriffs deputies. Several weapons and other evidence were seized from the students home. An all girls cat look high school is Catholic High School is setting up an office to handle claims. Eight coaches and teachers sexually abused them. And several students told School Administrators about the abuse and nothing was done. The new office for the prevention of bullying, harassment, and abuse will report to the board of directors. Police hope to get stolen items back to the people who lost them. Last week the Police Arrested 25yearold Melissa Vincent of san jose on drug charges. She was in the cab of a uhaul truck. And in the back of the truck they found backpacks and purses that appeared to be stolen. She also had identification from other people. A man and woman from tucson face charges of child abuse after their four children were fouled locked away from food, water, and a bathroom. One of the children escaped through a bed room window and went to a nearby store and a store employee called the police. The children are between six and 12 years old and are in protective custody. This is similar to the case in Riverside County involving 13 children. A new survey of people who live in San Francisco shows strong support for ride sharing companies. 70 had a favorable view of Ride Hailing Services such as uber, lyft, and chariot. 82 say it makes getting around easier. And 66 people view muni favorably. Police in watsonville are praising two mothers for the way they reacted when they found out what the children had been doing. These pictures were posted of two boys washing a patrol car. The mothers found a video recorded by one of the little boys showing the boy jumping on the hood of a Watsonville Police car. And that means getting to the macarthur maze is now taking just a little bit more than 45 minutes. Look at this. This is usually a time that we dont see. And sometimes we dont get this high at all. When you get to the bay bridge, its backed up for a 15 to 20 minute delay before you make it to the span. San mateo bridge a crash westbound on the highrise way out there. And traffic is backed up all the way out. In fact, i can kind of see that the crash on the highrise is still there. And traffic is slowing. If youre in the silicon valley. 101 is getting slow and sew is 85. New this morning, more information is coming out regarding the death of evangelist billy graham. Graham died at his home in North Carolina at the age of 99. He has battled Many Health Problems including cancer and pneumonia. He traveled to 185 countries, gave sermons to 200 million people. Graham regretted not joining his friend, Martin Luther king in the march on selma in 1965 and ended racial segregation at his southern crusades and refused to visit south africa during apartheid. Were seeing the body camera video of the moments before a deadly shooting last month involving a bart police officer. It happened near the west bart station. And alex savidge has the video clip released by a relative of the man shot. Reporter police allowed the family to view the body camera footage from the deadly shooting. And his brother recorded a clip of the video which he gave to us. The shooting happened right across from the west oakland bart station on january 3rd. The video shows officer joseph mateu with his gun drawn. Two men were struggling. You can hear the officer say raise your hands twice before opening fire three times. You see i tindall slump to the ground. My brother didnt pose no threat to the officer. His back was turned. He wasnt pointing no gun. The dude is still working. Hes working still for bart. He never got no mental evaluation. It is important to note here this short 20 second video clip does not show everything that led up to or followed this deadly shooting. Bart police have said a gun was recovered at this scene. Its unclear, however, if anyone was holding the weapon when officer mateu opened fire. The family wants the video out. And rightfully so, rightfully so. Im just saying it would be better to have the entire video out. What i could see was spots that would create the wrong impression. Reporter the family has filed a claim against the bart police department. And bart will only say that the agency is committed to a full and independent investigation. And because the shooting happened on city streets across from the west oakland station, the Oakland Police department is in charge of the investigation, trying to figure out the circumstances of the shooting and whether officer mateu was justified in opening fire. The officer was placed on administrative leave and has since been cleared to return to full duty. Few for the update. A 19yearold who worked with nikolas cruz says they made plans to go to a shooting range the day before the 17 people were killed at the high school. He asked him for his phone number so they could plan a weekend trip to a gun range. The two worked together at the dollar tree and they bonded over their love of guns. He adds that he should have seen the red flags when cruz talked about wearing a gas mask. Two survivors of the florida high School Shooting were accused of being crisis actors. The aide of state representative Sean Harrison sent an email to a Tampa Bay Times reporter claiming the two students who have spoken out about the need for the tougher gun control laws were not really students but actors who travel to various crises when they occur. When the representative found out about this he fired his aide, benjamin kelly, saying he was appalled and sorry for the grief this caused the families. Kelly apologized and said he made a mistake and meant no disrespect. Tweets just an hour after the news broke in parkland, florida. The accounts began advocating for gun control. And worked to spread conspiracy theories about the shooting. Experts say the russian accounts look for contentious issues and then try to generate controversy. San francisco District AttorneyGeorge Gascon is holding a News Conference to talk about strategies the city is using to combat car break ins. The News Conference is scheduled for 11 00 this morning. A vote on the issue was delayed so water officials can do tweaking of regulations to accommodate emergency agriculture use and the use of recycled water for plants. Some of the other ideas include using a garden hose to wash driveways. Washing a car without a shutoff valve. And watering the lawn within 48 hours of a isolated storm. It started about 12 30 after part of the citys traffic signal network crashed and went down. Workers had to manually reset all of the traffic light thats had problems. Some of the cars just went through the intersections just like that. They did the work quickly. All of the signals were up and running in about an hour. No injuries were reported but the million function caused confusion, as you can imagine, for drivers. State attorney general javier bastera will not aappeal a ruling that some call californias unfair cash bail decision. He says the courts decision is a reminder to reform the court system. The man accused of stealing 7 and a bottle of cologne. He has been in jail since may because he cant afford the 350,000 bail set by the judge. He says that the bail should be set by the case. New state regulations allow prior convictions to be redesignated or erased following the legalitiation of adult use of recreational marijuana. There have been 6,000 cases identified that are now eligible to be dismissed. The time is 6 56. The flu vaccine may do a lot more than protect against the flu. Theres a new study that says it may prevent heart attacks, especially for people considered high risk. The study says the people are six times more likely to have a heart attack within a week of getting the flu. Also the study says getting an annual flu shot is important if your risk is high for a heart attack. Student at San Jose State University are transforming an Old School Bus into a home for a needy couple. Several engineering students gutted a short school bus. Theyre transforming it into a living space that includes custom fitting everything from a seating area to wiring the bus for a refrigerator and heating. The biggest challenge that we will face for the bus is the wiring and figuring out how to power the the things like the refrigerator. They said they want to put like a heating unit into the bus.
