And maybe northern napa county. And along the san mateo coast. Highway1 down to close to santa cruz and more towards monterey. The lows are up in the 30s and 40s due to the cloud cover. Its still cold but not as cold as yesterday. Mid30s for palo alto and los altos. And 40s on the coast. Yesterday was 30. And Half Moon Bay dropped to 28 degrees. There could be a few showers, splash and dash variety. Cloudy to mostly cloudy. Are things okay, sal . We dont have a lot going on which is what we like but slow 580 westbound as you drive over the Altamont Pass. It continues to be a pretty good drive. A little bit slow and after you make it to livermore it looks pretty good. And this is the typical slow traffic. Traffic is going to be okay as you drive to hayward. Were learning about an accident northbound 101 at the whipple avenue off ramp. Youll see slow traffic in redwood city. Northbound 101 at the whipple avenue off ramp. Fire and medics are on the way and well find out a little bit more about this. Its not affecting 101 so far. This is a look at 880 north and southbound in oakland. 99 looks good. And at the bay bridge, were just moderate at this hour. President trump made a surprise announcement yesterday supporting new gun control regulations. Heres considering banning the bump stock modifications for assault style rifles. Gun control advocates want more in florida. Its a message that will be heard today at the white house. Reporter the president plans on hosting a listening session at the white house with parents and students amidst the push for more gun control at the federal and state level. Busloads of students from Marjory StonemanDouglas High School arrived to begin intense lobbying. Well talk to the politicians tomorrow. And well keep talking. Were going to keep pushing until something is done because people are dying and this cant happen any more. Reporter many are pushing for a ban of the ar15 weapon used in last weeks shooting. Something that seems unlikely. We must do more to protect our children. Reporter President Trump with a surprise move. A push for a federal ban on bump stocks, the devices that allow a semiautomatic rifle to mimic a fully automatic one. Its a modification used in the las vegas attack. A few moments ago i signed a memorandum directing the attorney general to propose regulations to ban all devices that turn legal weapons into machine guns. I expect that these critical regulations will be finalized, jeff, very soon. Reporter the president also talked about strengthening federal background checks. How much further will the white house or congress be willing to go. It seems unlikely that we would see laws on specific weapons. But there could be talk on restricting who could purchase guns and when it could happen. In los angeles county, a News Conference will be held about how the Sheriffs Department stopped a student from carrying out a mass shooting at his high school. Last friday, that student was overheard talking about the plan at El Camino High School in whittier. The Security Guard who heard it alerted sheriffs deputies. Authorities seized several weapons and evidence from the students home. The student is described by the authorities as disgruntled. In a blow to gun rights activists, the u. S. Supreme court refused to hear a challenge to californias 10 day waiting period to buy a firearm. Gun Rights Groups argued that people who already own guns should not have to wait the 10 days. The Supreme Court also declined to hear a separate case involving the nra challenging californias refusing to lower gun sale fees. The state uses some of the money to track down weapons owned illegally. Justices once again refused to entertain the gun lobbys interpretation of the Second Amendment. Clarence thomas criticized the other justices about not tackling the gun rights issue. If a lower court treated another right so cavalierly, i have little doubt this court would intervene. The Second Amendment is a disfavored right in this court. Singer phil lesch, one of the singers of the grateful dead is calling for common sense gun control measures. South bay leaders will mark a year since the coyote creek flooding. Heavy storms forced thousands of people in san jose to evacuate. Theres a News Conference this morning involving city, county, and state leaders, along with the Santa Clara ValleyWater District and the army corps of engineers. The Water District will talk about the installation of flood barriers near Rock Springs Park and finalizing an agreement to proceed with a Feasibility Study evaluating flood risks and developing a federally supported improvement project. When coyote creek flooded, First Responders struggled to get people to safety. The creek reached 14 feet. First responders went door to door, trying to make sure that everyone who lived around coyote creek got out safely. But search and rescue teams didnt have enough to respond to every call. And many of the teams only could use boats. We were in the boats because the water was getting deeper. And with the live vests it started to float us. This was by far the worst flooding or water rescue ive had to deal with in the city of san jose. We were peeling other teams way to get people out of trees. We needed more people. Reporter the Fire Department is increasing the number of high water rescue vehicles it has as a direct response to the flooding of coyote creek. And its buying a vehicle that can drive through 8 feet or water. The Fire Department is adding more metal and inflatable boats along with personal water craft. 5 10 is the time now. An aide was fired after claiming that two survivors of the Florida High School shooting were crisis actors. The aide sent an email to a Tampa Bay Times reporter saying that two students were not students but actors who travel to various crises when temperature. Benjamin kelly was fired. Kelly later apologized saying he made a mistake and meant no disrespect. Now to washington and another guilty plea in Robert Muellers investigation of russian interference in the investigation. The soninlaw of a russian billionaire yesterday the 33 yearold lawyer pleaded guilty to lying to the fbi about contacts with rick gates, the former Trump Campaign aide. And he admitted he deleted e mails that prosecutors wanted. Adam schiff talked about what he believes is the ultimate goal of russias meddling during an appearance at the commonwealth club. The tracy commute is already slow. And you can see on the map at the top of the tv you can see the big red spot. Thats the tracy commute. But not for the gilroy. This commute gets going to a little bit later. This whole south bay commute ends up being just a little bit later. And when it gets going, its very slow. A live picture northbound and you can see traffic looks good. The bay bridge were getting a little bit slow here. I wouldnt be surprised if the metering lights were turned on pretty soon. The Movie Theater chain will no longer allow bags over a certain size and that includes your purse. The change is an effort to enhance safety and the security of the guests and the employees. Happening this morning, spacex is due to launch another rocket into space with some pretty important cargo on board. A falcon nine rocket will carry a radar and imaging satellite for the government of spain. The launch is set for just after 6 00 this morning from Vandenberg Air force base. The last launch from vandenberg had weather conditions that created an unusual light show. Both Bay Area Major League baseball teams are up and running in spring training. The giants are hoping for a bounceback season from jeff samardzija. He went 915 last season. And he looks forward to pitching every five days. I like to think of myself as an old school player. And the way i was taught is every 5th day if youre a starter you pitch no matter what. If you take that day off it messes up the whole team. I just enjoy competing. Last time i looked they were right there on the ocean. 28 by the pacific is impressive. That was a record. And gilroy was 28. What did they have in common . They were both 28 degrees. Livermore made it to 27. That was a record. And san rafael tide going back to 2006. Now were not talking about record lows. Rain along the san mateo and santa cruz coast. Not a lot but its favoring areas on highway 1. So thats one band and that seems to be really the best. There was a little bit of snow, kelseyville, parts of lake county up to ukiah. I dont think theres much left but if there is its cloverdale. 30s and 40s, not 20s because of the cloud cover. And theres a little bit of a backup before you make it to the bridge. This morning we have body camera footage that shows a bart Police Officer shooting and killing a man near the west oakland bart station last month. Alex savidge is in oakland. Reporter the family of shileen was shown the footage and his brother recorded a clip of the video. The shooting happened across from the west oakland bart station back on january 3rd. The video shows the bart officer with his gun drawn, running towards two men who are on the ground struggling with each other. And one of those men is tindall. You can hear the officer say raise your hands twice before then opening fire three times. Tindall slumped to the ground, putting his hands in the air. He said put your hands up twice, and then he murdered him. My brother doesnt even know who shot him. Reporter it is important to point out that the 20 second clip does not show everything that happened before and after the deadly shooting last month. Bart police have said a gun was recovered at the scene. Its unclear if anyone was holding the weapon when the officer opened fire. The family attorney believes the entire video should be released. The family wants it out and rightfully so. Im saying it would be better to have the entire video out. What i could say was spots that would create the wrong impression. Reporter burris is the one who made arrangements for them to view the body camera footage. They have filed a claim against the bart police department. And because the shooting happened on city streets, the Oakland Police department is in charge of the shooting. Officer mateu was placed on administrative leave and he has since been cleared to return to full duty. Again, the family of shaleen tindall believes he did not pose a threat before the Police Officer opened fire on him. Dave and pam thank you for the update. We are learning new details on a story we reported yesterday. Two men were arrested in connection with a pipe bomb murder plot. The blast happened outside a home on blue jay drive at 1 00 saturday morning. Investigators now say the suspects were targeting someone at that home. A family, including a young child, were inside when the pipe bomb went off. No one was hurt but the blast was heard and felt blocks away. My kids went outside. We were sleeping and we heard Something Like very hard. 20yearold Robert Mcgraw and of dixon were booked into the Solano County jail. They face several felony charges. Fremont Police Believe two people whose bodies were found last week is a case of murder, suicide. A welfare authorities believe Steven Howard and 49 yearold holly dryer died in a murder suicide. The alameda District Attorney plans to dismiss thousands of old marijuana cases. New state regulations allow prior convictions to be redesignated or erased after the legalization of recreational adult use of marijuana. The District Attorneys office identified 6000 cases that are eligible to be dismissed. The two men charged in the oakland warehouse fire that killed 36 people are headed to trial. They pled not guilty to involuntary manslaughter. A trial date has been set for july 16th. Prosecutors called the ghost ship warehouse a death trap. And attorneys say the blame lies with the buildings owner who fled to china after the fire. The enormous factor here that they dont know where the fire started, how the fire started and in what fashion it started. They dont know that its electrical. They dont know and they havent discounted that it was arson. A bail hearing is scheduled for next month. The red cross is helping a family at walnut creek find a new place to live after fire destroyed their home yesterday morning. It started at a house on spring brook road just before 4 a. M. Youre looking at cell phone video and the homeowner says her fianci woke up with a bad feeling that something was wrong and saw that the back room was on fire. He started yelling to wake everyone up. If not for him waking up and the Fast Response of the Fire Department, we could have all been gone. Reporter four adults and one child escaped safely. The homeowners believe the fire was caused by old electric wiring. And fire Officials Say the exact cause is under investigation. George gas cone is holding a News Conference to talk about strategies to combat car break ins. San Francisco Police have increased the efforts to try to crack down on car breakins in the city. 30,000 were reported in 2017. And thats a 24 increase from the year before. Time is 5 38. There have been several reports of broken gas lines around the bay area lately. And in San Francisco, at least three were caused by construction crews. A crew digging in alamo square monday forced evacuations after digging into a line. Pg e investigators responded to the reports to find out who is responsible so they can pay for the damage. Most pipeline punctures or breaks are caused by people who first didnt call the free 811 service line to find out where the lines are. Repairs and replacements of old infrastructure caused the most trouble. Sewer work or water work where contractors are doing work on behalf of the city. And theyre obviously putting in new infrastructure and sometimes their oaxacaiveation techniques may cause them to dig into the facilities. Crews can avoid problems by not using backhoes and by digging carefully. We just found out that billy graham has died this morning. He was a pastor for more than 70 years. A well known around the world. Counseled a dozen american president ed and preached to 200 Million People in 185 countries. His influence was again around the world. In this country he was known as americas pastor. Billy graham was known for his humor. And he also maintained a nonpartisan christian view. Martin luther king considered him a close friend as well. He opened the billy graham ministries which his son later took over. The reverend billy graham has died at the age of 99. New protections for students at an all girl school in san jose. If youre driving along the peninsula, pay extra attention on the road today. 25 officers from Law Enforcement agencies throughout San Mateo County will take part in a Traffic Enforcement program. Theyll be deployed from 8 00 this morning until 4 00 this afternoon. They are urging drivers to be mindful of pedestrians, stop at the crosswalk, and be cautious when backing up. People crossing the street should also Pay Attention to traffic around them and not be distracted by texting or talking on the phone. And pedestrians should make eye contact with drivers, never assume that they see you and will stop for you. Students at San Jose University are turning an Old School Bus into a living space for a family in need. That includes custom seating and wiring a bus for a refrigerator and heating. The biggest challenge that were going to face for this bus is the wiring and figuring out how to power the things like the refrigerator. They said they want to put a heating unit into the bus because it gets really cold at night. To me it was a potential win win. It would be an opportunity for the students to practice their engineering skills. And at the same time create something that is of value to the community. The bus is being given to an adjunct professor at san jose state who has been homeless and sleeping in her car. Housing prices have made it impossible to rent or buy in the area. The School Bus Home should be complete in may. A decision on permanent water restrictions in california is on hold for now. They met yesterday about bringing back temporary water restrictions and making them permanent. Drought monitors say most of california Southern California is back in a drought. And they are considers banning fountains without a recirculating system. Were in the worst drought in the century. You got to be tougher on conservation than when we just have a dry year. A vote on the issue was delayed so water officials can do tweaking of regulations to accommodate emergency agriculture use. And also the use of recycled water for plants. Using a garden hose to walk off a driveway, washing your car without a shutoff valve on the hose. And ratherring your lawn within 48 hours of a rainstorm. Speaking of rain were not getting any until next week. So its going to hold off for the parade. I would like it to rain just so we have the water going but not rain during the parade. We were noticing someone bug Walking Around in the lanes and we get reports of this all the time. Pedestrians walking on the freeway. It may be associated with a car that broke down. I think we may have lost them. It was causing a big backup. And people were hitting the brakes. I think i may be able to see that person now. But my eyes deceive me. Anyway, this is the macarthur maze and the bay bridge toll plaza. And the traffic at the toll plaza is already slow anyway. And well get back to that in just a moment. I want to touch in with the commute on 580 at 205. Its very slow on the tracy super commute. Slow on 205 and slowing on the Altamont Pass as well. Driving over to hayward. And northbound 101 at whipple. The whipple off ramp is closed. You cant get off the freeway there. Youll have to go up to holly street and come back the other way to get to that area of redwood city. When you get to the bay bridge toll plaza its backed up. I dont see that person any more. Hopefully, that person is out of the lanes, very dangerous. According to the u. S. Chamber of commerce, it would bring in billions in revenue over the next 10 years. President trump wants to use the money towards the infrastructure plan.
